At our End of Year Dinner and Awards Night held on 18th December, 2025, the Council Chairman, Sahr Ahmed Kaikonjor Lamin launched the Kailahun District Council’s 2025 newsletter which has been made available to individuals, partners, devolved sectors, and district stakeholders.

Prepared by our Information, Education and Communications Office, the newsletter contains details about some key activities undertaken and gains made in 2025. Among others, our 2025 newsletter carries stories on the impact of our road work interventions funded by the Road Maintenance Fund Administration (RMFA).

From isolation to connection, the 2025 RMFA funded road works restored access, safety, and dignity across communities in Kailahun district. Culverts and bridges constructed are more than just an infrastructure; they are lifelines for farmers, school going children, traders, and families. Every culvert or bridge tells a story of relief, resilience, and renewed hope in Kailahun district.

On behalf of our people, we thank the Road Maintenance Fund Administration for supporting safer crossings and connecting communities to basic social amenities.

Last night on The Kailahun District Council Hour, the Council’s Development and Planning Officer (DPO), Alhaji Ansumana Tarawallie, Deputy Chief Administrator, Hassan Mohamed Sheriff, and the District Chairman of the Sierra Leone Traders’ Union, Gbessay Ngobeh, gave tax education to residents via SLBC Radio, 95.7 FM.

Hosted by our Communications Officer, Mac’Ivan Kakpindi Vandy, the Council Hour presented gains made by the Council in 2025, as well as challenges during the year. The DPO informed our audience that among several others, the Council commenced construction of a multipurpose ultramodern hall, rehabilitation of schools and guesthouse, construction of bridges and culverts which linked communities to basic social amenities, as gains in 2025. He also informed the people that the Council did little because it received no funds from the central government for devolved functions all year long. “The government is not neglecting its duty but from the look of things, it is also constrained and that is why we should fend for our developments,” Ansumana beckoned. The Council’s DCA highlighted different revenue streams, furthering that the Council is statutorily mandated to mobilise its own source revenue. While informing that there are penalties prescribed in the Local Government Act No. 26 of 2022 for defaulters of Council’s taxes, DCA Sheriff encouraged residents to pay taxes “for only your taxes will ensure a developed Kailahun district.”
The Traders’ Union Chairman appealed to his people, more so fellow traders, to comply with the Council and pay taxes. “After paying your taxes, then you can later ask for services but it should not be the other way around,” Ngobeh stated.

Calls from listeners supported the panelists, adding that “citizens should candidly not be told to pay their taxes if they love their locality. It is a responsibility and it should be a must.”

KLDC CHAIRMAN CALLS 2026 “SERVICE DELIVERY YEAR” AT 29TH ORDINARY COUNCIL MEETING

Kailahun District, Kailahun Town, 29th January, 2026 - At the 29th Ordinary Council meeting of the 5th Council of Kailahun District Council on Wednesday 28th January, 2026, the Chairman of the Council, Sahr Ahmed Kaikonjor Lamin has promised that “2026 shall be a year of quality service delivery.”

Delivering his opening statement at the meeting, Chairman Lamin described 2025 as a “not so fine year” as the Council received no grants from the central government but was able to do things with support from donors like the European Union in Sierra Leone. “Even though funds were not disbursed for devolved functions, fostering development is our statutory responsibility thus we needed to strategise and do things although they were not up to what we all expected,” Chairman Sahr A. K. Lamin espoused. Commending the Chief Administrator, Hawa Toma Coomber and her team of core staff for showing dedication and professionalism, the Chairman informed Council that the current handwriting on the wall signals a good year ahead. He highlighted that the district-wide revenue mobilisation sensitisation, ongoing property assessment, and other moves from strategies put in place by the Council’s core staff promises a service delivery year. “Our people are not used to paying most of these taxes like the property tax but the move we have taken to sensitise them on the need and how to pay is yielding good results as we are getting positive feedback,” the Chairman revealed. He assured attendees at the meeting that 2026 will “exonerate” the Council for the “not so good” 2025. He called on the support of every Councilor, stakeholder and general public to financially support the Council by paying taxes to fuel the much needed and planned development this financial year.

In her administrative update, the Chief Administrator of KLDC, Hawa Toma Coomber informed Council and the general public that Kailahun District Council is one of five local councils nationwide that have their financial management in the digital space, courtesy of the PFMSmart system which she informed that some Councilors, core staff and devolved sector officials have been trained on earlier this month. “This system strengthens our transparency and accountability, and as well expedites our work,” she mentioned. Given that sector grants are not forthcoming from the central government, Coomber charged sector heads to “think outside the box” in getting funds for development in communities, and not relying always on government grant.

FY2026 OWN SOURCE REVENUE MOBILISATION: KLDC BEGINS DISTRICT-WIDE TAX SENSITISATION

Kailahun Town, Kailahun District, 23rd January, 2026 - A delegation from the Kailahun District Council (KLDC) has commenced a district wide tour this week geared towards sensitising residents on tax payment.

Headed by the Council Chairman, Sahr Ahmed Kaikonjor Lamin, the delegation is visiting every Chiefdom Headquarter town in the course of these two weeks to dialogue with the people on the need to pay taxes which is a basis for positive development in the district. Residents are being informed, educated, and sensitised on the legal framework providing for own source revenue mobilisation, who bears the responsibility of collecting taxes, the diverse revenue streams, as well as penalties noted for defaulters.

The ongoing tour gives residents/tax payers the leverage to interface with the Council, ask questions for clarifications on Council activities and the 2026 Financial year (FY2026) own source revenue mobilisation. The tour has thus far provided the Council with feedback on residents’ perception on the Council which it shall harness for efficient and effective service delivery, and has also increased tax payment awareness and acceptance by residents.

KLDC CHAIRMAN REVIEWS 2025 ACHIEVEMENTS, COMMENDS DISTRICT STAKEHOLDERS AT END-OF-YEAR DINNER.

Kailahun Town, Kailahun District, 20th December, 2025 - At the End-of-Year Dinner of the Kailahun District Council, organised by the Council Administration, the Chairman of KLDC, Sahr Ahmed Kaikonjor Lamin thanked various district stakeholders and development players/partners, singing praises for good collaboration in 2025. The dinner, with pump and pageantry, attracted guests from all walks of life in the district.

Giving his end of year message at the Council Canteen on Thursday 18th December, 2025, Chairman Lamin recalled strides and achievements of the Council in 2025 which included infrastructural development in various communities under the Accountable Governance for Basic Service Delivery (AGBSD) Project, connection of communities to basic social amenities through road works under the Road Maintenance Fund Administration (RMFA) project, ongoing construction of an ultra modern multipurpose hall and Council sitting well in the Council compound with funds from the European Union under the “Empowering Kailahun District Council for enhanced inclusive service delivery” project, among others. “All these feats became possible because of the team of committed professionals I have in the administrative wing of the Council. My esteemed Chief Administrator and core staff, thank you for a job well done,” the Chairman applauded. He hailed Councilors, stating that they are fuel in the engine of the Council, but charged them to brace up for more work in 2026. “To our devolved sectors, the NGOs, traditional and community leaders, the security forces, Trader’s Union, and everyone, I want to specially thank you for serving as pillars of development in this district. Your contributions have been remarkable and we recognise and appreciate all of you,” he said. Chairman Sahr A. K. Lamin called on every resident to support the Council the more in 2026 in all ways they can but more so in payment of their taxes.

Chief Administrator of the Council, Hawa Toma Coomber gratified every staff for supporting her since she took over administration in March, 2025. She asked for more unity, support and dedication for the good and growth of Kailahun District. “Like my Chairman will say, ‘we need you residents for us to do the mighty works you require from us’ so please give your financial support through taxes and ask us later what we have done with it. We need your support please,” Coomber solicited. The Chief Administrator issued awards for exemplary performance in 2025, stating that it is a motivation to those persons and institutions, but more so, it serves as an energy stirrer in every staff and sector. Awards and awardees included, but not limited to, Core Staff of the year Award, awarded to the Human Resource Officer, Hassan Mohamed Sheriff; Support Staff of the year award, awarded to Mr. Sahr Fayia; Devolved Sector of the year award, awarded to The Ministry of Agriculture; Councilor of the Year Award, awarded to Councilor Augustine Momoh Lahai, an award of appreciation to the European Union in Sierra Leone for their support to the people of Kailahun District. The dinner and awards ceremony was climaxed by the Chairman’s launch of the Kailahun District Council 2025 Newsletter and 2026 Calendar.

KLDC HOLDS FINAL DDCC MEETING FOR 2025

Kailahun District, Kailahun Town, 16th December, 2025 - The Kailahun district Council has held its final District Development Coordination Committee meeting for the 2025 financial at the Council conference hall.

The meeting was attended by Council staff, devolved sector heads, civil society, district budget oversight committee, development partners, among others.

As she presided over the final meeting for the year, the Deputy Chairperson at KLDC, Doris Baby Momoh applauded all stakeholders for their efforts in fostering development in the district throughout the year. She highlighted that the DDCC stands as one of the most important governance pillars driving improved service delivery in Kailahun, hence its importance cannot be overemphasised. “With all stakeholders in development gathering here bimonthly, we have been able to properly streamline and coordinate development projects in the district and I want to thank us all for that. As we hold the final meeting of the year, I want us to reflect on what we have done this year, tighten up our belts and saddle up to drive more development for the good of our people,” Momoh stated.

The meeting greatly focused on reports from various devolved sectors, non governmental organisations, council operations, and the DDCC Action point follow up committee. At the meeting, stakeholders made commitments to double up their speeds to ensure lives and communities in the district are positively touched in the coming year more than they have in 2025. “We are pleased with what we have done this year but we shall do more in 2025,” Programme Manager, SEND-SL, Ruth Kumba Yokie stated.
