เมื่อวันที่ 2 กันยายน 2569 นายสีหศักดิ์ พวงเกตุแก้ว รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ พร้อมด้วยภริยา ในฐานะผู้แทนรัฐบาล ให้การต้อนรับนายลอว์เรนซ์ หว่อง นายกรัฐมนตรีสาธารณรัฐสิงคโปร์ และนางจื่อ ลุย หลู ภริยา ณ ท่าอากาศยานสุวรรณภูมิ ในโอกาสเดินทางเยือนประเทศไทยอย่างเป็นทางการในฐานะแขกของรัฐบาล
จากนั้น รองนายกรัฐมนตรีฯ ร่วมคณะนายอนุทิน ชาญวีรกูล นายกรัฐมนตรี ในการประชุม Leaders' Retreat ไทย - สิงคโปร์ ครั้งที่ 5 ซึ่งเป็นการประชุมครั้งแรกในรอบ 11 ปี นับจากการประชุมครั้งล่าสุดเมื่อปี 2558 และเป็นโอกาสสำคัญที่ผู้นำทั้งสองประเทศได้กำหนดทิศทางความร่วมมือไทย - สิงคโปร์ ให้สอดคล้องกับโลกที่เปลี่ยนแปลงอย่างรวดเร็ว โดยทั้งสองฝ่ายได้หารือทิศทางความเป็นหุ้นส่วนทางยุทธศาสตร์ที่มองไปข้างหน้า (forward-looking strategic partnership) ใน 4 ด้าน ได้แก่ (1) การเสริมสร้างหุ้นส่วนสีเขียวที่ยั่งยืน โดยเฉพาะการส่งเสริมความมั่นคงด้านพลังงาน โครงข่ายไฟฟ้าของอาเซียน การลงทุนด้านพลังงานคาร์บอนต่ำ เทคโนโลยีและการเงินสีเขียว และความร่วมมือด้านคาร์บอนเครดิต (2) การสร้างเศรษฐกิจที่เชื่อมโยงและมีความเข้มแข็ง โดยส่งเสริมการค้าและการลงทุนในอุตสาหกรรมเทคโนโลยีขั้นสูง การพัฒนาทรัพยากรมนุษย์ของไทยให้ตอบสนองความต้องการของอุตสาหกรรมในอนาคต ความเชื่อมโยงทางการเงินและตลาดทุน ยกระดับความร่วมมือด้านความมั่นคงทางอาหาร และเศรษฐกิจดิจิทัลทั้งในระดับทวิภาคีและพหุภาคี (3) การเพิ่มพูนความร่วมมือด้านกลาโหมและความมั่นคง โดยเฉพาะความมั่นคงทางไซเบอร์ การต่อต้านขบวนการหลอกลวงทางออนไลน์ การยกระดับการฝึกร่วมระหว่างกองทัพ และความร่วมมือด้านอุตสาหกรรมป้องกันประเทศ และ (4) การประสานงานอย่างใกล้ชิดในประเด็นยุทธศาสตร์ระดับภูมิภาค
ทั้งสองฝ่ายยังได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับการสร้างความเข้มแข็งให้กับอาเซียนในช่วงที่ไทยและสิงคโปร์จะดำรงตำแหน่งประธานอาเซียนต่อเนื่องกัน โดยสิงคโปร์จะดำรงตำแหน่งในปี 2570 และไทยในปี 2571 รวมทั้งบทบาทของอาเซียนในการสนับสนุนความสัมพันธ์ที่สร้างสรรค์ระหว่างมหาอำนาจเพื่อรักษาสันติภาพ เสถียรภาพ และการพัฒนาในภูมิภาค นอกจากนี้ ยังได้หารือเรื่องความสัมพันธ์ระหว่างอาเซียนกับเมียนมา และสถานการณ์ไทย – กัมพูชา ด้วย
ในโอกาสนี้ ทั้งสองฝ่ายได้ออกแถลงการณ์ร่วมว่าด้วยความเป็นหุ้นส่วนทางยุทธศาสตร์ที่มองไปข้างหน้าไทย – สิงคโปร์ (Joint Statement of the Thailand - Singapore "Forward-Looking Strategic Partnership") พร้อมทั้งแสดงเจตนารมณ์ที่จะจัดทำเอกสารความร่วมมือระหว่างกันเพิ่มเติมอีก 4 ฉบับ ได้แก่ (1) เศรษฐกิจดิจิทัล ซึ่งรวมถึงปัญญาประดิษฐ์ (2) การปราบปรามอาชญากรรมข้ามชาติและการหลอกลวงออนไลน์ (3) ความมั่นคงทางอาหาร และ (4) การเสริมสร้างความเข้มแข็งของห่วงโซ่อุปทาน ทั้งนี้ ไทยจะเป็นเจ้าภาพจัดการประชุมโครงการความร่วมมือระหว่างหน่วยราชการไทย – สิงคโปร์ (Civil Service Exchange Programme: CSEP) ซึ่งมีรัฐมนตรีว่าการกระทรวงการต่างประเทศของทั้งสองฝ่ายเป็นประธานร่วม และการประชุม Singapore – Thailand Enhanced Economic Relationship (STEER) ซึ่งมีรัฐมนตรีว่าการกระทรวงพาณิชย์ของไทยและรัฐมนตรีว่าการกระทรวงการค้าและอุตสาหกรรมของสิงคโปร์เป็นประธานร่วม เพื่อติดตามผลการหารือในครั้งนี้ต่อไป
ภายหลังการประชุม รองนายกรัฐมนตรีฯ ได้เข้าร่วมพิธีแลกเปลี่ยนบันทึกความเข้าใจว่าด้วยความร่วมมือระหว่างกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์แห่งราชอาณาจักรไทยกับกระทรวงการพัฒนาสังคมและครอบครัวแห่งสาธารณรัฐสิงคโปร์ โดยมีนายกรัฐมนตรีทั้งสองฝ่ายร่วมเป็นสักขีพยาน และการแถลงข่าวร่วมของนายกรัฐมนตรีทั้งสองฝ่ายด้วย
นอกจากนี้ รองนายกรัฐมนตรีฯ ยังได้เข้าร่วมงานเลี้ยงอาหารค่ำอย่างเป็นทางการ ซึ่งนายกรัฐมนตรีและภริยาเป็นเจ้าภาพ เพื่อเป็นเกียรติแด่นายกรัฐมนตรีสาธารณรัฐสิงคโปร์และภริยา ณ ตึกสันติไมตรี ทำเนียบรัฐบาล โดยมีผู้แทนภาครัฐและภาคเอกชนของทั้งสองประเทศเข้าร่วม และร่วมพิธีส่งนายกรัฐมนตรีสาธารณรัฐสิงคโปร์และภริยา ณ ท่าอากาศยานสุวรรณภูมิ
On 2 September 2026, H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, together with his spouse, on behalf of the Royal Thai Government, welcomed H.E. Mr. Lawrence Wong, Prime Minister of the Republic of Singapore, and Mrs. Loo Tze Lui, the Prime Minister’s spouse, at Suvarnabhumi Airport, on the occasion of their official visit to Thailand as Guests of the Government.
The Deputy Prime Minister then joined H.E. Mr. Anutin Charnvirakul, Prime Minister, in attending the 5th Thailand - Singapore Leaders' Retreat, which was the first Leaders' Retreat in 11 years since 2015. The Retreat provided an important opportunity for the two leaders to set the direction of Thailand - Singapore cooperation in line with the rapidly changing global landscape. Both sides discussed the direction of a forward-looking strategic partnership in four areas, namely (1) strengthening a sustainable green partnership, particularly in promoting energy security, the ASEAN Power Grid, investment in low-carbon energy, green technology and finance, and cooperation on carbon credits; (2) building a connected and resilient economy by promoting trade and investment in high-tech industries, developing Thailand’s human resources to meet the needs of future industries, strengthening financial and capital market connectivity, enhancing cooperation on food security, and advancing the digital economy at both the bilateral and multilateral levels; (3) enhancing defence and security cooperation, particularly cybersecurity, combating online scam networks, strengthening joint military exercises, and cooperation in defence industries; and, (4) closer coordination on regional strategic issues.
Both sides also exchanged views on strengthening ASEAN during the consecutive ASEAN Chairships of Singapore and Thailand, with Singapore assuming the Chairship in 2027 and Thailand in 2028. They also discussed ASEAN’s role in fostering constructive relations among major powers to promote peace, stability, and development in the region. In addition, the two sides discussed ASEAN - Myanmar relations and the Thailand - Cambodia situation.
On this occasion, the two sides issued the Joint Statement of the Thailand – Singapore "Forward-Looking Strategic Partnership" and announced their intention to conclude four additional cooperation documents covering (1) the digital economy, including artificial intelligence; (2) combating transnational crime and online scams; (3) food security; and, (4) supply chain resilience. Thailand will also host the Civil Service Exchange Programme (CSEP), co-chaired by the Foreign Ministers of both sides, and the Singapore – Thailand Enhanced Economic Relationship (STEER) Meeting, co-chaired by Thailand's Minister of Commerce and Singapore's Minister for Trade and Industry, to follow up on the outcomes of this Retreat.
Following the meeting, the Deputy Prime Minister attended the exchange of the Memorandum of Understanding on Cooperation between the Ministry of Social Development and Human Security of the Kingdom of Thailand and the Ministry of Social and Family Development of the Republic of Singapore, with the two Prime Ministers as witnesses, as well as the joint press conference of the two Prime Ministers.
In addition, the Deputy Prime Minister attended the official dinner hosted by the Prime Minister and his spouse in honor of the Prime Minister of the Republic of Singapore and his spouse at the Santi Maitri Building, Government House. The dinner was also attended by representatives of the public and private sectors of both countries. He also attended the departure ceremony for the Prime Minister of the Republic of Singapore and his spouse at Suvarnabhumi Airport.
