The Government of the United Republic of Tanzania through the Ministry of Trade and Industry has issued a Government Notice No. 487A, published on July 28, 2025, an order—titled " Business Licensing (Prohibition of Business Activities for Non-Citizens) Order, 2025. This subsidiary legislation has sparked outcry throughout East Africans Community patner states.

On behalf of Ministry of East African Community Affairs and the government, I urge our citizens to remain calm as the matter is being discussed in our institutional frameworks and will update you accordingly.

On the strict compliance with the treaty obligations, I'm honored to inform you that since the adoption of the East African Community Common Market Protocol, all partner States have committed to fostering regional integration by removing non-tariff barriers (NTBs) to trade, services and investment and to refrain from introducing any unilateral measure(s) that hinders the four freedoms and two rights under the EAC Common Market Protocol.

The EAC Secretariat is currently undertaking analysis of the treaty obligations and will present findings at the upcoming meeting of the Sectoral Council on Trade, Industry, Finance and Investment where it'll be solved amicably. We therefore remain seized of the matter

My remarks at the first-ever National Trade Forum organised by the Ministry of Trade and Industry - Republic of South Sudan.

I wholeheartedly appreciate Hon. Atong Kuol Manyang Juuk, Minister of Trade and Industry, the Undersecretary Hon Kawaja Kau, and the senior management team for timely organization of the National Trade Forum which will serve as strategic platform for dialogue between the Government and private sector institutions to finding common challenges and corresponding solutions.

Good afternoon

On behalf of the Minister of East African Community Affairs Honorable Deng Alor Kuol, and the EAC Coordination Committee, I'm here to witness the launching of the Regional Electronic Cargo Tracking System RECTs and the Accreditation permit certificate known as E-permit.

The (RECTS) is an initiative of the East African Community aimed at enhancing the security and efficiency of cargo transportation within the East African region. The system is designed to monitor and track cargo movements across borders in real-time, thereby reducing theft, loss, and delays in the supply chain amongst others.

Equally important on the hand, the E-permit is the government of South Sudan national legal frameworks to ensure proper and single documentation intended fkr cargoes destined to South Sudan without diversions and security guarantee. Both mechanisms are contracted to our system providers: Crawford Capital, B-Smart Technology and Panda Frieght respectively.

I urge all the system providers and sisterly Revenue authorities of all EAC patner states to be partotic and do the needful to help generate revenues for the government.

It's a known fact that taxes are the primary sources of government revenues and we've collective responsibility to implement these agreed mechanism in letter and spirit to achieve the following:

1. Real-Time Tracking: The RECTs allows for the real-time tracking of cargo from the point of origin to the final destination. This will help in monitoring the movement of goods and ensuring they are not tampered with during transit.

2. Enhanced Security: By using electronic seals and tracking devices, the system enhances the security of cargo, making it difficult for thieves to steal or tamper with goods.

3. Data Sharing: The system facilitates data sharing among member states, customs authorities, and other stakeholders. This improves coordination and collaboration in managing cross-border trade.

4. Reduction of Transit Time : By providing accurate and timely information about cargo movements, RECTs and E-permit helps in reducing transit times and improving the overall efficiency of logistics operations.

5. Customs Clearance: The system can streamline customs processes by providing customs authorities with real-time information about cargo, which can expedite clearance of cargo

EAC-SADC Peace Expedition

Today 24th March 2025, the Honorable Deng Alor Kuol, Minister of East African Community Affairs represent His Excellency Salva Kiir Mayardit, President of the Republic of South Sudan in the 2nd joint East African Community and SADC Summit of the Heads of State and Government on the security situation in the Eastern Democratic Republic of Congo.

The Summit was jointly and virtually co-chaired by H.E Dr. William Samoei Ruto, President of the Republic of Kenya and Chairperson of the EAC Summit and H.E Dr. Emmerson Dambudzo Mnangagwa,
President of the Republic of Zimbabwe and chair of the Southern African Development Community.

Accordingly, the Summit resolved and adopt politico-military engagement framework on the resolution of conflict in the Eastern DRC and appointed a panel of facilitators in the distinguished personalities of former Presidents namely: Uhuru Kenyatta (Kenya), Olusegun Obasanjo (Nigeria), Kgalema Motlanthe (South Africa), Sahle-Work Zewde (Ethiopia) and Catherine Samba-Panza (Central African Republic).

The co-chairs will meet with the panel of facilitators in a week time to prepare them in their yet difficult tasks. It's my pleasure to accompany the Minister in such memorable and high-level search for peaceful resolution of conflict in a manner befitting African solutions for African problems.

EAC Peace Expedition

On behalf of the Ministry of East African Community Affairs and the Government, it's my single honor to represent Hon. Minister Deng Alor Kuol, in the 2nd EAC-SADC Ministerial Session on the security situation in the Eastern Democratic Republic of Congo, held today 17 March 2025 in the chamber of the National Assembly of Zimbabwe, in Harare, Zimbabwe.

The meeting was co-chaired by H.E. Dr. Musalia Mudavadi - Kenya’s Prime Cabinet Secretary & Cabinet Secretary for Foreign and Diaspora Affairs (EAC Head of Delegation) and Prof. Amon Murwira, Zimbabwe’s Minister of Foreign Affairs & International Trade (Chair, SADC Council of Ministers)

During our deliberations, we've adopted the politico-military engagement framework developed by our joint secretariat, the senior officials and Chiefs of Defence Forces of the EAC and SADC partner and member states on the de-escalation of political violence in the Eastern Democratic Republic of Congo.

In particular, we've reviewed progress on the implementation of the joint EAC-SADC Summit held on the 8 February 2025 in Dar es Salaam, United Republic of Tanzania. Accordingly, the Ministerial session adopted the following:

1️⃣ Report of the Joint Meeting of the Chiefs of Defence on the security situation in Eastern Democratic Republic of Congo;

2️⃣ Establishment of a Secretariat-level Technical Coordination Mechanism to monitor implementation of Joint Summit decisions;

3️⃣ Roadmap detailing implementation measures, including financing modalities;

4️⃣ Residual issues relating to the attainment of sustainable peace and security in Eastern Democratic Republic of Congo.
