Nyakubahwa Minisitiri w’Intebe kandi yabwiye aba barezi ko bafite inshingano zikomeye zo kwigisha kandi bakarera, “Umwarimu ntabwo yigisha gusa ahubwo atanga n’uburere.”

Nyakubahwa Minisitiri w’Intebe yavuze ko abarimu kandi bagomba kuba intangarugero muri byose; “Umwarimu ni bandebereho muri sosiyete.” Nyakubahwa Minisitiri w’Intebe, Dr. Ngirente Edouard yasabye ababyeyi gufatanya n’abarimu mu kurerera u Rwanda rw’ejo; “Ababyeyi bafite inshingano zo gufatanya n’abarimu mu burezi bw’abana bacu.”

Aba barimu bose bashyirijwe ibimbo na Nyakubahwa Minisitiri w’Intebe mu rwo kubashyigikira mu byo bakora. Abarimu bakoresheje inguzanyo zitangwa n’Umwali SACCO ndetse n’Umwarimu w’indashishyuikirwa mu mashuri y’imyuga n’ubumenyingiro nabo bahembwe na Nyakubahwa Minisitiri w’Intebe.

“We thank you teachers for having accepted our job offer”; Hon. Minister of State in charge of TVET&ICT receiving Zimbabwean teaching staff.

Nyamata, 20th October 2022, Hon. Minister in charge of TVET and ICT opened a three-day induction for the Zimbabwean teaching staff. After the arrival of the Zimbabwean teachers, MINEDUC conducted a three-day induction. This induction was prepared to orient them on Rwandan culture and history, as they were preparing to begin working by 22 October 2022.

Speaking to zimbabwean teaching staff, Hon. MoS in charge of ICT& TVET said: We thank you teachers for having accepted our job offer, I believe you will enjoy the country of thousand hills and your contribution in education sector will be remarkable.””
During discussion on a journey to a knowledge based economy in Rwanda:achievements and challenges in education sector, Director General of Rwanda Basic Education Board, Dr. Nelson Mbarushimana requested Zimbabwean teachers to come up with creativity in establishing culture of using english in schools as it is the medium of instruction.

He also noted that while the target is to print over 28 million textbooks and be distributed to schools by 2025 to achieve the target ratio 1:1, over 14.6 million have been distributed to schools, which is over a half of the required textbooks.

Director Genenaral of REB continued by saying that 48 Edutainments with sign language integrated were produced for Pre-primary &lower primary, aiming at 178 episodes by 2024. Accessible multimedia digital textbooks are under development following universal design for learning.

The 154 Zimbabwean educational personnels – of whom 96 are males and 58 are females are in Rwanda following a Memorandum of Understanding (MoU) signed on 23rd December 2021 between the Ministry of Education of the Republic of Rwanda (MINEDUC) and the Ministry of Public Service, Labour, and Social Welfare of the Republic of Zimbabwe with the aim of exchanging educational personnel and expertise upon request of any of the Parties..

Their recruitment was made in collaboration with MIFOTRA, MINEDUC jointly with the Ministry of Public Service, Labour, and Social Welfare of the Republic of Zimbabwe whereby written and oral examinations were done by the Zimbabwean candidates through e-recruitment system, They were given offer to work in Rwanda after after successfully meeting all the requirements. Their. contracts allow them to work for two years renewable upon satisfactory performance, and they will be deployed in various institutions as follows:

135 in 16 Teacher Training Colleges (TTCs)
6 trainers in 3 Technical and Vocational Education and Training (TVET) schools with rare skills requirements
11 trainers in 3 Integrated Polytechnic Regional Centres (IPRC)
3 university lecturers will teach in the University of Rwanda - College of Medicine and Health Sciences (UR-CMHS)
While closing the first day of the orientation workshop , the Minister of State in Charge of Primary and Secondary Education Hon. Gaspard Twagirayezu thanked Zimbabwean Educational Personnel for their commitment to join Rwandan Teaching working Force;. He also wished them the best and successful journey in Rwanda .

AMANDA MUZA- English specialist- Zimbabwean teacher who was recruited MINEUC said : "I enjoyed hospitality of Rwandans. My priority is to improve the level of using English among students.”
MIKE ZONKE- Zimbabwean qualified primary teacher, qualified visual impairment teacher specialist said: "TTC students will benefit a lot from me. I want to make an impact on proper assessment for students with visual impairment."

KAMUTANDO TOBIAS- Biology specialist, Zimbabwean teacher also expressed his appreciation: “I am really excited to be part of Rwandan Education Sector. I believe I will make a good impact to TTC students.”

During the closing session of the first day of the induction, Hon. Minister of State in charge of Primary and Secondary Education thanked all teachers for their commitment in joining Rwandan education sector.

Before they depart for their respective workplaces on 22 October 2022, all the Zimbabwean delegation also visited Kigali Genocide Memorial.

“You need to be confident, you are able! since some of you were selected as best performing teachers in previous years.” Says by Director General of REB while awarding laptops to teachers with visual impairment.

Persons with disabilities, including persons with visual impairment throughout the world, continue to be denied the right to work. According to the UN statistics on disability and employment, 80 per cent to 90 per cent of persons with disabilities of working age are unemployed in developing countries. The situation is worse for persons with visual impairment as less than one per cent get decent work and employment.

In Rwanda, continued efforts are being made to ensure fair and equitable employment opportunities for all. Rwanda Basic Education Board (REB) recruited and deployed seven visually impaired teachers across the country in 2022. The goal is for teachers with visual impairment to have access to the same opportunities for career advancement and to deliver on the job to the best of their ability as their non-disabled peers. However, all twenty-two teachers currently deployed in primary and secondary schools across the country have reported barriers preventing them from fully participating in daily school activities, including fulfilling their teaching responsibilities.

In line with the above background, from 8th October 2022, REB with the support of World Bank through Inclusive Education Initiative organized a 4-day workshop to train headteachers and teachers with visual impairment on the rights of persons with disabilities to work as enshrined in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and its Optional Protocol which Rwanda ratified on December 15, 2008. This workshop themed:"Towards an Inclusive Employment:Making Work Accessible for Blind and Partially Sighted Teachers.

This workshop was conducted to serve the following objectives: Raise awareness of headteachers and teachers with visual impairment in UNCRPD with a focus on Article 27 on the right to work and employment, explore attitudes towards blindness, and actions to enable teachers with visual impairment to exercise their rights at work; Provide evidence-based resources and strategies to teachers with visual impairment and their respective headteachers, including the provision of reasonable accommodations and use of assistive technology in the teaching and learning process; Strengthen/develop capacity regarding orientation and mobility skills.

In the workshop, teachers with visual impairment from different schools had a panel discussion to share their teaching experience with others. This was aimed to motivate their colleagues so that they can even surpass other teachers who are not disabled.

Speaking with visual impaired teachers and headteachers , Director General of Rwanda Basic Education Board, Dr. Nelson Mbarushimana mentioned that the knowledge gained in the workshop should have an impact on the desired quality education,’ “ what you have acquired here in a workshop should to be the trigger towards quality education, we need improvement in teaching process and be the role model to others.” He said
The visual impaired teachers were given laptops which incorporated some of technological software’s which can help the visual impaired teachers. “You are given special laptops today, please make sure you train yourself to be friendly with ICT, and the Government of Rwanda will continue to support every teacher regardless of any disability. You need to be confident,you are able! since some of you were selected as best performing teachers in previous years.” Director General of REB said.

“TOGETHER WE WILL ACHIEVE MORE, ESPECIALLY IN INTEGRATING ICT IN OUR EDUCATION SYSTEM” REB-SPIU COORDINATOR, MR. EMMANUEL SHYAKA SPEAKING TO 60 DISTRICT EDUCATION OFFICERS.”

From 15 August 2022 to 20th August 2022, REB through CADIE Project trained all 60 District Education Officers from 30 districts on inspection of ICT use in schools. And it is expected that after the training, DEOs will be equipped with competencies in inspecting ICT use in schools.

As a part of REB, though CADIE project, school inspection manual was developed to provide school inspectors with a guideline for school inspection focusing on use of ICT in teaching &learning, &integration of ICT in Competence-Based Curriculum.

This training will result in proper inspection of ICT use into schools as well as leveraging level of integration of ICT in education. This will also have an impact on quality education & trigger evidence-based ICT in education policy analysis and reforms.

MUSABYINGABIRE Petronille, DEO in in Ngororero District said that training has impacted her in way that the acquired skills will beneficial inspection outcomes : “We re learning things we didn't know anything about! We are going to inspect what we are skilled about! We are being trained as ICT inspectors & will advise accordingly so as to improve ICT use in schools.” She said.

The idea of Petronille is not far away from her colleague HAMENYIMANA Athanase, DEO in Nyamasheke district whose believe is to practically inspect ICT in schools in accordance with ideal inspection; "This training is timely to our needs. Here, we are analyzing the ideal way of inspecting & the pratical way of inspecting especially on the utilization of ICT in schools. Our knowledge about ICT is lifted.” He underlined

SPIU-REB Coordinator, Mr. Emmanuel Shyaka officially closed the training of 60 DEOs on inspection of ICT use in schools on 20th August 2022. He urged the DEOs to embrace technology and be the ones to support the Gvt to fast track the digital transformation towards 21st century.

He also emphasized that training will help DEOs to inspect ICT integration in lesson planning, teaching, and assessment, and improving their knowledge of how to do inspection data processing and Reporting.

In his remarks, REB-SPIU Coordinator, Mr. Emmanuel Shyaka said: “Let us all play our role in the process of transforming education towards the quality of education desired. Together we will achieve more, especially in integrating ICT in our education system. The Government of Rwanda has the target of becoming a knowledge based economy country, and education is a key in achieving that target. Let us utilize delivered ICT devices distributed in school, and knowledge you gained here must be shared to others.” He emphasized

Rwanda's Education Sector Strategic Plan describes the use of information and communications technology (ICT) in general as fundamental to achieving the socioeconomic development outlined in Vision 2050, and its use in education as critical. Furthermore, Competence Based Curriculum (CBC) Framework 2015 states that "The curriculum must enable educators and students to use ICT as a tool to improve the quality of education in all subjects at all levels in teaching and learning practices. ICT must support the emergence of teaching and pedagogical student-centered approaches as well as encourage research, communication, and collaborative learning.

Apart from inspecting ICT use in schools, Rwanda Basic Education Board through CADIE Project, and other education Partners will continue to provide, ICT materials into schools, giving ICT tools to teachers, and of course training teachers and other stakeholders so as integrate and strengthen the ICT in education.

It is known that young children in our primary and secondary schools classrooms today, are the future decision makers, engineers, doctors dancers, artists, nurses and pilots. In the 21st Century, ICT in education has the power to impact the students in different ways such their critical thinking and problem solving capacity , collaboration across networks and leading by influence and imagination, etc

From January 2019, important policies were announced by the Government of Rwanda aimed at making teaching a more attractive profession with highly competent teaching staff for career progression. The policies advocated for a better pay and clear pathways. TTCs and model schools will still be resourced to enhance the pipeline of future teachers and role modelling of effective teaching. This will be the biggest success factor in relation to providing quality education and is therefore the main priority for the ESSP 2018/2019-2023/2024. In addition, TTCs and model schools will continue to be developed in order to disseminate innovative teaching and learning practices throughout the country and support TTC students for their practical training

So as to achieve the desired learning outcomes , the Government of Rwanda, through the Ministry of Education (MINEDUC) and the Rwanda Basic Education Board (REB) is implementing the “Rwanda Quality Basic Education for Human Capital Development” Project (QBE).

One of the QBE’s objectives is to enhance teacher effectiveness for improved student learning through support of professional development of teachers by usage of ICT equipments for teaching in 16 model schools

In order to enhance teacher effectiveness for improved student learning, from 12-08-2022, REB through SPIU-REB is distributing ICT equipments like projectors, printers,video cameras,digital TV screen & screen projectors, ..etc to 16 Model schools.

Nduwamungu Evariste,HT at GS Jean de la Mennais Kirambo in Burera said: You see, we are Model school, we need to be exemplary in all means! including ICT. We teach like others but we also help TTC students to put into practice. We are thankful for this support.

ICT equipments will make the work easier for teachers and students will absorb the knowledge quickly; “ some subjects like biology and Chemistry need to be practically taught, and students have to see what a teacher says, we do believe that with screen projector, projector, and this digital camera will create a practical class. He said

He continued by saying that although training on using ICT tools is surely needed, all teachers have some share knowledge through CPD ( Continuous Professional Development) and peer learning techniques might be applied before REB does anything about training.

MAGARAMBE MASUNIKA Victor, Head teacher at GS UMUBANO II in Rubavu with 26 years in leadership of schools said : These IT equipments will easy Teaching & Learning process. TTC students will be comfortable here! We are aiming to reach the level of inspiring every teacher to use ICT as buttress of education.

“From next academic year, we will start to host TTC students wo are on internship , we want to create confident student! We want to be a factory for any dream, we want to a comfortable zone for every TTC student, we want to train future teachers, engineers who will join their careers with all arms.” He underlined.

TWAHIRWA Théogène, Deputy Head Teacher at GS Muramba B in Ngororero, has 28 of teaching experience said: This is what makes a Model school to be called so! We appreciate the way in which REB is being on our side,we commit ourselves to deliver in terms of improved teaching & learning outcomes.

He also noted that REB should prepare the training for Master Trainers in Model schools and TTCs on utilization of ICT equipments . This will help all teachers who play their remarkable role in creating the best future teachers and enrich other dreams of students.

Model schools are the school which are nearby TTCs ( Teacher Training Colleges), and they teach like other schools but also have the responsibility to practically train TTC students who are on their internship.

“WE CAN FEEL AND SEE THE GRATEFUL ACHIEVEMENTS OF WHAT GOVERNMENT OF RWANDA DID.”, CHIEF EXECUTIVE OFFICER OF GLOBAL PARTNERSHIP FOR EDUCATION, CHARLES NORTH SAID.

On 13 May 2022, the Chief Executive Officer of Global Partnership for Education, Charles North and his team accompanied by the Director General of Rwanda Basic Education Board and Vice Mayor of Rulindo district in charge of Social Affairs visited EP Tumba to observe the impact of Global Partnership for Education supported initiatives on Rwandan education sector.
While interacting with teachers at EP Tumba , the CEO of GPE said: “We can feel and see the grateful achievements of what Government of Rwanda did. We will share this experience to other countries that we are working with.”

During his visit at EP Tumba, the CEO of GPE, Charles North appreciated the school feeding program which has contributed in reducing school drop out rate. He also recognized the unreplaceable contribution of teachers in improving quality education.

Director General of Rwanda Basic Education Board (REB), Dr. Nelson Mbrushimana appreciated the support of Global Partnership for Education; “We really appreciate the support of GPE in our education sector, notably the provision of Textbook and Science Kits and other many interventions. We will continue to sustain what we have achieved through the support of Global Partnership for Education.” He said

Senior Education Specialist at World Bank-Rwanda, Mrs. Kidwai Huma believes in more success as other grant comes in; “ We are going to achieve more in terms of providing Quality Education through the support of Global partnership for Education in providing the $30 million Multiplier to strengthen teaching and learning in primary and secondary schools.” She noted.
The Chief Executive officer of Global Partnership for Education together with the Director General of Rwanda Basic Education Board, Dr. Nelson Mbarushimana planted a fruit tree for as to support the school feeding program.

Rwanda was the first country to receive GPE COVID-19 Response Grant to ensure students continue learning during the lockdown and school reopening preparations.
EP Tumba has 549 students with 273 boys and 276 girls. It benefited from Quality Basic Education Project with 12 new Classrooms and 12 latrines and other GPE COVID-19 responses which were initiated and implemented through the support of GPE such as handwashing facilities, scholastic materials, school feeding and remedial programs.

The Chief Executive Officer of Global Partnership, Charles North and his team were in Rwanda on a 3-day visit whereby they were received by Hon. Minister of Education, Dr. Valentine Uwamariya on 12 May 2022.

KIGALI, 7th June 2022- The Rwanda Basic Education Board (REB) conducted the Scratch programming competition at national level for all the primary and secondary schools.
60 Primary and and Secondary students competed at national level. 2 students were representing each district.
GIHOZO YVAN BRUNO from Ngoma District at EP GAFUNZO was the winner of primary scratch competition at national level , his project was about 'CHOGM MEETING”

NAHIMANA MOISE from Rulindo district at GS APAPEC MURAMBI, was the best winner of secondary scratch competition at national level, his project was about 'online teaching children with hearing disability.

During the ceremony, Director General of Rwanda Basic Education Board appreciated all the participants and supporter in Scratch competition, “We thank you students for showcasing your skills in ICT, we thank you schools and teachers for supporting these young children, and we also do thank different partners in education sector especially in ICT in education.” He said

Scratch is an educational tool with a visual programming language that makes it easy for students to create their own interactive stories such as, animations, games, project-based activities, music, and art. It helps young children to learn better, to apply their knowledge, to solve given problems, to reason systematically, to work collaboratively and to develop essential 21 st century skills.
REB introduced the annual Scratch competition in Rwanda to promote digital literacy and programming skills among young learners and to prepare future engineers. This activity is in line with the fourth (4th) priority of the Education Sector Strategic Plan (ESSP) related to "Enhance the use of Information and Communication Technology (ICT) to transform teaching and learning and support the improvement of quality across all levels of education in Rwanda"

The competition mainly evaluate the capacity of students to think creatively, reason systematically, work collaboratively the essential skills for life in 21 st Century skills, computational thinking and problem solving using a powerful yet simple to use building block approach to app creation using scratch program. The main objectives are:To promote the spirit of innovation and creativity,To increase critical thinking and creativity in ICT Subject, To provide progressive effort that helps students to improve with ICT Skills in scratch programming language, The competition will also help Sector Education Inspector (SEI), District Education (DEO) and Rwanda Education Board to identify best performing schools at sector, district and National level. The identified schools will serve as role model to other schools on programming.
The competition started from school level up to Nationallevel; all the 60 participants of scratch competition at national level were awarded scholastic material. The 2 best winners at national level ( primary student and secondary student) were awarded laptops and scholastic materials.

RWANDA BASIC EDUCTION PRODUCED AND SHARED 48 EDUTAINMENT

In the fiscal year of 2021/2022 Rwanda Basic Education produced and shared 48 edutainment animated cartoons developed to complement CBC delivery in N1-N3 and P1-P3

13,000 NEW TACHERS AND SCHOOL LEADERS WERE RECRUITED AND PLACED IN SCHOOLS.

In 2021/2022 Fiscal year, more than 13, 000 new teachers and school leaders were recruited and placed in schools so as to improve the quality of education. This exercise was added value to other initiative which aimed to strengthen teaching and learning process. This was also addition to more than 28,000 new teachers and school leaders whom were recruited and placed in schools in fiscal year of 2019/2022. Ministry of Education through Rwanda Basic Education Board will continue to provide the necessary means such as equipments like ICT devices, laboratory equipments, teaching and learning materials such as books, science kits, training for teachers and school leaders in order to achieve the desired quality education.
