PNP ARRESTS TWO MOST WANTED PERSONS, FACILITATES CTG MEMBER SURRENDER IN EASTERN VISAYAS
The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., reported the arrest of two high-profile wanted persons and the surrender of a Communist Terrorist Group (CTG) member in separate operations conducted by Police Regional Office 8 (PRO-8) on March 4, 2026 in Northern Samar, Eastern Samar, and Samar.
In Allen, Northern Samar, personnel of the Allen Municipal Police Station together with San Roque Municipal Police Station and the 1st Northern Samar Provincial Mobile Force Company arrested alias “Leo,” a 79-year-old Filipino male farmer and the region’s No. 7 Most Wanted Person. He was apprehended by virtue of a warrant of arrest issued on May 4, 2020 for murder, with no recommended bail. The suspect is now under police custody pending turnover to the issuing court for appropriate judicial proceedings.
Meanwhile in Borongan City, Eastern Samar, joint elements of the 801st Maneuver Company of the Regional Mobile Force Battalion 8, the Criminal Investigation and Detection Group, and the 1st Eastern Samar Provincial Mobile Force Company arrested alias “Ruel,” a 61-year-old Filipino male store owner listed as the National Capital Region Police Office’s No. 3 Most Wanted Person. The arrest was carried out by virtue of a warrant issued on August 8, 2022 for Acts of Lasciviousness with a recommended bail of Php180,000.00 and Lascivious Conduct with a recommended bail of Php200,000.00.
In a separate development in Marabut, Samar, personnel of the 2nd Samar Provincial Mobile Force Company together with the Regional Intelligence Unit 8 facilitated the surrender of alias “Sonnie,” a 44-year-old Filipino male farmer and former member of the Sub-Regional Committee SESAME of the Eastern Visayas Regional Party Committee. During the surrender, the individual also turned over one MK2 gr***de with faded markings suspected to be live. The surrenderer is currently under the custody of the 2nd Samar Provincial Mobile Force Company for proper disposition and assessment, including possible enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).
“These accomplishments demonstrate our sustained effort to locate wanted persons and prevent threats that endanger communities. Every arrest and surrender strengthens the rule of law and reinforces the responsibility of the police to protect the public,” said PNP Chief PGEN Jose Melencio C. Nartatez Jr.
“Patuloy nating pinapaigting ang operasyon laban sa kriminalidad at armadong grupo. Malinaw ang mensahe ng PNP—may puwang ang pagbabagong buhay para sa mga nais sumuko, ngunit pananagutan ang haharapin ng mga patuloy na lumalabag sa batas,” he added.
These accomplishments reflect the direction of the PNP Focused Agenda—an institutional framework of transformation designed to make police service more responsive and accountable to the public. At the heart of this agenda are key priorities that define the course of the PNP, particularly Enhanced Managing Police Operations, which strengthens the conduct of sustained law enforcement actions against fugitives and insurgency-related threats.
As the PNP sustains intensified law enforcement operations and encourages the peaceful reintegration of former insurgents under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
