The 𝐙𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 𝐂𝐢𝐭𝐲 𝐉𝐚𝐢𝐥 𝐌𝐚𝐥𝐞 𝐃𝐨𝐫𝐦𝐢𝐭𝐨𝐫𝐲 (𝐙𝐂𝐉𝐌𝐃), under the guidance of 𝐉𝐂𝐒𝐔𝐏𝐓 𝐀𝐌𝐀𝐃𝐎 𝐀 𝐂𝐎𝐍𝐂𝐄𝐏𝐂𝐈𝐎𝐍 𝐉𝐑, 𝐂𝐄𝐒𝐄, Regional Director of the Jail Bureau, and the leadership of 𝐉𝐒𝐔𝐏𝐓 𝐉𝐎𝐍𝐀𝐈𝐑𝐘 𝐅𝐋𝐎𝐑𝐎 𝐒𝐈𝐓𝐂𝐇𝐎𝐍, Jail Warden, proudly recognizes 𝐉𝐎𝟐 𝐀𝐋𝐋𝐀𝐍 𝐕 𝐀𝐍𝐃𝐑𝐀𝐃𝐄 for receiving a 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞 𝐨𝐟 𝐂𝐨𝐦𝐦𝐞𝐧𝐝𝐚𝐭𝐢𝐨𝐧 from the 𝐙𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 𝐂𝐢𝐭𝐲 𝐏𝐨𝐥𝐢𝐜𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐙𝐂𝐏𝐎), under the leadership of 𝐏𝐂𝐎𝐋 𝐅𝐈𝐃𝐄𝐋 𝐁𝐀𝐔𝐓𝐈𝐒𝐓𝐀 𝐅𝐎𝐑𝐓𝐀𝐋𝐄𝐙𝐀 𝐉𝐑, Police City Director, in recognition of his prompt and professional response during the shooting incident at the Ateneo de Zamboanga University (ADZU) High School, Barangay Tumaga, Zamboanga City, on August 18, 2026.

JO2 Andrade was recognized for his commitment, courage, and dedication to duty as one of the first responders during the incident. His prompt action, professionalism, and commitment to public safety contributed to the immediate management of the situation and provided valuable assistance to the responding police personnel.

The commendation was formally presented on September 7, 2026, at the Zamboanga City Police Office, Don Pablo Lorenzo Street, Zamboanga City. Meanwhile, the ZCJMD also recognized JO2 Andrade with a commendation on the same day during the flag-raising ceremony held inside the facility. The recognition highlighted his exemplary actions and demonstrated that the responsibility of a jail officer extends beyond the confines of the jail facility through service to the community.

ZCJMD extends its heartfelt congratulations to JO2 Andrade for this well-deserved recognition. His actions reflect the core values of the Jail Bureau and serve as an inspiration and an example worthy of emulation by fellow jail officers, bringing pride to the ZCJMD and the entire Bureau of Jail Management and Penology.

ZCJMD personnel, who joined barangay residents, government employees, and private sector partners in collecting garbage and clearing the shoreline as part of the continuing effort to protect and preserve the city's coastal areas.

The highlighted the importance of collective action, responsible waste disposal, and environmental stewardship in protecting the city's coastal resources. ZCJMD remains committed to supporting community-based environmental initiatives and strengthening partnerships with government agencies, local communities, and other stakeholders in promoting sustainable and responsible environmental practices.

The activity was held as part of the anniversary celebration of the CMSP and aimed to promote spiritual growth, values formation, and renewed hope among the PDL participants. Through meaningful discussions and interactions, the activity highlighted the importance of compassion, respect, forgiveness, hope, and personal transformation as essential values in the PDL journey toward rehabilitation and eventual reintegration into the community.

Also present during the activity was 𝐉𝐒𝐒𝐔𝐏𝐓 𝐀𝐁𝐍𝐄𝐑 𝐂 𝐙𝐀𝐌𝐎𝐑𝐀, Assistant Regional Director for Administration, who joined other officers, and personnel in commemorating the Bureau’s 35 years of dedicated service.

During the celebration, both jail wardens presented their respective accomplishment reports, highlighting significant strides in jail security, operational management, and the welfare and development of persons deprived of liberty (PDL) throughout the year. Personnel who demonstrated exemplary performance, dedication, and commitment to duty were likewise recognized for their valuable contributions to the attainment of their respective units’ goals and objectives.

The activity was graced by 𝐉𝐂𝐒𝐔𝐏𝐓 𝐀𝐌𝐀𝐃𝐎 𝐀 𝐂𝐎𝐍𝐂𝐄𝐏𝐂𝐈𝐎𝐍 𝐉𝐑 as the Guest of Honor and Speaker. In his keynote message, he acknowledged the visible developments, continuous hard work, and operational advancements achieved by the jail facilities over the years compared to previous decades.

"𝘈𝘯𝘨 𝘮𝘨𝘢 𝘢𝘤𝘤𝘰𝘮𝘱𝘭𝘪𝘴𝘩𝘮𝘦𝘯𝘵𝘴 𝘯𝘢 𝘪𝘯𝘺𝘰𝘯𝘨 𝘯𝘢𝘵𝘶𝘯𝘨𝘩𝘢𝘺𝘢𝘯 𝘯𝘨𝘢𝘺𝘰𝘯 𝘢𝘺 𝘯𝘢𝘨𝘱𝘢𝘱𝘢𝘵𝘶𝘯𝘢𝘺 𝘴𝘢 𝘭𝘦𝘷𝘦𝘭 𝘯𝘨 𝘱𝘦𝘳𝘧𝘰𝘳𝘮𝘢𝘯𝘤𝘦 𝘯𝘨 𝘢𝘵𝘪𝘯𝘨 𝘮𝘨𝘢 𝘦𝘮𝘱𝘭𝘦𝘺𝘢𝘥𝘰, 𝘬𝘢𝘵𝘢𝘺𝘶𝘢𝘯 𝘯𝘨 𝘱𝘢𝘴𝘪𝘭𝘪𝘥𝘢𝘥, 𝘢𝘵 𝘦𝘬𝘰𝘯𝘰𝘮𝘪𝘺𝘢 𝘯𝘨 𝘱𝘢𝘴𝘪𝘭𝘪𝘥𝘢𝘥 𝘢𝘵 𝘮𝘨𝘢 𝘦𝘮𝘱𝘭𝘦𝘺𝘢𝘥𝘰 𝘯𝘪𝘵𝘰,” JCSUPT CONCEPCION said, commending the PJA, ZCJMD, and ZCJFD for their sincere dedication, transparency, and commitment to public service.

In a poignant moment during his speech, he shared that the occasion marks his final BJMP Anniversary celebration as Regional Director prior to his upcoming retirement. He left a lasting challenge to the personnel of BJMP Region IX to continuously embody discipline, extend genuine compassion, and safeguard the agency’s credibility.

The joint celebration is an initiative and best practice championed by 𝐉𝐂𝐒𝐔𝐏𝐓 𝐂𝐎𝐍𝐂𝐄𝐏𝐂𝐈𝐎𝐍 in BJMP Region IX to bring the BJMP Anniversary celebration closer to personnel serving at the jail facility level. Recognizing that not all field personnel have the opportunity to attend the annual celebration facilitated by BJMP National Headquarters, the initiative provides an avenue for personnel in the field to actively participate in and personally experience the commemoration of the Bureau’s 35 years of service, accomplishments, and commitment to the Filipino people.

The Zamboanga City Jail Male Dormitory (ZCJMD), under the guidance of JCSUPT AMADO A CONCEPCION JR, CESE, Regional Director of the Jail Bureau, and leadership of JSUPT JONAIRY FLORO SITCHON, Jail Warden, welcomed the Regional Juvenile Justice and Welfare Committee (RJJWC) IX Inspectorate Team during their jail visitation and inspection earlier today, September 1, 2026.

During the visit, the Inspectorate Team interviewed two (2) persons deprived of liberty (PDL) who were alleged to be minors. The team looked into their status and welfare, including the necessary legal processes to determine their age and ensure that appropriate measures are taken in accordance with existing laws and policies concerning children in conflict with the law.

The activity was conducted as part of the RJJWC IX’s monitoring and inspection of detention facilities in Zamboanga City and Isabela City, particularly those handling cases involving alleged minors.

Through its continued cooperation with the RJJWC IX and other concerned agencies, ZCJMD remains committed to protecting the rights and welfare of all PDLs, particularly those who require special protection under the law.

Ang Zamboanga City Jail Male Dormitory (ZCJMD), sa ilalim ng pangangasiwa ni JCSUPT AMADO A CONCEPCION JR, CESE, Direktor ng Panrehiyong Tanggapan, at sa pamumuno ni JSUPT JONAIRY FLORO SITCHON, Warden ng Piitan, ay nakiisa sa paggunita ng Pambansang Araw ng mga Bayani, na ginanap nitong umaga, ika-31 ng Agosto 2026, sa Plaza Rizal, Lungsod ng Zamboanga.

Pinangunahan ang paggunita ni Hon. Capt. Khymer Adan T. Olaso, Alkalde ng Lungsod, kasama ang mga kinatawan mula sa iba’t ibang tanggapan ng pamahalaan, mga ahensya ng seguridad, mga beterano, paaralan, at mga organisasyong sibiko. Nag-alay ng mga bulaklak ang mga kalahok bilang pagpapakita ng paggalang at pasasalamat sa mga kalalakihan at kababaihang nagsakripisyo para sa kalayaan at kinabukasang tinatamasa natin ngayon.

Nagsilbi rin ang aktibidad bilang paalala sa lahat na ipagpatuloy ang iniwang halimbawa ng ating mga bayani sa pamamagitan ng tapat na paglilingkod, dedikasyon, at pagmamahal sa bayan.

Ang Zamboanga City Jail Male Dormitory (ZCJMD), sa ilalim ng pangangasiwa ni JCSUPT AMADO A CONCEPCION JR, CESE, Direktor ng Panrehiyong Tanggapan, at sa pamumuno ni JSUPT JONAIRY FLORO SITCHON, Warden ng Piitan, ay buong-pusong nagbibigay-pugay sa mga bayaning nag-alay ng kanilang buhay para sa kalayaan, kapayapaan, at kinabukasan ng ating bayan.

Kasabay nito, ating kinikilala ang mga makabagong bayani, mga ordinaryong Pilipinong patuloy na naglilingkod, nagsasakripisyo, at gumagawa ng kabutihan para sa kapwa at bayan.

Ang kabayanihan ay hindi lamang nasusukat sa dakilang sakripisyo, kundi sa araw-araw na pagpili na maglingkod, tumulong, at gumawa ng tama.
