✨️ 𝗔 𝗪𝗼𝗺𝗮𝗻’𝘀 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵, 𝗔 𝗟𝗲𝗮𝗱𝗲𝗿’𝘀 𝗛𝗲𝗮𝗿𝘁: 𝗧𝗵𝗲 𝗝𝗼𝘂𝗿𝗻𝗲𝘆 𝗼𝗳 𝗝𝗮𝗶𝗱𝗲 𝗧𝗮𝗿𝗻𝗮𝘁𝗲 𝗕𝗲𝗿𝗻𝗶𝘀𝗰𝗮

In celebration of Women’s Month with the theme “WE for Gender Equality and Inclusive Society” and sub-theme “Lead Like the Babaylans, Filipinas,” we honor the life and service of Jaide Tarnate Bernisca, Punong Barangay of P. Vera (Summit), Viga, Catanduanes.

Born into a family of thirteen, Jaide was raised by her parents, Francisco Taroy Tarnate, a fisherman, and Lionida Bernal Bulalaque, a fish vendor. As the third among many siblings, she learned early the values of hard work, sacrifice, and responsibility.

At a young age, she helped her family by selling fish, especially as her mother often fell ill. These experiences shaped her resilience and strengthened her determination to overcome life’s challenges.

Despite hardships, Jaide carried with her the strong values instilled by her parents—faith, discipline, and perseverance. Their guidance, especially their commitment to attending church regularly, became a lasting source of strength and inspiration in her life.

From humble beginnings, Jaide rose to serve her community in various capacities, eventually becoming Punong Barangay. She is now at the end of her third term in office, marking years of consistent and dedicated public service.

Her leadership and commitment were further recognized when she became the 𝙤𝙣𝙡𝙮 𝙬𝙤𝙢𝙖𝙣 𝙋𝙪𝙣𝙤𝙣𝙜 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝙖𝙬𝙖𝙧𝙙𝙚𝙙 𝙖𝙨 𝙏𝙤𝙥 𝙋𝙚𝙧𝙛𝙤𝙧𝙢𝙞𝙣𝙜 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝘾𝙖𝙥𝙩𝙖𝙞𝙣 𝙞𝙣 2025—a testament to her dedication, effectiveness, and the trust she has earned from her community.

As a leader, Jaide practices patience, compassion, and responsibility. She encourages the youth to actively participate in community programs and reminds them to respect and value their parents, recognizing that strong family values are the foundation of a better society.

She also continues to support programs on health, livelihood, and the protection of women and children, reflecting her commitment to inclusive and compassionate leadership.

DSWD Conducts Service Delivery Capacity Assessment at LGU-Viga

In line with the government’s continuing efforts to strengthen Local Social Welfare and Development Offices (LSWDOs), the Department of Social Welfare and Development (DSWD) Field Office V, through its Technical Assistance, Advisory, and Other Related Support Services (TAAORSS), conducted a Service Delivery Capacity Assessment (SDCA) at the Local Government Unit of Viga (LGU-Viga) on Tuesday, March 24, 2026.

The SDCA aims to reassess and further strengthen the collaborative partnership between the local government and DSWD, ensuring that local service delivery aligns with established national standards.

The assessment team was led by Jake Laruan Thomas. The activity concluded with an exit conference where key findings and strategic recommendations were presented. These will serve as the empirical basis for tailoring DSWD’s continued technical support to address the specific developmental needs of LGU-Viga.

Local Chief Executive Hon. Jennifer M. Tuplano conveyed her support for the initiative and acknowledged the recommendations provided by the assessment team. The discussions highlighted ongoing efforts to address service gaps and further improve the delivery of basic services to the community.

Meanwhile, the Municipal Social Welfare and Development Office (MSWDO) of Viga reaffirmed its commitment to enhancing its service delivery through the implementation of the assessment’s recommendations, ensuring more responsive and efficient services for the community.

In celebration of Women’s Month with the theme “WE for Gender Equality and Inclusive Society” and sub-theme “Lead Like the Babaylans, Filipinas,” we recognize the inspiring journey of Maria Gina Z. Ogalinola, 65, a dedicated public servant from Brgy. Del Pilar, Viga, Catanduanes.

Life was not easy for Gina. Growing up in hardship, she was not able to finish her education, even though she once dreamed of becoming an engineer. But instead of giving up, she turned her struggles into strength—choosing to build a better future for her family.

As a mother of three, she worked hard to ensure that her children would achieve the dream she once had—to finish their education. Today, her sacrifices are bearing fruit: one child has already graduated from college, another is about to finish, and her youngest is currently in college.

Her dedication to service extended beyond her family. From 2007 to 2013, she served as a Barangay Kagawad, and from 2013 to the present, she continues to serve as a three-term Punong Barangay, a testament to the trust and confidence of her community.

For Gina, leadership is not easy—but it is fulfilling. Despite the challenges that come with public service, she remains committed, seeing every experience as an opportunity to inspire others, especially fellow women.

✨ ️𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡 𝐁𝐞𝐡𝐢𝐧𝐝 𝐒𝐞𝐫𝐞𝐧𝐢𝐭𝐲: 𝐓𝐡𝐞 𝐒𝐭𝐨𝐫𝐲 𝐨𝐟 𝐏𝐚𝐮𝐥𝐢𝐧𝐞 𝐉𝐚𝐝𝐞 𝐀𝐯𝐞𝐥𝐢𝐧𝐨

In celebration of Women’s Month with the theme “Lead Like the Babaylans, Filipinas,” Pauline Jade Avelino embodies the quiet yet powerful strength of a modern Filipina who leads with discipline, resilience, and purpose.

At a young age, Pauline carried the responsibility of helping support her family as a breadwinner. These early challenges shaped her perseverance and determination, eventually guiding her to become a Nutritionist-Dietitian and an accomplished endurance athlete.

One of the most remarkable milestones in her athletic journey was becoming the Overall Female Champion of the Camsur 100 Miles (165 km) Ultramarathon, one of the most grueling endurance races in the country. Completing this extraordinary distance requires not only physical strength but also exceptional mental endurance, discipline, and resilience.

Beyond this achievement, Pauline has also earned numerous victories in endurance races across the Philippines, including being Overall Female Champion in the Philippine Marine Corps Ultramarathon 50 km, Peñafrancia Marathon 42 km, Philippine Marine Marathon 42 km, and the Abaca Ultramarathon 50 km in Catanduanes, among many other competitions.
Despite balancing the demands of her profession and athletics, Pauline believes that true strength is not only about pushing forward but also about recognizing the importance of rest and self-care. For her, rest is not a sign of weakness but an essential part of growth and renewal.

Through her work in health education and endurance sports, Pauline inspires others to care for their physical and mental well-being while pursuing their dreams with courage and determination.
Like the Babaylans of old, she leads not only through achievement but through the wisdom and empowerment she shares with others.

As Pauline reminds us:

In celebration of Women’s Month with the theme “WE for Gender Equality and Inclusive Society” and sub-theme “Lead Like the Babaylans, Filipinas,” we honor the inspiring story of Maria Cristina Conda, a 46-year-old businesswoman from Brgy. San Vicente, Viga, Catanduanes, whose journey reflects perseverance, determination, and leadership grounded in strong values.

While pursuing her Bachelor of Secondary Education at the University of Makati and a Diploma Course in Entrepreneurship, Cristina worked part-time in restaurants to support herself and help her family. These early experiences taught her the value of hard work, sacrifice, and determination—lessons that would later shape the life she built in Viga.

Together with her husband, Ariel Conda, Cristina began nurturing a dream of building something meaningful for their family. Through patience, resilience, and countless sacrifices, they slowly established Villa Amacepia Resort, a business that stands today as a symbol of their perseverance and faith in their dreams.
For Cristina, her greatest strength has always been her family and children, who inspire her to continue moving forward despite life’s challenges. She believes that leadership is not defined only by achievements, but by the values a person lives by every day. As she often reminds others,

Through her journey, Cristina embodies the spirit of a modern Filipina Babaylan—a woman who leads with courage, wisdom, and compassion. Her story reminds us that true leadership is not always loud or grand. Tuwing ika-apat na linggo ng Marso, ipinagdiriwang sa Pilipinas ang Protection and Gender-Fair Treatment of the Girl Child Week sa bisa ng 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗶𝗮𝗹 𝗣𝗿𝗼𝗰𝗹𝗮𝗺𝗮𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟳𝟱𝟵, 𝘀. 𝟭𝟵𝟵𝟲. Nakasaad dito na ang bawat batang babae na may edad 18 years old pababa ay dapat mabigyan ng 𝗽𝗮𝗻𝘁𝗮𝘆 𝗻𝗮 𝗼𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝗱𝗮𝗱 at 𝘀𝗮𝗽𝗮𝘁 𝗻𝗮 𝗽𝗿𝗼𝘁𝗲𝗸𝘀𝘆𝗼𝗻 upang maihanda sila sa mga gampanin sa pag-unlad ng lipunan.

Layunin ng pagdiriwang na ito na itaguyod ang karapatan, proteksyon, at pantay na oportunidad ng bawat batang babae upang sila ay maging handa at aktibong makibahagi sa pag-unlad ng lipunan.

Mahalagang tiyakin na ang bawat batang babae ay ligtas, may sapat na kaalaman, at may pagkakataong maabot ang kanilang mga pangarap.
