WestMinCom conducts Inter-Agency Territorial Defense Operations Exercise 2026

Camp Navarro, Calarian, Zamboanga City (August 21, 2026)—

The Western Mindanao Command (WestMinCom) conducted the “KANLURANG MINDANAW” Inter-Agency Territorial Defense Operations (IA-TDO) Exercise 2026 on August 20, 2026, with military and partner agencies participating in joint territorial defense operations across the Western Mindanao Joint Operations Area (JOA).

The exercise formed part of WestMinCom’s efforts to strengthen territorial defense, in line with the Armed Forces of the Philippines’ (AFP) broader defense strategy. It simulated a large-scale regional security crisis involving maritime intrusion, armed infiltration, cyber-attacks, disinformation, attacks on critical infrastructure, and humanitarian emergencies.

The exercise tested the readiness and coordination of WestMinCom and its partner agencies in responding to a complex security crisis. The Philippine National Police (PNP), Philippine Coast Guard (PCG), Office of Civil Defense (OCD), Local Government Units (LGUs), Reserve Forces, and other partner agencies worked alongside WestMinCom in synchronized territorial defense, maritime security, airborne, urban security, humanitarian assistance, and evacuation operations. These activities also strengthened efforts to protect maritime areas and critical infrastructure, enhance maritime awareness, counter disinformation, and ensure a unified response to security and humanitarian challenges.

Maj. Gen. Jose Vladimir Cagara, Acting Commander of WestMinCom, emphasized that the exercise underscores the importance of a unified and coordinated response to emerging threats.

“Territorial defense is a shared responsibility. This exercise allows us to work closely with our partner agencies, improve our response to emerging situations, and ensure that we are ready to protect our communities, territory, and national interests,” Maj. Gen. Cagara said.

The IA-TDO Exercise 2026 reinforces WestMinCom’s commitment to strengthening whole-of-government preparedness and ensuring that military and civilian agencies remain capable of responding together to conventional and evolving security challenges affecting Western Mindanao.

Major General Cagara Assumes as Acting Commander of WESTMINCOM

Major General Jose Vladimir R. Cagara PA formally assumed the role of Acting Commander of the Western Mindanao Command (WESTMINCOM) during a Change of Command Ceremony held on August 17, 2026, at Camp General Basilio Navarro in Zamboanga City. The ceremony was presided over by Armed Forces of the Philippines (AFP) Chief of Staff General Antonio G. Nafarrete, with outgoing WESTMINCOM Commander Lieutenant General Donald M. Gumiran PA formally welcoming Cagara to the post.

During the ceremony, the leadership transition marked the formal turnover of command responsibilities within WESTMINCOM, which oversees military operations in Western Mindanao. The change of command provided an opportunity to recognize Gumiran’s service as outgoing commander while formally introducing Cagara as the command’s incoming acting leader.

The leadership transition is expected to ensure continuity in WESTMINCOM’s operations and responsibilities in the region. WestMinCom welcomes Maj. Gen. Cagara as Acting Commander

Camp Navarro, Zamboanga City (August 17, 2026) —

The Western Mindanao Command (WestMinCom) formally welcomed Major General Jose Vladimir Cagara as its Acting Commander during a Change of Command Ceremony presided over by General Antonio Nafarrete, Chief of Staff of the Armed Forces of the Philippines (CSAFP), on August 17.

The ceremony marked the formal turnover of leadership from Lt. Gen. Donald Gumiran, the Outgoing WestMinCom Commander and the current Commanding General of the Philippine Army (CGPA), to Maj. Gen. Cagara, as WestMinCom begins another chapter under new leadership while sustaining its mandate to maintain peace and security in Western Mindanao.

In his message, Gen. Nafarrete acknowledged Lt. Gen. Gumiran’s accomplishments and contributions during his tenure as WestMinCom Commander, recognizing his leadership in advancing the Command’s mission and strengthening its efforts in addressing security challenges across the area of responsibility.

Gen. Nafarrete also expressed confidence in Maj. Gen. Cagara as he assumes the leadership of WestMinCom, emphasizing the importance of continuity in the Command’s mission despite the change in leadership. He underscored that while commanders may change, the duty to serve and protect the Filipino people remains constant.

As Maj. Gen. Cagara assumes leadership of WestMinCom, the Command remains committed to sustaining its ongoing operations and strengthening its partnerships with government agencies, local communities, and other stakeholders in advancing peace and security in Western Mindanao.

WestMinCom brings humanitarian services to CAFGU Auxiliaries, families in Basilan

Basilan Province (August 15, 2026)—

The Western Mindanao Command (WestMinCom) brought essential humanitarian services closer to CAFGU Active Auxiliaries (CAAs), retired CAAs, and their families in Basilan through a two-day Humanitarian Service Caravan held on August 14 and 15 as part of its pre-anniversary activities.

In collaboration with Remote Area Medical (RAM) Philippines and other partner stakeholders, the caravan delivered a range of medical, dental, diagnostic, and social services to beneficiaries in two locations. The activity was conducted on August 14 at the 1101st Infantry Brigade (1101IBde) in Isabela City and continued on August 15 at the 32nd Infantry Battalion (32IB) in Sumisip, providing much-needed assistance to CAAs and their dependents.

The initiative brought essential services closer to the beneficiaries, including medical consultations, diagnostic services, dental care, and medicines. It also provided social assistance through food packs, hygiene kits, school supplies, rice packages, and supplemental feeding. They also enjoyed live military band performances, refreshments, and other welfare activities, offering them a meaningful and welcoming experience throughout the caravan.

The activity also highlighted the service and dedication of CAAs through an awarding ceremony conducted at the 32IB. The recognition honored deserving CAAs for their commitment and contributions to the mission of maintaining peace and security in their respective communities.

Maj. Gen. Jose Vladimir Cagara, Acting Commander of WestMinCom, emphasized that the humanitarian caravan reflects the Command’s continuing commitment to the welfare of the men and women who contribute to peace and security in Western Mindanao.

“Our CAFGU Active Auxiliaries and their families are an important part of the peace and security framework of our communities. Through this humanitarian service caravan, we are not only addressing their healthcare and basic needs but also showing our appreciation for their dedication and sacrifices in support of our mission,” Maj. Gen. Cagara said.

He likewise expressed appreciation to RAM Philippines and the other stakeholders whose support made the activity possible, underscoring the importance of collaboration in bringing meaningful services to communities.

The Humanitarian Service Caravan reflects the Command’s commitment to supporting the welfare of its personnel, their families, and partner communities while strengthening peace and stability in Western Mindanao.
