Representing the National Commission on the Status of Women, Islamabad, Ms. Seema Maheshwary, Member NCSW Sindh, participated in a dialogue titled “Violence Against Women & Girls: The Culture of Silence, Societal Acceptance & Institutional Response” held in Sukkur.

The dialogue brought together legal experts, human rights advocates, academics, civil society representatives, and students to deliberate on the growing challenges of gender-based violence, harmful societal attitudes, institutional accountability, and access to justice for women and girls.

During the panel discussion, Ms. Seema Maheshwary underscored the importance of strengthening complaint and redress mechanisms, enhancing institutional coordination, and promoting awareness to ensure effective protection and support for survivors of violence. She emphasized that addressing violence against women requires not only robust legislation, but also sustained societal change, collective responsibility, and institutional commitment.

NCSW remains steadfast in its commitment to advancing gender justice, protecting women’s rights, and strengthening institutional responses to eliminate violence against women and girls across Pakistan.

NCSW and Green Pakistan Project have formally signed the "Letter of Intent" Chairperson Ms. Noureen Bano Lehri, and Dr. Michael Arretz, Managing Director, VFI German Importers Association. Ms. Humaira Zia., Secretary NCSW, and Mr. Sarim Mehmood, CEO, Fruit of Sustainability (FOS), signed as witnesses to the collaboration.

The hybrid ceremony brought together representatives to reaffirm a shared commitment towards advancing women’s empowerment, gender equality, prevention of gender-based violence (GBV), gender-responsive workplace practices, and responsible business conduct within Pakistan’s industrial sectors.

Through this collaboration, NCSW along partners would work to promote safer, more inclusive, and equitable workplaces across Pakistan’s textile and apparel industry through engagement with trade associations and their member enterprises. The partnership will focus on awareness raising, stakeholder engagement, capacity building, grievance redressal mechanisms, workplace wellbeing, and strengthening gender inclusion across factories and supply chains.

The initiative also aims to support compliance with Environmental, Social, and Governance (ESG) standards, contributing towards sustainable and responsible business practices, strengthening Pakistan’s export potential in international markets, and creating greater economic empowerment opportunities for women.

This initiative reflects NCSW’s continued commitment to fostering gender equality and strengthening partnerships that support women’s rights, dignity, inclusion, and economic empowerment in line with national and international sustainability and human rights frameworks.

For decades, Christian women in Pakistan have carried the burden of outdated colonial era personal laws that often fail to protect their dignity, safety, and fundamental rights. This must change.

During a two-day intensive consultation and policy brainstorming session held in Lahore, the National Commission on the Status of Women (NCSW) in collaboration with Collation of Organisations
under the leadership of Chairperson Noureen Bano Lehri, brought together parliamentarians, legal experts, religious scholars, civil society representatives, minority leaders, and affected communities to critically examine the gaps within existing Christian Personal Laws and chart a path towards inclusive legal reform.
Chairperson NCSW emphasized that protecting minority women is not optional it is a constitutional obligation of the state. She stressed that laws allowing child marriage below 18 place Christian girls at grave risk by undermining their education, health, mental well-being, and future opportunities.
She further highlighted the urgent need for humane and dignified divorce procedures, stating that forcing women into allegations of adultery during separation processes subjects them to psychological trauma, social humiliation, and even violence.
“This is not about religion versus reform. It is about human dignity, justice, constitutional guarantees, and the credibility of Pakistan as a state governed by rule of law,” she stated.
The consultation concluded with a strong consensus that the voices of women, especially those directly affected, must shape future legislation. NCSW reaffirmed its commitment to working with Parliament, religious leadership, civil society, and minority communities to ensure personal laws align with constitutional protections, human rights standards, and the realities faced by women today.

National Commission on the Status of Women, Islamabad member from Punjab Dr. Ayra Indrias Patras addressed students at Forman Christian College on the themes of National Integrity, the Role of University Students, and Paigham-e-Pakistan.
The session highlighted the importance of understanding and countering extremist ideologies, promoting peace, and fostering national unity. Special emphasis was placed on eradicating violence and extremism through awareness, dialogue, and critical thinking.
Students were encouraged to challenge violent narratives and actively contribute towards peacebuilding and social harmony. The discussion also familiarized participants with the message of Paigham-e-Pakistan and its significance in strengthening unity against extremism.

Under the “Green – سرسبز بلوچستان شجر کاری مہم”, a successful tree plantation drive was carried out at Grand Javi Housing Scheme.

A total of 400 trees were provided by the Forest and Wildlife Department, Government of Balochistan, on the request of Chairperson National Commission on the Status of Women, Islamabad Noureen Bano Lehri and Member Balochistan Salma Qureshi.

The plantation activity was conducted with the support of Maroof Group and the Honourable Owner of Grand Javi Housing Scheme, Malik Rasheed Bangulzai, who ensured all necessary arrangements and facilitation for the drive.

Mr. Malik Rasheed Bangulzai and Maroof Group also reaffirmed their commitment to protect, nurture, and maintain the planted trees for a greener and healthier environment for future generations.

National Commission on the Status of Women (NCSW), in collaboration with UNICEF Pakistan, convened the Second Consultative Meeting of Gender Focal Persons (GFPs), bringing together representatives from federal ministries, commissions, and attached departments to strengthen coordination on gender mainstreaming and gender-responsive budgeting. The meeting included a training session on Gender Responsive Budgeting (GRB) ahead of the upcoming budgeting cycle, while also reviewing the follow-up on action plans finalized and submitted by participants during the earlier GFP trainings.

Chairperson NCSW, Noureen Bano Lehri, emphasized sustained engagement with Gender Focal Persons and the need for collaborative institutional mechanisms to advance gender-responsive governance across federal structures. She further stressed that trained Gender Focal Persons and project wings must work in close coordination to ensure the gender responsive development and review of PC-1s, as well as gender-responsive budgeting processes across government institutions.

Secretary NCSW, Humaira Zia M***i, highlighted the importance of integrating gender perspectives within planning, budgeting, and development frameworks, particularly through strengthened review mechanisms for PC-1s and PSDP-related processes. The Secretary also underscored that Gender Focal Persons must work in close coordination with NCSW on upcoming policies in line with NCSW’s mandate, ensuring that gender is mainstreamed across the policies and projects of the Government of Pakistan.

The meeting also included valuable technical inputs from UNICEF staff and experts on practical tools and approaches for Gender Responsive Budgeting, and institutional accountability mechanisms. Participants shared ongoing initiatives and progress within their respective institutions, including efforts related to women’s participation, digital inclusion, gender-responsive planning, and inclusive workplace practices.

The Chairperson of the National Commission on the Status of Women (NCSW) called on Governor Balochistan, Sheikh Jaffar Khan Mandokhail, at Balochistan House Islamabad to discuss women’s rights, access to justice, and inclusive development in Balochistan.

The Chairperson thanked the Honourable Governor for the opportunity to meet and appreciated his sustained efforts and commitment towards women’s empowerment and gender justice, including strengthening institutional response mechanisms, promoting education and awareness for women and girls, and supporting reforms to improve access to justice and reduce gender-based violence in the province.

The meeting was held in the context of the forthcoming NCSW visit to Quetta for the launch of the Gender Justice Forum – Balochistan Chapter, aimed at strengthening coordination among justice sector institutions, improving data and experience sharing, and enhancing responses to gender-based violence and women’s access to justice.

The Chairperson highlighted the importance of the Gender Justice Tracker established by NCSW to address rising violence against women and low conviction rates through accountability, monitoring, and evidence-based reforms.

Key discussions included women’s inheritance and property rights, workplace harassment, countering violent extremism (CVE), technology-facilitated gender-based violence (TFGBV), digital financial inclusion, climate justice, education, health, and women’s economic empowerment.

The Chairperson also briefed the Governor on key NCSW initiatives including the Complaint Management System, standardization of the Nikahnama, Child Marriage Restraint rules (with UNFPA support), workplace harassment law reforms, and the ongoing finalization of the TFGBV draft law.

Principal Secretary to the Governor briefed on Balochistan Government initiatives under the Rule of Law Roadmap, including legal aid strengthening, institutional coordination, and district-level GBV response mechanisms.

The role of Sardar Bahadur Khan Women’s University was highlighted as an anchor institution for advancing women’s leadership and strengthening anti-harassment systems.

The Honourable Governor, being Chancellor of the University of Balochistan, assured full cooperation and support for NCSW initiatives, awareness campaigns on child marriage, workplace harassment, Muslim family laws, and women’s economic empowerment.

The Chairperson reiterated that improving the lives of Baloch women and girls remains a top priority. The Governor assured full cooperation for the upcoming Quetta dialogue.
