هيئة تنظيم الاتصالات هي الجهة المسؤولة عن تنظيم قطاع الاتصالات في دولة قطر، وقد أنشئت بموجب القرار الأميري رقم (42) لسنة 2014. تتولى الهيئة المستقلة تنظيم قطاع الاتصالات وتكنولوجيا المعلومات وقطاع البريد، والنفاذ إلى الإعلام الرقمي. تعمل الهيئة على ضمان حصول الأفراد والشركات والمؤسسات الحكومية في الدولة على مجموعة واسعة من خدمات الاتصالات المبتكرة والمتقدمة والموثوق بها، وتطبيق جميع صلاحياتها التن

ظيمية في سبيل ضمان ازدهار المنافسة بقطاع الاتصالات مع الحرص على حماية حقوق المستهلك بشكل أساسي. CRA was established by virtue of Amiri Decree (42) of 2014 and it regulates the telecommunications, information technology and postal sectors, as well as access to digital media. CRA uses its regulatory powers mandated by the Amiri Decree to protect consumer rights, ensure competition and manage the resolution of disputes. In all its activities, the CRA seeks to ensure the provision of advanced, innovative and reliable ICT and postal services across the State of Qatar.

في إطار تعزيز دعم المنافسة، اختتمت هيئة تنظيم الاتصالات، بالتعاون مع وزارة التجارة والصناعة، جلسة مشتركة لنقل المعرفة ضمن مبادرة تحديث سياسة المنافسة لقطاع الاتصالات وتكنولوجيا المعلومات.

وجمعت الجلسة خبراء من الجهتين بهدف تبادل المعرفة وتعزيز التعاون المؤسسي، بما يُعزز الفهم المشترك لأبرز تحديات المنافسة الناشئة والتطورات التنظيمية.

وتأتي هذه المبادرة في إطار الجهود الرامية إلى دعم التطوير التنظيمي الاستباقي، وتعزيز تبادل المعرفة، وتطوير البيئة التنافسية في قطاعي الاتصالات وتكنولوجيا المعلومات بدولة قطر.






As part of its efforts to promote competition, the Communications Regulatory Authority, in cooperation with the Ministry of Commerce and Industry, concluded a joint knowledge transfer session under the initiative to update competition policy for the ICT sector.

The session brought together experts from both entities to exchange knowledge and strengthen institutional cooperation, enhancing shared understanding of key emerging competition challenges and regulatory developments.

This initiative comes as part of efforts to support proactive regulatory development, facilitate knowledge exchange, and enhance the competitive environment in the ICT sector in the State of Qatar

شاركت دولة قطر، ممثَّلةً بهيئة تنظيم الاتصالات، في الاجتماع التاسع والأربعين للجنة العربية الدائمة للبريد، الذي عُقد في جمهورية مصر العربية، والذي جمع ممثلي الدول العربية الأعضاء لمناقشة الأولويات الإقليمية وبحث آليات تعزيز التنسيق العربي في المحافل البريدية الإقليمية والدولية.

وخلال الاجتماع، اختتمت دولة قطر رئاستها لفريق العمل العربي للخدمات المالية البريدية للدورة (2022–2026)، حيث جرى استعراض أبرز إنجازات الفريق والتوصيات الصادرة عنه خلال فترة الرئاسة القطرية.





The State of Qatar, represented by the Communications Regulatory Authority (CRA), participated in the 49th Meeting of the Arab Permanent Postal Committee (APPC), held in the Arab Republic of Egypt. The meeting brought together representatives of Arab member states to discuss regional priorities and explore mechanisms for enhancing Arab coordination in regional and international postal forums.

During the meeting, the State of Qatar concluded its chairmanship of the Arab Working Group on Postal Financial Services for the 2022–2026 term. The group's key achievements and recommendations issued throughout Qatar’s chairmanship period were reviewed.

التقى المهندس أحمد بن عبدالله المسلماني، رئيس هيئة تنظيم الاتصالات والرئيس المعيّن لمؤتمر المندوبين المفوضين 2026، بالسيدة بيلا تشيركيسوفا، نائب وزير التنمية الرقمية والاتصالات والإعلام في روسيا الاتحادية، وذلك على هامش اجتماعات الكومنولث الإقليمي للاتصالات، والفعاليات المصاحبة للاحتفال بالذكرى الخامسة والثلاثين لتأسيسه.

وتناول الاجتماع الاستعدادات الجارية لمؤتمر المندوبين المفوضين 2026 الذي تستضيفه دولة قطر في الدوحة خلال نوفمبر 2026، حيث ناقش الجانبان سبل تعزيز التنسيق والتعاون بما يسهم في ضمان مشاركة فعالة للوفد الرسمي الروسي في المؤتمر.
كما بحث الطرفان الجوانب التنظيمية واللوجستية المتعلقة بمشاركة الوفد الروسي، وسبل تيسير مشاركته في أعمال المؤتمر والفعاليات المصاحبة له، بما يدعم نجاح المؤتمر ويعزز التواصل يين الوفود المشاركة.

Eng. Ahmad Bin Abdulla AlMuslemani, President of the Communications Regulatory Authority (CRA) and Chair-Designate of the ITU Plenipotentiary Conference 2026, met with Ms. Bella Cherkesova, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, on the sidelines of the meetings of the Regional Commonwealth in the Field of Communications (RCC) and the events marking its 35th anniversary.

The meeting discussed ongoing preparations for the ITU Plenipotentiary Conference 2026, which will be hosted by the State of Qatar in Doha in November 2026. Both sides explored ways to enhance coordination and cooperation to ensure the effective participation of the official Russian delegation in the conference.

The two sides also discussed the organizational and logistical arrangements related to the participation of the Russian delegation, and ways to facilitate its engagement in the conference proceedings and associated events, thereby supporting the success of the conference and enhancing communication and interaction among participating delegations.

شارك المهندس أحمد بن عبدالله المسلماني، رئيس هيئة تنظيم الاتصالات والرئيس المعيّن لمؤتمر المندوبين المفوضين 2026، في الاجتماع المشترك لمجلس رؤساء إدارات الاتصالات في الدول الأعضاء في الكومنولث الإقليمي للاتصالات في دورته الخامسة والستين، ومجلس تنسيق دول رابطة الدول المستقلة لشؤون المعلوماتية في دورته الثانية والثلاثين.

وجاءت هذه المشاركة ضمن الحفل الرسمي الذي نظمه الكومنولث الإقليمي للاتصالات والدول الأعضاء فيه، احتفاءً بالذكرى الخامسة والثلاثين لتأسيسه، وبمشاركة ممثلي الدول الأعضاء والمنظمات الإقليمية المعنية بقطاع الاتصالات وتكنولوجيا المعلومات.

وشهد الاجتماع التأكيد على أهمية تعزيز التعاون والتنسيق بين الدول الأعضاء بما يسهم في دعم البنية التحتية الرقمية، وتبادل الخبرات التنظيمية، ومواكبة التطورات المتسارعة في القطاع على المستويين الإقليمي والدولي.

Eng. Ahmad Bin Abdulla AlMuslemani, President of the Communications Regulatory Authority and Chair-Designate of the ITU Plenipotentiary Conference 2026, participated in the 65th session of the Board of Heads of Communications Administrations of the Member States of the Regional Commonwealth in the Field of Communications (RCC), and the 32nd session of the Coordination Council of CIS Member States on Informatization.

This participation took place within the framework of the official ceremony organized by the Regional Commonwealth in the Field of Communications and its member states, marking the 35th anniversary of its establishment, with the participation of representatives of member states and regional organizations concerned with the telecommunications and information technology sector.
The meeting emphasized the importance of strengthening cooperation and coordination among member states in a way that supports digital infrastructure development, facilitates the exchange of regulatory expertise, and keeps pace with the rapidly evolving developments in the sector at both regional and international levels.

This participation also comes as part of the ongoing preparations for Qatar’s hosting of the ITU Plenipotentiary Conference 2026 in Doha next November, reflecting its commitment to supporting international cooperation and fostering global dialogue on the future of the telecommunications and information and communication technology sector.

شاركت في الحفل الختامي لمشروع "قيمي ترسم هويتي" الذي نظمته وزارة التربية والتعليم والتعليم العالي بتاريخ 3 يونيو 2026، بحضور عدد من الشركاء الوطنيين من الجهات الحكومية والمؤسسات الوطنية إلى جانب المدارس ورياض الأطفال الخاصة.

وتم خلال الحفل تكريم هيئة تنظيم الاتصالات ممثلةً بإدارة شؤون المستهلكين، تقديرًا لدور الهيئة في تعزيز الوعي الرقمي وترسيخ الاستخدام الآمن والمسؤول للتكنولوجيا.

ويعكس هذا التكريم التعاون المثمر بين الهيئة ووزارة التربية والتعليم والتعليم العالي في إطار مشروع «قيمي ترسم هويتي»، ودعم الهيئة للمبادرات التوعوية الهادفة إلى نشر ثقافة السلامة الرقمية لدى الطلاب.





The Communications Regulatory Authority (CRA) participated in the closing ceremony of the “My Values Shape My Identity” project, organized by the Ministry of Education and Higher Education on 3 June 2026, with the presence of several national partners from government entities and national institutions, in addition to private schools and kindergartens.

The Communications Regulatory Authority (CRA), represented by its Consumer Affairs Department, was honoured by the Ministry of Education and Higher Education in recognition of its role in promoting digital awareness and fostering the safe and responsible use of technology.

خلال مشاركته في المنتدى الإقليمي للتنمية لإفريقيا والاجتماع التحضيري الإفريقي لمؤتمر المندوبين المفوضين 2026 في زيمبابوي، أكد المهندس أحمد بن عبدالله المسلماني، رئيس هيئة تنظيم الاتصالات والرئيس المعيّن للمؤتمر، أهمية التنسيق الإقليمي والتحضير الشامل للمؤتمر.

كما أشار إلى الدور المحوري للدول الإفريقية في الإسهام في رسم التوجهات المستقبلية للاتحاد الدولي للاتصالات وتعزيز الرؤية المشتركة للتنمية الرقمية والاتصال العالمي، مجددًا التزام دولة قطر باستضافة مؤتمر ناجح وشامل في الدوحة خلال نوفمبر 2026.

وعلى هامش الاجتماعات، عُقد عدد من اللقاءات الثنائية مع ممثلي الدول الأعضاء والمنظمات الإقليمية جرى خلالها مناقشة القضايا ذات الاهتمام المشترك فيما يتعلق بمستقبل قطاع الاتصالات وتكنولوجيا المعلومات.






During his participation in the ITU Regional Development Forum for Africa (RDF-AFR 2026) and the 2nd African Preparatory Meeting (APM2) for PP-26 in Zimbabwe, Eng. Ahmad Bin Abdulla AlMuslemani, President of the Communications Regulatory Authority (CRA) and Chair-Designate of the ITU Plenipotentiary Conference 2026, emphasized the importance of regional coordination and inclusive preparations ahead of PP-26.

He highlighted the vital role of African Member States in shaping the future direction of the ITU and advancing a shared vision for digital development and global connectivity, while reaffirming Qatar’s commitment to hosting a successful, inclusive, and forward-looking conference in Doha in November 2026.

On the sidelines of the event, a number of bilateral meetings were held with representatives of Member States and regional organizations to discuss issues of mutual interest related to the future of the telecommunications and ICT sector.

اجتمع سعادة المهندس أحمد بن عبدالله المسلماني، رئيس هيئة تنظيم الاتصالات والرئيس المعيّن لـمؤتمر المندوبين المفوضين للاتحاد الدولي للاتصالات 2026، مع سعادة السيد أوجين كرينس، سفير مملكة بلجيكا لدى دولة قطر، والسيد بيل مامباي، نائب رئيس البعثة، وذلك بمقر الهيئة في الدوحة.

واطّلع سعادته خلال اللقاء على استعدادات دولة قطر لاستضافة مؤتمر المندوبين المفوضين، وتطرق اللقاء الى طبيعة المؤتمر وأهميته، ومستوى التمثيل والمشاركة الدولية المتوقعة، إلى جانب الفعاليات المصاحبة التي ستُعقد على هامشه.

كما ناقش الجانبان سبل تعزيز التعاون الثنائي في قطاع الاتصالات وتكنولوجيا المعلومات.

Eugène Crijns, Ambassador of the Kingdom of Belgium to the State of Qatar, and Mr. Jelle Mampaey, Deputy Head of Mission, at CRA headquarters in Doha.

During the meeting, H.E. the Ambassador was briefed on Qatar’s preparations for hosting PP-26, including the nature and significance of the conference, the level of international participation and representation expected, and the accompanying events that will be held alongside the conference.

The meeting also discussed ways to strengthen bilateral cooperation between the two countries in the telecommunications and information technology sector.

The two sides also discussed strengthening bilateral cooperation in the telecommunications and information technology sector, while the Ambassador expressed Romania’s support for the State of Qatar’s candidacy for the ITU Council membership for the 2027–2030 term.
