سال 2000 میں پاکستان کی فی کس آمدنی (PPP کے حساب سے) 2880 ڈالر تھی۔ اس وقت بھارت کی 2010 ڈالر اور بنگلہ دیش کی 1620 ڈالر تھی۔ یعنی ایک پاکستانی اوسط بھارتی سے **43٪** اور اوسط بنگلہ دیشی سے 77٪ زیادہ خوشحال تھا۔

آج پاکستان کی فی کس آمدنی 6480 ڈالر ہے، جبکہ بنگلہ دیش 9180 ڈالر اور بھارت 12,560 ڈالر تک پہنچ چکے ہیں۔ اس کا مطلب یہ ہے کہ آج ایک اوسط بھارتی پاکستانی سے94٪ اور ایک اوسط بنگلہ دیشی 42٪ زیادہ خوشحال ہے۔ یہ گزشتہ 26 سال میں ہمارے نظامِ حکومت کی سب سے بڑی ناکامی کی کہانی ہے۔

گزشتہ چار سال میں پاکستان نے 40 ہزار ارب روپے کا نیا قرض لیا، جبکہ اس سے پہلے کے 75 سال میں کل 45 ہزار ارب روپے قرض لیا گیا تھا۔ اس دوران حکومت کی ٹیکس آمدنی تقریباً دوگنی ہو گئی، لیکن عام لوگ پہلے سے زیادہ غریب ہو گئے۔ آج 29٪ پاکستانی غربت میں زندگی گزار رہے ہیں، یعنی ان کے پاس ماہانہ 8,485 روپے سے بھی کم وسائل ہیں۔ لوگ آٹا، چاول اور دوسری بنیادی غذائیں پہلے سے کم کھا رہے ہیں، جس کا مطلب ہے کہ بہت سے پاکستانی بھوک کا شکار ہیں۔ دوسری طرف وزیراعظم ہاؤس اور ایوانِ صدر پر ہر سال 400 کروڑ روپے سے زیادہ خرچ کیے جاتے ہیں۔

ان 26 سالوں میں جنرل پرویز مشرف، آصف علی زرداری، میاں نواز شریف، عمران خان اور میاں شہباز شریف سمیت مختلف حکومتیں آئیں۔ فوجی، سول اور مشترکہ (ہائبرڈ) حکومتیں بھی رہیں، مگر ملک نے حقیقی ترقی نہیں دیکھی۔

**تعلیم:**
پاکستان میں تقریباً 2 کروڑ 60 لاکھ بچے، یعنی 39٪ بچے، اسکول سے باہر ہیں۔ جو بچے اسکول جاتے بھی ہیں، ان میں سے بڑی تعداد اپنی جماعت کے مطابق نہ پڑھ سکتی ہے، نہ لکھ سکتی ہے اور نہ ہی حساب کر سکتی ہے۔ اگر بچوں کو اچھی تعلیم نہ ملے تو کوئی بھی ملک ترقی نہیں کر سکتا۔ اس کے باوجود سندھ حکومت نے حال ہی میں میڈیا اشتہارات پر اربوں روپے خرچ کیے۔

**صحت:**
پاکستان میں تقریباً 7,500 بچے ایچ آئی وی (HIV) سے متاثر ہو چکے ہیں، جس کی بڑی وجوہات استعمال شدہ سرنجیں اور بغیر جانچ کے خون کی منتقلی ہیں۔ پاکستان میں نومولود بچوں کی اموات کی شرح دنیا میں دوسری سب سے زیادہ ہے، جو جنوبی سوڈان، اریٹیریا اور چاڈ سے بھی بدتر ہے۔ 40٪ بچے غذائی کمی کا شکار ہیں، 42٪ خواتین میں آئرن کی کمی ہے، اور دنیا میں ہیپاٹائٹس کے ہر پانچ مریضوں میں سے ایک پاکستانی ہے۔ دوسری طرف پنجاب حکومت نے حال ہی میں **1100 کروڑ روپے کا ایک طیارہ** اور **100 کروڑ روپے سے زیادہ مالیت کی چار مرسڈیز گاڑیاں** خریدیں۔

2008 سے صوبائی حکومتیں اپنے اختیارات کے ساتھ کام کر رہی ہیں۔ 2009 میں این ایف سی ایوارڈ کے ذریعے انہیں زیادہ مالی وسائل ملے اور 2010 میں **18ویں آئینی ترمیم** کے ذریعے مزید اختیارات دیے گئے۔ لیکن آج تک کسی بھی صوبے میں **صوبائی مالیاتی ایوارڈ (Provincial Finance Award)** نافذ نہیں کیا گیا۔ نہ پی ٹی آئی، نہ پیپلز پارٹی اور نہ ہی مسلم لیگ (ن) نے مضبوط اور بااختیار بلدیاتی نظام قائم کیا، کیونکہ وہ اختیارات اور وسائل نچلی سطح تک منتقل نہیں کرنا چاہتے۔

اس لیے کہا جا رہا ہے کہ پاکستان کا نظامِ حکمرانی مکمل طور پر ناکام ہو چکا ہے، اور عوام پاکستان پارٹی بھی اپنے قیام سے یہی مؤقف رکھتی آئی ہے۔

**اب کیا کرنا چاہیے؟**

* بااختیار، وفاقی فنڈنگ والے اور آئینی تحفظ یافتہ بلدیاتی نظام قائم کیے جائیں۔ اگر ایسا ممکن نہ ہو تو چھوٹے صوبوں پر غور کیا جائے۔
* صوبوں اور بلدیاتی اداروں کے تمام انتظامی عہدوں کے لیے براہِ راست انتخابات ہوں تاکہ پرانے سیاسی نظام کی اجارہ داری ختم ہو۔
* این ایف سی ایوارڈ میں اصلاحات کی جائیں۔
* غریب بچوں کو اسکول واؤچر دیے جائیں۔
* سرکاری اسکولوں میں والدین اور حکام پر مشتمل اسکول بورڈ بنائے جائیں، جنہیں اساتذہ کی بھرتی اور برطرفی کے اختیارات حاصل ہوں۔
* خراب کارکردگی والے سرکاری اسپتال ٹرسٹ کے حوالے کیے جائیں، جبکہ حکومت اپنی مالی معاونت جاری رکھے۔
* سرکاری ملازمین کی تاحیات نوکری ختم کی جائے۔ جو کام کرے وہ رہے، جو کام نہ کرے اسے فارغ کیا جائے۔
* جعلی ملازمین اور غیر حاضر اساتذہ کا خاتمہ کیا جائے۔
* حکومت کا حجم کم کیا جائے۔
* بجلی اور گیس کی قیمتوں کا ایسا نظام بنایا جائے جو مؤثر ہو تاکہ عوام کو سستی توانائی مل سکے۔

مصنف کے مطابق، جو سیاسی جماعتیں موجودہ نظام سے فائدہ اٹھا رہی ہیں، وہ یہ اصلاحات نہیں کریں گی، اس لیے انہیں حکومت سے ہٹانا ضروری ہے۔ ان کا یہ بھی مؤقف ہے کہ موجودہ حکومت منصفانہ انتخابات کے ذریعے نہیں آئی۔

آخر میں یہ کہا گیا ہے کہ پاکستان کو قومی مفاہمت اور مسلسل بڑی اصلاحات کی ضرورت ہے، ورنہ ملک کی معاشی اور سماجی پسماندگی بڑھتی رہے گی، غربت، بھوک اور ناخواندگی میں مزید اضافہ ہوگا۔

In the year 2000, Pakistan’s per capita GDP, at purchasing power parity, was $2880, higher than India’s at $2010 and Bangladesh at $1620. We were 43% richer than an average Indian and 77% richer than an average Bangladeshi. Today we are at $6480, Bangladesh at $9180 and India at $12,560. So an Indian is 94% is richer than us and an average Bangladeshi is 42% richer than us. This is the most important story of our national governance system over the last 26 years.

In the last 4 years we have taken debt of Rs 40,000 billion. In the first 75 years we took debt of Rs 45,000 bn. Our tax revenues have doubled over the last four years and yet people today are poorer than in 2014/15 and 2018/19. 29% Pakistanis are poor (with monthly resources of less than Rs 8485). We eat less of all commodities, including atta and rice, meaning Pakistanis are going hungry. Of course we spend over Rs 400 crore to run the PM house and the President house.

Over this period we have seen Gen Musharraf, President Zardari, Mian Nawaz Sharif, Imran Khan and Mian Shehbaz Sharif at the helm, along with a few caretakers. We have seen military, civilian and hybrid governments. What we have not seen is progress. None.

Education: 39% or over 2 crore 60 lakh kids are out of school. And a majority of kids in school cannot read, write or do arithmetic at their class level. Our education system is failing our kids and we are just spectators at this dismal state of affairs. Is there anyway a nation can develop without its kids being educated? Also Sindh govt just released billions in media ads.

Health: 7500 kids have been infected in Pakistan with HIV (that causes AIDS). Mostly due to used needles and unscreened blood. Pakistan has the second highest neonatal mortality rate in the world, worse than South Sudan, Eritrea and Chad. 40% of our children are stunted. 42% of our women have iron deficiency. 1 in 5 people in the world with Hepatitis is a Pakistani. Also Punjab govt recently bought a Rs 1100 crore plane and 4 Mercedes cars for over Rs 100 crore.

Our provinces are under civilian control since 2008. The NFC making them flush with cash came in 2009. The 18th amendment giving them new authorities came in 2010. But there isn’t a Provincial Finance Award in a single province. No political party (PTI, PPP or Noon) has established empowered local government. They won’t let go of power and cash.

Our system of governance has failed and failed completely. Awaam Pakistan party has been saying it from the day the party started.

Where do we go from here.
Empowered, federally financed and constitutionally protected LGs. Failing which smaller provinces. But now. We cannot afford to wait forever.

Direct elections to all executive offices in local governments and provinces. Essential for breaking the hold of fossilised political parties.

Reform of NFC. School vouchers for all poor kids. Forming of school boards with hiring and firing powers all in govt schools composing of parents and officials. Badly run govt hospitals to be transferred to trusts and govt to keep funding at current levels. Ending of lifetime employment for bureaucrats. You work, you stay. Or go home. No ghost workers or teachers.

Reduce the size of government. Move to economically efficient way of pricing power and gas so they become cheaper.

But parties that are part of the problem and beneficiaries of the system will not want to change. So they need to be removed from the govt. They weren’t fairly elected anyway.

National reconciliation.

Continuous and major reforms.

Otherwise our relative decline will continue. Hunger and illiteracy will become more widespread.
