Juba, 15 September 2026 β€” The Vice President of the Republic and Chairperson of the Service Cluster, H.E. Hussein Abdelbagi Akol, on Tuesday chaired the Service Cluster meeting in Juba, bringing together relevant Ministers and government officials.
The meeting considered a number of policy matters, including the recommendations of the Service Cluster’s Extraordinary Meeting No. 01/2026 held on 22 April 2026.
The Cluster approved the National Child Labour Policy, presented by the Minister of Labour, Hon. Anthony Lino Makana. The Policy provides a framework for strengthening the protection of children’s rights and supporting coordinated efforts to prevent and address child labour in South Sudan.
The Cluster also considered and approved a policy memorandum from the Ministry of General Education and Instruction, presented by Hon. Dr. Kuyok Abol Kuyok, covering four key policy areas: the National Teacher Education Policy 2026; Female Teacher Affirmative Action Policy 2026; South Sudan Inspection Policy 2026; and South Sudan Pre-Primary Education Policy 2026.
The two policy submissions were approved by the Service Cluster for onward presentation to the Council of Ministers for consideration and final approval.
Vice President Hussein Abdelbagi underscored the importance of strengthening the protection of children from exploitation and advancing policies that promote their rights and well-being. He also highlighted the importance of continued reforms in the education sector to strengthen the delivery and quality of education across the country.

South Sudan and Zimbabwe Discuss Bilateral Labour Cooperation
The Minister of Labour, Hon. Anthony Lino Makana, to today met with the Ambassador of the Republic of Zimbabwe to South Sudan, H.E. Kossam Mupezeni, in Juba to discuss areas of bilateral cooperation in the labour sector. The meeting focused on labour policies, child labour, vocational training and skills development, with particular emphasis on youth empowerment and women’s economic development.
Speaking to SSBC after the meeting, Minister Makana highlighted the importance of strengthening cooperation and sharing experiences between the two countries in addressing labour-related priorities.
Ambassador Mupezeni noted that the engagement provided an opportunity for both countries to share experiences and best practices in vocational training and skills development, as well as explore coordination with international labour institutions in developing labour standards and policies that can benefit workers in both countries.
The engagement underscores the commitment of South Sudan and Zimbabwe to strengthening bilateral cooperation and promoting inclusive employment, skills development and decent work opportunities.

THREE-DAY INFORMATION MANAGEMENT WORKSHOP CONCLUDES IN JUBA
The three-day Information Management Systems Workshop has concluded in Juba, bringing together staff from 13 Vocational Training Centres (VTCs) across South Sudan.
The workshop strengthened participants’ capacity in data collection, management, analysis, utilization and security to support informed and evidence-based decision-making in the vocational training sector.
In their closing remarks, Undersecretary Hon. Deng Tong Kenjok and UNDP Deputy Resident Representative Mr. Komenan Yacin Kouadio emphasized the importance of accurate, timely and secure data in strengthening planning and service delivery.
The workshop was supported by UNDP and the Government of the Netherlands, including the provision of computers to VTCs to strengthen sustainable student information management.

MINISTRY OF LABOUR LEADS VALIDATION OF NATIONAL CHILD LABOUR POLICY

The Ministry of Labour, with support from Save the Children and in collaboration with stakeholders from more than 14 Ministries and institutions, is conducting a review and validation of the National Child Labour Policy of South Sudan. The policy seeks to strengthen national efforts to address key issues affecting children, including the protection of their rights, access to and retention in education, prevention of worst forms of child labour, and protection of children from hazardous and exploitative work environments. The validation workshop provides an important platform for government institutions, development partners and other stakeholders to review the policy, share technical inputs and ensure that it responds effectively to the realities and challenges facing children in South Sudan.
The workshop was officially opened by the Director General of Administration and Finance, Mr. Machien Luoi representing the Undersecretary of the Ministry of Labour, who emphasized the importance of collective responsibility and coordinated action in protecting and stopping children from child labour, and ensuring their rights and opportunities for a better future.

The Hon. Minister of Labour, Hon. Anthony Lino Makana, is representing the Republic of South Sudan at the 6th Specialized Technical Committee on Social Development, Labour and Employment (STC-SDLE-6) in Windhoek, Namibia, convened under the theme:

**β€œInvesting, Strengthening and Expanding Social Protection Systems in Africa.”**

During the meeting, South Sudan recorded two major achievements:

βœ… Elected to the STC-SDLE Bureau as **3rd Vice Chair**, representing the Workers' Constituency.

βœ… Endorsed to host the **7th Specialized Technical Committee on Social Development, Labour and Employment (STC-SDLE-7)** in **2028**.

These milestones reflect the confidence of African Union Member States in South Sudan's leadership and reaffirm the country's commitment to advancing social development, decent work, employment, and inclusive social protection across the continent.

The Ministry of Labour, under the leadership of Hon. Anthony Lino Makana, continues to make significant progress in promoting workers’ rights and decent work. This was highlighted during the closing of a three-days workshop in Juba on Freedom of Association and Collective Bargaining, organized with the ILO.
Participants praised the training for strengthening their skills in negotiation, workplace cooperation, and peaceful dialogue between workers and employers.
The Minister reaffirmed the Ministry’s priorities, including promoting freedom of association, improving negotiation skills, expanding digital and vocational skills, empowering youth and women, and implementing international labour standards.
The Ministry also pledged to amend the Labour Act, expand vocational training centres across South Sudan, strengthen labour inspection, and promote collective bargaining in key sectors such as oil and agriculture.
