Digital Excellence & Transparency: The SK Web Portal

In an era where information is at our fingertips, the Sangguniang Kabataan of San Jose Oco believes that public service must be as transparent as it is active. True leadership is not just seen on the streets during operations; it is also reflected in how we manage the administrative and fiscal responsibilities entrusted to us by the youth.

Under Section 8(c) of the SK Reform Act, we are mandated to maintain an active digital presence through the SK Web Portal. This is more than just a technical requirement or a checkbox for compliance it is our "Digital Headquarters." Through this portal, our programs, financial reports, and developmental plans are monitored by the Department of the Interior and Local Government (DILG) and the National Youth Commission (NYC).

By ensuring our profile is updated and our portal account is active, we are providing a layer of check and balance. This ensures that every initiative we take for the youth of San Jose Oco is documented, audited, and aligned with national standards. We are moving away from traditional, opaque governance and moving toward a future that is data-driven, organized, and fully accountable to the people we serve.

Public Service in Action: BaRCO February 2026

True leadership is defined by visibility and results on the ground. This February 15, the Sangguniang Kabataan of San Jose Oco, in active coordination with our Barangay Officials, intensified our efforts for the Barangay Road Clearing Operation (BaRCO).

Beyond compliance with DILG Memorandum Circular 2024-053, this initiative is a firm stand for the safety of our residents. By reclaiming our public roads from illegal obstructions, we are ensuring that our students can walk safely to school, emergency vehicles have unhindered access, and every worker in San Jose Oco enjoys a smoother commute. A clear road is not just a convenienceβ€”it is a right for every member of this community.

Community in Action: BarKaDa February 2026

A clean environment is the foundation of a healthy and productive community. This February 8, the Sangguniang Kabataan of San Jose Oco proudly led the Barangay at Kalinisan Day (BarKaDa) initiative, proving that when the youth and the community unite, we create lasting change.

Guided by DILG Memorandum Circular 2024-059, our mission goes beyond picking up litter. It is about environmental stewardship and disaster preparedness. By clearing our waterways and keeping our public spaces waste-free, we are actively preventing floods and protecting our families from health risks. In San Jose Oco, we don't just dream of a cleaner future we work for it every single week.

The SK of San Jose (Oco) successfully conducted our February BarKaDa (Barangay at Kalinisan Day) activities. Our commitment to a "Bagong Pilipinas" starts with the simple act of keeping our own backyard clean and sustainable.

Physical distance was never a barrier to fulfilling our responsibility to serve the youth and the community.

The Sangguniang Kabataan of San Jose (Oco) successfully conducted its 1st Regular Session through a virtual platform to accommodate members who were unable to attend physically due to valid and unavoidable reasons. Despite the distance, the council ensured that participation, discussion, and decision-making remained active, organized, and in full compliance with our governing rules.

The conduct of this online or virtual session is clearly supported by the Internal Rules of Procedure of the Sangguniang Kabataan of San Jose (Oco), particularly under Resolution No. 3, Series of 2024, which provides that online sessions may be held when a physical meeting is not feasible, provided that the required quorum is met and the order of business is strictly observed.

During the session, the council carefully followed the prescribed order of proceedings from the call to order, roll call, approval of the agenda, reading and approval of previous minutes, committee reports, unfinished and new business, up to adjournment ensuring that transparency, accountability, and parliamentary procedures were upheld at all times.

This virtual session demonstrates our commitment to continuity of governance, adaptability to circumstances, and dedication to fulfilling our duties responsibly. Whether conducted physically or virtually, the Sangguniang Kabataan of San Jose (Oco) remains steadfast in promoting good governance and responsive youth leadership.

During the session, the following agenda were discussed:
1. Final Review and Approval of the Revised Annual Budget for CY 2026, including the confirmation and adoption of the corresponding resolution.
2. Monitoring and Updates on SK Prime.
3. Preparations and Initial Planning for the Upcoming Liga 2026.
4. Strengthening the Education Pillar, focusing on programs and initiatives that will further support students and youth development.
5. Other Matters.

β€œAttendance and signatures for the February 16 virtual session were physically accomplished during the Special Session on February 26, 2026.”

Guided by integrity and accountability, we remain resolute in promoting transparency, meaningful participation, and continuous service demonstrating that leadership knows no distance when it comes to serving the youth.
