Punjab reaffirms its commitment to ensuring transparent, fair, and evidence-based evaluation of development projects.

The 286th Evaluation Committee Meeting (ECM) was held at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, four (04) development projects were taken up for discussion, Establishment of PMU Youth Affairs and Sports Department was discussed and recommended for the creation of posts under the Schedule of New Expenditure (SNE) as per Finance Department guidelines. 1 agenda Rehabilitation of Site-B of Chashma Fisheries Complex to enhance Fish Seed Rearing Capacity was deferred due to incomplete record. The remaining one (02) agenda items Construction of Circle Office Special Branch Toba Tek Singh and Reconstruction of Shrine & Arcades Raising of Floor Level, Lavatory Block & W***o Place Construction of Langer Khana, Musafir Khana at Shrine Hazrat Peer Bahar Shah (R.A), Sheikhupura were cleared by the committee.

During the meeting, two (02) development projects were taken up for discussion, Construction of Child Protection Institute 1 at Dera Ghazi Khan was discussed and recommended for the creation of posts under the Schedule of New Expenditure (SNE) as per Finance Department guidelines. The remaining one (01) agenda item Establishment of PMU (Youth Affairs & Sports Department) was deferred due to non provision of annotated reply of observations and other relevant data by the department.

During the meeting, two (02) development projects were taken up for discussion, including the Construction of Child Protection Units 1 at Mandi Bahaudin was discussed and recommended for the creation of posts under the Schedule of New Expenditure (SNE). The remaining one (01) agenda item Construction of Child Protection Units 1 at DG Khan was deferred due to non provision of Yard Sticks of SNE and other relevant data by the department.

Punjab Reaffirms Commitment to Transparent and Evidence-Based Project Evaluation

The 283rd Evaluation Committee Meeting (ECM) was held at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, six (06) development projects were taken up for discussion, including the digitization/computerization of the Public Prosecution Department, the Development of Monitoring and Coordination System (Phase II), Construction of Child Protection Units (Phase I) at Jhelum and Construction of Child Protection Units (Phase I) at Khushab. All of these projects were recommended for the creation of posts under the Schedule of New Expenditure (SNE). The remaining three (03) agenda items Up-gradation of Syed Muhammad Hussain Government TB Sanatorium Samli, Murree, Provision of basic amenities and upgradation works at the Shrine of Hazrat Shah Abdul Rehman, Bhirri Kalan, Gujranwala and Reconstruction of the first and second floors, lavatory block & wazzoo place at Jamia Markazi, Toba Tek Singh were also cleared.

During the meeting, five (05) development projects were discussed i.e., Construction of Child Protection Units (Phase-I) one at Rajanpur, Lodhran, Chakwal Bhakkar and Layyah was recommended for creation of posts under the Schedule of New Expenditure (SNE).

STUDY VISIT OF ITP-INTL DELEGATION TO DIRECTORATE GENERAL MONITORING & EVALUATION

As part of the 115th Edition of the International Intensive Training Program (ITP-INTL) on Performance Auditing, a delegation of around 25 participants, along with Mr. Aamir Fayyaz, Director General Performance Audit, and his team, undertook a study visit to the Directorate General Monitoring & Evaluation to gain practical exposure to public sector monitoring mechanisms.

The visiting delegation was warmly welcomed by Dr. Farooq Manzoor, Director General (M&E), who highlighted the significance of Monitoring & Evaluation as a key instrument for assessing government programs, tracking implementation progress, and supporting informed decision-making—areas that are directly relevant to performance auditing.

Following the welcome note, Mr. Mohammad Asad Khan, Director Coordination, delivered a detailed briefing on the mandate, working structure, and core functions of the Directorate General M&E. The session focused on how M&E supports the project cycle, from planning to implementation, through systematic monitoring, field inspections, reporting, and follow-up mechanisms.
Participants were also introduced to the digital initiatives of Directorate General (M&E), including the Real-Time Monitoring & Evaluation System (RTMES), demonstrating how technology-enabled monitoring tools enhance data reliability, transparency, and oversight of development projects.

The study visit proved to be a valuable learning opportunity, enabling the ITP participants to better understand the linkages between Monitoring & Evaluation and Performance Auditing, particularly in the context of evaluating government programs, identifying implementation gaps, and improving accountability and service delivery outcomes.

Punjab Delivers Results through Transparent, Evidence-Based Project Evaluation

The 279th Evaluation Committee Meeting (ECM) was held at the Directorate General Monitoring & Evaluation under the chairmanship of Dr. Farooq Manzoor, Director General (M&E), in line with the vision of the Senior Minister, Punjab for transparent, efficient and citizen-focused governance.

During the meeting, five (05) development projects were discussed. One (01) project Establishment of Strategic Planning / Reform Unit in Irrigation and Power Department was recommended for creation of posts under the Schedule of New Expenditure (SNE). The impact study of the Centre for Survivors of Violence Against Women (VAWC), Multan, was conducted and, based on the decision, reconfirmed the Conditional SNE previously recommended in the 152nd ECM (2018). The study assessed four key impact indicators and found positive outcomes in emotional recovery, social reintegration and perceived safety, women’s empowerment through awareness of legal rights, and perceived deterrence. These findings reflect increased confidence among survivors and greater caution among offenders due to reporting through VAWC.

Two (02) projects i.e., Improvement & Upgradation of Boiler Inspection Wing in Directorate General Industries, Price, Weights & Measure, Punjab, Lahore, and Construction of Office Building Directorate of Labour Welfare, Lahore (North) were deferred. The remaining one (01) project Synthetic Turf Hockey Ground at Multan were cleared by the committee.

The session underscored Punjab’s continued commitment to evidence-based planning, accountability, and effective service delivery. Senior officers from the Finance Department, concerned line departments, and the DG (M&E) technical team actively participated in the deliberations, emphasizing the critical role of inter-departmental collaboration in advancing development initiatives.
