MANILA, Philippines — The Department of Agrarian Reform (DAR) gathered regional and provincial information officers, media writers, and graphic artists of Strategic Communications (StratComms) teams of the Support to Parcelization of Lands for Individual Titling (Project SPLIT) from Regions IX, X, XI, XII, and Caraga (Region XIII) for the AI Tools Training in Multimedia Content for Media Writers and Graphic Artists (Batch 2 - Mindanao Group), held from August 25 to 29, 2026, at the Manila Grand Opera Hotel.

The four-day intensive workshop aimed to strengthen the participants' knowledge and skills in utilizing various AI tools to enhance multimedia production capabilities and improve efficiency in content creation. Specifically, the program focused on promoting the responsible and ethical use of AI in government communication and information dissemination, while boosting overall productivity through workshops on basic to advanced AI prompting techniques.

Highlighting the necessity of adapting to modern technology, in his opening remarks, DAR Assistant Secretary Jose Jenil Demorito emphasized how AI bridges traditional communication methods with digital efficiency. "Gone are the days that we hammer on our typewriters," ASec. Demorito said. "Today, you will be taught how to talk to your own special AI assistant... to capacitate and empower yourself using the power of Artificial Intelligence."

The initiative was made possible through the support of the Foreign-Assisted and Special Projects Office (FASPO) Undersecretary Jesry Palmares, who approved the proposal and funding for the three-part AI training series serving Luzon, Visayas, and Mindanao StratComms teams. The program reinforces DAR’s commitment to maintaining high standards of public service communication, following recent commendations for the agency’s performance.

On the fourth day of the training, each region presented comprehensive status reports and updates on their ongoing StratComms and media support initiatives. These presentations allowed the Mindanao communicators to align their regional targets, share best practices, and integrate newly acquired AI-driven workflows into their localized media strategies.

Through rigorous, hands-on sessions, DAR and Project SPLIT communicators are expected to return to their respective regional offices fully equipped to lead ethical, professional, and effective AI-driven public information campaigns that showcase agrarian reform achievements.

The RPMD Foundation Inc. has released its Index of Governance (IOG) - Trust & Performance Ratings as of July 26, 2026. The "Boses ng Bayan" survey highlights the top-performing and most trusted Cabinet Secretaries in the Philippines based on public perception.

Department of Agrarian Reform Secretary Conrado M. Estrella III was among those recognized for strong performance and high public trust with a rating of 81.7 percent.

The survey noted DAR’s continued efforts in land distribution, farmers’ support, and bringing government services to rural communities under his leadership.

The IOG aims to reflect the voice of the people and measure how effectively government officials deliver on their mandate to serve Filipinos.

The Department of Agrarian Reform Region IX (DAR IX), through its Regional Project Management Office (RPMO), conducted the CY 2026 Midyear Performance Review and 2nd Semester Planning Session for the Support to Parcelization of Lands for Individual Titling (Project SPLIT) from July 14 to 15, 2026 at Badsbrotel Suites, Ipil, Zamboanga Sibugay.

In her opening message, OIC Regional Director and Regional Project Manager Engr. Jena C. Salaug emphasized the need for Region IX to conduct a thorough and honest evaluation of the first semester, given the remaining balances that need to be addressed before the year ends. She encouraged participants to use this activity as a venue for collaboration, knowledge sharing, and the replication of successful strategies across provinces.

Engr. Salaug also urged participants to discuss operational concerns openly and propose practical solutions. She highlighted that complex issues would be elevated to the Central Office. Additionally, she noted that this activity serves as an important preparatory step for the National Midyear Assessment scheduled for August.

The two-day activity provided an opportunity to assess the implementation status of Project SPLIT across the provinces of Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay. The review focused on physical accomplishments, fund utilization, and compliance with project requirements in accordance with national policies and the World Bank Environmental and Social Safeguards (ESS) Framework.

Participants reviewed provincial and regional achievements for the first semester of 2026, including progress in parcelization activities, title generation, and distribution targets. They also identified operational bottlenecks, implementation concerns, and emerging issues impacting project delivery in the field.

A major component of the activity was the formulation of provincial and regional catch-up plans to accelerate implementation and ensure the timely achievement of targets for the second semester. Commitments and agreements were made to address identified gaps and strengthen coordination among implementing units.

Attendees included third-level officials, division chiefs, planning officers, finance personnel, and selected technical staff from the DAR Regional and Provincial Offices in Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay.

Through initiatives such as the midyear performance review and planning session, DAR IX reaffirms its commitment to strengthening land tenure security and delivering individual land titles that empower ARBs and their families for generations to come.

CAGAYAN DE ORO CITY — To accelerate individual land titling for agrarian reform beneficiaries, the Department of Agrarian Reform (DAR) Region IX launched a four-day benchmarking and learning session here from July 5 to 8, 2026.

The activity, titled "Benchmarking Activity on Good Practices in Land Administration and Management System (LAMS-IVAS) and Land Classification Certification Processes," focuses on learning from the successful operational systems and inter-agency coordination mechanisms of DAR Region X and its partner Department of Environment and Natural Resources (DENR) offices.

Organized by the Regional Project Management Office (RPMO) in collaboration with the Provincial Project Management Offices (PPMOs), the initiative directly supports the ongoing Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The benchmarking mission comes at a critical time as DAR Region IX aligns its field operations with recent national policy issuances from the DENR, specifically:
• DENR DAO No. 2025-12: Standardizing procedures for the Land Administration and Management System Philippine – Inspection, Verification and Approval of Surveys (LAMS-IVAS).
• DENR DAO No. 2024-09: Streamlining the verification and issuance of Certification of Land Classification Status specifically for the SPLIT Project.

Because completing land survey verifications and securing land classification certifications require tight coordination with the DENR, learning from Region X’s established workflows will help Region IX bypass traditional bureaucratic bottlenecks.

The delegation from DAR Region IX aims to achieve several critical milestones during the four-day learning session:
• Study the exact operational steps taken by DAR Region X and the DENR in adopting the LAMS-IVAS protocol.
• Map out the precise requirements and coordination mechanisms that expedite land classification status certifications.
• Deepen the collaborative partnership between DAR and DENR to ensure seamless data-sharing and technical cooperation.
• Formulate concrete, localized action plans and policy recommendations to be immediately implemented upon the team's return to Region IX.

OIC-Regional Director Engr. Jena C. Salaug led the DAR Region IX delegation, alongside SPLIT Consultant Julita A. Ragandang, Project Engineer Ronald Gadaingan, and a dedicated technical team from the Regional and Provincial Project Management Offices (RMPMO/PPMOs).

Recognizing that land distribution requires synchronized inter-agency cooperation, the DENR delegation is led by no less than Regional Executive Director Cidur Julsadjin.

"This benchmarking activity is a vital venue for knowledge exchange. By studying the established systems and operational breakthroughs of our counterparts in Region X, we can adopt innovative approaches to resolve survey and land classification challenges much faster," said Engr. Jena C. Salaug. "Ultimately, this is about hitting our SPLIT Project targets and delivering swift agrarian justice to our farmer-beneficiaries."

By adopting these proven practices, DAR Region IX aims to significantly trim down wait times for individual land titles, empowering farmers and securing land ownership across the Zamboanga Peninsula.

The Department of Agrarian Reform Region IX (DAR IX) actively participated in the Assessment and Strategic Planning Workshop in collaboration with the Department of Environment and Natural Resources (DENR), Land Registration Authority (LRA), and Land Bank of the Philippines (LBP) for the Land Tenure Security Program (LTSP). This workshop was held on May 5-7, 2026 at Princesa Garden Island, Puerto Princesa, Palawan.

Spearheaded by the DAR Central Office through the Field Operations Office (FOO), the workshop brought together representatives from DAR Central Office, partner agencies, and regions from Mindanao, particularly Regions IX, X, and XI. This marked the second batch of the nationwide program review and coordination workshop. The initiative aimed to assess accomplishments, address operational concerns, and strengthen inter-agency coordination in the implementation of DAR’s land tenure programs and services.

The three-day workshop was facilitated by Atty. Rexie M. Maristela (OIC-Director, BLAD & BLTI, concurrent Director III of DAR Region IV-A), Engr. Manuel A. Nebreja (OIC-Assistant Director, BLAD); and Emmanuel A. Alfiler (OIC-Director IV, Planning Service). They focused on evaluating accomplishments, targets, and issues, as well as discussing Problems, Issues, Needs and Concerns (PINs), and Best Innovative Good Practices (BIGPs) of the regions for Calendar Years 2025 and 2026. Key program areas included Land Acquisition and Distribution (LAD), Government-Owned Lands under Executive Order No. 75, Completion of Documents and Payment of Land Transfer Claims (CDPLTC), Certificates of Condonation with Release of Mortgage (COCROM), Inspection, Verification and Approval of Surveys (IVAS), and the Support to Parcelization of Lands for Individual Titling (Project SPLIT).

Throughout the workshop, regional offices presented their respective accomplishments and operational updates to panelists from DARCO, DENR, LBP, and LRA. The event provided a platform for identifying implementation gaps, harmonize processes among agencies, and formulate strategies to improve program delivery on the ground.

A special “Undersecretary’s Hour for Field Operations” led by Undersecretary Atty. Kazel C. Celeste further provided participating regions to raise concerns, clarify policy directions, and align operational targets with DAR’s national priorities.

In her closing message, USec. Celeste emphasized that the workshop served as an important platform to synchronize efforts and strengthen coordination among partner agencies in delivering secure and sustainable land tenure programs for ARBs. “The technical expertise of the DENR, the legal stewardship of the LRA, and the financial and administrative support of the LBP are the gears that move this program forward. [...] Let us work harder and smarter, knowing that every title delivered is a step toward uplifting lives and ensuring the agricultural future of our country,” she stated.

The Department of Agrarian Reform Region IX (DAR IX) successfully conducted a Regionwide Stakeholders’ Engagement and Consultation on May 4, 2026, at the Zamboanga del Norte Cultural and Exhibition Center in Dipolog City.

This event marked another significant milestone in the advancement of agrarian reform in the region, during which Certificates of Condonation with Release of Mortgage (CoCRoMs), land titles, and Farm Machinery and Equipment (FMEs) were distributed to thousands of Agrarian Reform Beneficiaries (ARBs) and Agrarian Reform Beneficiary Organizations (ARBOs) throughout the Zamboanga Peninsula, including the newly integrated province of Sulu. This initiative highlights the government’s ongoing commitment to securing land tenure, enhancing agricultural productivity, and improving the lives of farmer-beneficiaries.

A major highlight of the event was the distribution of the final batch of 3,239 CoCRoMs . This distribution covered a total 11,003.54 hectares across Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay, benefiting 6,832 ARBs. With Sulu now part of Region IX, an additional 147 CoCRoMs covering 3,787 hectares were awarded to 143 ARBs from the province.

These certificates represent the condonation of unpaid land amortizations, including any accrued interests. This effectively freeing beneficiaries from long-standing financial obligations, enabling them to fully enjoy the benefits of land ownership.

In terms of land tenure, DAR IX also distributed a total of 219 land titles, covering 298.95 hectares and benefiting 204 ARBs across the region. Among these, 59 were Regular Titles comprising 57.68 hectares, awarded to 42 ARBs in Zamboanga del Norte and Zamboanga del Sur.

A total of 160 electronic titles (e-Titles) were distributed under the Support to Parcelization of Lands for Individual Titling (Project SPLIT). These titles covered an area of 241.27 hectares and benefited 162 ARBs from Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay. The issuance of e-Titles marks the transition from collective to individual ownership, which strengthens land tenure security and allows ARBs to manage and develop their lands more effectively.

In addition to land tenure support, DAR IX has turned over 26 units of farm machinery and equipment (FMEs) amounting to ₱11,010,000.00 to 16 ARBOs, benefitting a total of 4,272 ARBs. These interventions aim to boost farm productivity, reduce labor costs, and promote mechanized farming practices in the region.

The distributed equipment includes solar-powered irrigation pumps and mini four-wheel drive tractors for Zamboanga del Norte; floating tillers (mudboat type), corn shellers with dehuskers, and handheld post hole diggers for Zamboanga del Sur; as well as solar-powered pumps, multi-role power stations, and four-wheel drive tractors for Zamboanga Sibugay. These resources are expected to significantly enhance the operational capacity and income potential of the ARBOs.

The event was attended by key national and local officials, led by Department of Agrarian Reform Secretary Conrado M. Estrella III, who personally oversaw the distribution of CoCRoMs and Certificates of Land Ownership Award (CLOAs). He was joined by Undersecretaries Rowena Niña Taduran, Kazel Celeste, Amihilda Sangcopan, and Josef Angelo Martires.

A representative for the agrarian reform beneficiaries, Joseph Vallecer, conveyed gratitude on behalf of his fellow ARBs. Speaking in Bisaya, he expressed deep appreciation for the government’s responsiveness, highlighting how the program enabled him to regain access to the land he tills and secure his family’s livelihood. He also extended heartfelt thanks to the DAR leadership and the national government for prioritizing the welfare of farmers.

In his introduction of the keynote speaker, DAR IX Regional Director Atty. Ramon E. Madroñal, Jr. emphasized that the event reflected the tangible results of strong leadership and clear direction in implementing agrarian reform. He noted that the distribution of condonation certificates, land titles, and support services demonstrated how government programs translate into concrete benefits for farmers and agrarian reform beneficiaries.

Following this, Secretary Estrella reaffirmed the government’s commitment to bringing services closer to the people and uplifting the lives of farmers. Speaking in Bisaya, he underscored the dedication of public servants who continue to work tirelessly, often making personal sacrifices, to ensure that farmers -- who endure both heat and rain to feed the nation -- receive the support they deserve. He emphasized that such efforts are fulfilling, as they lead to meaningful change for those who need it most.

The program included interactive segments, such as trivia and parlor games, creating a celebratory atmosphere and allowing participating ARBs the chance to win prizes, facilitated by USec. Rowena Niña Taduran.

In attendance were DAR IX Assistant Regional Director for Operations (ARDO) Engr. Jena Salaug, Assistant Regional Director for Administration (ARDA) Rizzel Villanueva, and Regional Agrarian Reform Adjudicator (RARAD) Atty. Jessica Agagon, along with all Municipal Agrarian Reform Program Officers (MARPOs) from Region IX. Additionally, representatives from partner agencies -- including the Land Bank of the Philippines, Land Registration Authority, Department of Environment and Natural Resources, and the Philippine National Police -- were present. This demonstrates strong inter-agency and multi-sectoral support for agrarian reform initiatives.

On March 26, 2026 or the second day of the Problem-Solving cm Consultation with Civil Society Organizations (CSOs) focused on deepening discussions and developing concrete solutions to challenges faced in project implementation.

The morning began with a recap of the previous day’s events, followed by an energizer. Thereafter, and building on the initial sessions held the day prior, participants engaged in focused group discussions aimed at identifying and addressing Problems, Issues, Needs, and Concerns (PINCs) across key areas: Environmental and Social Safeguards (ESS); Grievance Redress Mechanisms (GRM); Administrative Order No. 02 (on Legal and Parcelization Processes); Joint Administrative Order No. 01 (on re-issuance of Owner's Duplicate Copy of CCLOA and correction of entries); Support Services; and other related matters.

During these sessions, CSOs, field offices, and project implementers worked together to analyze PINCs and propose practical, field-based solutions. These discussions encouraged open dialogue and strengthened the role of CSOs as active partners in monitoring and improving project implementation.
Following the workshop, Engr. Alfonso A. Tan, PARPO I and ESS Coordinator for Zamboanga del Norte, presented in plenary the consolidated list of PINCS identified during the focused group discussions, along with corresponding resolutions and recommended actions.

In her closing remarks, PARPO II Daisy Dell S. Digamon underscored the importance of collaboration in achieving meaningful outcomes. “Through continued dialogue, cooperation, and mutual support, we are better equipped to respond to challenges and find solutions that are both practical and inclusive. More importantly, when government and civil society work hand in hand, we create outcomes that are more responsive and meaningful to the communities we serve,” she said. She further emphasized that this spirit of partnership should continue beyond the consultation, highlighting that sustained cooperation is key to successfully implementing the project and uplifting the lives of agrarian reform beneficiaries.

The consultation continues to serve as a vital platform for aligning policies with field realities, reinforcing DAR IX’s commitment to transparency, efficiency, and inclusive governance in delivering agrarian reform services.

𝐃𝐀𝐑 𝐈𝐗, 𝐒𝐭𝐚𝐤𝐞𝐡𝐨𝐥𝐝𝐞𝐫𝐬 𝐋𝐚𝐮𝐧𝐜𝐡 𝐏𝐫𝐨𝐛𝐥𝐞𝐦-𝐒𝐨𝐥𝐯𝐢𝐧𝐠 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐒𝐏𝐋𝐈𝐓

The Department of Agrarian Reform IX (DAR IX), through the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, conducted a three-day Problem-Solving cm Consultation with Civil Society Organizations (CSOs) from March 25 to 27, 2026 at Villa Marietta Grand Hall, Royal Farm Resort, Dipolog City, Zamboanga del Norte.

The event brought together around 70 representatives from CSOs and Peoples Organizations (Pos), along with DAR officials, field implementers, and Project SPLIT personnel. Representatives from the World Bank, a key partner of Project SPLIT, also participated in the consultation via online teleconferencing.

The SPLIT Project, co-funded by the World Bank, aims to fast-track the parcelization of Collective Certificates of Land Ownership Award (CCLOAs) and facilitate the issuance of individual e-Titles to qualified agrarian reform beneficiaries (ARBs). As implementation progresses, various technical and operational challenges have emerged in the field, prompting the need for a collaborative platform to address gaps and improve project delivery.

In his opening remarks, Regional Director Atty. Ramon E. Madroñal, Jr. emphasized the vital role of CSOs in ensuring the project’s success. He stressed that their active participation is essential in identifying gaps and crafting practical solutions, noting that the consultation serves as a follow-through engagement to strengthen collaboration and improve on-the-ground implementation.

From the DAR Central Office, Bureau of Land Tenure Improvement (BLTI) Director and concurrent ESS Lead Coordinator Lilibeth G. Lee, CESO IV, underscored that the consultation was designed as a localized stakeholder engagement to gather direct insights from field offices and partner organizations. She encouraged participants to raise specific landholding concerns during workshop sessions, emphasizing that their inputs are crucial in speeding up the implementation of Project SPLIT and improving the delivery of agrarian reform services.

World Bank Task Team Leader for Project SPLIT, Kathrine Kelm, attending virtually, highlighted the complexity of parcelization, noting that it requires strong coordination and sustained partnerships among stakeholders. She expressed appreciation for the support of CSOs and emphasized that land titling is only the first phase, with a second phase focused on support services for ARBs through the proposed Inclusive Partnerships for Agrarian Reform Communities (IPARC), targeted for implementation in 2027. She encouraged participants to openly share their insights on how to improve and accelerate processes.

Meanwhile, Director Jamil P. Amatonding Jr., of DAR Central Office Client Relations Service (CRS), provided context regarding the roots of agrarian reform by explaining that land distribution stems from the government’s long-standing commitment to bring services closer to farmers. He noted that Project SPLIT not only ensures individual land ownership but also aims to provide support services that will help farmer-beneficiaries improve productivity and contribute to food security. He reaffirmed that the Department remains committed to listening to and addressing the concerns of ARBs to help uplift their lives.

Following the welcoming messages, discussions ensued. An introduction to Project SPLIT was given by Project Engineer Ronald Y. Gadaingan, followed by an overview of Environmental and Social Safeguards (ESS) and World Bank standards by ESS Specialist Joemar B. Lacaya. In the afternoon, key technical discussions on the following took place: Grievance Redress Mechanisms presented by the Regional Agrarian Reform Adjudicator, Atty. Jessica T. Agagon; Administrative Order No. 02, Series of 2024 covering Legal Processes, Qualifications and Disqualifications of ARBs by RMPO Legal Specialist Atty. Adrian Fabian, and on the Parcelization Process by Engr. Ronald Y. Gadaingan.

Following these key presentations were discussions led by Atty. Carrie Nizva Refugio, Chief Legal of Zamboanga Sibugay, on the DAR-LRA Joint Administrative Order No. 01, Series of 2024. This order clarified the procedures related to land registration and coordination. Additionally, Assistant Regional Director for Operations Engr. Agnes Y. Maata also emphasized the importance of support services, highlighting the need to complement land tenure security with development interventions for agrarian reform beneficiaries (ARBs).

Expected outputs of the event include a consolidated list of Problems, Issues, Needs and Concerns (PINCs) with corresponding resolutions, as well as Operational Directives and Agreed Ways Forward to guide the next steps of Project SPLIT implementation in the region, which will be undertaken tomorrow, March 26, during Day 2 of the event.

Through this initiative, DAR IX reaffirms its commitment to inclusive governance and continuous collaboration with CSOs, ensuring that agrarian reform programs remain responsive, effective, and beneficial to farmers and rural communities across the Zamboanga Peninsula.
