From 1 to 4 September 2026, 18 participants from 12 countries across the LAC region gathered in São Paulo, Brazil for the Article 6 Implementation Capacity Building Programme, organised by the Ministry of Trade and Industry (Singapore) and Singapore Cooperation Enterprise (SCE), with the IETA (International Emissions Trading Association) as knowledge partner.
The programme brought together participants from Brazil, Bolivia, Chile, Cuba, Dominican Republic, Ecuador, Guyana, Mexico, Paraguay, Peru, Suriname and Uruguay. H.E. Wei Wen Chia, Ambassador to Brazil, graced the opening ceremony and welcomed participants as they came together to exchange experiences and perspectives on Article 6 implementation.
Discussions explored practical considerations in establishing regulatory frameworks, managing project risks, understanding standards and methodologies, and identifying potential pathways for collaboration with Singapore. The diversity of country and sectoral perspectives, together with peer-to-peer exchanges, made for rich and constructive discussions.
A highlight was the site visit to the Pedreira Landfill Gas Project in São Paulo, where methane from waste decomposition is captured for energy generation while reducing emissions. Seeing a carbon project in operation provided participants with a practical perspective on how Article 6 mechanisms can translate into tangible climate action.
Beyond the technical discussions, the programme also provided opportunities to build relationships and strengthen connections among participants and partners across the region. We thank IETA for its partnership in developing and delivering the programme, and MTI for entrusting SCE with the delivery of this regional capacity-building initiative.
With this programme, SCE has completed three regional runs of the Article 6 Implementation Capacity Building Programme for Singapore’s partners across Africa, Southeast Asia, and Latin America and the Caribbean since August 2025.
We look forward to continuing to support MTI in strengthening Singapore’s international cooperation and engagement under the Paris Agreement.
