Press Release regarding appointment of VCs for 9 Public Universities of Khyber Pakhtunkhwa

The Academic Search Committee, which includes distinguished academicians
and headed by former Chairman of the Higher Education Commission, Prof. Dr. Atta
ur Rahman, interviewed some 62 candidates from amongst the 124 applicants for
the prized positions of vice chancellors on March 13 and 14, 2017.

According to sources, the Committee has finalized separate panels of recommended candidates for each university, while a significant number of eligible, well-qualified and experienced academicians of BS-21 & 22 professors, who had 20-30 years’ experience of teaching, research and administration, were not even considered worth interview. We believe that the process seems to be absolutely non-transparent and totally unfair. We know that candidates with zero administrative experience were shortlisted for interview but those with much more experience having the capability of attracting foreign funding from multiple sources were ignored. The Search Committee shortlisted and interviewed even those candidates who were not eligible on account of their 65 plus years age. Certain other candidates called for interview were not eligible even for full professorship.
We thought that the irregularities should be a matter of serious concern for the Pakistan Tehreek-i-Insaf (PTI) government, which has been claiming that education and health were its top priorities.
"In this era of information technology the entire process of selection must be made transparent with proper quantification and should be only and only merit based. On the basis of the required selection criteria, candidates must be quantified with proper scoring and thereafter the process should proceed accordingly to save higher education in Khyber Pakhtunkhwa as it concerns the future of our corning generations,"

FACT OF THE CASE:
1. More than 90% members of the Academic Search Committee are from other provinces, does this province lack competent academic experts having integrity? Violation of Provincial Autonomy!
2. A total of 125 candidates were declared eligible but many of them were over age and less qualified yet declared eligible.
3. The Search Committee devised a formula to tabulate score of individual candidates but without obtaining Government’s approval or making it public it was applied to applicants. As a result almost half of the applicants were dropped from the list.
4. Why were the rest of candidates ignored? The reason and decision was not conveyed to them in time!
5. How the Search Committee interviewed candidates with more than 65 years of age on the day of interview?
6. How did the Search Committee interview candidates not even eligible for full professorship due to lack of required service length, non-Ph.D, and those with no administrative experience, under which law/authority?
7. We know some of the candidates have reported & submitted false information in their CVs but nothing was verified.
8. Why has the Quantification Formula been kept secret so far, under the access to information law every such document has to be made public to ensure transparency & merit?

We requested honorable Chancellor of the Khyber Pakhtunkhwa to intervene into the matter and the high level judicial committee may be constitutes to probe the case in detail.

CULTURAL EXCHANGE SCHOLARSHIPS PROGRAMME FOR year 2017
The Ministry of Inter Provincial Coordination (IPC) has assigned the task of conducting the GRE (Local) Subject wise test to the National Testing Service (NTS) for the subject scholarships.
Applications are invited for study abroad under the Cultural Exchange Scholarships Programme for the year 2017 for Master's and Ph.D studies in various subjects. The scholarships are expected from China, Turkey, Romania, Czech Republic, Slovak Republic, Mexico, Greece, Russia, South Korea and Italy. These scholarships are Fully Funded as the donor countries provide tuition fee, accomodation and monthly living allowance, which varies from country to country.
ELIGIBILITY CRITERIA:
The candidates must have completed Sixteen Years Education that is MA / MSc OR must hold four (04) years B.Sc/BS (Hons) in any subject, B.Sc (Engg), MBBS in the relevant field.
OTHER TERMS AND CONDITIONS:
1. Maximum age limit is 35 years on the closing date of applications.
2. Applicants having more than one second division in their academic career are not eligible to apply.
3. Attested copies of each supporting document (Matric to onward) including domicile certificate, must be sent with the application. The professional degree holders B.Sc Engg / MBBS, B.Sc/BS (Hons) should submit detailed marks certificate of each year.
4. The scholarships are awarded on merit determined on the basis of NTS Test score, observing Provincial/ Regional quota.
5. The candidates will have to take Language Course of the respective country (if applicable).
6. Students awaiting results are not eligible to apply.

♦ Applications must be received by NTS not later than 14-11-2016.
♦ NTS will not be responsible for late receipt of applications sent through post.
♦ Please deposit online through the prescribed deposit slip in the online branches of ABL, UBL, MCB or HBL. Application form and online deposit slip are available on NTS website.
♦ Candidates are required to send their applications to NTS Headquarters, Islamabad on prescribed forms along with online deposit slip (original).
♦ Candidate can also use printout of webpage containing their test related information as roll no. slip.
♦ Deposited amount is non-refundable and non-transferrable.

Appointment of VCs for 9 public universities
A number of academicians term process unfair, seek probe

PESHAWAR: A number of highly qualified and experienced academicians who were not called for interviews for the posts of vice-chancellors for nine public sector universities have termed the process unfair and urged the authorities to probe the matter before completion of the recruitment process.

The academic and search committee, which includes distinguished academicians and is headed by former chairman of the Higher Education Commission Dr Ataur Rahman, interviewed some 65 candidates from among the 238 applicants for the prized positions on April 21 and 22.

According to sources, the committee has finalised the list of recommended candidates for every university. However, owing to the ex-Pakistan leave of the Secretary Higher Education, the list is yet to be handed over to the Higher Education Department for further processing.

“The sooner we get the list, we would process it. As the secretary is on leave till Sunday, we hope we would get the list after her arrival,” a senior officer in the Higher Education Department told The News.

Meanwhile, a number of senior academicians from different universities approached this reporter to express their concern over the initial scrutiny of candidates and the short-listing and interview process.

A BS-22 professor with brilliant academic and research record, who had been shortlisted but not called for the interview, told The News on the condition of anonymity that the process was absolutely non-transparent and totally unfair.

“A significant number of eligible, well-qualified and experienced academicians have been left out from the interview. Some candidates were called for the interview the previous evening and late at night. On the other hand, academicians with 20-30 years experience of teaching, research and administration were ignored,” he alleged.

Another professor, also in grade 22 and was lot of experience, was of the opinion that the calibre of the academic and search committee convener was of course not questionable. “However, people who did the scrutiny and short-listing for the interview misguided the decision-makers and continued the pick and choose policy as done in the past,” he claimed.

Candidates with zero administrative experience were called while those with much more experiences having the capability of attracting foreign funding from multiple sources were ignored, he maintained.

“It is indeed astonishing that candidates with distinctive academics and rich experience who were initially shortlisted in the list of 44 candidates were not called for the interview while another group with less experience was included at the very last stage simply due to political pressure,” he alleged.

There were reports that even after the completion of the short-listing several candidates who had not been shortlisted were called for interview by phone or even SMS at the eleventh hour.An official of the Higher Education Department, who was part of the process, said that only a few applicants who had reached the age of superannuation had not been called for the interview. He said later on the insistence of some members of the search committee they were called a day before the interview. He rejected the reports about political pressure as baseless.

Some other candidates who were left out termed the entire process of selection and interview as eyewash as most of the incumbent vice-chancellors were given the opportunity to continue their job.

They said the irregularities should be a matter of serious concern for the Pakistan Tehreek-i-Insaf (PTI) government, which has been claiming that education and health were its top priorities.

The officials at the Higher Education Department on the other hand rejected the impression that irregularities were committed in the process and termed such allegations as totally baseless. A senior official told The News that they had handed over a detailed list of all the eligible candidates to the search committee and it was then its job to do the short-listing and call the candidates for interview.

He said they too along with the secretary Higher Education Department were astonished when some of the applicants were not called for interview. “We didn’t have any say in the final short-listing. The entire process was done in a completely transparent manner,” he insisted.
