The Government of the United Republic of Tanzania through the Ministry of Trade and Industry has issued a Government Notice No. 487A, published on July 28, 2025, an orderβtitled " Business Licensing (Prohibition of Business Activities for Non-Citizens) Order, 2025. This subsidiary legislation has sparked outcry throughout East Africans Community patner states.
On behalf of Ministry of East African Community Affairs and the government, I urge our citizens to remain calm as the matter is being discussed in our institutional frameworks and will update you accordingly.
On the strict compliance with the treaty obligations, I'm honored to inform you that since the adoption of the East African Community Common Market Protocol, all partner States have committed to fostering regional integration by removing non-tariff barriers (NTBs) to trade, services and investment and to refrain from introducing any unilateral measure(s) that hinders the four freedoms and two rights under the EAC Common Market Protocol.
The EAC Secretariat is currently undertaking analysis of the treaty obligations and will present findings at the upcoming meeting of the Sectoral Council on Trade, Industry, Finance and Investment where it'll be solved amicably. We therefore remain seized of the matter
