WORLD PHARMACIST DAY 2023 COMMEMORATED

In a bid to commemorate the World Pharmacist Day-2023, the Department of Pharmacy, Shah Abdul Latif University, Khairpur in collaboration with Pharma Society organized an Awareness Seminar and Medical Screening Camp regarding Hypertension and Diabetes were set. Prof. Dr. Khalil Ahmed Ibupoto, Vice Chancellor presided the event.

Talking to the participants, Prof. Dr. Khalil Ahmed Ibupoto said Drug Regulatory Authority take cognitive efforts for the good quality of medicines. He said our graduates will perform their duties in the market with utmost devotion for the service of the humanity. He stressed the students to promote the sense of health education in the society against various diseases. Dr. Ibupoto appreciated the contribution of Prof. Dr. Abdul Sami Shaikh, Chairman, Department of Pharmacy for organizing this event in befitting manner. With his constant guidance, our graduates are performing their jobs in best manner.

Prof. Dr. Taj Muhammad Lashari, Dean Faculty of Social Sciences said this event will promote the sense of awareness among the students because our students are the ambassador of community. During course of study, they will contribute positively in the Pharmaceutical companies.

Prof. Dr. Abdul Sami Shaikh appreciated the efforts of the Vice Chancellor Prof. Dr. Khalil Ahmed Ibupoto for sparing his precious time to preside the event. He briefed the audience about academic and co-curricular activities of the Department of Pharmacy and shed light on the importance of the day on the theme Pharmacy Strengthening Health System.

Mr. Sahib Khan Mirani, Provincial Drug Inspector, Larkana Region said Pharmacists Day is observed with the aim of supporting initiatives that highlight the contribution that pharmacists make to global health improvement and advancement. He briefed the participants about the provincial registration of Pharmaceutical companies.

Mr. Ghulam Yaseen Malhan, Regional Sales Manager ICI Pakistan apprised the students regarding national and international Pharmaceutical companies. He said ICI Pakistan is contributing positively for health sector.

The Shields and Certificates were distributed among the guests and volunteers. Earlier, an Awareness Walk was also taken out.

Dr. Ali Raza Lashari, Incharge Students Societies Centre presented vote of thanks. Dr. Parvez Mahesar, Mr. Shahzad Ali Mughal, Dr. Muhammad Naeem, Dr. Jawad Ahmed Khan, Ms. Saima Samtio and large number of Faculty Members and Students were present.

This is with reference to the Minutes of the Meeting of Executive Council of Shah Abdul Latif University Teachers Association (SALUTA) held on October 02, 2023. The Spokesperson has clarified that the formation of Syndicate is completed; only two (02) seats from the constituency of Senate are pending from the year 2018. In this regard, the incumbent Vice Chancellor has constituted a committee to recommend its recommendations to resolve the previous backlog on the part of the then Vice Chancellor. The case will be placed before the committee for appropriate recommendations. As far as disbursement of monthly salaries to all staff is concerned, from the day 1 when the incumbent Vice Chancellor taken over the charge, the salaries are disbursed without any unprecedented delay. Earlier the same were disbursed in two or three installments. It is pertinent to mention that the 50% salary of the month of September 2023 was disbursed owing to non receipt of quarterly payment from the Govt. of Sindh. Hopefully, it will be disbursed very soon. Despite severe financial crunch, the University administration is paying the remuneration, medical, G.P etc. The arrears to TTS Faculty Members will be paid as soon as funds are available.

The Spokesperson has narrated that if any Faculty Member has grievances regarding the promotion, he or she may approach the Vice Chancellor as Chairman of the Syndicate, as per law, their cases will be dealt accordingly. As far as floating the advertisement for qualifying Faculty Members is concerned, at this juncture, it is impossible to float advertisement because the Election Commission of Pakistan has imposed ban on appointment and the promotion of teachers are treated as a fresh appointment cadre wise. As soon as ban is lifted the process of advertisement on vacant seats in view of budgetary provision and need based will be determined by the University authorities.

The Spokesperson of Shah Abdul Latif University, Khairpur has issued a press release and declared the pen drop strike by the office bearers of the University's Officers Welfare Association (OWA) and Employees Welfare Association (EWA) on Monday, September 4, as inappropriate and unreasonable. According to the Spokesperson, the legitimate and legal problems of the officers and employees have been resolved by the incumbent Vice Chancellor of the University. The Spokesman informed that despite the financial deficit, the leave encashment for the year 2021 has been fully paid to the officers and employees while 40% of the leave encashment of the year 2022 has been paid. Apart from this, the process of up gradation of clerks from BPS-11 to BPS 14 has been completed. The process of re-fixation of salary of clerks has also been completed. The monthly salary of Daily Wages employees has been increased from Rs. 12000 to Rs. 15000 while the job of two employees working on contract has been restored. The Funds have also been released to purchase jerseys for the 4th class employees. Employees appointed under death quota have been regularized. The annual recreational trip is also conducted for the employees. Lower employees like peons, sweepers, bus cleaners, Malhi, attendants and watchmen have been awarded 2 higher grades which is also part of the technical policy. The amount for the burial of lower employees has been increased from Rs. 15,000 to Rs. 25,000. The House Building Loan amount has been paid to employees while the drivers working in the Transport Section have been given part-time allowance. It is recalled that any special grant for the increased salary has not yet been received from the government in the budget of the financial year 2023-24, despite the fact that the university has disbursed 30% and 35% increased salary to all the officers and employees of the university for the month of July 2023. The spokesperson has informed that the officers have been awarded timescale twice. Apart from this, M.S, M. Phil and Ph. D allowances are being paid to the officers. The Selection Board of the Officers has also been held while the recommendations of the Selection Board will be placed in the forthcoming meeting of the Syndicate and after that the orders will be issued. The G.P Fund amount has been paid to the officers and the annual All-Pakistan tour has been organized. A meeting of the HR Review Committee will be held very soon under which the posts for up gradation and creation will be placed in the Finance & Planning Committee. The Maintenance Allowance of M.S, M. Phil and Ph. D is being disbursed to officers embarking research work. Routine Medical Bills are being paid to officers.

It is worth mentioning that the process of Annual Examinations is underway scheduled to be held from September 12, 2023 in which thousands of candidates from 8 Districts of Sukkur and Larkana Division will appear. It is lamented that the above Associations are creating hurdles, hindrances and obstacles for the smooth conduct of Examinations. In case of disruption, it will create embarrassment for appearing candidates.

The spokesperson has made clear that there is no legal, moral and legitimate justification for strike after the above problems of the officers and employees are resolved. In this regard, the Spokesperson has appealed the office bearers of the Officers and Employees Welfare Associations to refrain from the strike process and continue the dialogue process while the university administration has never refused the dialogue process. According to their promise, a meeting was fixed under the chairmanship of the Vice Chancellor today, but the two associations have created deadlock for talks, which proves to be an inappropriate and irresponsible attitude.

76TH INDEPENDENCE DAY COMMEMORATED AT SHAH ABDUL LATIF UNIVERSITY

The 76th Independence Day of Pakistan was commemorated at Shah Abdul Latif University, Khairpur in befitting manner with national fervor, zeal, zest and national spirit. Prof. Dr. Khalil Ahmed Ibupoto, Vice Chancellor hoisted the National Flag at Central Lawn of University.

Talking to the participants, Prof. Dr. Khalil Ahmed Ibupoto remarked that I extend my heartiest felicitation to my Countrymen, Faculty Members, Officers, Employees and Students on the promising occasion of 76th Independence Day of Pakistan. He said the day is being commemorated when the Muslims of Sub-Continent achieved independence and a new state Pakistan emerged on the horizon of the world map as a sovereign state following the termination of the British Raj in August of 1947. With the firm commitment, devotion, courage and faith, the oppressed Muslims residing in the Sub-Continent were successful in actualizing their dream of freedom for their separate homeland and political entity.

Dr. Ibupoto maintained that the Independence Day of Pakistan is the outcome of the unwavering struggle of the Muslim Leaders of the Sub-Continent for separate homeland. Thousands of Muslims scarified their precious lives for the establishment of separate country. It is high time to fight against illiteracy, intolerance, militancy, extremism, poverty, hunger and other social evils with the help of quality education, research, youth development, women empowerment, economic progress of the country as well as for inclusiveness of peace, sustainable democracy, constitutionalism and promotion of essence of tolerant society. Moreover, we have to promote the sense of veneration to prime institutions of the country because these institutions are symbolic of national integrity and cohesion.

Dr. Ibupoto said It is matter of immense pleasure and rejoices that Shah Abdul Latif University, Khairpur as third largest premier Public Sector University of Sindh is rendering its academic, research and community service at large.

The Vice Chancellor opined that I am optimistic that in the capacity of the Vice Chancellor of this Alma mater along with my team will work with utmost devotion and enthusiasm for the promotion of academic excellence, research development and innovation and University will emerge academically better at national and international level. Since, we are committed for the capacity building of the youth and academia as well.

Prof. Dr. Taj Muhammad Lashari, Dean Faculty of Social Sciences, Dr. Siraj Ahmed Soomro, Chairman Department of Pakistan Studies also shed light on the struggle of Muslims Leaders for the cause of freedom. They said that it is the need of the time to shun the differences on the basis of color, creed, ethnic and other basis for the national integration and to strengthen the state institution.

The Children of Model School presented tableaus. The Students of Music Society performed national songs. Tug of War among the employees was also held wherein the cultural sports Malh was also played. The Vice Chancellor gave away the cash prizes among the winners. The Tree Plantation Drive was launched where the Vice Chancellor, Deans, Registrar and Sectional Heads planted the saplings of indigenous trees. The Cake Cutting Ceremony was also performed and Sweets were distributed among the participants.

SALU AND ITS SUB-CAMPUSES WILL REOPEN FROM AUGUST 15, 2023

A meeting of the Deans Committee, Shah Abdul Latif University, Khairpur regarding pre-arrangements for the reopening of Main Campus as well as Sub-Campuses regarding commencement of classes of Second Semester-2023 was held at Vice Chancellor Secretariat. Prof. Dr. Khalil Ahmed Ibupoto presided over the meeting.

After detailed deliberation, the various important decisions were made. It was decided that the Main Campus as well as Sub-Campuses will reopen from Tuesday August 15, 2023 after completion of Summer Vacations. The classes of Second Semester will commence from the same day i.e. Tuesday August 15, 2023.

It was decided that the Office of the Registrar will get the Identity Cards prepared for Faculty Members, Officers and Staff respectively and the same will be dispatched to all above and they will display/wear these cards mandatorily during the office hours.

It was decided that the Directorate of Admissions along with I.T Manager will get the Identity Cards prepared for Students within 15 days after the commencement of Second Semester Classes. Wherein, the Deans, Directors and Chairpersons will ensure that the students must wear/display their I.D Cards in their respective premises/Departments and Institutes. It was decided that the installed CCTV Cameras at various places of University may be checked properly and the non-functional cameras will be identified and replaced immediately.

The Technical Staff deputed at Command & Control Centre shall perform their duties vigilantly and shall coordinate with Directorate of Students Affairs and Security Section of the University.

All the arrangements for the conduct of Second Semester Classes have been made including preparation of timetable, cleanliness and security arrangements.

شاھ عبداللطيف يونيورسٽي خيرپور جي ترجمان ھائير ايجوڪيشن ڪميشن جي پوسٽ گريجويٽ جي نظر ثاني پروگرام بابت سوشل ميڊيا تي وائرل ٿيل خبر بابت وضاحت ڪندي چيو آھي تہ شاه عبداللطيف يونيورسٽي خيرپور گذريل ٽن سالن کان پوليٽيڪل سائنس، ميڊيا ۽ ڪميونيڪيشن اسٽڊيز ۽ پاڪستان اسٽڊيز جي شعبن ۾ پي ايڇ ڊي جو پروگرام شروع نہ ڪيو آهي پر پوسٽ گريجوئيٽ نظر ثاني پروگرام (پي جي آر پي) انهن پروگرامن کي روڪڻ جي حيثيت جو ذڪر ڪيو ويو آهي، جڏهن ته Further Intake Stop-FIS) ) جو به اعلان ڪيو ويو آهي. ھائير ايجوڪيشن ڪميشن جي 2021 واري پاليسي جي مطابق پي ايڇ ڊي جي وڌ ۾ وڌ مدت اٺ (08) سال آهي. واضح رهي ته ڪجھ استاد پنھنجي سروس پوري ڪري ريٽائرڊ ڪري ويا آھن ان ڪري ڪو ٻيو پروفيسر رجسٽرڊ اميدوارن جي نگراني ڪري سگهي ٿو، پر هائير ايجوڪيشن ڪميشن غلطي طور انهن جي حيثيت کي بند قرار ڏئي ڇڏيو آهي. ترجمان واضح ڪيو آھي ته سرڪاري شعبي جي ڪيترن ئي يونيورسٽين ۾ ايم ايس ڊگري رکندڙ استاد اميدوارن جي ايم ايس پروگرام جي نگراني ڪري رهيا آهن پر موجوده پي جي آر پي جي رپورٽ ۾ انهن ڪيسن کي روڪيو ويو آهي جيڪو تعصب واري پاليسي جي مترادف آھي. ياد رھي تہ شاهه عبداللطيف يونيورسٽي، خيرپور ڊسمبر 2022ع ۾ No Objection Certificate-NOC)) حاصل ڪرڻ لاءِ درخواست ڏني، جنهن ۾ هائير ايجوڪيشن ڪميشن طرفان صرف ڇھ NOCs جاري ڪيون ويون آھن، جڏهن ته هائير ايجوڪيشن ڪميشن جي طرفان پنج ڪيس التوا جو شڪار آهن ۽ جيسيتائين التوا جو تعلق آھي تہ يونيورسٽي ان جي ذميدار ناھي. ترجمان واضح ڪيو آھي ته ھائير ايجوڪيشن ڪميشن جي پي جي آر پي ٽيم جي تازي دوري کي نظر ۾ رکندي تعميل رپورٽ جمع ڪئي ويندي ۽ اميد آهي ته اها رپورٽ ايندڙ هفتي ھائير ايجوڪيشن ڪميشن کي پيش ڪئي ويندي. ھن وڌيڪ واضح ڪيو آهي ته ايم ايس، ايم فل ۽ پي ايڇ ڊي ۾ رجسٽرڊ اميدوارن جو مستقبل محفوظ آهي. ھائير ايجوڪيشن ڪميشن جي پي جي آر پي جو دورو هڪ معمول جو سرڪاري دورو هو. پوسٽ گريجوئيٽ پروگرام تي پي جي آر پي جي سوالن جي مطابق نظرثاني ڪئي ويندي. ياد رهي ته ھائير ايجوڪيشن ڪميشن جي ڪوالٽي ايشورنس ايجنسي جي 18 کان 20 جنوري تائين يونيورسٽي جو دورو ڪيو هو جڏهن ته ڪوالٽي ايشورنس ايجنسي پاران 29 مئي 2023 تي رپورٽ جاري ڪئي وئي هئي جڏهن ته يونيورسٽي پي جي آر پي جي رپورٽ پڌري ٿيڻ کان اڳ ۾ پوسٽ گريجوئيٽ اسٽڊيز جي مختلف پروگرامن ۾ ايم ايس، ايم فل ۽ پي ايڇ ڊي ۾ داخلائون ڪيون آھن. پي جي آر پي جي رپورٽ جو دير سان جاري ٿيڻ ھائير ايجوڪيشن ڪميشن جي حصي تي آھي.

*CLARIFICATION*

The Spokesperson of Shah Abdul Latif University, Khairpur has clarified regarding the appearance of Postgraduate Review Program in some sections of social media. It is clarified that Shah Abdul Latif University, Khairpur is not offering Ph. D Program in the Departments of Political Science, Media & Communication Studies and Pakistan Studies since last three years but the status of above programs in view of Postgraduate Review Program (PGRP) Report of Higher Education Commission has been mentioned as their halted status even declared Further Intake Stop (FIS). The maximum period of Ph.D as per HEC Policy 2021 is eight (08) years. It is pertinent to mention that some Faculty Members got superannuation so the another Professor could supervise the registered candidates, but Higher Education Commission has wrongly mentioned their status as halted.

The Spokesperson has maintained that in many of the Public Sector Universities, the M.S Degree holder Faculty Members are supervising the M.S Program of the candidates but in current PGRP Report, these cases have been mentioned as halted which is tantamount as discriminatory policy. The authorities of Shah Abdul Latif University, Khairpur have applied for availing No Objection Certificate (NOC) in December 2022 wherein only six (06) NOCs were accorded by the Higher Education Commission while five (05) cases are in backlog status on the part of Higher Education Commission so the University is not sole responsible as far as pendency and backlog is concerned.

The Spokesperson has made clear that Compliance Report in view of the recent visit of PGRP team of HEC is underway and the same will be submitted to HEC next week hopefully. It is further clarified that the career of the registered candidates in M.S, M. Phil and Ph. D is secure. The visit of the PGRP of HEC was a routine official visit. The queries related with the Postgraduate Program will be revisited accordingly. It is recalled that PGRP of the Quality Assurance Agency of HEC visited the University on during January 18-20, 2023 while the report released by the Quality Assurance Agency on May 29, 2023 while the University enrolled the Postgraduate Studies in different program before the receiving the PGRP Report of HEC so the delay of issuance of report is on the part of HEC.

THE INVENTORS OF DRONE AIR AMBULANCE CALL ON THE VICE CHANCELLOR

Mr. Asif Ali Rind, Ms. Sumaya Bhutto and Ms. Tuhfa-tun-Nisa, Students of Department of Physics & Electronics, Shah Abdul Latif University, Khairpur and inventors of Drone Air Ambulance called on the Vice Chancellor Prof. Dr. Khalil Ahmed Ibupoto at Vice Chancellor Secretariat.

On this occasion, Prof. Dr. Khalil Ahmed Ibupoto extended felicitation to the students who designed the Drone Air Ambulance. Dr. Ibupoto said it is the prime duty of the Universities to contribute the community at large. It is glaring example that our students are contributing in the research and innovation for community. He said research has three dynamics i.e. lab, pilot project and industrial scale. He advised the students to upgrade this technology on advanced and modern lines. Dr. Ibupoto also extended congratulation to Prof. Dr. Farman Ali Mangi, Chairman Department of Physics & Electronics and teachers of the Department for their positive contribution.

Prof. Dr. Farman Ali Mangi briefed the Vice Chancellor that the Drone Air Ambulance will be helpful for the flood affected people. In the occurrence of flood havoc, the Air ambulance drones can save people's lives, livestock, monitoring of crops during the flood and heavy rain. Keeping in view this calamity, and disaster, the students of the Department embarked this research work to develop a new innovative model of drone which can be used for several applications, such as the transportation of medicine from one place to another place at least 2-3Kg, monitoring flood affected areas, recording video and footages from impassable, affected areas and identify the flood affected locations٫ inspection of affected crops٫ livestock in flood affected areas. Dr. Mangi appreciated the unwavering support and guidance of the Vice Chancellor for organizing Science Expo-2023 as result this innovation has developed.

Meanwhile, the team of Radio Pakistan, Khairpur consisting of Mr. Kaleemullah Shaikh and Mr. Nazeer Ahmed Gilal, Senior Producers also recorded the interview of the Vice Chancellor regarding the creative work of the students of the Department of Physics & Electronics.

شاهه عبداللطيف يونيورسٽي خيرپور ۾ پھرين سيميسٽر 2023 جا امتحان وٺڻ جي سلسلي ۾ ھڪ اھم اجلاس يونيورسٽي جي وائيس چانسلر پروفيسر ڊاڪٽر خليل احمد ابوپوٽو جي صدارت ۾ ٿي گذريو. اجلاس جي آغاز ۾ پروفيسر ڊاڪٽر خليل احمد ابوپوٽو شرڪت ڪندڙن کي ڀليڪار ڪيو ۽ چيو ته اسان پنھنجي شاگردن ۽ شاگردياڻين کي بھتر تعليم ۽ تربيت فراھم ڪرڻ لاءِ ڪوشان آھيون ته جيئن ھو ملڪ ۽ قوم جي تعمير ۾ پنھنجو مثبت ڪردار ادا ڪري سگهن. اجلاس ۾ اھم فيصلا ڪيا ويا. فيصلو ڪيو ويو ته پھرين سيميسٽر جا امتحان 22 مئي کان ورتا ويندا جيڪا 8 جون تائين جاري رھندا. امتحانن جي پر امن انعقاد لاءِ سيڪيورٽي جا سخت انتظام ڪيا ويندا ۽ پوليس فورس جي مقرري لاءِ ايس ايس پي خيرپور کي گذارش ڪئي ويندي. ڊائريڪٽر ٽيڪنيڪل کي ھدايت ڪئي وئي ته ھو بجلي جي بلا تعطل فراھمي ۽ پيئڻ جي صاف پاڻي جي فراھمي کي يقيني بڻائي. ان کان علاوه بجلي بند ھجڻ جي صورت ۾ جنريٽر ھلايا ويندا. سمورا انتظامي آفيسرز کي ھدايت ڪئي وئي ته ھو بلڊنگس جي صفائي سٿرائي، پيئڻ جي صاف پاڻي ۽ ٻين سهولتن جي فراهمي کي يقيني بڻائڻ. سينئر ٽرانسپورٽ آفيسر صبح ۽ شام جي شفٽ ۾ پوائنٽ بسن جي فراھمي کي يقيني بڻائي. اھڙا تدريسي ادارا ۽ شعبا جن تعليمي سال 2022 جي امتحانن جا نتيجا پڌرا نه ڪيا آھن اھي شعبا 19 مئي تائين نتيجن جو اعلان ڪن. امتحانن جو ٽائم ٽيبل جلد کان جلد پڌرو ڪيو وڃي. اجلاس ۾ فيڪلٽين جي ڊينز ۽ انتظامي شعبن جي سربراهن شرڪت ڪئي.
