گلگت(پریس ریلیز): ہائیر, ٹیکنیکل اینڈ اسپیشل ایجوکیشن ڈیپارٹمنٹ گلگت بلتستان کی جانب سے سیکریٹری محکمہ ہذٰا راجہ رشید علی صاحب نے صوبائی وزیرِ تعلیم گلگت بلتستان امان علی عامر صاحب کو آج نِیو سِول سیکریٹریٹ، جوٹیال گلگت کے کانفرنس ہال میں محکمانہ بریفنگ دی۔ جس میں محکمے کے دیگر آفیسرز نے بھی شرکت کی۔

سیکریٹری راجہ رشید علی صاحب نے بریفننگ کے دوران محکمہ کا پسِ منظر، کارکردگی اور مستقبل کی منصوبہ بندی تفصیل سے بیان کی۔ انہوں نے کہا کہ محکمے کے تمام ملازمین کالجز، ٹیکنیکل سینٹرز اور اسپیشل ایجوکیشن سنٹرز میں معیاری تعلیم کو پروان چڑھانے میں اپنا بھرپور کردار ادا کررہے ہیں۔ انہوں نے محکمے کے حوالے سے کچھ مسائل اور چیلنجز کی بھی نشاندہی کی، جس پر وزیرِ تعلیم نے ان مسائل کے حل کے لئے مکمل تعاون کی یقین دہانی کروائی۔

اس موقع پر وزیرِ تعلیم نے اظہارِ خیال کرتے ہوئے سیکریٹری کی جانب سے دی جانے والی محکمانہ بریفنگ اور محکمے کی کارکردگی کی تعریف کی اور کہا کہ تعلیم اور صحت کے شعبے ہماری اولین ترجیحات میں شامل ہیں اور ان شعبوں میں کوتاہی کسی صورت برداشت نہیں کی جائے گی۔

وزیرِ تعلیم نے مزید کہا کہ بحیثیتِ وزیر تعلیم میں اس محکمے کا چہر ہ ہوں اس محکمے کی تعمیر و ترقی اور معیارِ تعلیم کو جِلا بخشنے کے لئے میں اپنی تمام تر توانائیاں بروئے کار لاؤں گا اور مؤثر انداز میں ہر فورم میں وکالت کروں گا۔ ہم اپنے نیک اہداف اسی صورت حاصل کر سکتے ہیں جب ہم سب ایمانداری سے خدمات سر انجام دیں اور ٹیم ورک کو بروئے کار لائیں۔ انہوں نے کہا کہ تعلیم کی بہتری کے لئے ہمیں انتہائی سخت فیصلے کرنے ہونگے اور میرٹ اور شفافیّت کو ہر صورت میں ترجیح دینا ہوگی اور بدعنوانی سے محکمے کو بچانا ہوگا۔ جب تک اس طرح کے اقدامات نہیں اٹھائے جائیں گے تب تک محکمے میں اصلاحات (Reforms) لانا ممکن نہیں۔ انہوں نے تمام آفیسرز پر زور دیتے ہوئے کہا کہ آپ کی تمام تر ترجیح اور توجہ طالب علم پر ہونی چاہئے ۔ محکمے کا اصل مرکز ہی طالب علم ہے، لہٰذا طالب علموں کی تعلیم و تربیت کو اعلیٰ خطوط پر استوار کیا جانا ناگزیر ہے۔

وزیر تعلیم نے مُعلّم کی اہمیت اور تکریم پر بھی بات کی۔ انہوں نے کہا کہ مُعلّم محکمے کا انجن ہوتا ہے۔ پروفیسرز، ٹیچرز اور دیگر اسٹاف کے جائز مطالبات اور حقوق کی پاسداری ہم سب پر فرض ہے۔ انہوں نے مزید کہا کہ ہمارے اور آپ کے کندھوں پر انتہائی بھاری اور اہم ذمہ داری عائد ہوتی ہے، ہمیں اپنی خدمات عبادت سمجھ کر ادا کرنا ہونگی، تب ہی اس عظیم مشن میں ہمیں کامیابی حاصل ہو سکتی ہے۔ انہوں نے تمام آفیسرز کو مخاطب کرتے ہوئے کہا کہ میرٹ، شفافیّت اور انصاف کی فراہمی میں کسی کا بھی ناجائز پریشر نہ لیں۔ انہوں نے کالجز ، ٹیکنیکل سنٹرز اور اسپیشل ایجوکیشن سنٹرز میں طالبعلموں کی حاضری کو یقینی بنانے پر زور دیا اور حاضری اور نظم و ضبط کو قائم رکھنے کی سخت تلقین کی۔ انہوں نے مزید کہا کہ پرنسپلز اور اسٹاف کو تین سال کی روٹیشن کی بنیاد پر پوسٹنگ ہونی چاہئے۔ وزیرِ تعلیم نے اس امر پر بھی زور دیا کہ کالجز اور سینٹرز میں سلیبس کو مقررہ وقت پر معیاری انداز میں مکمل کیا جائے۔ انہوں نے اس بات پر بھی زور دیا کہ کوئی ٹیچر دفتری اوقات میں کاروبار، پرائیویٹ کالجز، اکیڈمیز یا ٹیوشن سنٹرز وغیرہ میں ملوث پایا گیا تو اس کے خلاف سخت کاروائی عمل میں لائی جائے گی۔ اس ضمن میں ٹیچرز دفتری اوقات یعنی صبح 9 بجے سے دوپہر 2 بجے تک اپنے ادارے میں رہنے کے پابند ہونگے ۔

وزیرِ تعلیم نے اساتذہ اور ہیومن ریسورس کی کمی کو پورا کرنے کے لئے ہر فورم میں آواز بلند کرنے اور کوششیں تیز کرنے کی یقین دہانی کروائی۔ انہوں نے اساتذہ کی استعدادِ کار بڑھانے کے لیے ٹریننگز کی فراہمی کا بھی وعدہ کیا۔

سیکریٹری راجہ رشید علی صاحب نے وزیرِ تعلیم امان علی عامر صاحب کی بریفننگ کے لیے تشریف آوری اور مسائل کے حل کی یقین دہانی پر ان کا خصوصی شکریہ ادا کیا اور وزیرِ تعلیم کی جانب سے جاری کردہ ہدایات اور احکامات پر عملدرآمد کے عزم کا اظہار بھی کیا۔
