Prime Minister and Minister of Foreign Affairs and Expatriates Dr. Shaya Mohsin Zindani sent a message to the Yemeni people in areas under the control of the Houthi terrorist militia, in which he outlined the facts of the government’s position regarding the peace process and presented evidence demonstrating the militia’s responsibility for obstructing all initiatives aimed at ending the war and dragging Yemen into regional conflicts that do not serve its national interests.

Dr. Zindani noted that the government has exhausted all opportunities for peace and held the Houthis responsible for pushing the country into further conflict, warning that any attack by them will be met with a firm response to impose peace.

The Prime Minister explained that the government made significant efforts to resume flights from Sana’a International Airport and, in coordination with the Coalition, proposed practical solutions that preserve the independence of Yemenia Airways. However, the militia rejected these proposals, insisting on controlling the airline and its revenues, and continued misleading citizens by blaming the government for disrupting flights.

The Prime Minister’s message also recalled the steps taken by the legitimate leadership to achieve peace since 2022, and the hostile Houthi responses that followed—ranging from starving the population by preventing oil exports, to hijacking four civilian Yemenia aircraft, rejecting the roadmap, attacking global relief organizations, intimidating humanitarian workers, and arresting employees of UN‑affiliated agencies.

The Statement by His Excellency President of the Presidential Leadership Council, the Supreme Commander of Armed Forces
Our Great Yemeni people, Brave members of our Armed Forces and Security Services,

Further to the statement issued by the Presidential Leadership Council on 10 July 2026, which contained clear warnings regarding the repeated violations of Yemen’s sovereignty and outlined responsible initiatives aimed at sparing our country and people further escalation, the developments witnessed today confirm that the Houthi terrorist militias continue to pursue a course of action designed to undermine every opportunity for de-escalation and reject all initiatives intended to safeguard the interests of citizens and preserve Yemen’s security and stability.

Despite intensive efforts by our brothers and friends, as well as mediation initiatives and good offices aimed at containing the situation, the Houthi militias insisted on receiving another Iranian flight outside the legal and sovereign frameworks governing civil aviation.

This deliberate act demonstrates blatant disregard for state institutions and an explicit rejection of all efforts to prevent Yemen from sliding into further escalation.

What makes this conduct even more serious is that the the Government has consistently demonstrated, and continues to demonstrate, its readiness to resume civilian flights through Yemenia Airways, the national carrier legally authorized to operate flights to and from Sana’a International Airport.

The Government has also expressed its willingness to facilitate the transportation of Houthi militia personnel from Tehran to Sana’a aboard an aircraft chartered by Yemenia Airways.

This proposal would have protected the interests of Yemeni citizens, ensured the continued operation of the airport, and, at the same time, upheld the sovereignty of Yemen and its obligations under international law and the relevant United Nations Security Council resolutions.

The Houthi militias, however, rejected all of these initiatives and insisted on imposing a fait accompli outside the framework of state institutions.

This once again confirms that their objective has never been to serve the interests of citizens or alleviate their suffering, but rather to entrench division, undermine state institutions, drag Yemen into a broader conflict, and exploit civilians and national resources in pursuit of agendas that bear no relation to the interests of the Yemeni people.

The support provided by the Iranian regime for these actions, and the continued use of internationally sanctioned entities and companies to facilitate these violations, does not alter the fact that direct responsibility for this escalation rests with the Houthi militias, which have deliberately chosen to reject peace, renounce responsible initiatives, and continue violating Yemen’s sovereignty and the legitimacy established under international law.

In accordance with our constitutional responsibilities, the State of Yemen reaffirms that protecting its sovereignty, airspace, and land, maritime, and air borders is a national and constitutional duty that admits no compromise under any circumstances.

Accordingly, we direct the Government, the Armed Forces, and the Security Services to maintain the highest levels of readiness and vigilance, and to take all necessary political, diplomatic, and legal measures, as well as every legitimate action permitted under the Constitution and international law, to safeguard national sovereignty, prevent the recurrence of such violations, and protect the security and safety of citizens.

We hold the Houthi terrorist militias fully responsible for this escalation and for all consequences that may affect Yemen’s security and stability.

We further affirm that those who support and enable these actions likewise bear their legal and political responsibility for the continuation of these violations and for undermining the prospects for peace.

We also renew our call to the international community to move beyond condemnation and toward effective deterrence by enforcing United Nations Security Council resolutions, particularly Resolutions 2140 and 2216, and by implementing the sanctions regime with firmness in order to uphold the sovereignty of the Republic of Yemen and prevent these repeated violations from becoming an accepted reality that threatens regional and international peace and security.

My fellow Yemeni people,

Throughout every stage of this crisis, the State has consistently demonstrated the greatest commitment to international law, the strongest dedication to peace, and the deepest concern for protecting civilians and alleviating their suffering.

It will remain steadfast in this approach.

At the same time, however, it will never allow its commitment to peace to become a pretext for compromising its sovereignty or a means of imposing faits accomplis by force outside its legitimate institutions.

We have full confidence in the awareness of our great people, the courage of our Armed Forces and Security Services, the support of our brothers and friends, and the ability of our national institutions to overcome these challenges, strengthen national unity, restore state institutions, achieve security and stability, and ultimately realize the just and lasting peace that our people deserve.

Prime Minister: The government has exhausted all opportunities for peace, and the militia bears the responsibility for dragging the country into further wars.

Prime Minister and Minister of Foreign Affairs and Expatriates, Dr. Shaya'a Mohsen Al-Zindani, addressed a message to the Yemeni people in areas under the control of the Houthi terrorist militia. In his message, he outlined the government's position on the peace process and presented evidence of the militia's responsibility for obstructing all initiatives aimed at ending the war and dragging Yemen into regional conflicts that do not serve its national interests.

In his message, published on his page, the Prime Minister and Minister of Foreign Affairs emphasized that the Yemeni government was committed to giving the Saudi-Omani mediation efforts, which lasted for over a year and a half, a chance. He added that the government engaged positively with the various initiatives led by the United Nations and provided all necessary support to ensure a ceasefire and the commencement of a comprehensive political process, culminating in the roadmap that the government officially accepted. Meanwhile, the Houthi militia chose to renege on its commitments, resume military escalation, and undermine peace efforts.

He explained that the government has been keen throughout the past years to spare Yemenis the ravages of war, ensure the continuity of essential services, keep Sana'a Airport and Hodeidah Port operational, and maintain Yemen Airways flights, despite the Houthi escalation targeting economic facilities, particularly oil exports, in an attempt to deplete state resources and harm citizens' livelihoods.

Dr. Al-Zindani pointed out that the government exerted significant efforts to resume flights from Sana'a Airport and, in coordination with the Coalition, presented practical solutions that included purchasing or leasing new aircraft, or contracting with airlines, while preserving the independence of Yemen Airways and releasing its funds held in Sana'a. However, the militia rejected these proposals and insisted on controlling the company and its revenues, then continued to mislead citizens and blame the government for the flight disruptions.

The Prime Minister and Minister of Foreign Affairs affirmed that the Houthi militia has not only thwarted peace efforts but has also continued its violations against the Yemeni people. These violations include the seizure of Yemen Airways aircraft, targeting the national economy, repressing citizens, arresting UN and humanitarian workers, imposing levies and taxes, terrorizing tribes, and destroying infrastructure. This has exacerbated the suffering of the Yemeni people and deepened the humanitarian crisis.

He explained that the damage inflicted on Sana'a Airport, Hodeidah Port, and other infrastructure was a direct result of the militia's insistence on dragging Yemen into regional conflicts and implementing foreign agendas, instead of prioritizing the interests of the Yemeni people and responding to the peace opportunities that have arisen in recent times.

Dr. Al-Zindani emphasized that the government remains committed to a just and comprehensive peace as the strategic option for ending the suffering of the Yemeni people. He called on the Houthi militia to abandon its approach of war, return to the negotiating table, and engage in a political process that guarantees the participation of all national forces based on partnership and equal citizenship, rejecting the logic of force and the imposition of a fait accompli.

The Prime Minister and Minister of Foreign Affairs stressed that the militia’s continued military escalation and threat to national and regional security is no longer acceptable, noting that any new attacks will be met with a firm response that guarantees the protection of the state, the defense of citizens, and the imposition of security and stability, in a way that preserves the interests of Yemen and the security of the region, and creates the conditions for achieving the lasting peace that all Yemenis aspire to.

رئيس الوزراء: الحكومة استنفدت فرص السلام والمليشيا تتحمل مسؤولية جر البلاد إلى مزيد من الحروب

وجه دولة رئيس مجلس الوزراء وزير الخارجية وشؤون المغتربين الدكتور شائع محسن الزنداني، رسالة إلى أبناء الشعب اليمني، في المناطق الخاضعة لسيطرة مليشيا الحوثي الإرهابية، استعرض فيها حقائق الموقف الحكومي من مسار السلام، وكشف بالأدلة مسؤولية المليشيا عن إفشال جميع المبادرات الرامية إلى إنهاء الحرب، وإقحام اليمن في صراعات إقليمية لا تخدم مصالحه الوطنية.

وأكد دولة رئيس الوزراء وزير الخارجية، في الرسالة التي وجهها عبر صفحته في منصة "إكس"، أن الحكومة اليمنية، حرصت على منح الفرصة لجهود الوساطة السعودية العمانية التي استمرّت لمدة تجاوزت العام والنصف، وتعاملت بإيجابية مع مختلف المبادرات التي قادتها الأمم المتحدة، وقدمت كل ما يلزم لإنجاح مساعي وقف إطلاق النار والدخول في عملية سياسية شاملة، وصولاً إلى خارطة الطريق التي أعلنت الحكومة قبولها رسمياً، في حين اختارت المليشيا الحوثية التنصل من التزاماتها، والعودة إلى التصعيد العسكري وتقويض جهود السلام.

وأوضح أن الحكومة حرصت طوال السنوات الماضية على تجنيب اليمنيين ويلات الحرب، وضمان استمرار الخدمات الأساسية، وإبقاء مطار صنعاء وميناء الحديدة في خدمة المواطنين، واستمرار تشغيل الخطوط الجوية اليمنية، رغم التصعيد الحوثي الذي استهدف المنشآت الاقتصادية، وفي مقدمتها صادرات النفط، في محاولة لتجفيف موارد الدولة والإضرار بمعيشة المواطنين.

وأشار الدكتور الزنداني، إلى أن الحكومة بذلت جهوداً كبيرة لإعادة تشغيل الرحلات الجوية من مطار صنعاء، وقدمت، بالتنسيق مع التحالف، حلولاً عملية تضمنت شراء أو استئجار طائرات جديدة، أو التعاقد مع شركات طيران، مع الحفاظ على استقلالية الخطوط الجوية اليمنية والإفراج عن أموالها المحتجزة في صنعاء، إلا أن المليشيا رفضت تلك المقترحات وأصرت على السيطرة على الشركة وإيراداتها، ثم واصلت تضليل المواطنين وتحميل الحكومة مسؤولية تعطيل الرحلات.

وأكد رئيس الوزراء وزير الخارجية، أن المليشيا الحوثية لم تكتف بإفشال فرص السلام، بل واصلت انتهاكاتها بحق اليمنيين، من خلال احتجاز طائرات الخطوط الجوية اليمنية، واستهداف الاقتصاد الوطني، وقمع المواطنين، واعتقال موظفي الأمم المتحدة والعاملين في المجال الإنساني، وفرض الجبايات والإتاوات، وترويع القبائل، وتدمير البنية التحتية، الأمر الذي ضاعف معاناة الشعب اليمني وأدى إلى تعقيد الأزمة الإنسانية.

وأوضح أن ما تعرض له مطار صنعاء وميناء الحديدة والبنى التحتية كان نتيجة مباشرة لإصرار المليشيا على الزج باليمن في صراعات إقليمية وتنفيذ أجندات خارجية، بدلاً من تغليب مصلحة الشعب اليمني والاستجابة لفرص السلام التي توفرت خلال الفترة الماضية.

وشدد الدكتور الزنداني، على أن الحكومة ما تزال تؤمن بأن السلام العادل والشامل هو الخيار الاستراتيجي لإنهاء معاناة اليمنيين، داعياً مليشيا الحوثي إلى التخلي عن نهج الحرب والعودة إلى طاولة الحوار والانخراط في عملية سياسية تضمن مشاركة جميع القوى الوطنية على أساس الشراكة والمواطنة المتساوية، بعيداً عن منطق القوة وفرض الأمر الواقع.

وأكد رئيس الوزراء وزير الخارجية، أن استمرار المليشيا في التصعيد العسكري وتهديد الأمن الوطني والإقليمي لم يعد مقبولاً، مشيراً إلى أن أي اعتداءات جديدة ستواجه برد حازم يكفل حماية الدولة والدفاع عن المواطنين، وفرض الأمن والاستقرار، بما يحفظ مصالح اليمن وأمن المنطقة، ويهيئ الظروف لتحقيق السلام الدائم الذي يتطلع إليه جميع اليمنيين.
