ผอ. JIC ย้ำ “อย่าเริ่มเรื่องจากวันที่ไทยตอบโต้” ชี้กัมพูชาเปิดฉากก่อน ไทยเพียงป้องกันตนเอง ยันการเจรจาเขตแดนต้องเริ่มจาก “พื้นที่ปลอดภัย”
31 สิงหาคม 2569 — พล.อ.อ.ประภาส สอนใจดี ผู้อำนวยการศูนย์ข่าวสารสถานการณ์ไทย–กัมพูชา (ผอ. JIC) ย้ำจุดยืนต่อสถานการณ์ชายแดนว่า ประชาคมระหว่างประเทศต้องพิจารณาลำดับเหตุการณ์ทั้งหมดอย่างเป็นธรรม ไม่ใช่เริ่มต้นประเมินจากวันที่ไทยใช้กำลังตอบโต้
“อย่าเริ่มเล่าการปะทะในวันที่ไทยตอบโต้ เพราะการปะทะไม่ได้เริ่มในวันนั้น — กัมพูชายิงก่อน ไทยป้องกันตนเอง เราไม่สามารถลบเหตุออกจากลำดับเหตุการณ์ แล้วนำเฉพาะการตอบสนองมาตัดสินว่าเป็นการรุกรานได้”
ผอ. JIC ได้สรุปข้อเท็จจริงและจุดยืนสำคัญ ดังนี้
ตามหลักฐาน กัมพูชาเป็นฝ่ายเปิดฉากใช้อาวุธ รุกล้ำ ยั่วยุ และยิงจรวด BM-21 ซึ่งสร้างความเสียหายต่อพลเรือนและทรัพย์สินของไทย การตอบสนองของไทยจึงเป็นไปเพื่อหยุดยั้งภัยคุกคามและปกป้องอธิปไตย มิใช่เพื่อยึดครองดินแดน
การปฏิบัติการทางทหารของไทยดำเนินการภายใต้สิทธิการป้องกันตนเองและกฎหมายมนุษยธรรมระหว่างประเทศ โดยแยกแยะเป้าหมาย ใช้กำลังอย่างได้สัดส่วน และลดผลกระทบต่อพลเรือนอย่างเคร่งครัด
ไทยไม่ต้องการความขัดแย้ง แต่กลไกทวิภาคี (โดยเฉพาะคณะกรรมาธิการเขตแดนร่วม) จะทำงานและลงพื้นที่สำรวจจริงได้ พื้นที่ชายแดนต้องปลอดภัยก่อน โดยต้องลดการยั่วยุ ลดภัยทุ่นระเบิด และเคารพการหยุดยิง
ทุกฝ่ายควรยึดถือถ้อยแถลงร่วม กลไกการเจรจา และความร่วมมือที่มีอยู่ มากกว่าการใช้เวทีสาธารณะสร้างข้อกล่าวอ้างฝ่ายเดียวเพื่อตัดสินปัญหา
ผอ. JIC กล่าวทิ้งท้ายว่า “ประเทศไทยไม่ได้ขอให้โลกเลือกข้าง แต่ขอให้ตรวจสอบลำดับเหตุการณ์ทั้งหมดด้วยมาตรฐานเดียวกัน เป้าหมายของเราไม่ใช่การเอาชนะสงครามการสื่อสาร แต่คือความปลอดภัยของประชาชน การปกป้องอธิปไตย และสันติภาพที่ยั่งยืน”

Press Release by the Joint Information Center on the Thailand-Cambodia Situation (JIC)
JIC Director reiterates that "The events did not begin to unfold from the day that Thailand responded"; points out Cambodia fired first and Thailand only acted in Self-Defense, Insists border negotiations must begin with a "Safe Environment"
On 31 August 2026, Air Chief Marshal Prapas Sornchaidee, Director of the Joint Information Center on the Thailand-Cambodia Situation (JIC), reiterated Thailand's position on the border situation, stating that the international community must fairly evaluate the entire sequence of events, rather than starting the assessment from the day Thailand responded.
"Do not start narrating the events surrounding the clashes on the day that Thailand responded, because the clashes did not begin on that day — Cambodia fired first, and Thailand acted in self-defense. We cannot erase the root causes from the timeline and judge only the response as an act of aggression."
The JIC Director summarized the key facts and positions as follows:
Based on evidence, Cambodia was the first to open fire, encroach, provoke, and launch BM-21 multiple-rocket launchers, which caused damage to Thai civilians and property. Thailand's response was solely to halt the threat and protect its sovereignty, not to occupy territory.
Thailand's military operations were conducted as an exercise of the inherent right of self-defense and in accordance with international humanitarian law. This includes strictly distinguishing between military and civilian targets, using proportionate force, and minimizing the impact on civilians.
Thailand does not seek conflict, but bilateral mechanisms (especially the Joint Boundary Commission - JBC) can only function and conduct field surveys if the border area is safe first. Both sides must reduce provocations, mitigate the threat of landmines, and respect the ceasefire.
All parties should adhere to the Joint Statement, existing negotiation mechanisms, and mutual cooperation, rather than using public platforms to create unilateral allegations to judge the issue.
The JIC Director concluded, "Thailand is not asking the world to choose sides, but we ask that the entire sequence of events be examined with the same standard. Our goal is not to win an information warfare, but to ensure the safety of our people, the protection of our sovereignty, and sustainable peace."
