Dr. Pongkasem Khaimook, Deputy Secretary General of the Ministry of Public Health (MOPH) and Ms. Chuanchom Jantawong, Deputy Director-General of Department of Older Persons, Ministry of Social Development and Human Security, co-chaired the 4th Joint Coordinating Committee of S-TOP. More than 90 people including representatives from central government ministries and agencies, eight pilot sites, and two potential sites, participated in the conference room at MOPH and online. JICA expert reported the completion of the project, and the AIHD researcher team at Mahidol University gave an interim report on the research. The final version of the policy proposal was announced from the Thai side. Finally, the indicator of Project Overall Goal was discussed and the meeting was adjourned.

S-TOP organized the 9th Drafting Team and Research Team (DT/RT) and 16th Working Team Meeting on 30 September 2022.
The meeting was chaired by Dr. Kornkrit Limsommut, Director of Health Administration Division (HAD). Representatives from HAD and JICA S-TOP attended the meeting at the Office of the Permanent Secretary, Ministry of Public Health and the rest of the participants participated online. The meeting includes the following issues; Ms. Keiko Mehra, Expert on the Elderly Care reported the results of the data analysis obtained from the S-TOP main pilot sites in 8 provinces. The research team of the ASEAN Institute for Health Development, Mahidol University explained the progress of their research. Mr. Motooki Sakai explained his proposal for improving the current IMC Service Plan, and then the participants discussed the contents of the proposal. As for the indicators of the Overall Goal, it was agreed to expand the S-TOP model to 13 Health Regions throughout Thailand. Moreover, overall goal indicators will be proposed in the next JCC in October. At the end of the meeting, the agenda for the 4th JCC meeting scheduled in October 2022 was confirmed, and the meeting was adjourned.

เมื่อวันที่ 30 กันยายน พ.ศ. 2565 โครงการ S-TOP ได้จัดประชุมคณะร่างเพื่อจัดทำข้อเสนอเชิงนโยบายและคณะวิจัย (DT/RT) ครั้งที่ 9 และการประชุมคณะทำงานครั้งที่ 16
นพ.กรกฤช ลิ้มสมมุติ ผู้อำนวยการกองบริหารการสาธารณสุข (กบรส.) เป็นประธานการในการประชุม โดยตัวแทนจาก กบรส. และ โครงการ JICA S-TOP เข้าร่วมการประชุมที่สำนักงานปลัดกระทรวงสาธารณสุข และผู้เข้าร่วมประชุมที่เหลือเข้าร่วมการประชุมทางออนไลน์ โดยมีวาระการประชุมดังนี้ Ms. Keiko Mehra ผู้เชี่ยวชาญด้านการดูแลผู้สูงอายุได้รายงานผลการวิเคราะห์ข้อมูลที่ได้จากพื้นที่นำร่องหลักของโครงการ S-TOP ใน 8 จังหวัด คณะวิจัยของสถาบันพัฒนาสุขภาพอาเซียน (AIHD) มหาวิทยาลัยมหิดล ชี้แจงความคืบหน้าของการวิจัย Mr. Motooki Sakai อธิบายข้อเสนอในการปรับปรุงแผนการให้บริการ IMC ในปัจจุบัน (IMC Service Plan) จากนั้นผู้เข้าร่วมก็อภิปรายถึงเนื้อหาของข้อเสนอ สำหรับตัวชี้วัดของเป้าหมายโดยรวม ที่ประชุมได้ตกลงที่จะขยายรูปแบบบริการของโครงการ S-TOP ไปยัง 13 เขตสุขภาพทั่วประเทศไทย นอกจากนี้ จะมีการเสนอตัวชี้วัดเป้าหมายโดยรวมใน JCC ครั้งต่อไปในเดือนตุลาคม ในช่วงสุดท้ายของการประชุม ได้มีการเห็นชอบวาระการประชุม JCC ครั้งที่ 4 ซึ่งจะจัดขึ้นในเดือนตุลาคม 2565 และเสร็จสิ้นการประชุม

The 7th Drafting Team and Research Team Joint Meeting were held on 30 and 31 August 2022 between Japan Training participants including some DT & RT members and DT & RT members who stayed in Thailand. The meeting were held online by Zoom Video Conferencing Program.

On the second day of the Drafting Team and Research Team Joint Meeting, the Japan Training participants presented the latest version of its policy proposals in front of past Chief Advisors of CTOP, LTOP, and S-TOP as well as Dr. Reiko Hayashi, Deputy Director General of National Institute of Population and Social Security Research. From the Japanese side, there were many questions related to rehabilitation personnel, co-payment, collaboration with the private sector for adequate service provision of IMC. It was also mentioned that usage of IT technology and promotion of prevention were important to cover the decrease in human and financial resources in the future.

On the first day of 7th Drafting Team and Research Team Joint Meeting, the participants in Japan Training made presentations on the report of the Training in Japan and the revised version of the policy recommendations. Dr. Kornkrit Limsommut (Director of Health Administration Division), Dr. Akarathan Jitnuyanont (Director of Institute of Geriatric Medicine, Department of Medical Services) and Dr. Dr. Prasitchai Mangjit (Deputy Director of the 4th Health Regional Office) made comments for revising the policy recommendations.

6th Meeting of Drafting Team (DT) and Research Team (RT) for Policy Recommendation was held at Office of Permanent Secretary, Ministry of Public Health on 8 August 2022. The meeting was opened with the opening remarks of Dr. Prasitchai Mangjit, Deputy Director of Public Health Region 4 Office.
In the meeting, Mr. Motooki Sakai, Chief Advisor of S-TOP and Dr. Bhakaporn Kuljirundhorn, Consultant of S-TOP explained about the outline of draft report on policy recommendation. Moreover, Dr. Thaworn Sakunphanit of AIHD, Mahidol University explained about progress of the research on seamless provision of IMC services in pilot sites of S-TOP. Members of DT/RT contributed their own ideas and opinions for revising the current policy recommendation so that the policy recommendation can benefit the actual practice of IMC or seamless care nationwide. Dr. Prasitchai Mangjit closed the meeting by requesting some of DT/RT members planned to participate the training in Japan during 19 August 2022 – 1 September 2022 to reflect their learning in Japan into the policy recommendation before the policy recommendation will be summarized prior to the final JCC Meeting in October 2022.

เมื่อวันที่ 8 สิงหาคม พ.ศ. 2565 มีการจัดการประชุมคณะร่าง (DT) และคณะวิจัย (RT) เพื่อจัดทำข้อเสนอเชิงนโยบาย ครั้งที่ 6 ที่สำนักงานปลัดกระทรวงสาธารณสุข โดยมีนายแพทย์ประสิทธิชัย มั่งจิตร รองผู้อำนวยการสำนักงานเขตสุขภาพที่ 4 เป็นประธาน
ในการประชุม Mr. Motooki Sakai หัวหน้าที่ปรึกษาโครงการ S-TOP และ ดร. ภคพร กุลจิรันธร ที่ปรึกษาโครงการ S-TOP ได้อธิบายเกี่ยวกับโครงร่างของร่างรายงานข้อเสนอเชิงนโยบาย นอกจากนี้ นพ.ถาวร สกุลพาณิชย์ จากสถาบันพัฒนาสุขภาพอาเซียน มหาวิทยาลัยมหิดล (AIHD) ได้อธิบายถึงความคืบหน้าของการวิจัยเรื่องการให้บริการ IMC อย่างไร้รอยต่อในพื้นที่นำร่องของโครงการ S-TOP โดยสมาชิกคณะร่างและคณะวิจัย (DT/RT) ได้เสนอแนวคิดและความคิดเห็นของตนเองในการแก้ไขข้อเสนอแนะนโยบายปัจจุบัน เพื่อให้ข้อเสนอแนะนโยบายเป็นประโยชน์ต่อการปฏิบัติจริงด้าน IMC หรือการดูแลที่ไร้รอยต่อทั่วประเทศ สุดท้าย นพ.ประสิทธิชัย มั่งจิตร ได้กล่าวปิดการประชุมโดยขอให้สมาชิก DT/RT ที่จะเข้าร่วมการฝึกอบรมในประเทศญี่ปุ่นเตรียมตัวเข้าร่วมการฝึกอบรมฯ ระหว่างวันที่ 19 ส.ค. 2565 – 1 ก.ย. 2565 เพื่อสะท้อนการเรียนรู้ในญี่ปุ่นเข้าสู่ข้อเสนอเชิงนโยบาย ก่อนสรุปข้อเสนอแนะเชิงนโยบาย และมุ่งสู่การประชุม JCC ครั้งสุดท้ายในเดือนตุลาคม พ.ศ. 2565

On 25 July 2022, S-TOP visited Ratchaphiphat Hospital. Ratchaphiphat hospital is a hospital under BMA. The target groups of IMC are stroke, TBI, SCI, hip fracture and aging. Ratchaphiphat has a different referral system from the other provinces. IMC patients are referred to Heath Center or Day Care Center in the community. JICA team observed a day care center for older persons in Sirikasem Ruamjai 50 Community. Day care for children under four is established in the same compound. It is a good model to address the declining birthrate and the aging population.
In August this year, Ratchaphiphat Hospital will start Ratchaphiphat Urban Medicine Center for Rehabilitation and Palliative Care. It will provide IMC palliative care and geriatric care in a three-story building which was established by donations of people and a private company.

S-TOP joined National Seminar on Seamless Social and Medical Services Provision for Older Persons held on 20-21 July 2022 in Bangkok. The seminar was started with the opening remarks of Dr. Kiattiphum Wongrajit, Permanent Secretary of Ministry of Public Health and Mr. Takahiro Morita, Senior Representative of JICA Thailand Office.
Dr. Reiko Hayashi, Deputy Director General of National Institute of Population and Social Security Research gave a keynote speech titled “The Development of Aging Policies in the Southeast Asian Countries from the Perspective of the East Asian Experiences”. She showed composition of policies on low fertility and population ageing through population policy perspectives. She elaborated on the evolution of welfare and care system for the elderly in Japan, Korea, China and Taiwan. As most of the participants in the venue came from JICA S-TOP implementing organizations, they showed their interest in Long-term healthcare system in Japan and workforce for medical and social care for older persons.
Following the presentation by Dr. Hayashi, Mr. Motooki Sakai, Chief Advisor of JICA S-TOP, explained about the current plan of policy recommendation and Ms. Keiko Mehra, Expert on Elderly Care, made a presentation on the progress of site activities.
There was another guest speaker from Japan in the morning on the 2nd day of National Seminar. Dr. Akinori Hamamura of Kokura Rehabilitation Hospital, Fukuoka, Japan, gave a lecture on the experience of IMC in Japan for the development of IMC and seamless care in Thailand. He elaborated on Japan's efforts to provide rehabilitation for older persons in the community in cooperation with various stakeholders. Such efforts were later incorporated into the local administration as a formal mechanism and then it becomes national system in Japan.
Apart from the lectures from two guest speakers from Japan, there were two sessions of panel discussion in the afternoon on the first day and in the morning on the second day. In the first day of discussion, the representatives from implementing organization from 8 pilot sites of S-TOP were invited as panelists and exchanged their opinions on service delivery, multi-disciplinary medical team and involvement of relevant sectors in the seamless care provision. As for the panel discussion on the 2nd day, officers from MOPH, NHSO, and MSDHS updated their recent policy on IMC and discussed how to integrate different sectors in the implementation of IMC service provision.

On 4 July 2022, S-TOP Team visited Mettapracharak Hospital. Mettapracharak is a hospital specializing in ophthalmology. As a potential site of S-TOP, it has been developed IMC services together with the increase in the number of rehabilitation personnel. As currently many of IMC patients of the hospital have IMC at home and home visit by medical personnel is still in preparation. DMS developed "Notebook for Referral and Monitoring of Treatment" so that health personnel can follow-up IMC patients while they are at home. Mettapracharak has a disability service center in the hospital to issue a disability ID card in collaboration with Ministry of Social Development and Human Security.
