UPA is the Popular Peace Coalition for Reform and Democracy

On 9 January 2025, the tripartite South Sudanese opposition parties to Tumaini peace Initiative namely South Sudan People’s Movement (SSPM) South Sudan Opposition Movement (SSOMA) and National Salvation Front Revolutionary Command Council (NAS-RCC) have shocked the world by not only remaining undivided and uncowed, for the last one year, but also by solidifying their unity and togetherness like never seen before.

In the evening of 8 January, I was sitting and chatting with the Chairman General Stephen Buoy Rolnyang over our internal caucuses and commitments. On that very day, he came and appeared to be contemplating a lot. Unlike his usual demeanor characterized by smile and laugher, he was looking possessed by ideas whose time has come.
The following day when the announcement came out, I said this is long overdue. When I read the document entitled ‘‘United Peoples’ Alliance (UPA),’’ I immediately added three words that I think captures and carries the objectives that we had been struggling for all these years in the trenches.

I added these words namely Reform and Democracy to make it appears as the UNITED PEOPLE’S ALLIANCE FOR REFORM AND DEMOCRACY (UNIPARD) with this simple slogan ‘‘Freedom is here.’’

UPA IS NEW YEAR GIFT

I must say that, the establishment and subsequent announcement of United Peoples’ Alliance (UPA) is the substitute of New Year Gift, that we missed to present to South Sudanese, after the Tumaini Peace Initiative reached deadlock, following the second withdrawal of RTGoNU delegation on 14th December 2025.

The formation of UPA is welcome not just by the constituent parties of UPA, but by the south Sudanese, who are yearning for change by all means. It is the desire of everyone in the opposition to unite with all and sundry. From the point of knowledge, we, in the SSPM and SSUNA fraternity have expressed ourselves eloquently on the demand and desire for unity of purpose.

The SSPM Constitution is not a restrictive but a permissive legal document in the sense that it frees and gives the Chairman and the entire leadership of SSPM/A the mandates to join hand and unite with other like-minded parties to expedite the Change and Revolution that we are longing for.

In Article 69 and Article 7 subsection 5 and 6 read together with section 7 of the Amended SSPA Act 2021, we are very explicit on the need for unity of the opposition.

In fact, these provisions give meaning to the old adage that says ‘‘one hand cannot clap itself.’’

Moreover, ours is a total belief in the ideal of unity of purpose. By nature, and by law, the gallant members of the South Sudan People’s Movement (SSPM/A) are unity and peace-loving people. As you have read therein, the SSPM have demonstrated and put down its unitary vision in writing, thus making the leadership responsible for unity as a necessity in so far as the struggle is concern.

This clear show of love for unity also means that the SSPM is not greedy and gluttonous. We believe in shared work and togetherness of all colleagues and comrades in the struggle for change.

Over the years, the greatest undoing and shortcoming of the South Sudanese opposition parties are their division and selfishness, which the de facto RTGoNU regime had capitalized on to maintained its iron hold on power.

Fortunately, we have now corrected this challenge by creating a coalition of like-minded parties with a clear goal to bring rapid leadership change to South Sudan.

As they always say, ‘‘united we stand and divided we fall,’’ the creation of UPA is nothing but surety and safety of the opposition. With the formation of UPA, the opposition parties are certain of life and longevity, owing that they will continue to stand strong in their quest for change in South Sudan.

CORONATION OF OPPOSITION UNITY

As I mentioned above, this latest political development is long overdue. The announcement of UPA is nothing, but a coronation of our existing political unity that had been in existence for a year now.

You would recall from the onset of the High-Level mediation for South Sudan alias Tumaini Peace Initiative, the Real-Sudan People’s Liberation Movement (Real-SPLM) Leader General Pagan Amum have been the de facto and de jure representative of the opposition parties in the Tumaini Peace initiative.

In fact, General Pagan’s representation of the opposition in the peace talks did not come by accident. It was a worth thoughted out decision by our Leaders during the negotiation. As we have seen and heard in 2024, the articulate representation by General Pagan is part of what made the opposition remained intact and inclusive.

Happily, if you combined the outspokenness of Pagan Amum, consistency and bravery of General Buoy Rolnyang, General Oyai Deng, General Mario Loku, professorial skills of Dr. Cirino Hiteng, Intellect of Eng. Benjamin Wani, Eldership and wisdom of Genera Paul Malong Awan, diplomacy and simplicity of Ambassador Adel Sandrai, this is what you get at the end.

Having state that, the aforementioned opposition leaders are not just a brainchild of UPA, but a staunch advocate of the ‘opposition unity’ now and in future.

As matter of fact, the establishment of UPA was necessitated by a number of factors two of which are the desire to ‘lead by example’ and the quest to ‘abandon self-seeking leadership’ as was seen in past opposition parties which signed the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCISS) on 12 August 2018. As of 9 January, the South Sudanese downtrodden have something to smile about with this ‘gift of unity’ that has come in form of UPA, that I nick named as the POPULAR PEACE COALITION FOR REFORM AND DEMOCRACY (PPECORD).

I am writing this letter with great enthusiasm to express my keen interest in joining SSPM/A. As a passionate and engaged citizen, I firmly believe in the principles and values that your party upholds, and I am eager to actively contribute to the betterment of our South Sudanese people through meaningful political participation.

For some time now, I have closely followed the policies and initiatives of SSPM/A Party, and I have been impressed by the dedication and commitment of its members to promoting justice, equality, and progress.Your party's emphasis on inclusivity, social justice, rule of law, and social welfare resonates deeply with my personal beliefs and aspirations for a better future for our nation.

Prior to my recent decision to join SSPM, as a member of parliament, I have actively participated in various local governments and community-driven initiatives, as well as social campaigns, and public awareness events that I found alignment with the core values of SSPM Party. These experiences have further fueled my desire to work collaboratively with like-minded leaders to drive positive change at both the local and national levels.

My background in Human Resource Management, public relations and International Laws and Diplomacy Studies, have equipped me with valuable skills in research, communication, and leadership which led to my current appointment by the President of South Sudan on 04/11/2021 in the RTGONU to represent the Greater Maiwut Constituency at the Upper Nile State Transitional Legislative Assembly. However, I escaped Juba on 30/10/2024 for political reasons, and now I effectively abandoned my seat in the parliament and defected from my precious party (FDP/SSOA) under Hon. Gabriel Changson Chang.

I am confident that I can make meaningful contributions to the growth and success of the party through my dedication and commitment. By joining SSPM Party, I aspire to be part of a diverse and dynamic team that is determined to address the pressing challenges our nation faces. : SABOTAGING PEACE: THE DARK FORCES THREATENING SOUTH SUDAN'S FUTURE

Fellow Junubeen,

The reconstituted Revitalized Government of National Unity (R-TGONU) delegation to the Tumaini Consensus negotiations, predominantly composed of unpopular Members of Parliament (MPs) of the Revitalized Transitional National Legislative Assembly (R-TNLA) and self-serving Ministers from the opposition within the R-TGONU, has chosen to shift the goalposts. They have exploited their position in the so-called unity government to undermine the goodwill of President Salva Kiir, who, in a genuine effort to foster lasting peace, reached out to his Kenyan counterpart, President Dr. William Ruto, to bring the holdout groups into the fold of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS). These noble efforts by our President are aimed at ending the cycle of endless transitions and securing a clear, people-driven mandate for our government.

It is deeply regrettable that the much-anticipated peace our people yearn for is now in jeopardy, threatened by the dark forces in our land. This peace process represents the final opportunity for our political leaders to get peace right, the potential collapse of the agreement risks plunging our nascent Republic deeper into the abyss.

Which is total mischief!

If this mischief prevails, the economy will remain in freefall. Civil servants will continue to go unpaid, victims of natural disasters will suffer in silence, the Refugees and Internally Displaced People (IDPs) will remain unprotected, and intercommunal violence will escalate. In essence, the traditional elite have chosen to preserve a barbaric status quo at the expense of the welfare and prosperity of our people. The R-TGONU delegation to the Tumaini Consensus Peace Talks owes the people of South Sudan a clear explanation.

Compatriots,

The Tumaini Consensus represents the least costly way to implement the reforms promised under the R-ARCSS. If the spoilers within the government delegation succeed in derailing this process, it will not spell the end for peace - it will merely prolong the suffering of our civil population. We shall continue to wage the struggle for a just and honourable peace. The cries of our citizens, coupled with international diplomatic pressure, will eventually compel these dark forces to reconsider their actions. Revolutionary intellectuals must not lose hope. We have a duty to counter the misinformation spread by the hired voices of the traditional elite who seek to uphold the barbaric status quo.

Fellow Countrymen and Women,

The future of South Sudan lies not in the hands of greedy politicians, but in the collective will of its people. The greatest weapon wielded by the spoilers of peace is our disunity, but together, we can defeat their mischief. Let us unite as one people, resolute and determined, to confront this moment of crisis and dare to invent a new future for our nation.

The Tumaini Consensus is more than a negotiation - it is a beacon of hope for the welfare, and prosperity of our people. As peace-loving citizens, we must amplify our voices, hold leaders accountable, and refuse to let the promise of the liberation struggle be stolen from us.

Press Statement for Immediate Release, 6 December 2024

The leadership of the South Sudan Opposition Movements Alliance (SSOMA) and other Opposition Groups welcome the resumption of the Tumaini Peace Initiative in Nairobi Kenya. We welcome the retum of the reconstituted delegation of the Revitalized Transitional Government of National Unity (R-TGONU) to the peace negotiations and commend the Mediation and stakeholders for their patience and sustained commitment to this peace process, as we waited for months for the return of the government.

We seize this opportunity to inform the people of South Sudan, the region and international partners that we are utterly dismayed by the new position of the reconstituted R-TGONU delegation as expressed in their statements over the past two (2) days.

In its speech during the launch of the resumption, the govemment delegation reiterated the position of the anti-Tumaini elements in the R-TGONU who are hell bent on dismantling the Tumaini Consensus. This position rules out any possibility of approaching these negotiations with open minds to conclude these talks with a viable, realistic and implementable framework for peace to exit the troubled the unending extensions of the unimplementable R-ARCSS.

By presenting the position of its anti-Tumaini groups, the reconstituted R-TGONU delegation has openly reneged on the Tumaini Consensus, negotiated and agreed by the former delegation of the same government, the opposition, and stakeholders and witnessed by representatives of the Government of Kenya, IGAD and the Community of Sant'Egidio. Their action also dismisses completely the Joint Communiqué of the two Presidents of Kenya and South Sudan issued in Juba on 6* November 2024, that recognized the completed protocols and called for finalizing the Tumaini Peace Initiative within two (2) weeks.

We are deeply shocked by comments made by the Minister of Cabinet Affairs, Hon. Martin Elia Lomuro, a new government delegate to the Tumaini talks and a ringleader of the anti-Tumaini group. Mr. Lomuro denied knowledge of President Salva Kiir's request to President William Ruto to mediate this peace process until June this year, even though he attended the launch of the Tumaini at State House Nairobi on the 9* of May 2024. There is no doubt that the government was fully aware that President Salva Kiir had requested President William Ruto in a letter since December last year, to mediate these talks. We, therefore, believe that these unfortunate utterances made by a senior government minister and leader were deliberately intended to undermine President Salva Kiir's initiative and to destroy his standing among his counterparts in the region.

Considering the failure of implementation of the R-ARCSS, the suffering and harsh impoverishment imposed on our people, worse than what they had endured during the decades of our struggles for independence, the Tumaini Consensus cannot and shall not be an insignificant annex to this failed and expired agreement.

We remain committed to finalizing the Protocols of the agreed Tumaini Consensus within two (2) weeks as stipulated in the Joint Communiqué of the two Presidents issued in Juba on 6* November 2024, and to delivering the outcome of this process as a Christmas gift of peace for the people of South Sudan. The purpose of the Tumaini Consensus is to usher in an era of peace, harmony, and prosperity for the people of South Sudan.

We appeal to the people of South Sudan, the able Mediation, the region, and the international community to not allow the reconstituted R-TGONU delegation to destroy the tremendous progress and achievements made by the Tumaini Peace Initiative.

We reiterate our firm commitment to finalizing the Tumaini Consensus to rescue our country from descending into total chaos and disintegration.
