ZAMBOANGA CITY โ€” The City Gender and Development (GAD) Office strengthened its commitment to youth mental health promotion as Hershey Pablo, a representative of the office, served as a resource speaker during the four-day Capacity-Building for Youth Peer Facilitators held from August 24 to 28, 2026, at the Grand Astoria Hotel, Zamboanga City.

The activity was organized by the Zamboanga Peninsula Center for Health Development (ZPCHD) through its Health Promotion Unit (HPU) under the Community Health Promotion Playbook Volume 2, specifically PA5: Peer Support Group for the Youth.

Pablo facilitated a session focused on mental health, highlighting its importance in the overall well-being of young people. The discussion provided participants with a deeper understanding of mental health concerns and the importance of having supportive environments where young people can openly express their emotions and seek help when needed.

As youth peer facilitators are often among the first people their fellow young individuals turn to when facing personal or emotional concerns, Pablo emphasized the importance of empathy, active listening, and providing appropriate support while recognizing when professional assistance may be necessary.

The capacity-building brought together LGU staff and youth leaders from various universities across the Zamboanga Peninsula. The participants were equipped with knowledge and practical approaches that they can use in establishing and strengthening peer support groups within their respective schools and communities.

Pabloโ€™s participation highlighted the important role of the City GAD Office in supporting initiatives that promote the holistic development and well-being of young people. Through collaborative efforts with health and education partners, the office continues to advocate for gender-responsive and youth-centered programs that address the diverse needs of the community.

The activity served as a platform to empower young leaders to become effective peer facilitators and advocates for mental health, helping foster a culture of understanding, compassion, and support among the youth.

The Department of Trade and Industry (DTI) Strengthens Gender Mainstreaming Through Four-Day GAD Training

ZAMBOANGA CITY โ€” The Department of Trade and Industry (DTI) Regional Office IX, through the RAPID Growth Project Regional Coordination Unit (RCU), conducted a four-day Gender and Development (GAD) Training and Seminar Series on August 11โ€“14, 2026, at Cecileโ€™s Resort, Tumaga, Zamboanga City.

The activity gathered 45 participants from across the Zamboanga Peninsula, aiming to enhance their understanding and application of gender-responsive approaches in their respective programs, projects, and activities.

As part of the training, DTI-9 invited the Gender and Development Services of the City Government of Zamboanga, through City Gender and Development Officer Wilfredo J. Aporongao, as a resource speaker.

Aporongao facilitated discussions on GAD Basic Concepts and S*xual Orientation, Gender Identity and Expression, and S*x Characteristics (SOGIESC). His sessions provided participants with a deeper understanding of gender and its role in development, while promoting awareness, respect, equality, and inclusivity among individuals regardless of their gender identity and expression.

The discussions also emphasized the importance of integrating gender perspectives into workplace practices and development initiatives to ensure that programs and services are responsive to the diverse needs of communities.

The four-day seminar served as a venue for knowledge-sharing and capacity-building, equipping participants with practical insights that can help strengthen gender mainstreaming within their respective offices and communities.

The initiative reflects the continuing commitment of DTI-9 and the RAPID Growth Project to promote inclusive and gender-responsive development throughout the Zamboanga Peninsula.

ZAMBOANGA CITY โ€” The Catalina Vda de Jalon Memorial School in Tumaga, under the Schools Division of Zamboanga City, Region IX โ€“ Zamboanga Peninsula, conducted a Teachersโ€™ Training on Gender and Development (GAD) on August 29, 2026, at Yubenco Global Ecotel, with 103 teachers and school personnel in attendance.

The training was organized to strengthen the participantsโ€™ knowledge and understanding of Gender and Development and promote the integration of gender-responsive principles in the schoolโ€™s programs, activities, and services.

As part of the activity, the school invited the City Gender and Development Services Office, represented by City Gender and Development Officer Wilfredo J. Aporongao, to serve as one of the resource speakers.

Aporongao discussed โ€œGAD Imperatives: Why Do We Do GAD?โ€, emphasizing the importance of understanding gender issues and addressing inequalities that affect individuals in different aspects of life.

He highlighted that GAD goes beyond compliance with policies and requirements. It is an approach that seeks to promote gender equality, equal opportunities, and inclusive development, while challenging gender stereotypes and practices that may contribute to discrimination and inequality.

The discussion encouraged teachers and school personnel to reflect on how gender perspectives can be integrated into the learning environment and in the delivery of school programs and services. Participants were also encouraged to become advocates of gender-responsive practices within the school and the wider community.

The activity provided an avenue for educators to broaden their understanding of GAD and recognize their important role in creating a safe, inclusive, and gender-responsive school environment.

Through the training, Catalina Vda de Jalon Memorial School reaffirmed its commitment to promoting gender equality and ensuring that GAD principles become an integral part of education and school development.

ZAMBOANGA CITY โ€” Young people in Barangay Culianan gathered for a meaningful learning session on S*xual Orientation, Gender Identity, Gender Expression, and S*x Characteristics (SOGIESC) as part of the barangayโ€™s Linggo ng Kabataan (Youth Week) Celebration on August 28, 2026, at the Barangay Culianan Covered Court.

The activity brought together students and young community members for an engaging discussion aimed at deepening their understanding of gender diversity, promoting respect for individual differences, and strengthening awareness of human rights and inclusion.

Initiated through the leadership of Hon. Allan Jacob A. Del Rosario, SK Chairperson of Barangay Culianan, the session formed part of the barangayโ€™s efforts to provide young people with meaningful opportunities for learning and dialogue on relevant social issues affecting their generation and communities.

Serving as resource speaker, Ms. Hershey Pablo facilitated an in-depth and relatable discussion on the fundamental concepts surrounding SOGIESC. She unpacked commonly misunderstood terms and emphasized the importance of recognizing and respecting the dignity and individuality of every person, regardless of s*xual orientation, gender identity, gender expression, or s*x characteristics.

The discussion likewise situated SOGIESC awareness within the broader context of human rights and inclusive development, highlighting the shared responsibility of individuals and communities in creating safe spaces where diversity is respected and discrimination, prejudice, and harmful stereotypes are challenged.

More than a conventional lecture, the session encouraged active participation among the attendees. Students and young participants raised thoughtful questions, shared reflections, and engaged in open exchanges of ideas, allowing them to clarify misconceptions and develop a deeper and more informed understanding of gender diversity and inclusion.

Representatives from the PCW conducted discussions and reviewed relevant documents and accomplishments presented by the City Government of Zamboanga. The activity also involved key personnel and offices responsible for planning, implementing, monitoring, and evaluating the cityโ€™s GAD initiatives.

The validation provided the city government with an avenue to demonstrate its good practices and initiatives in addressing gender-related concerns among its constituents. It likewise allowed the PCW and the LGU to exchange insights and identify areas that could be further improved to ensure more effective and responsive GAD implementation.

Beyond document review and assessment, the activity emphasized the importance of institutional commitment in integrating gender perspectives into government programs and services. It also reinforced the role of local governments in creating an environment where women, men, and persons of diverse SOGIESC can participate equally and benefit from development initiatives.

The City Government of Zamboanga reaffirmed its commitment to sustaining its GAD efforts and strengthening gender-responsive programs that address the diverse needs of its constituents.

The PCWโ€™s on-site validation reflects the continuing partnership between national and local government institutions in advancing gender equality, empowering communities, and promoting inclusive and responsive governance.

As the city continues to strengthen its GAD initiatives, the validation serves not only as an assessment but also as an opportunity to recognize progress, learn from good practices, and pursue continuous improvement toward a more gender-responsive Zamboanga City.

The Philippine Commission on Women (PCW) Visits Zamboanga City Facilities to Review GAD Programs

ZAMBOANGA CITY โ€” The Philippine Commission on Women (PCW) conducted a site visit on August 26, 2026, to assess the implementation of Gender and Development (GAD) programs and services in selected offices and community facilities in the city.

The visit covered the Gender and Development Services Office, Balay Silangan, Barangay Pasonanca, the Mendicants Facility, Barangay Culianan, and the Office of Councilor Hannah Nuรฑo.

The activity aimed to give the PCW delegation a firsthand look at how gender-responsive programs are being implemented at the local level and how government offices and communities respond to the needs of various sectors.

At the Gender and Development Services Office, the delegation was briefed on the cityโ€™s GAD programs, projects, and activities. Discussions focused on the officeโ€™s role in integrating gender perspectives into local government policies and services.

The delegation then visited Balay Silangan at barangay Pasonanca, where it observed community-based rehabilitation and reintegration efforts. The visit highlighted the importance of providing support and opportunities for individuals undergoing rehabilitation as they prepare to return to their communities.

Another stop was the Mendicants Facility at barangay Culianan, where the delegation observed services intended to assist vulnerable individuals. The visit provided an opportunity to examine how social support programs are delivered to people who need assistance and protection.

The series of visits allowed the PCW to gather information directly from local offices and communities while providing an avenue for dialogue and exchange of practices.
