🔴 Important Statement on the Proceedings of the Berlin Conference
Bahri Emergency Response Rooms express their deep appreciation and pride in the efforts of all partners, humanitarian organizations, and supporting entities. We highly value the vital role they play in supporting our mission to serve our communities under the current challenging circumstances. We firmly believe that humanitarian success is the result of strong and coordinated joint efforts.
In line with our commitment to professional standards and in order to safeguard the integrity of institutional work, we would like to clarify the following to the public and our valued partners:
1. Regarding the Berlin Conference and Official Coordination
The Emergency Rooms confirm that they have not received any official invitation through their recognized communication channels to participate in the Berlin Conference. Accordingly, the organization does not acknowledge or recognize any actions taken خارج the established regulatory frameworks, and considers them non-binding in both coordination and operational aspects.
2. Commitment to Official Channels
The Emergency Rooms emphasize that they operate under binding internal regulations and official communication channels that govern coordination and representation. Issuing individual or informal invitations to certain members without referring to the relevant institutional bodies constitutes a clear violation of organizational protocols and is considered invalid, as it undermines the institutional structure and mandates of the Emergency Rooms.
3. Legal Representation and Responsibility
The Emergency Rooms stress that they have no official representation in such events. Any claim of representing the organization or speaking on its behalf without formal written authorization issued through its official channels is deemed illegitimate. The individuals or entities involved bear full legal and organizational responsibility for such claims.
4. Independence and Constructive Cooperation
Bahri Emergency Response Rooms reaffirm their position as an independent humanitarian entity operating in accordance with their declared principles. While we fully welcome collaboration with all partners, we categorically reject any attempts to bypass the organization’s structure or exploit its name outside official frameworks.
Conclusion:
While upholding transparency and institutional discipline, we reserve all rights to take appropriate measures to protect our entity. We call upon all partners and organizations to strengthen direct coordination with the “Official Liaison Office” to ensure the continuation of our joint efforts in a spirit of mutual respect and high professionalism.

🔴 بيان هام حول مجريات مؤتمر برلين
تُعرب غرف طوارئ بحري عن بالغ تقديرها واعتزازها بجهود كافة الشركاء والمنظمات الإنسانية والجهات الداعمة، وتثمن عالياً الدور الحيوي الذي يقومون به في مساندة جهودنا لخدمة مواطنينا في ظل الظروف الراهنة. إننا نؤمن يقيناً بأن النجاح الإنساني هو ثمرة تنسيق مشترك ووثيق.
وانطلاقاً من هذا الالتزام بالعمل المهني وحرصاً على حماية مكتسبات العمل المؤسسي، نود توضيح الآتي للرأي العام ولشركائنا الكرام:
1. حول مؤتمر برلين والتنسيق الرسمي
تعلن الغرفة أنها لم تتلقَّ أي دعوة رسمية عبر قنواتها المعتمدة للمشاركة في مؤتمر برلين وعليه، فإن الغرفة لا تُقر ولا تعترف بأي إجراءات تمت خارج الأطر التنظيمية المحددة، وتعتبرها غير ملزمة لها في جانبها التنسيقي أو الميداني.
2. الالتزام بالقنوات الرسمية
تؤكد الغرفة أن لديها لوائح داخلية وقنوات اتصال رسمية مُلزمة تُنظّم عمليات التنسيق والتمثيل. إن توجيه دعوات فردية أو غير رسمية لبعض الأعضاء، دون الرجوع للمؤسسات المعنية داخل الغرفة، يُعد تجاوزاً صريحاً للضوابط التنظيمية، وإجراءً باطلاً يمس بالهيكل المؤسسي للغرفة واختصاصاتها.
3. التمثيل القانوني والمسؤولية
تشدد الغرفة على أنه لا يوجد أي تمثيل رسمي لها في تلك الفعاليات. إن أي ادعاء بتمثيل الغرفة أو التحدث باسمها دون تفويض مكتوب وصادر عن قنواتها المعتمدة يُعد ادعاءً غير مشروع، وتتحمل الجهات أو الأفراد المعنيون كامل المسؤولية القانونية والتنظيمية المترتبة على ذلك.
4. الاستقلالية والتعاون البنّاء
تجدد غرف طوارئ بحري تأكيدها على أنها كيان إنساني مستقل، يعمل وفق مبادئه المعلنة. ومع ترحيبنا الكامل بالتعاون مع كافة الشركاء، إلا أننا نرفض بصورة قاطعة أي محاولات لتجاوز هيكل الغرفة أو استغلال اسمها خارج الأطر الرسمية.

إننا إذ نتمسك بالشفافية والانضباط المؤسسي، فإننا نحتفظ بكافة حقوقنا في اتخاذ ما نراه مناسباً من إجراءات لحماية كياننا. وندعو كافة الشركاء والمنظمات لتعزيز التنسيق المباشر مع "مكتب الاتصال الرسمي"، لضمان استمرار عملنا المشترك بروح من الاحترام المتبادل والمهنية العالية.
