It’s with deep shock to hear the untimely death of a dear friend and truly professional journalist who invested his entire life to delve into finding facts objectively and sharing with our people with confidence. Emmanuel Akile distinguished himself among others as the best intelligent young journalist, Eyeradio and the South Sudan people have suddenly lost. The entire staff of the Ministry and the Minister in particular are saddened about this devastating news and we would like to express our deepest condolences to the family, friends and entire Eyeradio fraternity for the loss. The Chairman of the National Constitutional Review Commission Hon. Dr. Riang Yar Zuor, his Deputy and Members of the Commission on Thursday 06/03/2025 invited stakeholders to visit the premises of the Commission and see the work they have done during the short period of time they were sworn in to office and looking forward to deliver the Permanent and Federal Constitution for the people of South Sudan within 18 months based on their activity plan 2024.

The Minister of Federal Affairs in his remarks stated clearly that free, fair and credible election as well as ensuring peace and stability before and after elections depend squarely on the completion of the Permanent Consitutoon. Therefore, all necessary support be directed to ensure the constitution is completed on time to prepare the country for elections.

One of the greatest moments in the history of the country during dissemination workshop on federal system of government and the process of developing the permanent federal constitution to fulfill decades dream of South Sudanese people at Kuajok in Warrap State. The workshop received overwhelming support for devolution of powers and resources to lower constituent units with strong instrument of transparency and accountability of public resources through federalism. It’s clear South Sudanese people need a federal constitution first in order to have election which government will preside over a federal system of governance. Federal system is the only system of governance to guarantee peace, stability and prosperity for the people without discrimination.

As the new year 2025 commences with lots of hope and preparations for a logical conclusion of the R-ARCSS, the Minister of Federal Affairs in his office met with the leaders of the Youth Working Group on the Permanent Constitution Making Process. The meeting highlighted the urgency and the importance of developing the permanent federal constitution for the Republic of South Sudan to avoid constitutional crisis similar situation that caused the separation of South Sudan from the Sudan. The Minister pointed out that stability and unity of South Sudanese people politically depends solely on a people’s led federal constitution which shall be the basis for good governance. He stated that the future of the youth rest on establishing a strong constitutional federal democracy without which the country will continue on the parth of disintegration.

Opening the training workshop on Federalism for NCRC Members under the theme “Fiscal Federalism,” the Minister of Federal Affairs emphasize the importance of fiscal allocation and transparent public resource management is crucial in advancing conducive environment for embracing strong unity, peace and stability in a culturally and geographically diverse country like South Sudan. Issues related to revenue raising powers, public expenditure responsibilities, assigning expenditure powers to the states, counties verse the federal government, intergovernmental transfers and most importantly borrowing powers of the federal and subnational governments are critical in this training as well as in understanding fiscal federalism.

The Minister underscores the importance of a country’s legal instrument that is development of a peoples’ led permanent constitution as a priority for the people of South Sudan as the country prepares for its first election in 2026. For this reason we would like to establish the best model of fiscal federalism in modern times since federal governance system is one only system that promote unity in diversity while preventing any society from disintegration. We have experienced unitary and decentralized system now we are moving to a full federal system of government.

Opened by H. E. Dr. James Wani, Vice President of the Republic of South Sudan, the fourth High-Level Forum on Fiscal Devolution and Revenue Management in South Sudan organized by the Council of State, Ministry of Finance and Partner Organizations highlighted among many other things the need to define the role of each three levels of government, the powers accorded to each level, the revenue distribution and management mechanism. The element of transparent and accountable is critical in ensuring success of federal governance system.

Fiscal federalism requires that all levels of government have independent sources of revenue. Those sources be supplemented by transfers from the Federal Government to the States and the Counties since it will have the major sources of revenue.

The Minister of Federal Affairs stated that the country has enough resources and through extensive comparative studies as the approved federal policy by the R-TNLA stipulated; Royalty be charged at 15% deducted before redistribution. Meanwhile, percentage allocation of the national sources of revenue stand at 60% for Federal Government, 25% for States and 15% for Local Goverment. This way we shall attain stability and realize prosperity for all our citizens in all corners of the country.

Talking to Leaders of the Traditional Authorities on their role in the Permanent Federal Constitution Making Process, the Minister of Federal Affairs caution Kings, Queens, Chiefs and other traditional leaders to avoid politics because they will lose their legitimacy and respect from their people while some will end up staying in Juba as they will be detached from their people.

South Sudan 🇸🇸 will not accept to promote ethnic federalism. South Sudan is a secular state were every citizen has to feel free, equal in front of the law and having the opportunity to participate in democratic governance of their country.

South Sudan federal system shall ensure a lean federal government, with efficient and robust local government which is the foundation for effective service delivery.

A cooperative federal system combined with a Presidential Executive, Bicameral and strong independent Judiciary headed by a Supreme Court at the top shall set strong foundation of our governance system.

Following series of engagements this afternoon the Minister of Federal Affairs, Hon. Losuba Ludoru Wongo met in his office with the Chairman of the Specialized Committee on Federalism from the Revitalized Transitional National Legisltive Assembly Hon. Juma Amiro with his team. The two discussed how the National Conference on Federalism need to be conducted on time to guide the people of South Sudan into understanding the model and structure of the federal system that shall be enshrined in to the permament constitution of the Republic of South Sudan. Further more, the need for states awareness, engagement with the diaspora South Sudanese community and continuous study on the system were also discussed. Areas of participation and engagement with the people related to the federal core principles of transparency and accountability to foster good governance dominated major part of the discussion. Both team appreciated the cordial relation between the Ministry and the R-TNLA.
