The Valderrama Local DRRM Office, headed by Mae Christine Maguad-Bingco, RN, LDRRMO II-OIC, under the leadership of Hon. Jocelyn L. Posadas, together with the other stakeholders, parents, students and staff of Valderrama National High School led by Ms. Charitee Pearl Pagunsan, Teacher III - OIC, joined forces for the kick-off of Brigada Eskwela 2026 with a theme “Bayanihan sa Paaralan: Nagkakaisa para sa Kaayusan at Kaalaman."

As we open this year’s Brigada Eskwela, we are reminded that this program is no longer just about giving our school a fresh coat of paint or sweeping the hallways. Today, under the banner of Disaster Risk Reduction and Management (DRRM), Brigada Eskwela is about SAFETY, RESILIENCE and PREPARATION.

Our schools are not just places of learning; they are sanctuaries for our children and often, evacuation centers for our communities during calamities. Therefore, every nail we drive, every branch we prune, and every classroom we clean must be done with the mindset of protection, with core areas focused on Hazard Mitigation, Safety and Sanitation and Preparedness.

When we work together to hazard-proof our school, we are not just preparing a building - we are protecting the future of our nation. LIGTAS NA PAARALAN, PARA SA MATATAG NA KINABUKASAN.

The above conditions are being experienced in (SanJoaquin, Zarraga, Dumangas), (Sibalom, SanRemigio, Pandan, Sebaste), (Ibajay, Malinao, Madalag and Libacao) which may persist within 1 to 2 hours and may affect nearby areas.

🚨 MAHALAGANG ABISO: KRITIKAL NA PAGBABANTAY SA ANTAS NG TUBIG-ILOG

Mula sa: Municipal Disaster Risk Reduction and Management Office (MDRRMO)

Opisyal nang idineklara ng PAGASA ang pagsisimula ng panahon ng Habagat (Southwest Monsoon), na kasalukuyang pinalalakas ng bagyong nasa labas ng ating landmass. Dahil dito, ang ating rehiyon ay nakararanas ng tuluy-tuloy, katamtaman, hanggang sa kung minsan ay malakas na pag-ulan.
Kasunod ng opisyal na Rainfall Advisory ngayong hapon, ang ating mga lokal na ilog at sapa ay nasa ilalim ngayon ng KRITIKAL NA PAGBABANTAY.

🟥 HIGIT NA PAG-IINGAT SA MGA ILOG AT SAPA (RIVER MONITORING)
Ang matagal at tuluy-tuloy na pag-ulan sa kabundukan ay maaaring magdulot ng biglaang pagbaha (flash floods) at pag-apaw ng ating mga pangunahing ilog, kahit na mahina ang ulan sa mismong kabayanan. Pinatutupad ang mga sumusunod na mahigpit na kautusan:

MAHIGPIT NA IPINAGBABAWAL ang pagtawid sa mga ilog, sapa, at mga spillway (mga mababang tulay na dinaraanan ng tubig). Huwag piliting tumawid gamit ang motorsiklo, sasakyan, o sa pamamagitan ng paglakad.

🔺 Agad na lisanin ang tabi ng ilog kung napapansin ang sumusunod:
Biglaang pagbabago sa kulay ng tubig (nagiging kulay-tsokolate o maputik).
🔺Paglutang ng mga malalaking sanga, troso, o basura na galing sa bundok.
🔺 Mabilis na pagtaas ng lebel ng tubig sa mga post o marker ng tulay.
🔺 Paalala sa mga Magsasaka at Pastol: Huwag nang tangkaing isalba o itawid ang mga alagang hayop na nasa kabilang gilid o isla ng ilog kung nagsisimula nang lumaki ang agos. Unahin ang inyong sariling kaligtasan.
🔺 Iwasan ang tabing-ilog sa gabi: Mas mahirap tantyahin ang taas at lakas ng tubig kapag madilim. Kung delikado ang inyong lokasyon, lumikas bago sumapit ang gabi.

⚠️ MGA PANGUNAHING BABALA AT GABAY

1. Para sa mga Lugar na Madalas Bahain (Flood-Prone Areas)
Bantayan ang Antas ng Tubig: Kung mabilis ang pagtaas ng tubig sa inyong sapa, ilog, o kanal, huwag nang magpatumpik-tumpik pa.
Itaas ang mga Kagamitan: Ilagay sa ligtas at mataas na bahagi ng bahay ang mga mahahalagang dokumento, appliances, at kagamitan.
Kusa at Maagang Paglikas: Kung ang inyong lugar ay bahaing paspas, lumikas na habang may liwanag pa at ligtas pang dumaan sa mga kalsada.

2. Para sa mga Lugar na Dekalidad sa Landslide (Landslide-Prone Areas)
Magmatyag sa Paligid: Obserbahan ang mga senyales ng pagguho ng lupa tulad ng lamat sa lupa o pader, pagkiling ng mga puno o poste, at mga naririnig na tila nagbabagsakang bato mula sa bundok.
Umalis Agad: Kung nakatira sa paanan o gilid ng bundok, huwag hintayin ang gabi o ang mismong pagguho bago lumikas. Lumipat agad sa itinalagang Evacuation Center.

3. Pag-iwas sa Pagkalunod (Drowning Prevention)
Bawal Lumapit sa Tubig: Mahigpit na ipinagbabawal ang paliligo o pangingisda sa mga rumaragasang anyong-tubig.
Bantayan ang mga Bata: Siguraduhing hindi makakalapit o makakapaglaro ang mga bata sa mga baha, kanal, o umaapaw na tubigan.

🎒 ANO ANG DAPAT IHANDA (GO BAG)?
Siguraduhing dala ng bawat pamilya ang emergency kit na naglalaman ng:

Tubig na inumin at pagkaing de-lata (good for 3 days)
Unang Lunas (First Aid Kit) at mga personal na gamot
Flashlight, de-bateryang radyo, at powerbank
Mahahalagang dokumento (nakabalot sa plastik)
Damit, kumot, at kapote/payong

“DOMENG” SLIGHTLY INTENSIFIES OVER THE SEA EAST OF BATANES

• Location of Center (4:00 PM)
The center of the eye of Typhoon DOMENG was estimated based on all available data at 650 km East Northeast of Itbayat, Batanes (22.3°N, 127.9°E).

• Intensity
Maximum sustained winds of 130 km/h near the center, gustiness of up to 160 km/h, and central pressure of 965 hPa

• Present Movement
North northwestward at 15 km/h

• Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to
500 km from the center

➣ Heavy Rainfall Outlook

Refer to Weather Advisory No. 7 issued at 5:00 PM today for the heavy rainfall outlook due to the enhanced Southwest Monsoon.

➣ Severe Winds

The enhancement of the Southwest Monsoon and the periphery of DOMENG will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today: Most of Visayas, Batanes, Cagayan, CALABARZON, MIMAROPA, Bicol Region, Zamboanga del Norte, Misamis Occidental, Misamis Oriental, Camiguin, Agusan del Norte, Dinagat Islands, Surigao del Norte, Sarangani, Davao Occidental, and Davao Oriental.
• Tomorrow (01 June): Batanes, Babuyan Islands, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Panay Island, and Negros Occidental.
• Tuesday (02 June): Batanes, Babuyan Islands, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Panay Island.

HAZARDS AFFECTING COASTAL WATERS

➣ 24-Hour Sea Condition Outlook

Up to rough seas over the following coastal waters:
• Up to 3.5 m: The eastern seaboard of Batanes.
• Up to 3.0 m: The seaboards of mainland Cagayan and Isabela; the northern and eastern seaboards of Babuyan Islands; the remaining seaboard of Batanes.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The northern and eastern seaboards of Polillo Islands and Catanduanes; the northeastern seaboard of Aurora; the northern seaboard of Camarines Norte.
• Up to 2.0 m: The remaining seaboard of Aurora; the northern seaboards of Ilocos Norte and Camarines Sur; the northern and eastern seaboards of Northern Samar; the eastern seaboards of Sorsogon, Eastern Samar, Dinagat Islands, and Davao Oriental; the southern seaboard of Kalayaan Islands; the western seaboard of southern Palawan.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK

• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• Typhoon DOMENG will continue moving north northwestward today before recurving towards southern Japan for the remaining forecast period. This tropical cyclone is less likely to make landfall over the country. DOMENG will likely exit the Philippine Area of Responsibility (PAR) tomorrow morning or afternoon.
• DOMENG will continue to intensify until it reaches its peak intensity tomorrow (01 June) while remaining over the Philippine Sea. Afterwards, it will steadily weaken but will remain as a typhoon throughout the forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
