GUIDELINES & MECHANICS OF THE CONTEST
1. Eligibility
o The contest is open to high school students (Grade 7–10) currently enrolled in any private or public school in Zamboanga City.
2. Schedule & Venue
o The competition will take place on September 4, 2026 (Friday), starting promptly at 9:00 AM at the KCC Mall de Zamboanga.
3. Registration Process
• Online Registration: Interested schools or teams must register exclusively through the official online registration link provided by the Zamboanga City Library. Please visit and follow the official page: Zamboanga City Library for the registration link https://forms.gle/pqyQXk4227y5Lans9
• Participant Confirmation: Upon completing the form, registering teams must upload or attach a school endorsement letter to confirm their intent to participate.
• Organizer Confirmation: A slot is only officially secured once the organizers review the submission and issue an official Confirmation Email/Notice to the team coach or adviser. Registration will automatically close once the target slots are filled.
4. Team Composition
o Each competing team must consist of three (3) members: two (2) Debaters (Mababalaraw) representing opposing views, and one (1) Moderator (Lakandiwa or Lakambini).
5. Language & Theme
o The entire piece must be originally written and spoken strictly in Chavacano. The topic of the debate must revolve around and complement the official theme.
6. Time Limit
o Each team is given a total of 8 to 10 minutes to deliver their complete piece. A deduction of one (1) point per minute or a fraction thereof will be applied for over-time.
7. Intellectual Property & Ownership
o Documentation and Written Pieces: All event documentation (including photo, video, and audio recordings) and copies of the written Balagtasan pieces submitted by the participants shall become the official property of Wiki Club Zamboanga and Zamboanga City Library. By participating, teams grant the organizers the right to archive, publish, digitalize, and utilize these materials for language preservation and educational purposes.
8. Data Privacy & Media Consent
o Data Privacy Compliance: In accordance with the Data Privacy Act of 2012 (R.A. 10173), all personal information collected during registration and the event will be processed strictly for tournament organization, documentation, and official reporting by the Zamboanga City Library.
o Photography & Videography Release: By entering this competition, participants, coaches, and guardians grant full permission to the organizers and official partners to capture photos, video recordings, and audio of the live performances. These materials may be publicly broadcast, shared on official social media platforms, or included in promotional and language-preservation portfolios without further compensation.
9. Criteria for Judging:
o Delivery & Elocution (Chavacano Mastery): 35%
o Content & Argumentation (Relevance to Theme): 30%
o Stage Presence & Poetic Expression: 20%
o Teamwork & Costume: 15%
o Total: 100%
10. The decision of the Board of Judges is final and irrevocable.
