The Thai-International Maritime Law Enforcement Training Center (TIMEC) is officially operational, marking a significant milestone in regional maritime security cooperation. Established in 2023, TIMEC is the result of a robust collaborative effort between the Thai Marine Police Division and United States Law Enforcement Agencies, whose generous financial contributions funded the facility's construction and the procurement of essential instructional resources.
This state-of-the-art facility is strategically designed to provide comprehensive support for specialized maritime law enforcement training.
Facility Infrastructure and Utilization
The TIMEC building comprises four levels of dedicated functional space:
Level 1: Command and Administrative Operations
* Security Command Post: Dedicated security surveillance and control room.
* Administrative Hub: Houses the Training Center Office and the operational headquarters for Sub Division 3, Marine Police Division.
* Logistics & Support: Designated area for the provision of essential services and logistical support.
Level 2: Instruction and Technical Support
* Primary Lecture Hall: A capacity of 80 participants, designed for large-scale academic instruction.
* Syndicate Rooms (x2): Dedicated spaces for small-group exercises, operational planning, and confidential briefings.
* Audio-Visual Control Center: Centralized unit for managing electronic and audio-visual instructional aids.
* Learning Center: A combined facility providing a Small Library for academic resources and a Small Museum showcasing the history and specialized equipment of maritime law enforcement.
* Mess Hall: Central dining and meeting facility.
Level 3: Trainee Accommodations
* Dormitory: Capacity to house up to 60 trainees, complete with integrated toilet and shower facilities.
Level 4: VIP and International Officer Quarters
* Commissioned Officer Suites: Private, secured accommodations designated for international students and commissioned officers. Quarters are segregated by gender, with separate, self-contained toilet and shower facilities on each side.
Peripheral Training Assets
The surrounding complex is fully equipped to maximize practical training efficacy, including:
* A dedicated Aquatic Training Pool.
* A Fitness and Conditioning Facility (Gym).
* A fully operational Operational Pier providing direct access for maritime training exercises and vessel deployment.
TIMEC is positioned to enhance the capabilities and interoperability of maritime law enforcement personnel across the region.

TIMEC Training Center Conducts Comprehensive Emergency Response Exercise
Sattahip, Chonburi – On August 9-10, 2025, during Days 6-7 of the SEA EXERCISE course, the TMEC Training Center conducted a comprehensive training exercise focused on incident command, emergency response, and intelligence operations. The exercise was led by Police Colonel Intarat Panya, Superintendent of Highway Police Division 7.
The training was structured into two main components: theoretical instruction and Table Top Exercises (TTX). The theoretical phase provided a deep dive into key concepts such as Incident Command Systems, First Responder protocols, Emergency Response Team operations, and Intelligence Planning Operations (IPO).
The TTX component simulated a series of emergency scenarios, allowing participants to apply their theoretical knowledge in a controlled environment. This practical session required trainees to collaborate, analyze situations, and make critical decisions to effectively mitigate the simulated threats. The exercise aimed to enhance the participants' ability to respond to real-world emergencies in a systematic and efficient manner, ultimately minimizing casualties and ensuring the safety of all personnel involved.

Fishery Vessel Inspection Training
August 8, 2025 - On Day-5 of the Sea Exercise course, the patrol vessel Chaijinda took 35 trainees out to sea for practical training in inspecting fishing vessels.
The objective of this training is to enhance the knowledge and skills of the trainees in conducting efficient and internationally compliant searches and inspections of fishing vessels.
Key training activities included:
* Simulated Vessel Boarding: Trainees practiced approaching and boarding a vessel and controlling the situation during a search.
* Document Verification: They were trained to check relevant documents for the vessel and crew, such as fishing licenses, registration, and crew identification.
* Equipment Inspection: Trainees practiced inspecting navigation equipment, safety gear, and fishing tools to ensure they meet regulations.
This hands-on training will prepare the trainees for their future duties in maintaining maritime security and preventing illegal fishing.

Marine Police Practice Vessel Inspections for Oil and Fishing Boats, Enhancing Maritime Crime Suppression in SEA EXERCISE SATTAHIP 2025
The Marine Police Division of the Central Investigation Bureau conducted day 5 of the SEA EXERCISE SATTAHIP 2025 on August 8, 2025.
The training focused on inspecting diesel oil vessels for fishermen in the contiguous zone and fishing boats to enhance the division's capabilities in preventing and suppressing maritime crime.
The exercise simulated real-life scenarios faced by officers in the field. It emphasized following Standard Operating Procedures (SOPs) for boarding and inspecting vessels, checking relevant documents, inspecting cargo, and communicating with crew members. The goal was to ensure all operations are efficient, lawful, and prioritize the safety of everyone involved.
The inspection of diesel oil vessels in the contiguous zone is particularly important as it is a key measure to control and prevent illegal oil trade, which affects the nation's economy and security. The inspection of fishing boats aims to prevent illegal, unreported, and unregulated (IUU) fishing, a crucial policy that the government highly prioritizes.

August 7, 2025 — On Day 4 of the Basic Seamanship Training Course at the TIMEC Training and Operations Center, students participated in both theoretical and practical sessions to build a strong foundation in essential seamanship skills.
From 9:00 AM to 12:00 PM, students covered "General Seamanship 1," which included an in-depth look at various parts of a ship, the correct use of onboard equipment, anchor knowledge, and the function of a davit—a crucial device for launching small boats and life-saving equipment.
The afternoon session, from 1:00 PM to 4:00 PM, focused on "General Seamanship 2." This hands-on training covered practical skills such as using a lead line (for depth sounding), working with different types of ropes, and mastering various nautical knots. These are fundamental skills essential for safety and efficiency at sea.

TUMEC Enhance Maritime Skills with Firefighting Drills
August 7, 2025 — 35 officers from the Marine Police Division, participating in the Sea Exercise Course, successfully completed intensive firefighting training at the Naval Warfare Training Center (NWTC), Royal Thai Fleet, in Sattahip District, Chonburi Province.
The practical training focused on both open-air firefighting and shipboard fire control simulations. The objective was to enhance the officers' readiness and proficiency in handling various emergency situations at sea.
Participants learned modern firefighting techniques, safe access to incident sites, and effective team coordination to manage crises. The shipboard simulations were a critical part of the training, allowing officers to apply their knowledge in a realistic environment.
This training initiative aligns with the Marine Police Division's policy of continuously strengthening its personnel's capabilities to ensure they can perform their maritime security duties effectively and promptly.

35 TIMEC Marine Police Students Undergo Damage Control Training with the Royal Thai Navy, Enhancing Maritime Rescue Capabilities
Royal Thai Navy, Sattahip – August 6, 2025 – Today, at the Training Division of the Royal Thai Fleet, crucial support was provided for a training program for 35 Marine Police Students from the SEA EXERCISE course. The students participated in "damage control" training, an essential skill for maritime rescue missions.
The objective of this training is to develop and enhance the skills of the marine police to handle various emergencies that may occur at sea, such as plugging leaks in the hull or shoring up damaged structures to prevent the ship from sinking. This is considered a vital skill for saving lives and property.
The 35 marine police students received both theoretical and practical instruction from expert instructors at the Royal Thai Fleet's Training Division.
The training covered everything from techniques for using various equipment to hands-on practice in simulated scenarios, ensuring proficiency and the ability to apply these skills effectively in real-life emergencies.
This training marks another significant step in the collaboration between the Royal Thai Navy and the Marine Police Division, aiming to elevate the capabilities of their personnel to international standards and ensure they can effectively protect Thailand's waters.

On August 6, 2025, students of the Basic Seamanship Training Course at the Thai - International Maritime Law Enforcement Training Center (TIMEC) participated in a crucial training session on "First Aid and Emergency Life-Saving." This skill is essential for all who work at sea.
The training aimed to prepare students to properly and promptly assist those in various emergency situations that may arise on a vessel. The curriculum covered fundamental first aid principles, situation assessment, bleeding control, splinting, and hands-on practice of CPR (Cardiopulmonary Resuscitation) and using an AED (Automated External Defibrillator).
The practical session allowed students to simulate real-life scenarios and hone their skills under the close supervision of expert instructors. This ensured that every student gained the knowledge and confidence to apply these life-saving techniques effectively when faced with unexpected events.

Morning Session: Introduction to Patrol Boats and Seafaring Life
On Tuesday, August 5, 2025, from 08:00 to 12:00, students of the Basic Seamanship Training Course participated in a session on "Introduction to Patrol Boats 1." The instructor provided knowledge about the different types of patrol boats, their various components, and the customs and traditions that sailors must strictly adhere to. Additionally, students learned about stationing on a vessel, an essential skill for all sailors to perform their duties efficiently and safely.
Afternoon Session: Regulations and Duties on a Patrol Boat.
In the afternoon, from 13:00 to 16:00, students continued their training with "Introduction to Patrol Boats 2," which built upon the morning's lesson. This session focused on the regulations and rules related to different positions on a ship, helping students clearly understand their scope of responsibilities. They also learned about safety precautions to prevent accidents while on duty.

Police from Sea Exercise Course Visit Marine Traffic Control and Safety Office
CHONBURI – On Tuesday, August 5, 2025, a group of 35 marine police officers from the Sea Exercise course conducted a study visit to the Marine Traffic Control and Safety Office (VTS) at Laem Chabang Port, Chonburi. The visit aimed to enhance their knowledge and practical experience in marine traffic management.
The study tour was designed to give the trainees a deeper understanding of the VTS system, which is crucial for controlling and ensuring the safety of maritime traffic within the port area. The marine police officers were briefed on the roles and responsibilities of the VTS office and were given a firsthand look at how staff use radar and CCTV technology to monitor maritime situations.
This activity is expected to strengthen cooperation and mutual understanding between the marine police and VTS personnel, which will lead to more effective collaboration in maintaining maritime safety and order in the future.
