The two-day Mandatory Training on Fundamentals of Cooperatives conducted on May 26-27, 2026 by the Provincial Cooperatives Development Office (PCDO) of the Provincial Government of Catanduanes, in partnership with the Provincial Cooperative Development Council (PCDC) and in coordination with the Cooperative Development Authority (CDA) Region V, successfully concluded at Isla Grande Inn, Sta. Elena, Virac, Catanduanes.

The activity brought together officers, members, and representatives of various cooperatives in the province with the aim of strengthening their understanding of the principles, values, governance, and operations of cooperatives pursuant to the provisions of Republic Act No. 9520 or the Philippine Cooperative Code of 2008 and CDA Memorandum Circular No. 2015-09 on mandatory trainings for cooperative officers and members.

The training formally opened with the opening remarks and acknowledgement of participants delivered by Mr. Ophar June V. Dy, Designate Head of PCDO, who briefly emphasized the legal basis and significance of the training in ensuring compliance, good governance, and sustainability among cooperatives. This was followed by an inspirational message from Mr. Crispin S. Lopez, Chairperson of the Provincial Cooperative Development Council (PCDC), who underscored the important role of cooperatives as partners in community development and inclusive growth.

The participants greatly benefited from the expertise and insightful discussions of the Resource Speaker, Ms. Regin M. Aycocho, Cooperative Development Specialist II of CDA Albay, who comprehensively discussed the fundamental concepts, principles, and responsibilities within the cooperative movement. The activity was efficiently facilitated and hosted by Ms. Antonette Rubio, Cooperative Development Specialist II of PCDO, who served as the emcee throughout the two-day training.

Throughout the activity, participants demonstrated active engagement through workshops, sharing of experiences, and meaningful queries, reflecting their eagerness to learn and further strengthen their respective cooperatives.

The successful conduct of the training highlights the continuing commitment of PCDO, PCDC, and CDA Region V in promoting cooperative education, capability-building, and empowerment among cooperatives in the Province of Catanduanes.

The Provincial Cooperatives Development Office (PCDO) of the Provincial Government of Catanduanes, in partnership with the Provincial Cooperative Development Council (PCDC) and in coordination with the Cooperative Development Authority Region V, is currently conducting the Mandatory Training on Fundamentals of Cooperatives at Isla Grande Inn from May 26-27, 2026.

This activity gathers officers, members, and representatives of various cooperatives in the province to strengthen their understanding of the basic principles, values, and concepts of cooperativism pursuant to the provisions of Republic Act No. 9520 and existing CDA issuances requiring mandatory trainings for cooperative officers and members.

The training serves as an important avenue to deepen the participantsโ€™ appreciation of the cooperative identity, democratic governance, membersโ€™ roles and responsibilities, financial stewardship, and the vital contribution of cooperatives in promoting inclusive growth and community development. It also aims to equip cooperators with the necessary knowledge and skills to ensure that their respective cooperatives remain compliant, sustainable, responsive, and resilient amidst the changing economic and social landscape.

Last April 30, 2026, the Provincial Cooperatives Development Office (PCDO) of Catanduanes, through Mr. Ophar June V. Dy, Designate PCDO, participated in the Organizational Meeting of the Municipal Cooperative Development Council (MCDC) of San Andres, Catanduanes in collaboration with the Municipal Cooperative Development Office (MCDO) of San Andres through Mr. Renold Suarez, MCDO Designate, as part of the officeโ€™s continuing advocacy in strengthening cooperative development mechanisms at the local level.

The activity was conducted with the full support of Mayor Aly Romano through Hon. Joal Cocjin, OIC, who graced the activity and expressed the municipalityโ€™s support for strengthening the cooperative sector and fostering collaborative governance among cooperatives and stakeholders.

During the meeting, Mr. Dy discussed the legal basis and salient provisions of CDA Memorandum Circular No. 2022-03 or the โ€œGuidelines on the Structure, Organization and Operation of Cooperative Development Councils (CDCs),โ€ which serves as the framework for the establishment and operation of CDCs nationwide.
