November 4, 1887. Posiet addresses the Ministry with a new project, implying the construction of all the three lines - the Mid-Siberian, Trans-Baikal and the Ussuri lines - would start next year. To start logging all the necessary wood and stone materials, rails and fastenings and rolling stock, the Minister of Communications requests 4 million rubles for preparatory work, and the research hasn't been finished yet! The Minister of Finance refuses to grant Vyshnegradsky the required amount.
