The Singapore Prison Service (SPS), is a uniformed organisation established in 1946, under the Ministry of Home Affairs (MHA). From performing a custodial function to becoming a leading correctional agency with a stellar safety and security track record, SPS has progressed and transformed over the decades to become a leader in corrections, adopting an evidence-informed approach in rehabilitating i

nmates. In partnership and collaboration with Social Service Agencies (SSAs), Home Team Departments (HTDs) and the community, SPS has achieved low and stable recidivism rate over the years. The tagline emphasises the commitment of SPS and its staff to rehabilitate inmates who desire to change, so that they can renew and restart their lives for the better. The Singapore Prison Service (SPS) is a uniformed organisation under the purview of the Ministry of Home Affairs (MHA). As a key member of the Home Team, its responsibilities encompass the safe custody, rehabilitation and aftercare of offenders, and preventive education. SPS is made up of a professional team of uniformed officers and civilian staff, including psychologists, counsellors, medical personnel, and management officers. Since its inception as a department in 1946, SPS has undergone a marked transformation to remake itself as one of the most progressive, secure, and exemplary prison systems that is recognised and respected internationally, dedicated to the cause of providing secure custody and steering offenders to become law-abiding citizens.

SPS was proud to host the MHA-MPS Annual Sports Exchange 2026, welcoming our counterparts from the Ministry of Public Security, Vietnam, to our facilities here in Singapore.

On the pickleball court, Permanent Secretary (Home Affairs) Mr Tan Chye Hee and Commissioner of Prisons Mr Matthew Wee Yik Keong partnered up for a doubles match against Vietnam's Senior Lieutenant General and Deputy Minister of Public Security Mr Le Van Tuyen and Mr Bui Van Tuan from Vietnam's Department of Party and Political Works.

Both sides also took aim at the shooting range and teed off on the golf course, rounding out a day of friendly competition and genuine camaraderie.

Beyond the scoreboard, these exchanges were also about building trust, strengthening partnerships, and reinforcing our shared commitment to safety and security across the region.

We are proud to share that DSP Chua Yi Gang and DSP Lin Rouxiu have been appointed as SPS's first ever Honorary Aides-de-Camp (HADC) to serve the Office of the President of Singapore.

As HADCs, they support the President's office in planning, coordinating and organising events and functions attended by the President, representing the very best of what our Captains of Lives stand for.

Speaking at the event, President Tharman Shanmugaratnam highlighted the inclusion of SPS as a meaningful milestone for the corps. He shared that the work of the Prison Service goes beyond security and discipline, to rehabilitation, reintegration and giving individuals dignity and a second chance — work that is often unseen, but vital to our national ethos.

"I hope to foster a culture of openness where ideas and practices can be exchanged," said DSP Chua Yi Gang.

"Corrections is often behind the scenes, but it requires empathy, resilience and responsibility," shared DSP Lin Rouxiu. "I hope to reflect these values in my work as an HADC."

Two officers. One shared commitment: To serve with purpose.

Meet Cassandra Tan, a 29-year-old Volunteer (Befriender) with the Singapore After-Care Association! Over the past three years, she has journeyed with inmates and ex-offenders to strengthen their prosocial circle.✍🏻

As a volunteer befriender, Cassandra communicates with inmates and ex-offenders via letters and phone calls, to support them.✨ Not only does she understand the impact of good, robust social support, but her perspectives on life have also changed for the better after hearing others' stories.🫶🏻

For her, it's the proof she needs that her work is meaningful, showing how a healthy outlet to talk can be the turning point someone needs.

SPS has joined ITE College Central as a partner in the Work-Study Diploma (WSDip) in Security Operations, and welcomed our first cohort of seven trainees this April 2026!

Through this programme, conducted at the Security Operations Training Command (SOTC) in the ITE College Central campus, trainees will build essential competencies in crisis response and communication skills that are foundational to maintaining the safe custody of inmates and supporting their rehabilitation and reintegration.

This partnership reflects our commitment to invest in innovation as we continue to work closely with community partners across Singapore to further the professional development of our .
