A STEP-BY-STEP PATH TOWARD A FREE AND SAFE RWANDA

Presented by Richard Ringuyenza Kayumba
On behalf of the National People’s Concern (NPC)
My name is Richard Ringuyenza Kayumba. I am a Rwandan political leader, born in exile in Uganda into the noble Abanyiginya lineage—descendants of a nation once united in dignity and purpose. My family fled Rwanda in 1959, and I returned in 1994 with a solemn commitment to national healing and democratic transformation. That commitment has never wavered.
In 2004, renewed political persecution forced me once again into exile. Yet from abroad, I continue to lead a principled movement—one that seeks not revenge, but renewal. Our mission is clear: to liberate Rwanda from the grip of authoritarianism, political entitlement, and the dangerous rearming of genocidal remnants and their sympathizers. We stand for justice, unity, and dignity—for every Rwandan.
Through the National People’s Concern (NPC), I call upon all Rwandans—whether at home or in the diaspora—to join a movement that reclaims our nation’s future. We must build a Rwanda where freedom, safety, and justice are not privileges reserved for the few, but rights guaranteed to all. The future of our country depends on the courage of its people to shape institutions that serve every citizen, regardless of ethnicity, background, or status.
🏛️ I. The National Congress (NACO): Democracy Rooted in the People
At the heart of our vision lies the National Congress (NACO)—a citizen-led institution designed to ensure that governance in Rwanda is truly by the people and for the people. NACO is composed of elected representatives from the village level to the national level, including voices from civil society, religious institutions, security forces, political parties, and independent citizens.
NACO is empowered to:
• Vet and approve candidates for key national positions (senators, MPs, judges, ministers, ambassadors, security officials)
• Oversee presidential eligibility and election processes
• Review and amend national policies, international agreements, and public debt
• Hold the President accountable, including the power to prevent re-election if deemed necessary by the people
• Ensure transparency and integrity across all branches of government
🧭 II. Safeguarding Rwanda’s Future: The Three Knots of Protection
To prevent the recurrence of dictatorship, ethnic conflict, mass atrocities, and state looting, we must bind ourselves to three foundational principles—symbolic knots that secure our shared destiny:
1. Inclusive Representation
2. Accountable Leadership
3. Transparent Governance
These are not slogans. They are safeguards—anchored in the lived experience of our people and the lessons of our history.
🤝 III. A National Dialogue for a Free and Safe Rwanda
NPC invites all Rwandans—across generations and geographies—to participate in a comprehensive national dialogue. This is not merely a conversation. It is a movement to reimagine Rwanda’s future through grassroots empowerment and institutional reform.
🏗️ Building from the Ground Up: The Structure of People’s Power
We believe that lasting change begins at the village level, where the heartbeat of our nation resides. Through inclusive structures and democratic mechanisms, we will build a Rwanda that reflects our values, protects our rights, and secures our children’s future.
📣 Join the Movement
This is your Rwanda. Your voice matters. Your participation is the foundation of a just and peaceful future.
Let us rise together. Let us build together. Let us heal together.
A Free and Safe Rwanda Begins with You.

NPC – A NEW COVENANT FOR A RENEWED RWANDA
Welcome to National People’s Concern (NPC)
A movement born of unity, anchored in truth, and committed to building a Rwanda that serves all its people with dignity, justice, and opportunity.
Why NPC?
For decades, Rwandans have endured the devastating consequences of ethnic conflict, authoritarian rule, corruption, and the mismanagement of our human and natural resources. Civil wars, forced displacement, poverty, and hunger have left deep scars across our nation.
NPC was founded as a coalition of conscience—an alliance of principled citizens determined to break this cycle of political failure. We reject fear as a tool of governance. We believe in peaceful, democratic transition as the only path to lasting transformation—for individuals, communities, and the nation as a whole.
Our Vision for Rwanda
NPC stands for a Rwanda that is:
• 🗳️ Safe and Free: A nation where every citizen lives without fear, and where security is guaranteed for all.
• ⚖️ Just and Equitable: A society that upholds economic, social, and cultural rights for every Rwandan.
• 🌱 Sustainable and Green: A future built on renewable energy, environmental stewardship, and responsible development.
• 🏥 Healthy and Inclusive: A healthcare system that is accessible, affordable, and responsive to the needs of all communities.
• 📚 Educated and Empowered: An education system tailored to Rwanda’s development needs—free, inclusive, and future-focused.
• 🏘️ Sheltered and Dignified: A national housing strategy that promotes safe, affordable, and well-planned communities.
• 🚜 Food-Secure and Productive: Empowering farmers and local markets to achieve self-sufficiency and national food resilience.
• 🛤️ Connected and Developed: Infrastructure that links rural and urban areas, driving inclusive economic growth.
• 🛡️ Secure and United: A defence strategy rooted in the values of peace, good neighbourliness, and national unity.
• 🛬 Reconciled and Repatriated: A comprehensive plan to assist Rwandan refugees in returning home and reintegrating with dignity.
Join the Movement
NPC is more than a political alternative—it is a national covenant. Whether you are a teacher, farmer, refugee, entrepreneur, or student, your voice matters. Together, we can restore trust, rebuild communities, and realize a Rwanda that is safe, shared, and just for all.

PROPOSAL FOR A NATIONAL COALITION FOR LIBERATION AND RENEWAL
Under the Banner of the National People’s Concern (NPC)
Executive Summary
This proposal invites all Rwandan opposition groups, civil society actors, tribal communities, and concerned citizens to unite under a single, inclusive coalition—The National People’s Concern (NPC). It is not a declaration of consensus already reached, but a bold invitation to co-create a transformative movement. NPC aims to dismantle the entrenched systems of dictatorship, ethnic division, and economic despair that have plagued Rwanda for decades. Through democratic governance, shared leadership, and collective action, this coalition will forge a path toward reconciliation, justice, and prosperity for all Rwandans.
NPC is not a party. It is a platform. A force. A promise. This document outlines the proposed structure, principles, and commitments of the coalition. It is open for endorsement, critique, and amendment by all stakeholders who share the vision of a free and safe Rwanda.
