A meeting of the officers and officials of PS&DC, Health Department, ICT was held today to review progress on the assigned tasks, particularly those related to preparations for the upcoming WHO GBT Virtual Audit.
During the meeting, the status of pending tasks was reviewed in detail, and relevant officers were clearly assigned specific responsibilities with defined priorities to ensure timely completion. The Risk-Based Sampling Plan was also discussed and finalized for implementation.
Furthermore, the schedule for Good Storage and Distribution Practices (GSDP) inspections was discussed and finalized to ensure systematic and timely inspections of the relevant establishments.
The meeting concluded with an emphasis on timely ex*****on, effective coordination, and close monitoring of all assigned activities to ensure readiness for the WHO GBT Virtual Audit.

2nd Meeting of the Regional Pharmacovigilance Committee, Islamabad.

The 2nd meeting of the Regional Pharmacovigilance Committee (RPC), Islamabad was held today under the chairmanship of Dr Rashida Batool, the Chairperson of the Committee. The meeting was attended by distinguished members, including Dr. Naseem, Consultant Infectious Diseases, PIMS; Dr. Nadia Shams, Medical Specialist; Dr. Fawad Khalid, ADHO, Islamabad; Prof. Dr. Salman, Pharmacologist; Mr. Waqas Ahmed, Clinical Pharmacist; the Drug Insoectors and Sardar Shabbir Ahmed, SQCB/Focal Person Pharmacovigilance, Islamabad.

The Committee was briefed by the Focal Person and Convener on the current pharmacovigilance activities being undertaken in Islamabad, including initiatives aimed at strengthening ADR reporting, improving awareness among healthcare professionals, and enhancing the overall pharmacovigilance system.

The Committee held an in-depth discussion on strategies to increase both the number and quality of Adverse Drug Reaction (ADR) reports from healthcare facilities across Islamabad. Particular emphasis was placed on strengthening institutional reporting mechanisms, improving the capacity and engagement of healthcare professionals, promoting timely and complete reporting, and ensuring effective feedback and follow-up mechanisms.

As a gesture of recognition and encouragement, appreciation certificates were presented to the Pharmacovigilance Focal Persons of the highest-reporting healthcare institutions, including Shifa Hospital, Pakistan Institute of Medical Sciences (PIMS), Ali Medical Centre, Akbar Niazi Hospital, and Rawal Hospital, in acknowledgment of their valuable contribution towards strengthening pharmacovigilance and promoting patient safety.

The Committee reaffirmed its commitment to further strengthening the pharmacovigilance system in Islamabad through collaborative efforts, capacity building, active surveillance, improved ADR reporting, and continuous engagement with healthcare institutions and professionals, with the ultimate objective of ensuring safer and more rational use of medicines and improved patient safety.

PS&DC (PHARMACY SERVICES & DRUG CONTROL) TEAM’S VISIT TO PESHAWAR DRUG TESTING LABORATORY (DTL)
On 25th August 2026, a team of PS&DC, comprising Drug Inspector Amber Basharat and Drug Inspector Gulzaib Khan, headed by Senior Drug Inspector/Secretary Quality Control Board Sardar Shabbir Ahmed, visited the Peshawar Drug Testing Laboratory and Food Testing Laboratory.
The purpose of the visit was to observe and appreciate the efforts and progress of the Drug Control and Pharmacy Services Directorate, KPK, and to further strengthen professional collaboration.
On this occasion, Director General Drug Control, KPK, Mr. Abbas Ali Khan, warmly welcomed the Islamabad PS&DC team. The visiting team was given a detailed tour of the Drug Testing Laboratory and Food Testing Laboratory, and was also introduced to the Mobile Screening Vans being utilised for field screening and surveillance activities.
Both sides discussed areas of mutual interest and emphasized the importance of inter-provincial coordination, collaboration, and capacity building. A commitment was also expressed for continued joint cooperation, particularly in relation to the Global Benchmarking Tool (GBT) and Maturity Level 3 (ML3) initiatives.
Such collaborative engagements play an important role in strengthening the drug regulatory system.

ADR TRAINING CONDUCTED AT SHAAFI INTERNATIONAL HOSPITAL, ISLAMABAD
In continuation of efforts to strengthen the Pharmacovigilance system across Islamabad and enhance reporting of Adverse Drug Reactions (ADRs), an awareness session on Pharmacovigilance and Adverse Drug Reaction (ADR) Reporting was organized by Shaafi International Hospital, O-9, Islamabad.
The session focused on the importance of identifying, documenting, and reporting suspected adverse drug reactions to ensure patient safety and promote safe medication practices.
The Hospital PV Focal Person explained the reporting mechanism for ADRs and motivated the hospital staff to actively identify and report ADRs.

Orientation Session for Pharmaceutical Distributors on GSDP Compliance.

In the wake of the WHO Global Benchmarking Tool (GBT) assessment for Maturity Level III, the Pharmacy Services & Drug Control (PS&DC), Health Department, ICT, organized an orientation session for pharmaceutical distributors to sensitize and prepare them for the forthcoming Good Storage and Distribution Practices (GSDP) audits and subsequent GSDP certification.

The session provided a comprehensive overview of the key GSDP requirements and focused particularly on the identification of existing gaps, regulatory compliance requirements, and areas requiring system strengthening. The gaps were discussed in detail, and a clear roadmap for corrective and preventive actions was deliberated upon to facilitate distributors in achieving the required standards.

The participating pharmaceutical distributors expressed their full cooperation and commitment toward strengthening their systems and ensuring compliance with GSDP requirements.

PS&DC, ICT reaffirmed its commitment to providing technical guidance, regulatory support, and facilitation to pharmaceutical distributors in improving their storage, distribution, documentation, quality management, and overall compliance systems. The initiative reflects the Department’s continued efforts to strengthen the pharmaceutical supply chain and ensure the quality, safety, efficacy, and integrity of medicines throughout the distribution system.

STRENGTHENING PHARMACOVIGILANCE SYSTEM AT NIRM, ISLAMABAD
In continuation of efforts to strengthen the Pharmacovigilance system across Islamabad and enhance reporting of Adverse Drug Reactions (ADRs), an awareness session on Pharmacovigilance and Adverse Drug Reaction (ADR) Reporting was organized by the Pharmacovigilance Center of NIRM Hospital, Islamabad.
ADR forms were distributed to frontline staff to ensure rapid and point-of-care reporting.
A detailed presentation was given by the hospital PV focal person on streamlining drug reaction reporting workflows. The Hospital PV Committee highlighted key points on clinical implementation and emphasized building a proactive, transparent safety culture to safeguard our community.

QUALITY CONTROL BOARD, ICT — REGULATORY ACTION & ENFORCEMENT

The Quality Control Board, Islamabad, headed by the Additional Secretary, MoNHSR&C, Islamabad, is the supervisory forum created under Section 11 of the Drugs Act, 1976, mandated with the role of overseeing the drug regulatory activities carried out by the Pharmacy Services & Drug Control (PS&DC) Unit, ICT, Islamabad.
The Quality Control Board, Islamabad, reviewed and decided a total of 302 cases during its last 15 meetings held over a period of five years.
The cases resulted in:
• 103 cases prosecuted — 34%
• 40 cases involving DSL suspension — 13%
• 5 cases involving DSL cancellation — 2%
• 17 cases referred to DRAP — 6%
• 117 cases warned — 39%
• 20 cases closed/dropped — 6%
These figures provide an overview of the disposition and outcomes of cases considered by the Board, including cases prosecuted, cases involving suspension/cancellation of DSLs, cases referred to DRAP, cases in which warnings were issued, and cases closed or dropped.
This demonstrates a structured regulatory approach in which cases are assessed and addressed according to the nature and severity of the identified violations.
Effective drug regulation is not only about enforcement — it is about creating a culture of compliance that ultimately protects public health.

DRUG SALE LICENSING — 6-MONTH PERFORMANCE SNAPSHOT | ISLAMABAD
Pharmacy Services & Drug Control (PS&DC), Islamabad continues to strengthen regulatory services through systematic online processing of Drug Sale License (DSL) applications.
From January to June 2026, a total of 544 DSL applications were received and processed, comprising:
• 273 Fresh DSL Applications
• 212 Renewal Applications
• 59 Post-License Variation (PLV) Applications
FRESH DSL APPLICATIONS — 273
The fresh applications included:
• 148 Pharmacy Applications — 54%
• 77 Medical Store Applications — 28%
• 48 Distribution Applications — 18%
These figures reflect the ongoing efforts of PS&DC, Health Department, Islamabad to facilitate licensing while maintaining regulatory oversight and compliance with applicable requirements.

STRENGTHENING PHARMACOVIGILANCE SYSTEM AT FEDERAL GOVERNMENT POLYCLINIC, ISLAMABAD

The Pharmacy Services & Drug Control (PS&DC), Health Department, ICT, serving as the Regional Pharmacovigilance (PV) Center for Islamabad, is actively working to strengthen the Pharmacovigilance system and enhance Adverse Drug Reaction (ADR) reporting to promote patient safety.

In continuation of these efforts, an awareness session on Pharmacovigilance and Adverse Drug Reaction (ADR) Reporting was organized by the Hospital Pharmacovigilance Committee, Federal Government Polyclinic (FGPC), Islamabad, in the hospital auditorium.
The session brought together medical officers, consultants, postgraduate trainees, house officers, and nursing staff with the objective of strengthening awareness regarding drug safety monitoring and promoting a proactive culture of ADR reporting across hospital departments.

The Pharmacovigilance Officer of FGPC provided a practical technical walkthrough of the Hospital Pharmacovigilance Centre, including guidance on accessing, completing, and submitting the standard ADR Reporting Forms. Participants were also informed about the institutional reporting channel and the process for forwarding completed reports to the Pharmacovigilance Officer.

The session strengthened direct communication between the Pharmacovigilance Committee and clinical staff and reinforced the message that every suspected ADR matters and timely reporting contributes to safer medicines and better patient care.
