Remarks of UN Secretary General at the Special Investiture Ceremony:

Your Excellency, Mr. President,
Your Excellency, Mr. prime
Ladies and gentlemen,
As-salam-alaikum.
Thank you. Shukriya.
My gratitude runs deep.
I am profoundly moved by this high honour.
I accept it on behalf of the women and men of the United Nations – serving around the world, including here in this great country.
I am nearing the end of my tenure as Secretary-General – and I was determined to make one last visit to Pakistan.
I have been a frequent traveler here going back to my days as UN High Commissioner for Refugees.
Through the years, I have seen the hospitality of the Pakistani people as you provided refuge to millions.
I have seen your solidarity and resilience as you confront the brutality of terrorism.
I have seen the heartbreak and devastation of epic floods and a climate crisis Pakistan did virtually nothing to cause.
I have seen the heroism and valor of Pakistani women and men serving as UN peacekeepers around the world.
I know the real Pakistan because I have seen the real Pakistan.
And so as I thank you for the award you bestow on me and the United Nations.
I want to also thank you for what you have given to the world.
I think the great poet-philosopher of Pakistan, Allama Iqbal, put it best.
He was speaking of individuals, but he could just as well have been speaking of a nation when he wrote the following:
“Build, with your handful of dust, a body stronger than a fortress,
And inside this body, let there be a heart that feels sorrow,
Like a stream flowing by a mountain.”
This is how I see the people of Pakistan.
A country of strength. A country of determination. A country of compassion and heart.
On behalf of a grateful United Nations, I thank you.

President confers Nishan-e-Imtiaz on UN Secretary-General António Guterres

President Asif Ali Zardari conferred Nishan-e-Imtiaz, one of Pakistan’s highest civil awards, on United Nations Secretary-General António Guterres in recognition of his distinguished international service, leadership of the United Nations and contribution to global peace and development.

The award, *first to any UN Secretary General by Pakistan*, was conferred in a special investiture ceremony held at Aiwan-e-Sadr this evening which was also attended by Prime Minister Muhammed Shehbaz Sharif, Speaker National Assembly Sardar Ayaz Sadiq, Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Speaker of the National Assembly, members of the Federal Cabinet, members of Parliament and members of the diplomatic corps.

Earlier, during a meeting with the UN Secretary-General, the President appreciated his principled leadership of the United Nations, his efforts for international peace, dialogue, diplomacy and peaceful settlement of disputes, as well as his constructive engagement with Pakistan and attention to the concerns of developing countries.

The President said Pakistan remains steadfast in its support for the Palestinian people and their right to self-determination. He appreciated the UN Secretary General’s consistent advocacy for Palestinian statehood and a two-state solution and said Pakistan would continue supporting efforts towards implementation of the relevant UN Security Council resolutions.

The President reiterated Pakistan’s commitment to peace and stability in South Asia, stressing that durable peace requires sustained dialogue between Pakistan and India as equal neighbours and resolution of all outstanding disputes, particularly Jammu and Kashmir, as agreed under the UN resolutions respecting the sentiments of the Kashmiri people.

The President also conveyed Pakistan’s position that the Indus Waters Treaty is a binding international agreement and cannot be unilaterally suspended or placed in abeyance. He stressed that water should not be used as a weapon and an instrument of political pressure and that Pakistan’s water rights under water treaty, recognized by international courts, under the treaty must be respected.

Discussing regional peace and diplomacy, President Zardari said Pakistan’s diplomatic efforts, including the Islamabad Talks, had been guided by the imperative of de-escalation, dialogue and protection of human life. He reaffirmed Pakistan’s readiness to facilitate diplomacy wherever it could be helpful, stressing that there is no alternative to dialogue for addressing regional disputes.

On counter-terrorism and Afghanistan, the President said Pakistan remains a committed partner in the global fight against terrorism and has made enormous sacrifices in this cause. He said Pakistan continues to face terrorism from groups operating from Afghan territory and has shared evidence concerning external support to terrorist proxies targeting Pakistan. He stressed that Afghan territory must not be used against Pakistan or any other country.

The President reaffirmed Pakistan’s commitment to dialogue and regional cooperation while safeguarding its people and territory in accordance with international law.

The President highlighted Pakistan’s longstanding contribution to United Nations peacekeeping, noting that more than 270,000 Pakistani peacekeepers had served in 48 UN missions across the world. He reaffirmed Pakistan’s firm commitment to UN peacekeeping as a vital instrument for maintaining international peace and security.

President Zardari appreciated Secretary-General’s leadership of the UN80 Initiative and supported efforts to make the United Nations more efficient, coherent and effective. He stressed that reform must safeguard the interests of developing countries, accelerate sustainable development and strengthen conflict prevention, peacekeeping and peacebuilding.

He expressed the hope that the next Secretary-General would carry forward the reform process while preserving the UN’s central role in peace, development and international cooperation.

On climate change, President Zardari said that for highly climate-vulnerable developing countries such as Pakistan, climate change poses an existential challenge. He called for stronger international action on mitigation, adaptation and climate finance.

Pakistan, he said, supports the democratisation of the United Nations Security Council and opposes the induction or expansion of unelected membership in the Council. It supports greater representation through elected, non-permanent members with equitable geographical representation.

The President appreciated Secretary-General Guterres’s personal solidarity following the devastating 2022 floods, including his visit to the affected areas and efforts to mobilise international assistance and facilitate the Geneva pledging process.

The President noted that the post-flood reconstruction effort had included the construction of 2.1 million climate-resilient homes, with ownership vested in women members of beneficiary households, describing the initiative as an important model linking climate resilience, reconstruction and women’s economic empowerment.

The UN Secretary-General said “through the years, I have seen the hospitality of the Pakistani people as you provided refuge to millions. I have seen your solidarity and resilience as you confront the brutality of terrorism. I know the real Pakistan because I have seen the real Pakistan. And so as I thank you for the award you bestow on me and the United Nations. I want to also thank you for what you have given to the world.”

From the UN side, during the meeting, Secretary-General António Guterres, Under-Secretary-General Rosemary DiCarlo and Resident Coordinator a.i. Pernille Ironside were also present.

Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Senator Sherry Rehman, Senator Saleem Mandviwalla and Former Federal Minister Naveed Qamar were also present on the occasion.

President calls for stronger ILO-Pakistan partnership focused on jobs, skills and safe labour migration

President Asif Ali Zardari has said that Pakistan sees the International Labour Organization as a strategic partner and stressed the need for a more practical and results-oriented partnership, with stronger technical support and resources for implementation at country level.

He said this while talking to Director-General of the International Labour Organization (ILO) Mr. Gilbert F. Houngbo, who called on him at Aiwan-e-Sadr.

The President said Pakistan attaches high importance to the ILO’s tripartite system and social dialogue. He highlighted the value of the Decent Work Country Programme 2023–27 and called for stronger implementation, particularly in employment, social protection, labour standards and workplace safety.

The President requested support for a comprehensive Pakistan Fair and Safe Labour Migration Framework covering recruitment, skills certification, employer matching, migration costs, contracts, protection abroad and reintegration. He also proposed an ILO-Pakistan partnership, “From Skills to Global Jobs”, to align technical and vocational training with the labour requirements of destination countries and facilitate decent employment opportunities for Pakistani workers.

President Zardari called for ILO facilitation in opening and strengthening labour-migration corridors with the Gulf, Europe, East Asia and other emerging destinations. He also sought ILO support to strengthen Pakistan’s labour-market information system, building on the country’s ratification of ILO Convention No. 160 on Labour Statistics.

The President appreciated the ILO’s work under Mr. Houngbo’s leadership, including the Global Coalition for Social Justice, the adoption of Convention No. 193 on Decent Work in the Platform Economy and efforts to promote fair recruitment and labour migration. He said these initiatives are relevant to Pakistan’s large young workforce and its growing digital and freelance economy.

He also highlighted Pakistan’s ratification of three important ILO instruments in March 2025: the 2014 Protocol to the Forced Labour Convention, the Maritime Labour Convention, 2006 and ILO Convention No. 160 on Labour Statistics. He invited the ILO to support Pakistan in translating these commitments into effective implementation through technical assistance, institutional strengthening and better labour-market data.

The President said Pakistan is finalising a National Occupational Safety and Health Policy and its implementation framework with ILO support.

The President welcomed the ILO reform initiative aimed at making the organisation more effective while protecting its core mandate and technical expertise. He also stressed the importance of fairness to staff, geographical balance and minimum involuntary layoffs.

Mr. Gilbert F. Houngbo appreciated Pakistan’s longstanding cooperation with the ILO and reaffirmed the organisation’s readiness to work with Pakistan on decent work, social justice, labour migration, skills development and occupational safety and health. He also briefed the President on the ILO’s priorities and its ongoing engagement with Pakistan.
