That uneasy feeling could matter.

Not everyone who witnesses suspected cartel conduct is directly involved.

Sometimes, it's the employee who heard a discussion, sat in for a meeting, or simply noticed something that didnโ€™t feel right.

If you have credible information about suspected anti-competitive conduct, your information could help CCS uncover conduct that harms competition.

Would you recognise the red flag?

Not every conversation between competitors is problematic.

But discussions about future prices or other commercially sensitive information can raise competition concerns.

When in doubt, don't participate.

CCS has issued a warning letter to HelloRide for attempting to propose price discussions with Anywheel on two occasions in 2025.

HelloRide and Anywheel are currently the only two licensed operators of shared bicycle services in Singapore. On both occasions, Anywheel did not engage further with HelloRide and reported the communications to CCS.

CCS commends Anywheel for doing the right thing โ€” not engaging in the proposed price discussions and reporting the matter to us.

Businesses are reminded that they must determine their conduct in the market independently. CCS will take enforcement action against businesses found to have engaged in anti-competitive conduct.

Businesses involved in anti-competitive conduct are encouraged to come forward. Individuals with useful information on cartel activity can also report it to CCS โ€”
