🇹🇭สศท.8 เข้าร่วมประชุมเชิงปฏิบัติการเพื่อการจัดทำแผนพัฒนากลุ่มจังหวัด (พ.ศ. 2571 - 2575) และจัดทำแผนปฏิบัติราชการประจำปีงบประมาณ พ.ศ. 2571 ของกลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย ❤️🤍💙
🫡วันที่ 27 - 29 พฤษภาคม 2569 นายนิกร แสงเกตุ ผู้อำนวยการสำนักงานเศรษฐกิจการเกษตรที่ 8 มอบหมายให้ นายศตพล สุคนธชาติ นักวิเคราะห์นโยบายและแผนปฏิบัติการ ส่วนแผนพัฒนาเขตเศรษฐกิจการเกษตร เข้าร่วมประชุมเชิงปฏิบัติการเพื่อการจัดทำแผนพัฒนากลุ่มจังหวัด (พ.ศ. 2571 - 2575) และจัดทำแผนปฏิบัติราชการประจำปีงบประมาณ พ.ศ. 2571 ของกลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย พร้อมทั้งรับฟังความคิดเห็น ข้อเสนอแนะ สภาพปัญหา และความต้องการจากผู้มีส่วนได้เสีย ในแต่ละประเด็นการพัฒนาของกลุ่มจังหวัด และวิเคราะห์ SWOT Analysis ณ ห้องประชุมศรีวิชัย CD โรงแรมวังใต้ อำเภอเมือง จังหวัดสุราษฎร์ธานี โดยมี นายจุมพฏ วรรณฉัตรสิริ ผู้ว่าราชการจังหวัดสุราษฎร์ธานี เป็นประธาน นายวิริยะ เสมียนเพชร หัวหน้าสำนักบริหารยุทธศาสตร์กลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย เป็นผู้กล่าวรายงาน รวมถึงบุคลากรผู้ทรงคุณวุฒิจากแต่ละภาคส่วนที่เกี่ยวข้อง ร่วมเป็นวิทยากร
📌ประเด็นสำคัญในการประชุมฯ มีดังนี้
➡️ เสวนา หัวข้อ “Propel AoThai : ผนึกการค้าการลงทุน ท่องเที่ยว และอุตสาหกรรม สู่การพัฒนาที่ยั่งยืน”
➡️ การจัดทำงบประมาณของกลุ่มจังหวัด
➡️ นโยบาย หลักเกณฑ์ และวิธีการจัดทำแผนพัฒนา กลุ่มจังหวัด และการติดตามการประเมินผล
➡️ การจัดทำแผนพัฒนากลุ่มจังหวัด (พ.ศ. 2571 - 2575) และ ให้ความรู้เรื่อง การจัดทำแผนปฏิบัติราชการประจำปี พ.ศ. 2571 ของกลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย
➡️ ประชาคม เพื่อเสนอปัญหาและความต้องการของประชาชนในพื้นที่กลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย โดยแบ่งออกเป็น 1) ด้านการเกษตร 2) ด้านการท่องเที่ยว 3) ด้านการค้า การลงทุน และอุตสาหกรรม 4) ด้านโครงสร้างพื้นฐาน (การคมนาคม ขนส่งโลจิสติกส์ การสื่อสาร และพลังงาน) 5) ด้านสังคม และ 6) ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม
➡️ พิจารณาเป้าหมาย แนวทางการพัฒนากลุ่มจังหวัด เพื่อจัดทำแผนพัฒนากลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย (พ.ศ. 2571 - 2575)
➡️ สรุปแผนพัฒนากลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย (พ.ศ. 2571 - 2575)
➡️ Workshop เพื่อพิจารณา SWOT สำหรับการกำหนดวิสัยทัศน์ ประเด็นพัฒนา เป้าประสงค์ ตัวชี้วัด/ค่าเป้าหมาย แนวทางการพัฒนา และแผนงานโครงการของกลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทย ผ่านการวิเคราะห์และสังเคราะห์สภาพปัญหา ศักยภาพของพื้นที่ โอกาส และภาวะคุกคาม ร่วมกับกิจกรรม world Café ตลอดจนการนำเสนอข้อคิดเห็น ข้อเสนอแนะ กำหนดสรุปและนำส่งแผนงาน/โครงการ (Flagship Project)
✨ ทั้งนี้ การประชุมเชิงปฏิบัติการดังกล่าวนับเป็นกลไกสำคัญในการบูรณาการความร่วมมือจากทุกภาคส่วน เพื่อร่วมกันกำหนดทิศทางการพัฒนากลุ่มจังหวัดภาคใต้ฝั่งอ่าวไทยให้สอดคล้องกับศักยภาพของพื้นที่ บริบทการเปลี่ยนแปลงในมิติเศรษฐกิจ สังคม และสิ่งแวดล้อม ตลอดจนตอบสนองต่อความต้องการของประชาชนในพื้นที่อย่างรอบด้าน อันจะนำไปสู่การขับเคลื่อนการพัฒนาเชิงพื้นที่อย่างมีประสิทธิภาพ สมดุล และยั่งยืนต่อไป 🇹🇭✨...............................................................................
🇹🇭 ROAE 8 Participates in the Workshop on the Formulation of the Gulf of Thailand Southern Provincial Cluster Development Plan (2028 - 2032) and the Fiscal Year 2028 Provincial Cluster Action Plan ❤️🤍💙
🫡 During 27 - 29 May 2026, Mr. Nikorn Sangkate, Director of the Regional Office of Agricultural Economics 8, entrusted Mr. Satapol Sukontachad, Plan and Policy Analyst (Practitioner Level) of the Agro-Economic Zone Development Planning Division, to participate in the workshop convened for the formulation of the Gulf of Thailand Southern Provincial Cluster Development Plan (2028 - 2032) and the preparation of the Fiscal Year 2028 Provincial Cluster Action Plan. On this occasion, participants also exchanged opinions and recommendations, reflected on key challenges and local needs raised by stakeholders across all sectors, and jointly conducted a SWOT Analysis for each strategic development dimension of the provincial cluster. The workshop was held at the Srivichai CD Conference Room, Wangtai Hotel, Mueang District, Surat Thani Province, under the chairmanship of Mr. Jumpoj Wannachatrasiri, Governor of Surat Thani Province. Mr. Wiriya Samanphet, Chief of the Gulf of Thailand Southern Provincial Cluster Strategic Management Office, delivered the official report, while distinguished experts and specialists from relevant sectors participated as speakers and resource persons throughout the programme.
📌 Key highlights of the workshop included:
➡️ A panel discussion under the theme: “Propel AoThai: Integrating Trade, Investment, Tourism, and Industry Toward Sustainable Development”
➡️ Preparation of the provincial cluster budget framework
➡️ Policies, criteria, and procedures for the formulation of provincial cluster development plans, including monitoring and evaluation mechanisms
➡️ Preparation of the Provincial Cluster Development Plan (2028 - 2032), together with knowledge-sharing sessions on the preparation of the Fiscal Year 2028 Action Plan for the Gulf of Thailand Southern Provincial Cluster
➡️ Public consultation sessions to gather concerns and development needs from local communities within the Gulf of Thailand Southern Provincial Cluster, categorized into: 1) Agriculture 2) Tourism 3) Trade, Investment, and Industry 4) Infrastructure (transportation, logistics, communications, and energy) 5) Social Development and 6) Natural Resources and Environment
➡️ Consideration of development goals and strategic approaches for the preparation of the Gulf of Thailand Southern Provincial Cluster Development Plan (2028 - 2032)
➡️ Summary and consolidation of the Gulf of Thailand Southern Provincial Cluster Development Plan (2028 - 2032)
➡️ Workshop sessions to conduct SWOT Analysis for the formulation of the cluster’s vision, development priorities, objectives, indicators/target values, strategic approaches, and project plans through analytical and synthetic assessments of existing challenges, area-based potential, opportunities, and threats, together with World Café activities, presentation of recommendations and observations, and the finalization and submission of proposed Flagship Projects
✨ The workshop served as a vital mechanism for fostering integrated collaboration among all sectors in jointly shaping the future development direction of the Gulf of Thailand Southern Provincial Cluster in alignment with the area’s inherent potential, evolving economic, social, and environmental contexts, and the comprehensive needs of local communities. Such collaborative efforts are expected to further advance efficient, balanced, and sustainable area-based development in the years ahead 🇹🇭✨
