It is with deep respect and heartfelt anticipation that we welcome you to the National People’s Concern (NPC) movement.
NPC is more than a group—it is a growing chain of reconciliation, linking together the divided parts of our Rwandan society. We exist to create a safe and equal platform for all voices, especially those long unheard or aggrieved. Through dialogue, mutual respect, and shared responsibility, we seek to foster genuine healing, restitution, and trust among all ethnic communities—restoring hope to every heart.
Our vision is bold and inclusive: to unite diverse political perspectives and social interests in a spirit of tolerance and creative democracy. We believe that through collaboration, we can build a Rwanda that is free, safe, and prosperous for all.
As you join this movement, we kindly ask that you take time to understand and embrace the values and principles that NPC stands for. Every member plays a vital role in upholding our mission and advancing our shared goals.

Mindful of the enduring political dominance of the Rwandan Patriotic Front (RPF) and its implications for the socioeconomic wellbeing of the Rwandan people.
Honouring the memory of Rwanda’s recent and tragic history, and the lives lost to violence and division.
Aware of the legacy of unilateral governance and its corrosive impact on national unity, civic trust, and democratic development.
Resolved to safeguard Rwanda’s future as an open, peaceful, and inclusive nation, grounded in the principles of pluralism, non-discrimination, and civic participation.
Recognising that Rwanda’s challenges require solutions rooted in Rwandan agency, experience, and wisdom.
Committed to building a durable peace and shared prosperity for all Rwandans—both within the country and across the diaspora.
Guided by universal values of peace, justice, and human rights, and by the moral imperative to uphold dignity for all.
Reaffirming our collective dedication to democracy, transparency, good governance, and the rule of law.
Insisting that any transformation of Rwanda’s political landscape be pursued through lawful, peaceful, and democratic means.
Pledging to ensure that every Rwandan holds a meaningful stake in the governance and future of their nation.
Determined to forge a lasting political solution to Rwanda’s ongoing crisis of representation and legitimacy.
We, the originators and advocates of this vision, bound by a profound commitment to Rwanda’s future, solemnly present this Peaceful Coexistence Agreement as the foundational charter of the National People’s Concern (NPC). This document enshrines our shared aspiration for a free, inclusive, and secure democratic Rwanda—anchored in the principles of dialogue, justice, and mutual respect.
2. 🎯 Mission Statement
The National People’s Concern (NPC) is a broad-based political coalition committed to restoring freedom, justice, and democratic governance in Rwanda. We unite Rwandans from all walks of life—within the country and abroad—around a shared vision of national renewal.
Our mission is to:
• Dismantle de facto one-party rule
• Reestablish constitutional democracy
• Return power to the people
• Advocate for inclusive political participation
• Protect fundamental human rights
• Create institutions that reflect the will and diversity of the Rwandan population
• Mobilize national and international support for a peaceful, lawful, and democratic transition

NPC envisions itself as a unifying force—a chain that links the divided segments of Rwandan society through reconciliation, mutual respect, and shared safety.
We seek to:
• Provide equal platforms for all aggrieved communities
• Foster genuine healing and restitution

The NPC Coalition is founded on the principle of dialogue. Its purpose is to:
• Bring together all conflicting parties across ethnic, political, and geographic lines
• Facilitate open public debate and structured reconciliation
• Build trust among Rwanda’s three major ethnic groups
• Create safe spaces for free expression of grievances and aspirations
• Develop a reconciliation methodology accepted by all parties
• Foster unity and pave the way for inclusive governance

These grassroots efforts will help craft solutions rooted in lived experience and collective wisdom—implemented by those most affected and most ready to lead Rwanda toward a better life.
