Deputy Speaker Christopher de Souza is leading a delegation of Singapore Members of Parliament (MPs) at the 69th Commonwealth Parliamentary Conference (CPC), held in Cape Town, South Africa from 13 to 19 Sep 2026.

Organised by the Commonwealth Parliamentary Association (CPA), the CPC brings together parliamentarians from more than 180 national and state parliaments across the Commonwealth meet to share perspectives on issues facing parliaments and explore ways to strengthen parliamentary democracy.

Mr de Souza, a CPA Regional Representative for the South-East Asia Region, arrived in Cape Town ahead of the CPC to participate in the CPA International Executive Committee (ExCo) meetings and chair the CPA Finance Subcommittee meeting. He will be joined by the other Members in the Singapore delegation in the days ahead.

Given this year’s theme, “Strengthening International Law and Parliamentary Democracy in a Changing World Order: Commonwealth Leadership”, the Singapore delegation will be exchanging perspectives with fellow Commonwealth parliamentarians and contributing to discussions on how parliaments can respond to shared challenges.

Earlier this afternoon, Mr Tran Cam Tu, Permanent Member of the Central Committee Secretariat of the Communist Party of Vietnam, paid a courtesy call on Mr Speaker Seah Kian Peng at Parliament House. Mr Tu is in Singapore for the inaugural Singapore-Vietnam Strategic Dialogue.

Singapore and Vietnam share warm and longstanding ties, underpinned by close cooperation across defence, trade and investment, and people-to-people links. Mr Speaker and Mr Tu reaffirmed the strong partnership between both countries following the upgrade of bilateral relations to a Comprehensive Strategic Partnership.

Both sides welcomed the inaugural Singapore-Vietnam Strategic Dialogue and discussed opportunities to deepen cooperation, including through stronger parliamentary exchanges and greater sharing of experiences in institutional reform, human capital and capacity building. They also reaffirmed their shared commitment to a rules-based international order, free trade and multilateralism.

Mr Speaker and Mr Tu looked forward to further strengthening the friendship and expanding cooperation between Singapore and Vietnam.

Earlier this afternoon, Speaker Seah Kian Peng visited the Embassy of the Lao People’s Democratic Republic in Singapore to sign the condolence book for the passing of HE Xaysomphone PHOMVIHANE who passed away on 8th August 2026. After signing the book, Speaker Seah requested the Ambassador of Lao PDR to Singapore HE Vilatsone Visonnavong to help convey a condolence letter to the Vice-President of the National Assembly HE Dr Sounthone Xayachack.

The late Dr Xaysomphone who served as President of the National Assembly of Laos was Speaker Seah’s counterpart in Lao PDR. The two leaders last met during the 45th AIPA General Assembly in Laos in October 2024 when Dr Xaysomphone had served as then President of ASEAN Inter-Parliamentary Assembly (AIPA). Dr Xasomphone, a member of the politburo of the Lao People’s Revolutionary Party Central Committee, devoted his entire life serving his country with distinction. He will be sadly missed.
