FIA Strengthens Border Management through Strategic Partnership with IOM and
the Government of Japan
The Federal Investigation Agency (FIA), in collaboration with the International
Organization for Migration (IOM) and with the generous support of the Government of
Japan, marked the successful completion of a four-year project aimed at enhancing
Pakistan's border management capabilities.
The initiative has significantly strengthened FIA's operational capacity through the
provision of advanced biometric, IT, surveillance, communication, security and solar
systems across 21 operational locations nationwide. The project also supported FIA's
National Command and Control Centre (NC3), upgraded the FIA Training Academy,
and delivered specialized training to FIA officers on modern, rights-based border
management practices.
Three dedicated transport vehicles were also handed over to facilitate the safe and
dignified reception and onward transportation of returning migrants at Islamabad,
Karachi and Lahore International Airports.
The handover ceremony was attended by H.E. Akamatsu Shuichi, Ambassador of
Japan to Pakistan, Mio Sato, Chief of Mission of IOM Pakistan, Director General FIA Dr.
Usman Anwar, and senior officials from FIA, IOM and the Embassy of Japan.
FIA appreciates the continued support of the Government of Japan and IOM in
strengthening Pakistan's migration governance, combating transnational crime, and
promoting secure, humane and efficient border management.

Continuing its crackdown against corruption, the Federal Investigation Agency (FIA), Crime Circle Sukkur, conducted a successful raid at M/s Bismillah Communication, Main Road, Babarlo, District Khairpur, and exposed illegal deductions being made from payments of BISP.

During the operation, the accused, Najaf Ali s/o Naeem Ahmed was found present at the premises. Several BISP beneficiaries informed the FIA team that unauthorized deductions ranging from Rs. 500 to Rs. 1,000 had been made from their BISP payments.

The FIA recovered and seized three HBL Konnect biometric devices, one Tecno Spark Go mobile phone, 4 registers containing CNIC entries of BISP beneficiaries, and 2 original CNICs belonging to BISP beneficiaries. The accused failed to provide any lawful justification for the unauthorized deductions or for possessing the original CNICs of BISP beneficiaries.

Following the operation, an FIR has been registered and the accused was arrested. Further investigation is underway.

FIA Sukkur Zone remains committed to protecting public funds and safeguarding the rights of beneficiaries of government welfare programmes. Such operations will continue, and all those involved in exploiting deserving citizens will face strict legal action.

Continuing its crackdown against corruption, the Federal Investigation Agency (FIA), Crime Circle Sukkur, conducted a successful raid at the Passport Office, Mirpur Mathelo, District Ghotki, and exposed an agent mafia allegedly involved in demanding illegal gratification from passport applicants for facilitating passport-related services.

During the operation, a passport applicant disclosed that he had paid Rs. 6,500 to a private individual/security guard for obtaining a token and facilitating the processing of his wife's passport application, whereas the prescribed official passport fee was Rs. 4,500.

During the inquiry, it was identified that Abdul Wahab, a former security guard, is presently working privately within the Passport Office premises. Preliminary inquiry further revealed the involvement of agent Khalid Hussain and Abdul Wahab, who, in active connivance with each other and possibly with other accomplices, were allegedly engaged in demanding and receiving illegal gratification from passport applicants.

Following the operation, legal proceedings have been initiated and further investigation is underway.

FIA Sukkur Zone remains committed to eliminating corruption and dismantling the agent mafia. Such operations will continue, and all those involved in unlawful practices will face strict legal action.

With the technical support of the International Centre for Migration Policy Development (ICMPD) under the FJA-Pak Project, the Bureau of Emigration and Overseas Employment successfully organized a one-day capacity-building training on document security and verification for its officers and officials, with particular participation from the Protectorates of Emigrants. The training was conducted by Dr. Marya Jan of the Federal Investigation Agency - FIA, a recognised expert in document security.

The programme focused on strengthening participants' ability to identify genuine and fraudulent migration-related documents, including visas and other supporting documents commonly presented during the emigration process. Through practical demonstrations, real-life examples, and the latest verification techniques, participants were equipped with updated knowledge and skills to enhance document scrutiny, detect fraudulent practices, and contribute more effectively to safeguarding the integrity of Pakistan's overseas employment system.

The training session was exceptionally informative, well-structured, and highly interactive. Dr. Marya Jan demonstrated remarkable professional expertise, dedication, and commitment throughout the programme, ensuring that complex concepts were explained in a practical and engaging manner and that participants fully understood the techniques being taught. Her ability to encourage active participation and address operational challenges faced by field officers greatly enhanced the overall effectiveness of the training.

The Bureau of Emigration & Overseas Employment expresses its sincere appreciation to International Centre for Migration Policy Development (ICMPD) for its continued technical support under the FJA-Pak Project and to the Federal Investigation Agency - FIA for extending its professional expertise. مسافروں کی جعلی دستاویزات پر کلئیرنس کرنے میں ملوث امیگریشن اہلکار کو بھی حراست میں لے لیا گیا. مسافر فلائٹ نمبر FZ326 کے ذریعے یو اے ای جا رہے تھے. مسافروں میں محمد آکاش، شہازیب اور محمد شعیب شامل ہیں۔ مسافروں نے حاصل پور سے تعلق رکھنے والے ایجنٹوں کی ملی بھگت سے جعلی ریزیڈنٹ کارڈز پر یو اے ای جانے کی کوشش کی. مسافروں کو ایجنٹوں کی جانب سے جعلی ریزیڈنٹ کارڈ بذریعہ واٹس ایپ موصول ہوئے تھے۔ مسافروں نے جعل سازی سے خود او کے ٹو بورڈ کرنے کی کوشش کی جنہیں رنگے ہاتھوں گرفتار کیا. مسافروں نے جعلی دستاویزات کی تیاری اور امیگریشن کلئیرنس کے لئے بھاری رقوم ادا کی۔ مسافروں کے قبضے سے عمرے کے حوالے سے خفیہ طور پر چھپائے گئی دستاویزات بھی برآمد کر لی گئی

ابتدائی تفتیش کے مطابق مسافروں نے جعلی دستاویزات پر یو اے ای پہنچ کر عمرے ویزے کی دستاویزات پیش کرنا تھی۔ مسافروں نے بعد ازاں سعودی عرب سے غیر قانونی طور پر دیگر ممالک سفر کرنا تھا۔ امیگریشن اہلکار نے مسافروں کی امیگریشن کلئیرنس میں معاونت کی اور مسافروں کی غلط تفصیلات سسٹم میں شامل کیں۔ مسافروں کے قبضے سے برآمد ہونے والی جعلی سفری دستاویزات، خفیہ طور پر چھپائے گئے عمرے کے ویزے اور موبائل فونز کو قبضے میں لے لیا گیا

امیگریشن اہلکار اور مسافروں کو مزید قانونی کاروائی کے لئے اینٹی ہیومن ٹریفکنگ سرکل ملتان منتقل کر دیا گیا۔ مسافروں سے ایجنٹوں کی تفصیلات حاصل کی جا رہی ہیں۔ مسافروں سے مزید تفتیش جاری ہے۔
