Mon State Federal Council (MSFC)
1st Conference Statement

After the 2021 coup by the Burmese military, the Mon State Interim Coordination Committee (MSICC), which represents Mon State and the Mon people, was formed to fight against any dictatorship in Myanmar, including the current military dictatorship. It has been almost two years since we, the MSICC, began fighting together with other ethnic, democratic, and revolutionary forces. Due to the current political situation, there is a need for a strong state-based federal unit to represents people from Mon State. On January 15, 2023, the MSICC agreed to become the Mon State Federal Council (MSFC), which is a state-based Mon Federal Unit. The first conference of the MSFC was held on January 22, 2023, attended by a total of 86 representatives of political parties, ethnic revolutionary organizations, civil society organizations, women's organizations, youth organizations, Mons from Thailand and overseas, and Pa-O people from Mon State. At the first MSFC conference, the members approved an interim constitution, which calls the separation of decision making power. The MSFC has formed a state-based unit for the establishment of a federal democratic union during the revolutionary period. At the meeting, the MSFC achieved the following:
1) Approved an interim constitution, identified its political goals, developed a political road map for the revolutionary period, and made plans for integrating all the anti-dictatorship forces in the Mon region.
2) Established a representative body that divides decision making authority among three separate powers — administrative, legislative, and judicial —during the revolution/interim period and involves all revolutionary forces in the Mon region in their fight against the dictatorship
3) Successfully formed the Mon State Federal Council, consisting of 25 members, to support the state's self-determination.
The MSFC urges the people of Mon State and Mon people in other areas to join in the struggle against military dictatorship and all other forms of dictatorship, for the right for self-determination, and to build a federal union. The Mon State Federal Council will work together with the other ethnic, democratic, and revolutionary for the establishment of a federal democratic union.
