วันที่ 25 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร ได้รับมอบหมายจากนายสุริยะ จึงรุ่งเรืองกิจ รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ เป็นผู้แทนเข้าร่วมการประชุมรัฐมนตรีความมั่นคงอาหารเอเปค ครั้งที่ 11 (Food Security Ministerial Meeting: FSMM) ณ เมืองหางโจว สาธารณรัฐประชาชนจีน พร้อมด้วยนางจารุวรรณ สุขรมย์ รักษาราชการแทนผู้อำนวยการกองเศรษฐกิจการเกษตรระหว่างประเทศ และเจ้าหน้าที่กองเศรษฐกิจการเกษตรระหว่างประเทศ โดยมีนางสาวปุณฑริกา ฉายากุล กงสุล (ฝ่ายเกษตร) ประจำสถานกงสุลใหญ่ ณ นครเซี่ยงไฮ้ เข้าร่วมด้วย

การประชุมฯ มีรัฐมนตรีและผู้แทนจาก 21 เขตเศรษฐกิจเอเปคเข้าร่วม ภายใต้แนวคิดหลัก “การสร้างประชาคมเอเชีย-แปซิฟิกเพื่อความรุ่งเรืองร่วมกัน” (Building an Asia-Pacific Community to Prosper Together) โดยเป็นเวทีแลกเปลี่ยนนโยบายและแนวทางความร่วมมือด้านความมั่นคงอาหาร
ที่มุ่งเน้นการพัฒนาภาคเกษตรและชนบทคุณภาพสูง และการประยุกต์ใช้นวัตกรรม เทคโนโลยี และเกษตรดิจิทัลเพื่อเสริมสร้างความมั่นคงของระบบอาหาร

ในโอกาสนี้ เลขาธิการ สศก. ได้นำเสนอแนวทางของกระทรวงเกษตรและสหกรณ์ ภายใต้แนวคิด “เกษตรนวัตกรรม เพื่อความยั่งยืนเกษตรกรไทย” โดยเน้นการใช้เทคโนโลยี ข้อมูล และนวัตกรรมเพื่อยกระดับประสิทธิภาพการผลิต และได้เน้นย้ำความสำคัญของการนำเทคโนโลยีดิจิทัลและนวัตกรรมมาใช้เพื่อเพิ่มประสิทธิภาพการผลิตและรับมือกับความท้าทายของระบบอาหาร ควบคู่กับการส่งเสริมความร่วมมือระหว่างเขตเศรษฐกิจเอเปค เพื่อความมั่นคงอาหารและความรุ่งเรืองร่วมกันในภูมิภาคเอเชีย-แปซิฟิก

On 25 August 2026, Mr. Peeraphan Korthong, Secretary-General of the Office of Agricultural Economics (OAE), was assigned by Mr. Suriya Jungrungreangkit, Minister of Agriculture and Cooperatives,to participated in the 11th APEC Food Security Ministerial Meeting (FSMM) in Hangzhou, People’s Republic of China, together with Mrs. Jaruwan Sukkharom, Acting Director of the International Agricultural Economics Division (IAED) and officials from the IAED. Ms. Poontarika Chayakul, Consul (Agriculture), Royal Thai Consulate-General in Shanghai, also attended the meeting.

The meeting was attended by Ministers and representatives from all 21 APEC economies under the theme “Building an Asia-Pacific Community to Prosper Together.” The meeting served as a platform for exchanging policies and approaches to cooperation on food security, with a focus on high-quality agricultural and rural development and the application of innovation, technology, and digital agriculture to strengthen the resilience and security of food systems.

On this occasion, the OAE Secretary-General presented the Ministry of Agriculture and Cooperatives’ approach under the concept “Innovative Agriculture for the Sustainability of Thai Farmers”, emphasizing the use of technology, data, and innovation to enhance production efficiency. He also highlighted the importance of leveraging digital technologies and innovation to improve productivity and address challenges facing food systems, while promoting cooperation among APEC economies to advance food security and shared prosperity across the Asia-Pacific region.

วันที่ 25 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร ได้มอบหมายให้นางสาวหิรัญญา สระสม รักษาการในตำแหน่งผู้เชี่ยวชาญด้านนโยบายเศรษฐกิจการเกษตรระหว่างประเทศ เข้าร่วมการหารือระหว่าง นายสุริยะ จึงรุ่งเรืองกิจ รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ กับนายโอตากะ มาซาโตะ (H.E. Mr. Otaka Masato) เอกอัครราชทูตญี่ปุ่นประจำประเทศไทย โดยการประชุมหารือดังกล่าว มีวัตถุประสงค์เพื่อแนะนำตัวในโอกาสที่คณะรัฐมนตรีชุดใหม่เข้ารับตำแหน่ง และหารือแนวทางการสานต่อความร่วมมือด้านการเกษตรระหว่างไทยและญี่ปุ่น ทั้งนี้ การหารือมุ่งเน้นการส่งเสริมความร่วมมือด้านการเกษตรและการยกระดับภาคการเกษตรของทั้งสองประเทศ โดยเฉพาะการนำเทคโนโลยีและนวัตกรรมสมัยใหม่มาใช้เพื่อเพิ่มประสิทธิภาพการผลิต แนวทางการบริหารจัดการน้ำ ความร่วมมือด้านการเกษตร รวมทั้งการแสวงหาแนวทางการเพิ่มมูลค่าการค้าสินค้าเกษตรระหว่างกัน เพื่อสนับสนุนการพัฒนาภาคการเกษตรและการค้าเกษตรระหว่างไทยและญี่ปุ่นให้มีความเข้มแข็งและยั่งยืนต่อไป

Thailand and Japan Discuss Ways to Strengthen Agricultural Cooperation

On 25 August 2026, Mr. Peeraphan Korthong, Secretary General of the Office of Agricultural Economics (OAE), assigned Ms. Hirunya Srasom, Acting Expert on International Agricultural Economic Policy , to attend a meeting between Mr. Suriya Jungrungreangkit, the Minister of Agriculture and Cooperatives, and H.E. Mr. Otaka Masato, Ambassador of Japan to Thailand.

The meeting was held with the objective of introducing the new Cabinet following its assumption of office and discussing ways to continue and strengthen agricultural cooperation between Thailand and Japan.

The discussions focused on promoting agricultural cooperation and enhancing the agricultural sectors of both countries, particularly through the application of modern technologies and innovations to improve production efficiency, as well as approaches to water management and broader cooperation in the agricultural sector. The two sides also discussed opportunities to enhance the value of bilateral agricultural trade.

The meeting reaffirmed the commitment of Thailand and Japan to further strengthening cooperation in agriculture and agricultural trade, with a view to supporting the development of the agricultural sectors of both countries and promoting strong, sustainable, and mutually beneficial agricultural and trade relations between Thailand and Japan.

การประชุมคณะทำงานการดำเนินการของประเทศไทยในการเข้าเป็นสมาชิกของ OECD ภายใต้คณะกรรมการด้านการเกษตรของกระทรวงเกษตรและสหกรณ์ ครั้งที่ 2/2569

วันที่ 24 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร (สศก.) มอบหมายให้ ดร.กาญจนา ขวัญเมือง รองเลขาธิการสำนักงานเศรษฐกิจการเกษตร ในฐานะ Head of Mission สำหรับคณะกรรมการด้านการเกษตร (Committee on Agriculture: COAG) ของไทย เป็นประธานการประชุมคณะทำงานการดำเนินการของประเทศไทยในการเข้าเป็นสมาชิกขององค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (Organisation for Economic Co-operation and Development: OECD) ภายใต้คณะกรรมการด้านการเกษตร (COAG) ของกระทรวงเกษตรและสหกรณ์ ครั้งที่ 2/2569 พร้อมด้วยนายไพบูลย์ เตชะกัมพลสารกิจ ผู้อำนวยการส่วนนโยบายระหว่างประเทศเพื่อความมั่นคงทางอาหาร กองเศรษฐกิจการเกษตระหว่างประเทศ เจ้าหน้าที่จากกองนโยบายและแผนพัฒนาการเกษตร สำนักวิจัยเศรษฐกิจเกษตร ศูนย์สารสนเทศการเกษตร ศูนย์ประเมินผล และกองเศรษฐกิจการเกษตรระหว่างประเทศ และผู้แทนจากหน่วยงานภายใต้กระทรวงเกษตรและสหกรณ์ จำนวน 22 หน่วยงาน ณ ห้องประชุม AEOC ชั้น 2 อาคารศูนย์ปฏิบัติการเศรษฐกิจการเกษตร สำนักงานเศรษฐกิจการเกษตร

การประชุมครั้งนี้มีวัตถุประสงค์เพื่อร่วมกันพิจารณาผลการจัดทำแบบสอบถามสำหรับการประเมินการเข้าเป็นสมาชิกภาคเกษตรสำหรับประเทศไทยและแบบสอบถามการจัดทำฐานข้อมูลตัวชี้วัดด้านสิ่งแวดล้อมทางการเกษตรของประเทศไทย โดยผลการพิจารณาจัดทำแบบสอบถามฯ จะนำเสนอปลัดกระทรวงเกษตรและสหกรณ์ ให้ความเห็นชอบก่อนนำส่งฝ่ายเลขาธิการ OECD ต่อไป
ทั้งนี้ การดำเนินงานดังกล่าว ถือเป็นภารกิจสำคัญที่ต้องอาศัยความร่วมมือจากทุกหน่วยงานที่เกี่ยวข้อง และนับเป็นขั้นตอนสำคัญในการประเมินความพร้อมของภาคเกษตรและการดำเนินกระบวนการเข้าเป็นสมาชิก OECD ของไทย โดยไทยมีเป้าหมายที่จะดำเนินกระบวนการเข้าเป็นสมาชิกให้แล้วเสร็จภายในปี พ.ศ. 2571

The 2nd Meeting of the Working Group on Thailand’s Accession to the OECD under the Committee on Agriculture (COAG) of the Ministry of Agriculture and Cooperatives, B.E. 2569 (2026)

On 24 August 2026, Mr. Peerapan Korthong, Secretary-General of the Office of Agricultural Economics (OAE), assigned Dr. Kanjana Kwanmuang, Deputy Secretary-General of the OAE and Head of Mission for Thailand’s Committee for Agriculture (COAG), to chair the 2nd Meeting of the Working Group on Thailand’s Accession to the Organisation for Economic Co-operation and Development (OECD) under the Committee on Agriculture (COAG) of the Ministry of Agriculture and Cooperatives, B.E. 2569 (2026)

The meeting was attended by Mr. Paiboon Techakampolsarakij, Director of the International Policy for Food Security Sub-Division, the International Agricultural Economics Division, together with officials from the Agricultural development policy and plan Division, Bureau of Agricultural Economic Research, Center for Agricultural Information, Centre for Project and Programme Evaluation, and International Agricultural Economics Division, as well as representatives from 22 agencies under the Ministry of Agriculture and Cooperatives. The meeting was held at the AEOC 2 Meeting Room, 2nd Floor, Agricultural Economic Operations Center Building, Office of Agricultural Economics.

The meeting aimed to jointly review the results of the questionnaire for the assessing Thailand’s Agriculture Accession Review (AAR) and the questionnaire for developing Thailand’s Agri - Environmental Indicators Database (AEI). Following the review, the completed questionnaires will be submitted to the Permanent Secretary of the Ministry of Agriculture and Cooperatives for consideration and approval before being forwarded to the OECD Secretariat.

This work represents an important undertaking that requires close cooperation among all relevant agencies and constitutes a key step in assessing the readiness of Thailand’s agricultural sector and advancing Thailand’s OECD accession process. Thailand aims to complete the accession process by 2028 (B.E. 2571).

วันที่ 24 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร มอบหมายให้นางสาวหิรัญญา สระสม รักษาการในตำแหน่งผู้เชี่ยวชาญด้านนโยบายเศรษฐกิจการเกษตรระหว่างประเทศ ปฏิบัติหน้าที่หัวหน้าคณะผู้แทนไทย พร้อมด้วยผู้แทนจากกองเศรษฐกิจการเกษตรระหว่างประเทศ และสำนักวิจัยเศรษฐกิจการเกษตร เข้าร่วมการประชุมเตรียมการสำหรับการลงนามในบันทึกความเข้าใจว่าด้วยความร่วมมือด้านปาล์มน้ำมัน ภายใต้แผนงาน IMT-GT ผ่านระบบการประชุมทางไกล โดยมีผู้แทนมาเลเซียเป็นประธานการประชุม

On 24 August 2026, Mr. Peeraphan Korthong, Secretary-General of the Office of Agricultural Economics (OAE), assigned Ms. Hirunya Srasom, Acting Expert on International Agricultural Economics Policy, to serve as the Head of the Thai Delegation, together with representatives from the International Agricultural Economics Division (IAED) and the Bureau of Agricultural Economic Research (BAER), to attend Coordination Meeting for the MoU on Palm Oil Coopertion Signing Ceremony under IMT-GT via video conference. The meeting was chaired by Malaysia.

วันที่ 22 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร มอบหมายให้ ดร.กาญจนา ขวัญเมือง รองเลขาธิการสำนักงานเศรษฐกิจการเกษตร ทำหน้าที่หัวหน้าคณะผู้แทนไทยเข้าร่วมการประชุมร่วม (Joint Meeting) ระหว่างหุ้นส่วนเชิงนโยบายด้านความมั่นคงอาหาร (Policy Partnership on Food Security: PPFS) คณะทำงานด้านมหาสมุทรและการประมง (Ocean and Fisheries Working Group: OFWG) คณะทำงานด้านความร่วมมือทางวิชาการการเกษตร (Agricultural Technical Cooperation Working Group: ATCWG) และการหารือระดับสูงด้านเทคโนโลยีชีวภาพทางการเกษตร (High Level Policy Dialogue on Agricultural Biotechnology: HLPDAB) พร้อมด้วยนางจารุวรรณ สุขรมย์ รักษาราชการแทนผู้อำนวยการกองเศรษฐกิจการเกษตรระหว่างประเทศ และเจ้าหน้าที่กองเศรษฐกิจการเกษตรระหว่างประเทศ โดยมี ดร.ชาลินี คงสวัสดิ์ รองผู้อำนวยการด้านบริหาร ศูนย์พันธุวิศวกรรมและเทคโนโลยีชีวภาพแห่งชาติ นายคงภพ อำพลศักดิ์ ผู้เชี่ยวชาญด้านพันธุกรรมสัตว์น้ำ กรมประมง ตลอดจนผู้แทนจากกรมวิชาการเกษตร และสภาหอการค้าไทย เข้าร่วมการประชุมดังกล่าวด้วย ณ เมืองต้าเหลียน สาธารณรัฐประชาชนจีน ในห้วงการประชุมเจ้าหน้าที่อาวุโสเอเปค ครั้งที่ 3/2569

การประชุม Joint Meeting มีวัตถุประสงค์เพื่อแลกเปลี่ยนและบูรณาการการดำเนินงานด้านความมั่นคงอาหารระหว่าง PPFS OFWG ATCWG และ HLPDAB พร้อมติดตามความก้าวหน้าความร่วมมือระหว่างกลไก เพื่อนำไปสู่การกำหนดทิศทางการทำงานร่วมกัน ทั้งนี้ สศก. เข้าร่วมเป็นผู้แทนของกรอบ PPFS และ ATCWG พร้อมด้วยผู้แทนจากกรมวิชาการเกษตรและกรมประมงเข้าร่วมในฐานะผู้แทนไทยของ HLPDAB

การประชุมดังกล่าวยังได้รายงานผลการดำเนินงานของคณะทำงานต่าง ๆ ในช่วงปีที่ผ่านมา ดังนี้ 1) PPFS รายงานการจัดทำเอกสารผลลัพธ์การประชุม 2 ฉบับ ได้แก่ แถลงการณ์ร่วมรัฐมนตรีความมั่นคงอาหารเอเปค และเอกสารหลักการเพื่อเสริมสร้างความยืดหยุ่นของระบบอาหารในภูมิภาคเอเปคผ่านนวัตกรรมและเทคโนโลยีดิจิทัล โดยมุ่งส่งเสริมความมั่นคงทางอาหารอย่างยั่งยืน ผ่านการใช้ข้อมูลและหลักฐานทางวิทยาศาสตร์ประกอบการตัดสินใจ การส่งเสริมนวัตกรรมและเทคโนโลยี และการส่งเสริมการมีส่วนร่วมของทุกภาคส่วน ตลอดจนการเสริมสร้างความสามารถในการรับมือและปรับตัวของระบบอาหาร ผ่านการประยุกต์ใช้นวัตกรรมและเทคโนโลยีดิจิทัลด้านการเกษตร 2) OFWG รายงานความก้าวหน้าในการนำกรอบความร่วมมือระดับภูมิภาคไปสู่การดำเนินงานในทางปฏิบัติผ่านแผนงานเพื่อเสริมสร้างความยืดหยุ่นของมหาสมุทร รวมถึงโครงการและการดำเนินงานที่สำคัญ อาทิ การประชุมเชิงปฏิบัติการเพื่อเสริมสร้างขีดความสามารถด้านความยืดหยุ่นของมหาสมุทร และ การอนุรักษ์และฟื้นฟูระบบนิเวศทางทะเล 3) ATCWG สมาชิกเขตเศรษฐกิจนำเสนอความก้าวหน้าด้านการวิจัยและพัฒนา นโยบายด้านความมั่นคงอาหาร การประยุกต์ใช้เทคโนโลยีดิจิทัลและนวัตกรรมทางการเกษตร การลดขยะและขยะอาหาร ตลอดจนการบริหารจัดการความเสี่ยงและการฟื้นฟูด้านสิ่งแวดล้อม และ 4) HLPDAB รายงานความก้าวหน้าของเขตเศรษฐกิจสมาชิกด้านการวิจัยและพัฒนาเทคโนโลยีชีวภาพทางการเกษตร นโยบายและกฎระเบียบที่เกี่ยวข้อง ตลอดจนความท้าทายและความก้าวหน้าในการดำเนินโครงการภายใต้ HLPDAB

On 22 August 2026, Mr. Peeraphan Korthong, Secretary-General of the Office of Agricultural Economics (OAE), assigned Dr. Kanjana Kwanmuang, Deputy Secretary-General of the OAE, to serve as Head of the Thai Delegation at the PPFS-OFWG-ATCWG-HLPDAB Joint Meeting, together with Mrs. Jaruwan Sukkharom, Acting Director of the International Agricultural Economics Division (IAED) and officials from the IAED. Dr. Chalinee Kongsawat , Deputy Director of the National Center for Genetic Engineering and Biotechnology; Mr. Kongphop Ampolsak, Expert in Aquatic Animal Genetics, Department of Fisheries; as well as representatives from the Department of Agriculture and the Board of Trade of Thailand also participated in the meeting. The meeting was held in Dalian, the People’s Republic of China, on the Third APEC Senior Officials’ Meeting (SOM3) 2026.

The Joint Meeting aimed to exchange perspectives and integrate implementation on food security among PPFS, OFWG, ATCWG, and HLPDAB, as well as to review progress in cooperation among these mechanisms, with a view to shaping future directions for joint efforts. In this regard, the OAE participated as Thailand’s representative under PPFS and ATCWG, while representatives from the Department of Agriculture and the Department of Fisheries participated as Thailand’s representatives under HLPDAB.

The meeting also reported on the progress of the respective working groups over the past year, as follows: 1) PPFS reported on the development of two outcome documents, namely the Joint Statement on the APEC Food Security Ministerial Meeting and Principles for Strengthening Food Systems Resilience in the APEC Region through Innovation and Digitalization. These documents aim to promote sustainable food security through the use of data and scientific evidence to support decision-making, the promotion of innovation and technology, and the engagement of all sectors, as well as to strengthen the capacity of food systems to respond and adapt through the application of agricultural innovation and digital technologies. 2) OFWG reported on progress in translating the regional cooperation framework into practical implementation through initiatives to enhance ocean resilience, including key projects and activities such as the Capacity Building Workshop on Ocean Resilience and activities on Marine Ecosystem Conservation and Restoration. 3) ATCWG reported that member economies presented updates on agricultural research and development, food security policies, the application of digital technologies and agricultural innovations, waste and food waste reduction, as well as risk management and environmental recovery and restoration and 4) HLPDAB reported on updates from member economies on agricultural biotechnology research and development, relevant policies and regulations, challenges, and progress in the implementation of projects under HLPDAB.

การประชุม PPFS Plenary Meeting จัดขึ้นเป็นครั้งที่ 2/2569 โดยมีผู้แทนจากเขตเศรษฐกิจสมาชิกเอเปคเข้าร่วมการประชุม เพื่อหารือเกี่ยวกับนโยบายและการดำเนินงานด้านความมั่นคงอาหารระหว่างภาครัฐและภาคเอกชน และติดตามความก้าวหน้าการดำเนินงานของคณะผู้เชี่ยวชาญกลุ่มย่อยของ PPFS

ในการนี้ รองเลขาธิการสำนักงานเศรษฐกิจการเกษตรได้นำเสนอ 5 นโยบายสำคัญของกระทรวงเกษตรและสหกรณ์ รวมถึงรายงานการดำเนินงานของไทยภายใต้กิจกรรมของ PPFS เกี่ยวกับแนวทางการประยุกต์ใช้นวัตกรรมและเทคโนโลยีเพื่อเสริมสร้างความยั่งยืนและความยืดหยุ่นของระบบอาหาร อาทิ การนำวัสดุเหลือทิ้งทางการเกษตรมาพัฒนาเป็นผลิตภัณฑ์ชีวภาพ และการใช้เทคโนโลยี Genome Editing เพื่อพัฒนาพันธุ์พืชที่สามารถรับมือกับสภาพภูมิอากาศและโรคแมลง ตลอดจนรายงานการมีส่วนร่วมของประเทศไทยภายใต้โครงการ APEC PPFS ประจำปี 2569 พร้อมเน้นย้ำความสำคัญของการแลกเปลี่ยนองค์ความรู้และการส่งเสริมความร่วมมือระหว่างเขตเศรษฐกิจเอเปค เพื่อร่วมกันพัฒนาระบบอาหารที่มั่นคง ยั่งยืน และพร้อมรับมือกับความท้าทายในอนาคต ในส่วนของภาคเอกชน รองประธานกรรมการหอการค้าไทยได้รายงานผลการดำเนินงานและการมีส่วนร่วมของภาคเอกชนในการประชุมเชิงปฏิบัติการภายใต้กรอบ PPFS ที่ผ่านมา พร้อมเสนอแนวทางการดำเนินงานระหว่างภาครัฐและเอกชนในการเสริมสร้างความมั่นคงอาหาร อาทิ การร่วมพัฒนา Smart Farmer การประยุกต์ใช้เทคโนโลยีดิจิทัล และ AI ในการเพิ่มประสิทธิภาพการผลิต ตลอดจนการร่วมพัฒนาหลักสูตรและถ่ายทอดความรู้แก่เกษตรกรระหว่างภาครัฐและสถาบันการศึกษา เพื่อเสริมสร้างศักยภาพภาคเกษตรของไทยในระยะยาว

นอกจากนี้ ที่ประชุมฯ ได้ร่วมให้ความเห็นและรับรองเอกสารผลลัพธ์การประชุม 2 ฉบับ ได้แก่ 1) แถลงการณ์ร่วมรัฐมนตรีความมั่นคงอาหารเอเปค และ 2) เอกสารหลักการเพื่อเสริมสร้างความยืดหยุ่นของระบบอาหารในภูมิภาคเอเปคผ่านนวัตกรรมและเทคโนโลยีดิจิทัล เพื่อนำเสนอต่อที่ประชุมรัฐมนตรีความมั่นคงอาหารเอเปค ณ เมืองหางโจว สาธารณรัฐประชาชนจีน เพื่อให้รัฐมนตรีความมั่นคงอาหารเอเปคร่วมกันรับรองต่อไป

On 21 August 2026, Mr. Peeraphan Korthong, Secretary-General of the Office of Agricultural Economics (OAE), assigned Dr. Kanjana Kwanmuang, Deputy Secretary-General of the OAE, to serve as Head of the Thai Delegation at the Policy Partnership on Food Security (PPFS) Plenary Meeting, together with Mr. Chusak Chuenprayoth, Vice Chairman of the Thai Chamber of Commerce, representing the private sector, Mrs. Jaruwan Sukkharom, Acting Director of the International Agricultural Economics Division (IAED), officials from the IAED and the representatives from Thai Chamber of Commerce. The meeting was held in Dalian, the People’s Republic of China, on the Third APEC Senior Officials’ Meeting (SOM3) 2026.

The PPFS Plenary Meeting was held as the second meeting of 2026, with representatives from APEC member economies participating in discussions on food security policies and implementation between the public and private sectors, as well as reviewing the progress of the PPFS expert groups.

In this regard, the Deputy Secretary-General of the Office of Agricultural Economics presented the five key policies of the Ministry of Agriculture and Cooperatives, as well as Thailand’s implementation under PPFS activities. The presentation highlighted approaches to applying innovation and technology to enhance the sustainability and resilience of food systems, including the development of agricultural waste into bio-based products and the use of genome editing technology to develop crop varieties that can withstand climate change and pests and diseases. She also reported on Thailand’s participation in the APEC PPFS projects in 2026 and emphasized the importance of knowledge exchange and strengthening cooperation among APEC economies to jointly develop food systems that are secure, sustainable, and resilient to future challenges. In the area of private sector, the Vice Chairman of the Thai Chamber of Commerce reported on the outcomes and private sector participation in previous PPFS workshops. He also presented on the approaches for public-private collaboration to strengthen food security, including developing the Smart Farmer initiatives, integrating digital technologies and Artificial Intelligence (AI) to improve production efficiency, and jointly developing training curricula and transferring knowledge to farmers through collaboration among the public sector and academic institutions, with a view to strengthening the capacity of Thailand’s agricultural sector in the long term.

In addition, The meeting participants jointly exchanged perspectives and endorsed two outcome documents including: 1) Joint Statement on the APEC Food Security Ministerial Meeting and 2) Principles for Strengthening Food Systems Resilience in the APEC Region through Innovation and Digitalization. The documents will be submitted to the APEC Food Security Ministerial Meeting in Hangzhou, the People’s Republic of China, for consideration and endorsement by APEC Food Security Ministers.

เมื่อวันที่ 21 สิงหาคม 2569 กองเศรษฐกิจการเกษตรระหว่างประเทศ ได้ร่วมจัดแสดงผลงานวิชาการในรูปแบบ Roll Up เรื่อง “การวิเคราะห์ความได้เปรียบเชิงเปรียบเทียบและศักยภาพตลาดส่งออกทุเรียนไทย” ซึ่งเป็นส่วนหนึ่งของนิทรรศการภายในงานสัมมนาวิชาการ “การเสนอผลงานวิชาการด้านเศรษฐกิจการเกษตร ประจำปีงบประมาณ พ.ศ. 2569 และนิทรรศการนวัตกรรมข้อมูลภาคเกษตรของสำนักงานเศรษฐกิจการเกษตร (Academic Open House & Agricultural Economics Forum 2026)”

นอกจากนี้ ผลงานของกองเศรษฐกิจการเกษตรระหว่างประเทศยังเป็น 1 ใน 8 ผลงานวิจัยและงานวิเคราะห์ที่ได้นำเสนอบนเวทีวิชาการภายในงานดังกล่าว โดยมีนายเมธินทร์ ผาบจันดา และนายเอกลักษณ์ หน่องาม ผู้แทนกองเศรษฐกิจการเกษตรระหว่างประเทศ ร่วมนำเสนอผลงานเพื่อเผยแพร่ผลการศึกษา และแลกเปลี่ยนข้อมูลกับผู้เข้าร่วมงาน

On 21 August 2026, the International Agricultural Economics Division participated in the “Academic Open House & Agricultural Economics Forum 2026,” an academic seminar featuring the presentation of academic research in agricultural economics for Fiscal Year 2026, together with an exhibition showcasing innovations in agricultural data by the Office of Agricultural Economics (OAE).

As part of the event, the Division presented its research entitled “Analysis of Comparative Advantage and Export Market Potential of Thai Durian” in a roll-up display as part of the academic exhibition. The study examines Thailand’s comparative advantage and the potential of key export markets for Thai durian.

Furthermore, the Division’s study was selected as one of eight research and analytical studies to be presented on the academic stage. Mr. Methin Phabchanda and Mr. Ekkalak Norngam, representatives of the International Agricultural Economics Division, presented the study, sharing its key findings and exchanging views and information with participants.

The event was held at the Diamond Ballroom, Grand Richmond Hotel, Nonthaburi Province, Thailand.

วันที่ 20 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร มอบหมายให้ ดร.กาญจนา ขวัญเมือง รองเลขาธิการสำนักงานเศรษฐกิจการเกษตร ทำหน้าที่หัวหน้าคณะผู้แทนไทยเข้าร่วมการประชุมเชิงปฏิบัติการ เรื่อง High-Level Public-Private Dialogue on Food Security ภายใต้หุ้นส่วนเชิงนโยบายด้านความมั่นคงอาหาร (Policy Partnership on Food Security: PPFS) พร้อมด้วยนางจารุวรรณ สุขรมย์ รักษาราชการแทนผู้อำนวยการกองเศรษฐกิจการเกษตรระหว่างประเทศ และเจ้าหน้าที่กองเศรษฐกิจการเกษตรระหว่างประเทศ โดยมีนายชูศักดิ์ ชื่นประโยชน์ รองประธานกรรมการหอการค้าไทย และผู้แทนหอการค้าไทย เข้าร่วมด้วย ณ เมืองต้าเหลียน สาธารณรัฐประชาชนจีน ในห้วงการประชุมเจ้าหน้าที่อาวุโสเอเปค ครั้งที่ 3/2569

การประชุมฯ มีวัตถุประสงค์เพื่อแลกเปลี่ยนมุมมองและแนวปฏิบัติที่ดีระหว่างภาครัฐและเอกชน เพื่อพัฒนาแนวทางความร่วมมือในการเสริมสร้างความมั่นคงและความยืดหยุ่นของระบบอาหารในภูมิภาคเอเชียและแปซิฟิก

Mr. Chusak Chuenprayoth, Vice Chairman of the Thai Chamber of Commerce, and representatives of the Thai Chamber of Commerce also attended. The workshop was held in Dalian, the People’s Republic of China, on the Third APEC Senior Officials’ Meeting (SOM3) 2026.
The workshop aimed to exchange perspectives and best practices between the public and private sectors and to develop approaches for cooperation to strengthen food security and the resilience of food systems in the Asia-Pacific region.

The workshop featured three main sessions: 1) the High-Level Thematic Forum on “High-Quality Development of the Grain Industry and New Opportunities for APEC Food Security Cooperation,” focusing on approaches to developing the grain industry and exploring new opportunities to strengthen APEC cooperation on food security; 2) “Supply Chain Resilience and Innovative Financing: Public-Private Partnership for Food Security,” focusing on strengthening food supply chain resilience, promoting investment, and developing innovative financing mechanisms; and 3) “Digitalization and Technological Innovation – Driving the Transformation of Food Systems,” focusing on the application of digital technologies and innovation to enhance production efficiency and food supply chains, drive the transformation of food systems, and promote sustainability and food security in the Asia-Pacific region. Mr. Worrawat Sriyuk, Advisor of Sustainable Development, Mitr Phol group, also delivered a presentation on “A Case Study of Mitr Phol Sugar Corporation: Digitalization and Technological Innovation Driving the Transformation of Food System.”

สศก. เข้าร่วมประชุมระดับเจ้าหน้าที่อาวุโสของรัฐมนตรีอาเซียนด้านการเกษตรและป่าไม้ ครั้งที่ 47 (47th SSOM-AMAF) และการประชุมที่เกี่ยวข้อง

เมื่อวันที่ 18-19 สิงหาคม 2569 นายพีรพันธ์ คอทอง เลขาธิการสำนักงานเศรษฐกิจการเกษตร มอบหมายให้ นางสาวเมษารัศมิ์ สังขวุฒิ ผู้อำนวยการส่วนอาเซียนและอนุภูมิภาค และผู้แทนกองเศรษฐกิจการเกษตรระหว่างประเทศ เข้าร่วมการประชุมระดับเจ้าหน้าที่อาวุโสของรัฐมนตรีอาเซียนด้านการเกษตรและป่าไม้ ครั้งที่ 47 (47th SSOM-AMAF) และการประชุมที่เกี่ยวข้อง ผ่านระบบการประชุมทางไกล โดยมีฟิลิปปินส์เป็นประธาน และมีนางสาวนฤมล สงวนวงศ์ อธิบดีกรมหม่อนไหม เป็นหัวหน้าคณะผู้แทนฝ่ายไทย

ทั้งนี้ การประชุมฯ มีวัตถุประสงค์เพื่อรับทราบความก้าวหน้าการดำเนินงานตามกรอบความร่วมมือด้านอาหาร การเกษตร และป่าไม้ของประเทศสมาชิก ความร่วมมือระหว่างอาเซียนกับประเทศบวกสาม (จีน ญี่ปุ่น สาธารณรัฐเกาหลี) อาเซียนกับญี่ปุ่น และอาเซียนกับสหพันธรัฐรัสเซีย รวมถึงความก้าวหน้าความร่วมมือของคู่เจรจาและองค์การระหว่างประเทศ

OAE participated in the 47th SSOM-AMAF and related meetings

On 18-19 August 2026, Mr. Peeraphan Korthong, Secretary General of the Office of Agricultural Economics (OAE), assigned Ms. Mesarat Sungkhawut Director of ASEAN and Sub-Regional Sub-division, together with a representative from the International Agricultural Economics Division, with Miss Narumol Sanguanwong, Director General of the Queen Sirikit Department of Sericulture, as the Head of Thai delegation, attended the Special Senior Officials Meeting of the 47th Meeting of the ASEAN Ministers on Agriculture and Forestry (47th SSOM-AMAF) and related meetings via video conference, chaired by the Philippines.

The meeting aimed to review the progress of cooperation frameworks in food, agriculture, and forestry among ASEAN Member States, as well as ASEAN’s cooperation with Plus Three countries (the People's Republic of China, Japan, and the Republic of Korea), ASEAN-Japan and with the Russian Federation. In addition, the meeting also noted the progress of cooperation with dialogue partners and international organizations.
