From International CSEL conference 2026:

The conference bridges NATO strategy and military ex*****on by helping senior enlisted leaders translate high-level policy into practical leadership at the unit level. With this year’s focus on ‘Adapting Now to Shape the Skills of Tomorrow,’ we are addressing the urgent need to modernize the Alliance, apply lessons from ongoing conflicts, and prepare our people for emerging technologies and future operational demands.

Our greatest capability is our people. When personnel understand what we are building, why we are building it and what role they play, they bring initiative, ownership and practical ideas to the mission.

“WE are NATO,” says Sergeant Major Remigijus Katinas, NATO - Allied Command Transformation (ACT)'s Command Senior Enlisted Leader. “Every person has a role in the Alliance’s defence, and every person must be ready to carry that responsibility with discipline, skill and commitment.” That responsibility is carried every day by NATO’s enlisted personnel and Non-Commissioned Officers, the people who turn strategy into operational effect across the Alliance.

As warfare evolves and technology reshapes the battlefield, NCOs remain essential to NATO’s ability to adapt, innovate, and operate together effectively. They train forces, strengthen interoperability, translate commander’s intent into action, and help ensure Allied personnel are prepared to make decisions in increasingly complex operational environments.

Another productive engagement, this time in Italy 🇮🇹. I had the honor of meeting with the Chief of Defence of the Italian Armed Forces and Command Senior Enlisted Leaders (CSELs). My thanks to the CSELs for providing a comprehensive look into the structure and education system of the Italian NCO Corps.
​Interoperability begins with our people and their education; it is rooted in understanding one another’s capabilities. Following insightful discussions at the Security Force Assistance Centre of Excellence, we tackled a critical question: What does the future NCO look like?
​It is clear that we must invest in our people, particularly the next generation. The NCO of the future must be able to:
⚡️Make rapid decisions in complex, high-tempo environment.
⚡️​Lead not only soldiers but also integrate and manage advanced technology and autonomous systems.
⚡️​Remain flexible and innovative in problem-solving while operating strictly within the Commander’s Intent.
