歐洲議會全會🇪🇺這幾天表決通過「反制 #跨國鎮壓：建立歐盟維護歐洲主權及民主價值之策略」決議案，探討跨國鎮壓的本質、形式及應處方針，並呼籲會員國強化協調功能，深化與理念相近國家合作。

決議案中特別提及中國動用各種海外組織，推行全面且系統性監控、恐嚇與強制遣返等行動，像是濫用國際刑警組織機制、施壓學術界終止對台灣等敏感議題研究，甚至要求藝術家取消涉及台灣的活動！

跨國鎮壓已成為威權政體對民主國家及公民社會的重要挑戰，不僅侵害言論與學術自由及人權，更嚴重威脅民主制度與社會韌性。

外交部樂見歐洲議會關注相關議題，未來也將持續與歐盟等國際夥伴在資訊分享、民主韌性建構及反制威權脅迫等領域深化交流🙌

The European Parliament 🇪🇺 recently adopted a resolution on countering transnational repression towards an EU strategy to protect
Europe’s sovereignty and democratic values, discussing the nature and methods of transnational repression, and calling for strengthened coordination and cooperation among member nations to counter it.

The resolution made specific mention of the PRC's extensive extraterritorial infrastructure, with which they operate the most comprehensive and systematic TNR campaign in the world, used to identify, monitor, intimidate and coerce individuals within diaspora communities and their associates, through surveillance, harassment, legal and financial pressure, abuse of Interpol mechanisms, forced returns and family intimidation. This has been used to target artists by seeking the cancellation of events related to Taiwan and academics by halting research on Taiwan.

Transnational repression is used by authoritarian countries to challenge democratic countries and civic society, impinging on freedom of speech and academic freedoms, as well as undermining democratic institutions and societal resilience.

MOFA lauds the European Parliament's concern about this issue and will continue to engage in information-sharing, democratic resilience-building, and countering authoritarianism with European partners. 🙌

【從今年7月1日起，申換護照更加方便囉！】

外交部從去年1月1日起實施 #有條件式線上申換護照 措施以來，至今已超過11萬人申辦，讓民眾有更多元且便利的管道來安排時間換發護照。

為讓更多國人利用這個措施，外交部將從今年7月1日上午10點起，再度擴大線上申換護照適用對象：

1️⃣ 在台灣設有戶籍的成年人
2️⃣ 現持護照已逾效期或效期不足1年且未遺失
3️⃣ 護照資料頁記載事項未變更

符合以上3個條件的申請人，準備好「自然人憑證」與相關資料，就可以透過以下網頁辦理。第一次線上申請的朋友，也可透過網頁的教學影片快速掌握申辦步驟：

完成繳費10個工作天後，申請人本人帶著收據、國民身分證正本及效期不足1年的現持護照，親自前往選定的地點如外交部領事事務局，或中部、南部、東部、雲嘉南辦事處領取護照（原護照若已過期，領取護照時不需攜帶）。

暑假快到了，有要安排出國的朋友，出發前除了確認護照效期是否還有6個月以上，也可事先在領務局官方LINE帳號完成 #出國登錄，做好旅外安全準備 🫶

From July 1, applying to renew your passport is even easier!

MOFA rolled out online passport renewals for applicants meeting certain conditions on January 1 of last year, and over 110,000 people have made use of the service to date. To expand uptake of the service, the Bureau of Consular Affairs now offers this service to anyone who meets the three conditions below:

1️⃣ Adults with household registration in Taiwan
2️⃣ Applicants who hold a passport with validity of under a year, and have not misplaced their passport.
3️⃣ Applicants who do not require changes to information in their passport.

If you meet the conditions, you can use your citizen digital certificate to apply for your passport renewal on the website below. There is a walkthrough video if you need a little help:

Applicants can bring their receipt and current passport to their designated pick-up location (BOCA HQ or our offices around Taiwan) 10 working days after paying the fee, to collect their new passport (if your current passport has already expired, you do not need to bring it).

As the summer holidays approach, anyone with travel plans should check that their passport has validity of greater than 6 months. You can also find more travel tips by subscribing to the BOCA official LINE account. 🫶

【強烈譴責中國公務船公然首度侵擾我國太平島水域！】

繼中國公務船日前非法襲擾我國東部海域自由航行的貨輪，6月11日上午中國2艘公務船公然首度侵擾我國 #太平島 水域，再度惡意侵害我國主權權益、海事安全，並嚴重威脅區域和平，外交部予以嚴厲譴責並重申：

🔹 中華民國台灣與中華人民共和國互不隸屬

🔹 南海諸島屬於中華民國領土，中華民國對南海諸島及其相關海域享有國際法及海洋法上的權利，不容置疑，更不容挑戰。

中國政府惡意無理的行徑不僅嚴重違反國際法及 #聯合國海洋法公約，更是對國際秩序的公然挑釁，外交部呼籲國際社會正視中國此次非法行動對區域和平穩定所造成嚴重、立即的危害，並共同反制中國的違法行徑。

我國在南海是維持和平穩定的一方，政府也將繼續致力守護海域安全，並持續爭取理念相近國家支持與我國共同維護印太安全。

MOFA strongly condemns the brazen and unprecedented intrusion into waters around Taiping Island by PRC government vessels and urges the international community to jointly counter the PRC’s illegal actions!

Two PRC government vessels committed a brazen and unprecedented intrusion into waters around Taiwan’s Taiping Island on the morning of June 11.

Following the illegal harassment by PRC government vessels of cargo ships exercising their right to freedom of navigation in Taiwan’s eastern waters in recent days, this was another hostile escalation of gray-zone activities and part of a pattern of aggressive behavior that constitutes a grave threat to Taiwan’s sovereign rights and interests and maritime security, as well as regional peace.

The PRC government’s unreasonable activities are a serious breach of international law and the United Nations Convention on the Law of the Sea and a flagrant attempt to undermine the international order.

MOFA solemnly condemns the PRC’s unlawful actions, which harm Taiwan’s sovereignty, undermine regional peace and stability, and challenge the international order.

Furthermore, MOFA reiterates that neither the ROC (Taiwan) nor the People’s Republic of China (PRC) is subordinate to the other and that the South China Sea Islands are part of the territory of the ROC. That the ROC enjoys all rights over the South China Sea Islands and their relevant waters in accordance with international law and the law of the sea is beyond dispute and challenge. The incursion of PRC government vessels into the waters surrounding Taiping Island has severely violated Taiwan’s sovereignty and jeopardized the safety of Taiwanese vessels and personnel. The PRC’s malicious provocations and heavy-handed actions have severely contravened the United Nations Convention on the Law of the Sea, other international laws pertaining to maritime safety, and the law of the sea. They have blatantly challenged the international order and disrupted regional peace, security, and stability.

MOFA once again urges the international community to recognize the serious and immediate threat that the PRC’s illegal actions pose to regional peace and stability, and to jointly counter the PRC’s unlawful conduct. Taiwan is a party committed to maintaining peace and stability in the South China Sea. The government of Taiwan will continue to staunchly safeguard maritime security and continue to seek the support of like-minded nations in jointly maintaining security in the Indo-Pacific region.

台灣護照在手 讓國人自信走向世界交朋友✨

從出國旅行、商務洽公，到探親、留學，護照都是國人走向世界的重要名片。
​
為了讓國人申換護照更方便，外交部自去年1月1日起推動「有條件式線上申換護照」措施，讓符合資格的國人可以線上申請換發。這項服務實施至今，已有超過11萬人使用，也獲得許多正面回饋。
​
為了讓更多國人受惠，外交部將自今年 7月1日上午10時起，再度擴大「 #有條件式線上申換護照」適用對象。只要符合以下三個條件，就可以使用自然人憑證，透過外交部領事事務局「有條件式線上申換護照系統」申辦：

［強烈譴責中國在我國東部專屬經濟海域違反國際法的各項行動］

外交部針對中國近日侵害我國主權權利，非法襲擾我國東部海域自由航行貨輪的荒誕行徑予以嚴厲譴責，並提出聲明：

🔹 我國擁有合法海域權利：中華民國台灣與中華人民共和國互不隸屬，我國在東部海域享有聯合國海洋法公約「專屬經濟海域」相關規範所賦予的各項主權權利，中國無權在該海域對自由航行船隻採取任何違法行動。

🔹 中國行為破壞區域穩定：重申我國領土主權及主權權利不容侵犯，中國妄圖在我國海域騷擾過往船隻之行徑已違反相關國際法及公約，嚴重破壞現狀，甚至混淆國際視聽。

🔹 籲請國際社會共同反對：呼籲國際社會正視中國非法行動對區域安全的威脅，共同反對中國的違法行徑。

我國政府也將傾跨部會力量守護海域安全，並持續爭取理念相近國家支持共同與我維護印太安全🤝

MOFA strongly condemns the PRC for actions in Taiwan’s eastern EEZ that violate international law!

MOFA strongly condemns the PRC for its absurd actions in infringing upon Taiwan’s sovereign rights and illegally interfering with ships at sea, and reiterates:

🔹 Neither the ROC (Taiwan) nor the People’s Republic of China is subordinate to the other; Taiwan enjoys all sovereign rights in its eastern waters granted by the relevant provisions of the United Nations Convention on the Law of the Sea regarding exclusive economic zones; the PRC has no right to take illegal actions within Taiwan’s exclusive economic zone against any vessels exercising their right of freedom of navigation.

🔹 Taiwan will not tolerate any violation of its territorial sovereignty and sovereign rights. Moreover, Taiwan will not accept attempts by the PRC to interfere in any way with vessels passing through Taiwan’s waters. Such actions violate international law and conventions, gravely disrupt the status quo, and justify its unlawful maritime harassment with fabricated pretexts.

🔹 We urge the international community to recognize the serious and immediate threat that China’s illegal actions pose to regional peace and stability, and to jointly oppose the PRC’s unlawful conduct.

The government of Taiwan will coordinate efforts across ministries and agencies to safeguard maritime security and continue to seek the support of like-minded nations in jointly maintaining security in the Indo-Pacific region. 🤝
