Subject: Urgent Action to Halt Systematic Oppression and Demographic Engineering in Balochistan
Honorable Members of the European Parliament,
I write to bring to your urgent attention the alarming situation unfolding in Balochistan, a region spanning both Pakistan and Iran. The Baloch people, the indigenous inhabitants of this region, are facing severe human rights violations, systemic oppression, and exploitation of their natural resources. This crisis demands immediate international attention and decisive action.
Background
Balochistan has historically been the homeland of the Baloch people, serving as the center of their culture, identity, and way of life. However, during British colonial rule, Balochistan was forcibly divided between Iran, Pakistan, and Afghanistan against the will of its people.
Today, both Iran and Pakistan are exploiting the region's rich natural resources and strategic importance, particularly along its coastline, while deliberately marginalizing and oppressing the Baloch people. Strategic ports such as Gwadar (Pakistan), Chahbahar, and Jask (Iran) have been leased to China for economic and military purposes without the consent of the Baloch people. Additionally, Iran and Pakistan have entered military agreements with Russia to establish bases along Balochistan's coastline.
Both regimes are pursuing systematic policies aimed at:
1. Marginalizing and assimilating the Baloch people to erase their cultural identity.
2. Exploiting natural resources without providing any benefits to the indigenous population.
3. Altering the region’s demographics through forced resettlement programs.
Key Concerns
1. Exploitation of Resources and Strategic Ports:
* The region’s ports and resources—rich in gas, oil, and minerals—are being exploited without consultation or compensation to the local population.
* Infrastructure projects, such as China’s Belt and Road Initiative, prioritize foreign control over Balochistan’s resources while excluding the indigenous people from economic benefits.
2. Demographic Engineering and Forced Relocations:
* Both Iran and Pakistan plan to resettle millions of non-Baloch settlers along the Makran coast, from Bandar Abbas (Hormuz Strait) to Karachi, drastically altering the region’s demographics.
* This policy is aimed at reducing the Baloch people to a minority in their homeland, erasing their cultural identity, and undermining their right to self-determination.
3. Militarization and Human Rights Violations:
* The region is heavily militarized, with widespread reports of enforced disappearances, extrajudicial killings, and torture targeting Baloch activists, intellectuals, and civilians.
* Local communities live under constant surveillance and repression, leaving them in a state of fear and insecurity.
Violations of International Law
These actions violate key international laws and conventions, including:
1. Right to Self-Determination:
* Article 1 of the UN Charter and the International Covenant on Civil and Political Rights affirms that all peoples have the right to determine their political status and control their resources.
2. Prohibition of Forced Displacement:
* Under the Rome Statute of the International Criminal Court, forced displacement is classified as a crime against humanity (Article 7).
3. Protection of Indigenous Peoples’ Rights:
* The UN Declaration on the Rights of Indigenous Peoples prohibits the removal of indigenous groups from their traditional lands and guarantees their right to preserve their cultural identity.
The forced migration of non-Baloch settlers into Balochistan deliberately violates these rights, constituting both demographic manipulation and cultural genocide.
Humanitarian and Cultural Consequences
The ongoing demographic and economic policies have already caused devastating effects, with further consequences anticipated:
1. Cultural Erosion:
* The Baloch language, traditions, and way of life are at risk of extinction due to systematic assimilation policies.
2. Economic Marginalization:
* Newly settled populations are seizing control of economic resources and land, pushing the Baloch into deeper poverty and marginalization.
3. Political Instability and Conflict:
* Rising ethnic tensions and disputes risk escalating into large-scale violence, with grave humanitarian consequences.
Appeal to the European Parliament
We respectfully urge the European Parliament to:
1. Condemn Human Rights Violations:
* Officially recognize the situation in Balochistan as an international crisis and denounce the violations of human rights committed by Pakistan and Iran.
2. Halt Demographic Engineering:
* Demand an immediate cessation of plans to alter the demographic structure of Balochistan and ensure the preservation of the Baloch people’s cultural and territorial integrity.
3. Investigate Foreign Exploitation and Militarization:
* Launch investigations into China’s role in exploiting Balochistan’s resources and press China to halt such activities.
* Scrutinize Iran and Pakistan’s agreements with Russia to establish military bases in the region.
4. International Monitoring and Legal Protections:
* Call upon the United Nations and international organizations to monitor the situation closely and enforce protections under international law.
5. Sanctions and Accountability:
* Impose targeted sanctions on individuals and institutions directly involved in human rights abuses in Balochistan.
Conclusion
The Baloch people face an existential threat to their identity, culture, and future. The systematic policies of repression, exploitation, and demographic engineering represent not only a regional crisis but also a global challenge to human rights and justice.
We appeal to the European Parliament to act decisively as a defender of human rights and international law. The Baloch people urgently need your support to protect their rights, land, and future.
