🎙 President of Russia Vladimir Putin's remarks at the meeting of the 18th BRICS Summit in the BRICS Outreach/Plus format (September 13, 2026)

💬 Vladimir Putin: The broad representation at today’s meeting confirms that the international community’s interest in BRICS continues to grow.

Our fundamental values and ideals – such as commitment to an independent and autonomous course, striving to solve problems collectively while relying on international law and the key provisions of the UN Charter – appeal to many in the world.

The BRICS group has always advocated that all countries without exception should have equal and unlimited opportunities for consistent and balanced economic and social growth, for ensuring their populations’ wellbeing, while being able to preserve unique national cultures and traditions and to adhere to their own sovereign development models.

I would like to emphasise that today BRICS is a powerful driving force behind the strengthening of genuine multilateralism in international relations, and plays a major role in shaping a new, fairer and multipolar world order.

It is worth noting that the BRICS nations are seeing steady population growth and strengthening domestic markets; they have established robust industrial, technological, financial and academic hubs, as well as modern transport, energy and digital infrastructure. Trade within our association has already reached $1.2 trillion. Member states account for almost a quarter of global exports, and it is BRICS that, at 49 percent, provides most of global GDP growth.

That said, the potential for the further development of BRICS is far from exhausted. One of the main untapped resources so far is the complementarity of the member states’ economies. The differences in their structure and specialisation offer vast opportunities for practical cooperation, for creating new production chains, technologies, services, and markets.

I also invite everyone to take a closer look at the promising initiatives put forward by Russia to streamline our cooperation. These include establishing a BRICS payment, depository and clearance infrastructure, as well as setting up a reinsurance mechanism and a grain exchange within the association. I am convinced that both member states and partners of BRICS will be able to employ all these tools in the future. Further strengthening the capacity of the BRICS New Development Bank and updating its business model is a pressing task.

Naturally, technological transformation is a key driver of global growth and sovereign development. With the widespread adoption of artificial intelligence, the development of autonomous systems, and the rise of digital trade platforms and financial solutions, the very model of economic value creation is shifting.

⚡️ On September 12, the XVIII BRICS Summit adopted the New Delhi Declaration “Building for Resilience, Innovation, Cooperation and Sustainability”.

1. We, the Leaders of countries, met in New Delhi, India, from September 12 to 13, 2026 for the XVIII BRICS Summit held under the theme: “Building for Resilience, Innovation, Cooperation and Sustainability”.

2. We reaffirm our commitment to the BRICS spirit of mutual respect and understanding, sovereign equality, solidarity, democracy, openness, inclusiveness, collaboration and consensus.

Building on two decades of BRICS, we further commit ourselves to strengthening cooperation in the expanded BRICS under the three pillars of political and security, economic and financial, cultural and people-to-people cooperation, and to enhancing our strategic partnership for the benefit of our people through the promotion of peace, a more representative, fairer international order, a reinvigorated and reformed multilateral system, sustainable development and inclusive growth.

3. We recognise the valuable contribution of Partner countries to BRICS cooperation. We underscore our strong belief that advancing the BRICS partnership with Emerging Markets and Developing Countries ( ) will further contribute to strengthening the spirit of solidarity and international cooperation for the benefit of all.

We reaffirm our commitment to fostering inclusive, mutually beneficial and development-oriented partnership with Partner countries. We encourage their increasing participation in BRICS engagements and practical cooperation in areas of shared interest.

4. We commend India for hosting the Outreach/BRICS Plus Dialogue segment of the XVIII BRICS Summit, which injects new impetus to strengthen international cooperation and solidarity.

7. On the landmark occasion of the 2️⃣0️⃣th anniversary of BRICS, we reiterate our commitment to reforming and improving global governance by promoting a more just, equitable, agile, effective, efficient, responsive, representative, legitimate, democratic and accountable international and multilateral system in the spirit of extensive consultation, joint contribution and shared benefits.

Bearing in mind the need to adapt the current architecture of international relations to better reflect the contemporary realities, we reiterate our commitment to strengthening multilateralism and multipolarity and to upholding international law, including the Purposes and Principles of the UN Charter in their entirety and interconnectedness in a balanced and inclusive manner, as its indispensable cornerstone, and the central role of the in the international system.

139. We commend India’s BRICS Chairship in 2026 and express our gratitude to the government and people of India for holding the XVIII BRICS Summit in the city of New Delhi.

140. We extend full support to China for its BRICS Chairship in 2027 and the holding of the XIX BRICS Summit in China.

⚡️ In response to the unfriendly actions of the German side in closing the Consulate General of Russia in Bonn and the Russian House of Science and Culture in Berlin, on September 7 the Chargé d’Affaires a.i. of Germany in Moscow was informed of the following retaliatory measures:

The Russian Federation is withdrawing its consent to the operation of the Consulate General of the Federal Republic of Germany in St Petersburg, which must cease its activities no later than September 18, 2026, with all its staff required to leave Russia by that date.

The Goethe-Institut cultural centres in Russia must cease their activities. Their seconded staff have been instructed to leave Russia no later than September 13, 2026.

The head of the diplomatic mission was presented with the relevant notes of the Russian Ministry of Foreign Affairs.

❗️ It was stressed that it was the German authorities that once again provoked a new round of escalation in bilateral relations. Full responsibility for the consequences rests entirely with the German Government.

Продолжаем принимать заявки на участие в конкурсе «Хочу стать дипломатом – 2026»

18 марта Представитель МИД России в Нижнем Новгороде Сергей Малов провел в Сарове встречу с учениками выпускных классов города и рассказал им об уникальной возможности принять участие в конкурсе, проводимом Представительством МИД России совместно с ННГУ им.Н.И.Лобачевского и НГЛУ им.Н.А.Добролюбова «Хочу стать дипломатом».

Во время встречи речь шла о том, какими умениями, знаниями и качествами должен обладать дипломат, как можно работать над развитием этих качеств.

Сергей Геральдович, отвечая на интересующие вопросы, рассказал про свою работу в качестве дипломата, отметил самые актуальные международные мероприятия в 2025 году, интересные истории из практики, структуре и функциях МИДа, а также о возможностях прохождения практики и стажировок для студентов университетов Приволжского федерального округа.

Беседа с ребятами проводилась на базе Гимназии № 2 города Сарова. Всего на встречу пришли около 60 учеников из более чем 10 школ, интересующихся политикой, международными отношениями, историей своей страны и горящих желанием продвигать в будущем нашу страну на международной арене.

В ходе мероприятия также состоялось торжественное открытие школьного дипломатического клуба «Азбука дипломатии», который планирует присоединиться к всероссийскому детскому общественному движению «Дипломаты будущего». Представитель МИД России Сергей Малов и Директор Гимназии Юлия Василкова выдали ребятам первые дипломатические паспорта клуба.

Кроме того, Сергей Малов наградил Юлию Василкову благодарственным письмом Министерства иностранных дел России за большой вклад в совместные проекты и вручил гимназии картину «Москва моя дорогая», а также книги «Нижний Новгород - пространство ярких событий» руководству ядерного центра, выпущенные издательством «Кварц».

Напомним, что в интеллектуальном состязании традиционно могут принять участие выпускники школ разных регионов страны, по итогам которого финалисты получать направление на обучение на бюджетной основе и дополнительные баллы к ЕГЭ при поступлении в Нижегородский государственный университет им. Н.И.Лобачевского и Нижегородский государственный лингвистический университет им. Н.А.Добролюбова.

🔈 Сегодня в зале заседаний Городской думы Нижнего Новгорода состоялась презентация конкурса «Хочу стать дипломатом – 2026».

🤝 В мероприятии приняли участие Представитель МИД России в Нижнем Новгороде Сергей Малов, Генеральный консул Республики Беларусь в Нижнем Новгороде Олег Швец, Декан Высшей школы международных отношений и мировой политики НГЛУ им. Н.А.Добролюбова Светлана Колобова, Директор Института международных отношений и мировой истории ННГУ им. Н.И.Лобачевского Михаил Рыхтик, Директор департамента развития туризма и внешних связей администрации Нижнего Новгорода Александр Симагин и консультант отдела общего образования Департамента образования администрации Нижнего Новгорода Ирина Точилова.

👩‍🏫 Презентация конкурса была организована для учащихся 11 классов школ Нижнего Новгорода, которые готовят будущих специалистов в области гуманитарных наук. Во встрече приняли участие более 120 учеников из 20 школ, в том числе из общеобразовательной еврейской школы «Ор Авнер»

☝ В ходе мероприятия Представитель МИД России не только рассказал школьникам о конкурсе, но и о системе МИД и работе в ней.

🇧🇾 В свою очередь, Генеральный консул Белоруссии рассказал ребятам об истории дипломатии Республики, о важности сохранения общей истории и пожелал участникам успехов в освоении профессии дипломата.

Кроме того, представители ВУЗов провели презентации своих направлений, на которые ребята могут поступить благодаря конкурсу, а студенты из НГЛУ им. Н.А.Добролюбова, которые являются победителями предыдущих туров конкурса, поделились своим опытом обучения по направлению «Международные отношения».

📃 По окончании мероприятия Сергей Малов наградил благодарственными письмами Министерства иностранных дел представителей университетов-партнеров Представительства МИД России Светлану Колобову и Михаила Рыхтика за большой вклад в совместные проекты.
