The cooperation we established with the Building Bridges Pilot Project (BB) is uplifting for our spirit, said Bethlehem District Commander 👮♂️ Brigadier Morad Qandah, when he met EUPOL COPPS Head of Mission (HoM), Felix Andaker, 🇸🇪 🇪🇺 for the first time.
The two met in the Bethlehem Palestinian Civil Police (P*P) District HQ, where the HoM had the opportunity to listen to his 🇵🇸 Palestinian counterparts 👮♀️👮♂️ on why the BB Project makes sense.
The Bethlehem Pilot Project, led by EUPOL COPPS in partnership with the P*P and the Palestinian ⚖️ justice sector institutions, aims at strengthening cooperation, community policing, gender awareness, criminal investigations, and 👪 family protection services in various Palestinian Districts. This involves the P*P, the courts, the prosecutors, and the Palestinian Bar Association, and Palestinian Civil Society actors.
So far, the BB has fostered cooperation and enhanced synergies, as the Brigadier underlined mentioning proposal emerging after each session of the project.
When at the Bethlehem P*P premises, the HoM visited the multi-purpose room created with the support of EUPOL COPPS. Before the creation of this space, used for professional events such as lectures and training, functions were held in the canteen, without equipment for multimedia, or air conditioning, a P*P👮♂️ officer said. The HoM also visited the Bethlehem District Criminal Investigation Department (CID) Premises, also refurbished through EUPOL COPPS support.
In relation to , a cross-cutting issue within the EUPOL COPPS mandate alongside gender, discussions in Bethlehem touched upon issues related to correctional facilities. Felix Andaker had the opportunity to visit the whole of the P*P premises areas to get a precise picture of needs and areas of future cooperation.
Since the role of the Bethlehem P*P is key within the wider socio-economic setting of the city, for example during the Christmas🎄🎅 celebrations in Manger Square, where thousands of people last year gathered, the HoM also visited that area, hearing from a prominent religious figure how important is the role played by the P*P in the sector of Community Policing.
The meeting also aimed at figuring out, together, the best way forward in terms of support that EUPOL COPPS can provide, including in creating synergies between the P*P and other 🇪🇺 EU actors/mechanisms.
All this happens despite the challenges the P*P faces, including financial hardship and restriction of movements. The HoM said he is humbled by the steadfastness and resilience demonstrated by the P*P, in Bethlehem and beyond, expressing his deepest appreciation, an element that motivates him in his daily work at EUPOL COPPS.
قال مدير شرطة محافظة بيت لحم، العميد مراد قنداح، خلال لقائه للمرة الأولى رئيس بعثة الاتحاد الأوروبي لدعم الشرطة الفلسطينية وسيادة القانون، السيد فيليكس أنداكر، إن التعاون الذي أرسيناه من خلال المشروع التجريبي "بناء الجسور" يمنحنا دفعة معنوية كبيرة.
والتقى الطرفان في مديرية شرطة محافظة بيت لحم، حيث أتيحت لرئيس البعثة فرصة الاستماع إلى نظرائه الفلسطينيين حول أهمية مشروع "بناء الجسور" وجدواه.
ويهدف المشروع التجريبي في بيت لحم، الذي تقوده البعثة بالشراكة مع الشرطة المدنية الفلسطينية ومؤسسات قطاع العدالة الفلسطيني، إلى تعزيز التعاون والشرطة المجتمعية والوعي بقضايا النوع الاجتماعي والتحقيقات الجنائية وخدمات حماية الأسرة في مختلف المحافظات الفلسطينية. ويشمل الشرطة المدنية الفلسطينية، والمحاكم، والنيابة العامة، ونقابة المحامين الفلسطينيين، إلى جانب مؤسسات المجتمع المدني الفلسطيني.
وحتى الآن، أسهم مشروع "بناء الجسور" في تعزيز التعاون وتحقيق قدر أكبر من التكامل والتنسيق، حيث أشار العميد قنداح إلى بروز مقترحات عقب كل جلسة من جلسات المشروع.
وخلال وجوده في مقرّ شرطة بيت لحم، زار رئيس البعثة القاعة متعددة الأغراض التي تم إنشاؤها بدعم من البعثة. وقبل إنشاء هذه القاعة، التي تُستخدم لإقامة الفعاليات المهنية، مثل المحاضرات والدورات التدريبية، كانت هذه الأنشطة تُعقد في قاعة الطعام، التي لم تكن مجهزة بوسائل عرض متعددة الوسائط أو نظام تكييف، وفقًا لأحد ضباط الشرطة الفلسطينية. كما زار رئيس البعثة مرافق فرع إدارة المباحث الجنائية في محافظة بيت لحم، التي جرى تأهيلها أيضًا بدعم من البعثة.
وفيما يتعلق بحقوق الإنسان، وهي من المحاور الشاملة التي تندرج ضمن تفويض البعثة إلى جانب قضايا النوع الاجتماعي، تطرقت النقاشات في بيت لحم إلى موضوعات من بينها أوضاع مرافق الإصلاح والتأهيل. كما أتيحت للسيد أنداكر فرصة زيارة مختلف مرافق وأقسام مديرية الشرطة للاطلاع بصورة دقيقة على الاحتياجات ومجالات التعاون المستقبلية.
ونظرًا للدور المحوري الذي تضطلع به شرطة محافظة بيت لحم في البيئة الاجتماعية والاقتصادية الأوسع للمدينة، ولا سيما خلال احتفالات عيد الميلاد في ساحة المهد، حيث تجمع آلاف الأشخاص العام الماضي، زار رئيس البعثة أيضًا المكان، واستمع إلى شخصية دينية بارزة تحدثت عن أهمية الدور الذي تؤديه الشرطة الفلسطينية في مجال الشرطة المجتمعية.
كما هدف اللقاء إلى بحث أفضل السبل للمضي قدمًا في مجال الدعم الذي يمكن أن تقدمه البعثة، بما في ذلك تعزيز التعاون والتنسيق بين الشرطة المدنية الفلسطينية والجهات الفاعلة والآليات الاخرى التابعة للاتحاد الأوروبي.
ويأتي كل ذلك رغم التحديات التي تواجهها الشرطة المدنية الفلسطينية، بما في ذلك الصعوبات المالية والقيود المفروضة على حرية الحركة. وأعرب رئيس البعثة عن تقديره العميق لتفاني الشرطة المدنية الفلسطينية وصمودها في بيت لحم وغيرها، مؤكدًا أن ذلك يمثل مصدر إلهام له في عمله اليومي في البعثة.
