Provincial Disaster Management Authority (PDMA) for the Province of Sindh is established under Sub-Section (i) of Section 15 of the National Disaster Management Ordinance 2006, with following terms of reference:-

* Formulate the provincial disaster management policy obtaining the approval of the Provincial Commission;

* Coordinate and monitor the implementation of t

he National Policy, National Plan and Provincial Plan;

* Examine the vulnerability of different parts of the province to different disasters and specify prevention or mitigation measures;

* Lay down guidelines to be followed for preparation of disaster management plans by the Provincial Department and District Authorities;

* Evaluate preparedness at all governmental or non-levels to respond to disaster and enhance preparedness;

* Coordinate response in the event of disaster;

* Give directions to any Provincial department or authority regarding actions to be taken in response to disaster;

* Promote general education, awareness and community training in this regard;

* Provide necessary technical assistance or give advice to district authority and local authorities for conveying out their functions effectively;

* Advice the Provincial Government regarding all financial matters in relation to disaster management;

* Examine the construction in the area and if it is of the opinion that the standard laid down have not been flowed it may direct the same to secure compliance of such standards;

Ensure that communication systems are in order and disaster management drills are being carried out regularly; and Perform such other functions as may be assigned to it by the National or Provincial Authority.

The Provincial Disaster Management Authority (PDMA) Sindh has issued a weather alert warning that hot to very hot and dry conditions are likely to persist across most parts of the province.

Due to intense heat and moisture from a western weather system, isolated dust-thunderstorms and light to moderate rainfall may occur in several districts, including Hyderabad, Dadu, Kamber Shahdadkot, Mirpurkhas, Umerkot, Tharparkar, and Larkana on June 1–2, 2026.

Authorities have been directed to take all necessary precautionary and mitigation measures to ensure public safety.

چیف سیکریٹری سندھ آصف حیدر شاہ کی ہدایت پر صوبے بھر میں ہیٹ ویو سے بچاؤ کیلئے احتیاطی اقدامات تیز کرنے کی ہدایت۔

ڈی جی پی ڈی ایم اے سندھ سلمان شاہ کے مطابق:

• مویشی منڈیوں میں ٹھنڈے پانی کی فراہمی یقینی بنائی جائے۔
• ڈپٹی کمشنرز ہیٹ ریلیف اور فرسٹ ایڈ سہولیات قائم کریں۔
• عوامی اجتماعات کے مقامات پر شیڈز کے انتظامات یقینی بنائے جائیں۔
• قبرستانوں میں آنے والے شہریوں کیلئے پانی اور دیگر سہولیات فراہم کی جائیں۔
• شدید گرمی کے پیشِ نظر ضلعی انتظامیہ حفاظتی اقدامات مزید مؤثر بنائے۔
• عید کے دنوں میں عوامی سہولت کیلئے ضلعی سطح پر خصوصی انتظامات جاری رکھے جائیں۔
• شہری ہیٹ ویو کے دوران غیر ضروری دھوپ میں نکلنے سے گریز کریں۔

The Provincial Disaster Management Authority (PDMA), Rehabilitation Department, Government of Sindh has issued alert regarding predicted moderate to severe heatwave conditions in the province during the Eid holidays.

According to the Pakistan Meteorological Department, a high-pressure system is likely to develop in the upper atmosphere on 25th May and strengthen on 26th May, triggering a heatwave wave across the province from 25th to 31st May, 2026.

Under the influence of this system, maximum temperatures in most districts of Sindh are expected to remain 4 to 6°C above normal, potentially soaring to 47 to 50°C. The heavily impacted districts include Sukkur, Shikarpur, Kambar Shahdadkot, Jacobabad, Larkano, Mohenjo Daro, Dadu, Shaheed Benazirabad, Tharparkar, Badin, Sujawal, Thatta, Hyderabad, Matiari, Tando Muhamad Khan, Umerkot, Ghotki, Khairpur, Naushahro Feroze, Mirpurkhas, Jamshoro, and Sanghar.

Meanwhile, Karachi is also bracing for very hot weather during the forecast period, with maximum temperatures likely to range between 35 and 38°C, alongside a rise in night temperatures.

Provincial Disaster Management Authority (PDMA) Sindh actively participated in Provincial Consultative workshop on "Stocktaking and Implementation of Pakistan’s Monsoon" - Flood Mitigation Plan" chaired by Ms Aisha Humaira Moriani, Federal Secretary, Ministry of Climate Change & Environmental Coordination (MoCC&EC), Jointly hosted by Hisaar Foundation and IWMI on May 18 – 19, 2026, at Pearl Continental Hotel, Karachi.
The workshop aimed to review provincial preparedness, coordination mechanisms, and identify priority interventions for short, medium and Long term, for effective implementation of Pakistan’s Monsoon Flood Mitigation Plan.
The workshop brought together representative from different Provincial line departments including Sindh Irrigation, PMD, Solid Waste Management Board, SIEHS- Rescue 1122, NIO& Environment Dept and from PDMA Sindh, Mr. Muhammad Khan, Climate & Environment Specialist (Consultant) presented PDMA's preparations based on National and Global weather projections, GIS-based analysis, and Integrated Decision Support System (IDSS), He briefed about the improved Systems and functions of PDMA Sindh, highlighted how effectively PDMA Sindh is transforming from reactive approach to proactive, data driven preparedness and resilience framework.
The presentation emphasized on the coordination with NDMA and DDMAs, other provincial line departments, technical agencies, armed forces, Humanitarian organizations and the community for effective implementation of Provincial Monsoon Contingency Plan under medium level flood projection scenario and the localized risk associated with local weather systems including cyclonic activity and due to warming of sea, that may trigger unexpected rains and urban flooding in low lying areas, so an estimated calculation keeping in mind the scenario have been considered for early preparations.
The workshop was concluded with vote of thanks to all provincial departments and emphasized on nexus between national, provincial and district stakeholders for effective response measures.

PDMA Sindh hosted a productive consultation session with representatives from Dar Al-Handasah and the Asian Consulting Forum as part of the ongoing development process for the Greater Karachi Regional Plan 2047. The meeting focused on the situational analysis conducted by the consulting team and provided an opportunity for detailed discussions on disaster risk perspectives and resilience planning for the future growth of Karachi.

During the session, key discussions revolved around hazard exposure, disaster vulnerabilities, urban risks, drainage challenges, climate-related impacts, flood risks, emergency preparedness, and strengthening resilience mechanisms within the regional planning framework.

Representing PDMA Sindh in the session were Director Operations Syed Shayan Shah, Dayal Das Rathore (System Analyst), and Kashan Muneer, who actively participated in the discussions and shared institutional perspectives on disaster preparedness and resilience planning.

The engagement highlighted the importance of integrating disaster risk reduction, climate adaptation measures, and resilient urban planning into the Greater Karachi Regional Plan 2047 to ensure safer communities and sustainable regional development for future generations.

صوبائی ڈیزاسٹر مینجمنٹ اتھارٹی (پی ڈی ایم اے) سندھ نے صوبے کے بیشتر علاقوں میں شدید گرم اور خشک موسم برقرار رہنے کے حوالے سے الرٹ جاری کردیا ہے۔
پی ڈی ایم اے کے مطابق محکمہ موسمیات پاکستان نے پیشگوئی کی ہے کہ سندھ کے بیشتر اضلاع میں گرم اور خشک موسم برقرار رہے گا، جبکہ شدید گرمی اور نمی کے باعث جامشورو، گھوٹکی، جیکب آباد، کشمور اور قمبر شہدادکوٹ اضلاع میں آج گرد آلود آندھی، گرج چمک اور ہلکی بارش کا امکان ہے۔ ساحلی علاقوں میں مطلع جزوی ابر آلود رہنے اور کہیں کہیں بوندا باندی کی بھی توقع ہے۔
پی ڈی ایم اے سندھ نے متعلقہ ڈپٹی کمشنرز، چیئرمین ڈی ڈی ایم ایز اور دیگر اداروں کو ہدایت کی ہے کہ ممکنہ موسمی صورتحال کے پیش نظر تمام ضروری احتیاطی اور حفاظتی اقدامات یقینی بنائے جائیں.

Provincial Disaster Management Authority (PDMA) Sindh together with National Disaster Management Authority (NDMA) facilitated a comprehensive one day Awareness Session at Dawood University of Engineering and Technology (DUET) today, chaired by Dr. Azhar Iqbal Dean of Faculty of Basic & Applied Sciences, while from NDMA, Mr. Muhammad Tanveer Piracha, ED NIDM, M. Waseem Director Trainings NIDM, and Ms Sana, Deputy Director NIDM attended and presented overall role of NDMA and NIDM in managing multiple disasters across Pakistan through the strategic coordination with academia, research institutes and PDMAs.

While from PDMA Sindh, Mr. Muhammad Khan, Climate & Environment Specialist (Consultant) attended the session and delivered his critical keynote covering the escalating Heatwave situation in Sindh, he shared an overview of rising trends of temperature in Sindh particularly in Karachi, highlighting associated impacts on human health, livelihoods, water and food security. He emphasized PDMA Sindh’s proactive stance regarding coordinated efforts in the province through its PEOC’s 24/7 operations and coordination with 30 districts/ DDMAs and Humanitarian partners to address Heatwave situation across the province. By strictly following Heatwave SOPs and issuing timely alerts to DDMAs based on forecasts from Pakistan Met department, PDMA Sindh remains committed building a climate province.

The session was concluded with engaging Question and Answers from the students, while the event was actively attended by more than 50 students (Boys and Girls) from the DUET University along with faculty staff and management.

محکمہ موسمیات پاکستان کے مطابق صوبہ سندھ کے وسطی اور بالائی اضلاع میں 11 مئی تک ہیٹ ویو کی صورتحال برقرار رہنے کا امکان ہے۔
دادو، شہید بینظیرآباد، گھوٹکی، خیرپور، نوشہرو فیروز، جیکب آباد، لاڑکانہ اور سکھر میں درجہ حرارت 49 ڈگری سینٹی گریڈ تک جانے کا امکان ظاہر کیا گیا ہے۔ جبکہ کراچی میں موسم گرم رہنے اور درجہ حرارت 35 سے 38 ڈگری سینٹی گریڈ کے درمیان رہنے کی توقع ہے۔
تمام ڈپٹی کمشنرز اور متعلقہ اداروں کو ہدایت کی گئی ہے کہ ہیٹ ویو سے متعلق ایس او پیز پر سختی سے عملدرآمد یقینی بنایا جائے۔ صوبائی حکومت کی ہدایات کے تحت متعلقہ عملہ الرٹ ہے اور کسی بھی ہنگامی صورتحال سے نمٹنے کے لیے مکمل تیار ہے۔
پی ڈی ایم اے کی ہدایات پر ضلعی انتظامیہ اور دیگر اداروں کی جانب سے ہیٹ ویو ریلیف کیمپس قائم کیے جا چکے ہیں، جبکہ صوبے کے ہسپتالوں میں ہیٹ اسٹروک وارڈز بھی فعال کر دیے گئے ہیں تاکہ متاثرہ افراد کو فوری طبی امداد فراہم کی جا سکے۔
