From 1 to 4 September 2026, 18 participants from 12 countries across the LAC region gathered in São Paulo, Brazil for the Article 6 Implementation Capacity Building Programme, organised by the Ministry of Trade and Industry (Singapore) and Singapore Cooperation Enterprise (SCE), with the IETA (International Emissions Trading Association) as knowledge partner.

The programme brought together participants from Brazil, Bolivia, Chile, Cuba, Dominican Republic, Ecuador, Guyana, Mexico, Paraguay, Peru, Suriname and Uruguay. H.E. Wei Wen Chia, Ambassador to Brazil, graced the opening ceremony and welcomed participants as they came together to exchange experiences and perspectives on Article 6 implementation.

Discussions explored practical considerations in establishing regulatory frameworks, managing project risks, understanding standards and methodologies, and identifying potential pathways for collaboration with Singapore. The diversity of country and sectoral perspectives, together with peer-to-peer exchanges, made for rich and constructive discussions.

A highlight was the site visit to the Pedreira Landfill Gas Project in São Paulo, where methane from waste decomposition is captured for energy generation while reducing emissions. Seeing a carbon project in operation provided participants with a practical perspective on how Article 6 mechanisms can translate into tangible climate action.

Beyond the technical discussions, the programme also provided opportunities to build relationships and strengthen connections among participants and partners across the region. We thank IETA for its partnership in developing and delivering the programme, and MTI for entrusting SCE with the delivery of this regional capacity-building initiative.

With this programme, SCE has completed three regional runs of the Article 6 Implementation Capacity Building Programme for Singapore’s partners across Africa, Southeast Asia, and Latin America and the Caribbean since August 2025.

We look forward to continuing to support MTI in strengthening Singapore’s international cooperation and engagement under the Paris Agreement.

Singapore–Uzbekistan cooperation continues to grow, with new opportunities emerging across sustainability, investment, industry and trade.

Singapore Cooperation Enterprise (SCE) is pleased to mark another step forward in this growing relationship with the signing of a new Memorandum of Understanding (MOU), as witnessed by Senior Minister Lee Hsien Loong and Uzbekistan’s Minister of Investment, Industry and Trade Laziz Kudratov.

The MOU, on Cooperation in Investment, Industry and Trade, was signed by Mr Wy Mun Kong, Chief Executive Officer of SCE, and Mr Ilzat Ablakhatovich Kasimov, Deputy Minister of Investment, Industry and Trade of the Republic of Uzbekistan. The MOU focuses on Special Economic Zones (SEZs) in Uzbekistan, where SCE will share Singapore's expertise in governing, managing and operating SEZs that are sustainable and efficient.

This expanded engagement provides a platform to forge partnerships through the sharing of Singapore’s experience, while creating opportunities for our public and private sector partners to connect with their Uzbek counterparts.

We look forward to working closely with our partners in Uzbekistan to take these areas of cooperation forward and translate them into meaningful outcomes.

Singapore and Kazakhstan are finding new areas to work together, with cooperation expanding beyond traditional economic ties into digital connectivity and sustainable development.

During Senior Minister Lee Hsien Loong’s Official Visit to Kazakhstan, Singapore Cooperation Enterprise (SCE) was pleased to contribute to this growing relationship through two new areas of cooperation. The signings were witnessed by Senior Minister Lee Hsien Loong and Prime Minister Olzhas Bektenov.

The first was a Memorandum of Understanding (MOU) on Cooperation on the Digital Integration of the Middle Corridor, signed by SCE CEO Mr Wy Mun Kong and Mr Rustem Sagiddinov, CEO of Middle Corridor Multimodal Ltd. (MCM). The MOU establishes a framework for cooperation in digital trade, customs interoperability, trade documentation, multimodal logistics and supply chain management. As trade routes become increasingly connected and technology-enabled, such capabilities will be important in enabling more seamless movement of goods and strengthening supply chain resilience. The cooperation also creates opportunities for Singapore agencies and companies to explore partnerships in digital trade, logistics and related services.

The second was an Agreement on Cooperation in the Field of Water Resources with Kazakhstan’s Ministry of Water Resources and Irrigation, signed by Mr Kong Wy Mun and Minister Nurzhan Nurzhigitov. The Agreement provides for a study visit programme in Singapore, enabling Kazakhstan officials to exchange experiences on areas including water sustainability, non-revenue water management, flood management, water reclamation and digitalisation.

While the two areas may appear distinct, both reflect a shared interest in building systems that are more connected, resilient and sustainable - and in learning from one another's experiences along the way.

For SCE, these engagements are an opportunity to forge partnerships through the sharing of Singapore's experience, while creating platforms for our public and private sector partners to build meaningful connections with their Kazakhstan counterparts.

We look forward to working with our partners in Kazakhstan to take these areas of cooperation forward and translate them into practical outcomes.

Last week, Singapore Cooperation Enterprise (SCE) conducted the Smart Africa Capacity Building Programme on Digitalisation and Smart Nation Readiness in Rwanda, bringing together participants from Smart Africa Alliance member countries for an exchange on how digitalisation, trusted data and digital public infrastructure can support inclusive and sustainable development.

A key highlight was the sharing by Ministry of Trade and Industry (Singapore) on TradeTrust, Singapore’s digital trade facilitation framework and an example of how trusted digital infrastructure can enable more seamless and secure cross-border transactions. Participants also visited Irembo in Kigali, gaining insights into Rwanda’s digital government journey and the role of digital platforms in strengthening public service delivery.

SCE’s digital transformation expert, Mr Kim Leng TAN, also shared Singapore’s Smart Nation journey and practical insights on:

- National data management and data-sharing policies
- Trusted data-sharing approaches
- Data and cross-border interoperability frameworks
- Singapore’s National Digital ID journey, including Singpass

The programme provided a valuable platform for Singapore and African countries to exchange experiences and perspectives. While each country’s digitalisation journey is unique, the discussions highlighted common considerations around trusted data, interoperability and digital identity in building effective digital ecosystems.

Phase 1 of Batch 13 of the Sun Xiushun (SXS) Guinea Executive Leadership Programme has successfully concluded in Singapore.

Over the past two weeks, Singapore Cooperation Enterprise (SCE) welcomed senior public sector leaders from the Republic of Guinea for an executive leadership programme centred on the theme "Trade, Transport and Connectivity." The programme explored how integrated transport systems, trade facilitation and connectivity can strengthen national competitiveness and support sustainable economic development. Participants also exchanged perspectives on the policies, institutions and governance approaches needed to drive these sectors while balancing growth, resilience and long-term development.

Complementing the classroom sessions, participants embarked on learning journeys to the Singapore City Gallery and the Singapore Maritime Gallery, gaining insights into Singapore's integrated urban planning, port development, maritime ecosystem and connectivity strategies.

SCE is pleased to support another cohort of public sector leaders committed to advancing Guinea's development agenda. We hope the exchanges and practical insights gained during this phase will contribute to their efforts in driving sustainable growth and institutional development.

We extend our appreciation to Mr Sun Xiushun, Winning International Group Pte Ltd, the Lee Kuan Yew School of Public Policy and the Chandler Governance Group for their valued partnership and support in delivering the programme. We look forward to welcoming the cohort again in Guinea for Phase 2 later this year.

Au cours des deux dernières semaines, nous avons accueilli des hauts responsables du secteur public guinéen dans le cadre d'un programme consacré au thème « Commerce, Transport et Connectivité ». Les participants ont exploré le rôle des politiques publiques, des institutions et de la gouvernance dans le renforcement de la compétitivité nationale et du développement économique durable. Le programme comprenait également des visites d'étude au Singapore City Gallery et au Singapore Maritime Gallery, offrant des perspectives concrètes sur la planification urbaine intégrée, le développement portuaire et les stratégies de connectivité de Singapour.

Bhutan has a way of inviting you to pause and appreciate its unique development journey.

As Bhutan embarks on its ambitious 10X Strategy (21st Century Economic Roadmap), Singapore Cooperation Enterprise (SCE)'s recent scoping mission provided an opportunity to better understand the country's priorities and explore how Singapore's development experience could be adapted to support its economic transformation.

Supported by the Ministry of Trade and Industry (Singapore), the SCE team, led by Daisy Boon and comprising Eric Lee; Yvonne Lim; Flora Ang and Vann Ang of MTI , engaged with ministries, agencies, educational institutions, development partners and industry stakeholders across Bhutan. These engagements provided valuable insights into Bhutan's economic transformation agenda and reinforced the importance of partnerships grounded in mutual understanding and trust. The SCE team also shared preliminary insights from Singapore's development journey, highlighting the importance of strong Whole-of-Government coordination, implementation capabilities and institutional capacity in translating national strategies into tangible outcomes.

We were honoured to pay a courtesy call on Lyonpo Namgyal Dorji, Minister for the Ministry of Industry, Commerce and Employment (MoICE), and meet Mr Chencho, Director General of the Office of Cabinet Affairs and Strategic Coordination (OCASC), Office of the Prime Minister and Cabinet (OPMC), to discuss Bhutan's development priorities and future collaboration. The trip also included a dinner hosted by Hon'ble Younten Phuntsho, Minister for Agriculture and Livestock, providing an opportunity to strengthen relationships between our two countries.

As part of SCE's Partnerships and Training efforts in Bhutan, the team also met Ms Sonomi Tanaka, Country Director, and Ms Ngawang Choden from the Asian Development Bank (ADB), as well as Ms Sophie D. from the The World Bank Group, to exchange perspectives on Bhutan's development priorities and explore opportunities for future collaboration in support of the country's economic transformation.

One of the mission's key takeaways was Bhutan's unwavering commitment to the Four Pillars of Gross National Happiness (GNH), which continue to guide the country's development. Its emphasis on balancing economic progress with environmental conservation, cultural preservation and good governance offers a distinctive approach to sustainable development.

We extend our sincere appreciation to Hon'ble Secretary Dasho Tashi Wangmo, our counterparts from MoICE, and the departments under MoICE, fellow ministries, educational institutions, industry stakeholders, and development partners for their warm hospitality and valuable exchanges. Last week, Singapore Cooperation Enterprise (SCE) was pleased to visit the SJ Group's new campus at the Jurong Innovation District. The SCE delegation, led by Mr Wy Mun Kong, CEO, and Mr Tay Lian Chew, Deputy CEO, was welcomed by Mr Kelvin Wong, Group Chief Commercial Officer and Region Head, SJ Group.

The visit provided an opportunity to learn more about SJ Group's integrated capabilities in urban planning, engineering, architecture, and smart city solutions. During a tour of the Digital Experience Centre, the delegation gained insights into how digital technologies and innovation are being applied to support the planning, design, and delivery of sustainable infrastructure and urban development projects.

A key highlight of the visit was the signing of an Agreement between SCE and SJ Group for the National Master Plan for Guinea. Under the Agreement, SCE and SJ Group will collaborate to develop a National Land Use Plan that establishes a long-term strategic vision for Guinea’s sustainable development, supporting the balanced and integrated management of land resources across economic, social, and environmental priorities.

SCE values its partnership with SJ Group and looks forward to working closely together to deliver impactful solutions and contribute to sustainable development in Guinea.

Singapore Cooperation Enterprise (SCE) was pleased to welcome a high-level delegation from the Asian Development Bank (ADB), comprising Mr Shreekrishna N., Alternate Executive Director (Nepal); Ms Abigail Demopulos, Alternate Executive Director (United States); Ms Maja Sverdrup, Alternate Executive Director (Denmark); Mr Theutthoune SOUKALOUN, Alternate Executive Director (Lao PDR); Mr Hafiz Daud, Director’s Advisor (Brunei Darussalam); and Mr Jackie B. Surtani, Regional Director, Singapore Office.

The delegation was hosted by Mr Tay Lian Chew, Deputy CEO; Mr Eric Lee, Director of Partnerships and Training; and Ms Flora Ang, Senior Manager, Partnerships and Training. The meeting builds on the recent Cooperation Arrangement signed between SCE and ADB and provided an opportunity for a fruitful exchange of views on strengthening through the sharing of Singapore’s development experience and exploring potential areas of collaboration.

Discussions focused on how the partnership can now be translated into implementation, and how Singapore’s public sector experience and expertise can be shared with ADB’s DMCs through practical knowledge exchange and capacity-building initiatives. The delegation also sought to better understand SCE’s role in delivering advisory and capability-building programmes and facilitating government-to-government collaboration.

Both sides explored the complementary strengths of SCE and ADB - combining ADB’s regional reach and financing capabilities with SCE’s access to Singapore’s public sector expertise - to deliver greater development impact in the region.

As Hanoi continues to expand its urban railway network, the city is taking important steps towards building an integrated and sustainable public transport system that connects communities, employment centres, educational institutions, healthcare facilities, and key economic hubs across the capital.

Against this backdrop, Singapore Cooperation Enterprise (SCE) signed a Memorandum of Understanding (MoU) with the Hanoi Metropolitan Railway Management Board (MRB) at the Asia Infrastructure Forum 2026.

The MoU establishes a framework for collaboration in the planning, development, operation, and management of metro and urban railway systems. Through this partnership, SCE will share Singapore’s experience and expertise in urban transport and support strategic initiatives that contribute to the advancement of Hanoi’s urban rail network.

Urban rail systems play a vital role in shaping sustainable and liveable cities by enhancing connectivity, supporting economic growth, and improving mobility for residents. SCE looks forward to partnering with MRB to support Hanoi’s urban rail ambitions and contribute to the city’s long-term development goals.

As cities face increasing water stress, climate change, and rapid urbanisation, water circularity has become an important priority in building sustainable and resilient urban environments.

Earlier this month, Singapore Cooperation Enterprise (SCE), represented by Ms Daisy Boon and Ms Yvonne Lim, together with our partner consultant Jacobs, convened urban practitioners from the Ministry of Housing and Urban Affairs (MoHUA) and cities across India in New Delhi to exchange perspectives on practical approaches to advancing water circularity.

The workshop was opened by Ms Grace Lalrindiki Pachuau, IAS, Deputy Secretary, MoHUA, and Ms Daisy Boon, Director, SCE. Marking the completion of the first workshop under the MoHUA–SCE Phase II collaboration on Urban Water Management, the session provided a platform for participants to explore Singapore’s water journey, urban resilience, climate adaptation, and used water management practices. Through the exchange of experiences and city-level perspectives, participants discussed practical pathways for translating water circularity principles into local implementation strategies.

The discussions underscored the importance of integrated planning, innovation, and cross-sector collaboration in strengthening urban water resilience. While in India, the SCE delegation also met with senior officials from MoHUA and the Ministry of Environment, Forest and Climate Change (MoEFCC) to explore opportunities for future collaboration in sustainable urban development, water management, and environmental sustainability.

SCE extends its appreciation to MoHUA and all participants for their active engagement and valuable contributions. We look forward to continuing our partnership in support of more water-secure and climate-resilient cities.
