The 20th Sangguniang Bayan of Tulunan convened for its 40th Regular Session on May 28, 2026, at the Sangguniang Bayan Session Hall, presided over by Hon. Rogie P. Lantoria as Temporary Presiding Officer.

During the Privilege Hour, Hon. Joan T. Villamor delivered a privilege speech entitled, “For Transparency Without Fear, and Accountability Without Favor,” highlighting the importance of integrity, openness, and responsible governance in public service.

During the session, the following proposed ordinances were approved on Third and Final Reading:

Proposed Ordinance No. 12-2026 – An Ordinance requiring All Business Establishments within the Municipality of Tulunan to honor the Senior Citizen discount upon presentation of any valid Government-Issued Identification Card showing that the bearer is sixty (60) years old or above, in accordance with Republic Act No. 9994, otherwise known as the “Expanded Senior Citizens Act of 2010,” providing penalties for violations, establishing grievance mechanisms, and for Other Purposes. The ordinance was authored by Hon. Adolfo A. Sarillo, Jr.

Proposed Ordinance No. 16-2026 – An Ordinance institutionalizing the Drug-Free Workplace Program, mandating the conduct of Authorized Drug Testing for all Elective and Appointive Public Officials and Employees in all offices of the Local Government Unit of Tulunan, Province of Cotabato, including the offices of its twenty-nine (29) Barangays, providing funds for its implementation and penalties for violation therefor and for other purposes. The measure was authored by Hon. Jorlito L. Patrona and Hon. Claire L. Palma.

Proposed Ordinance No. 18-2026 – An Ordinance prohibiting the act of being topless or half-naked in public areas of the Municipality of Tulunan, Province of Cotabato, providing penalties for violation therefor and for other purposes. The ordinance was authored by Hon. Joan T. Villamor.

Proposed Ordinance No. 17-2026 – An Ordinance banning the drinking of liquor and intoxicating beverages in public areas of the Municipality of Tulunan, Province of Cotabato, providing penalties for violation therefor and for other purposes. The ordinance was authored by Hon. Joan T. Villamor.

Proposed Ordinance No. 20-2026 – An Ordinance Establishing the “Timbangan ng Bayan” Project in the Municipality of Tulunan, Province of Cotabato and Appropriating Funds for the Purpose. The measure was authored by Hon. Coleen O. Dela Cruz-Gigare.

The 20th Sangguniang Bayan of Tulunan convened for its 39th Regular Session, presided over by Hon. Vice Mayor Rhezan P. Obrique, where various legislative measures and committee reports were deliberated upon.

During the Privilege Hour, Hon. Rogie P. Lantoria delivered a privilege speech regarding the proposed conversion of Damawato Elementary School into Damawato Integrated School.

On the Second Reading, sponsorship speeches were first delivered by the respective authors of several proposed ordinances, which were later approved by the body.

The approved proposed ordinances were as follows:

• Proposed Ordinance No. 20-2026 under the Committee on Laws, House Rules, Privileges, Ordinances, Legal Matters and Human Rights – An Ordinance Establishing the “Timbangan ng Bayan” Project in the Municipality of Tulunan, Province of Cotabato and Appropriating Funds for the Purpose. The ordinance was authored by Hon. Jorlito L. Patrona.

The session reaffirmed the commitment of the 20th Sangguniang Bayan of Tulunan in advancing policies and legislative measures geared towards public welfare, accountability, peace and order, and strengthened local governance for the people of Tulunan.

The 20th Sangguniang Bayan of Tulunan conducted a public hearing on four proposed ordinances aimed at strengthening public welfare, safety, and community discipline within the municipality.

The activity was held with the support of Hon. Vice Mayor Rhezan P. Obrique and was attended by barangay officials, representatives from various barangays, and personnel from different municipal offices.

The Committee on Finance, Budget, Appropriation and Ways and Means convened for a committee meeting presided over by Chairperson Hon. Maureene Ann L. Villamor-Peñafiel together with Vice Chairperson Hon. Jorlito L. Patrona.

Present during the meeting were Engr. Erna Lee P. Romualdo, Municipal Planning and Development Coordinator, and Ms. Niña Noreen Tabsing, Focal Person of the Municipal Anti-Drug Abuse Council (MADAC), upon the request of the committee.

During the discussion, the committee tackled the Certified Urgent Letter dated May 6, 2026, signed by Municipal Administrator Engr. Rashid Al V. Gepte by authority of the Municipal Mayor, Hon. Lee Roy V. Villasor, C.E. The letter endorsed MADAC Resolution No. 06-2026 approving the CY 2027 List of Programs, Projects, and Activities (PPAs) to address the problem of illegal drugs in the Municipality of Tulunan, with a proposed allocation amounting to ₱24,500,000.00.

A meeting regarding the preparation of maps and technical data relative to the tri-boundary conflict involving the Municipalities of Tulunan, Datu Paglas, Maguindanao del Sur, and Columbio, Sultan Kudarat was conducted today at the Sangguniang Bayan Session Hall, presided over by Hon. Claire L. Palma.

Hon. Vice Mayor Rhezan P. Obrique expressed his support and concern regarding the matter through his active participation during the discussion and by sharing his recommendations alongside the Sangguniang Bayan Members.

Present during the meeting were the following Sangguniang Bayan Members:

The Office of the Municipal Vice Mayor requested the assistance of the Municipal Planning and Development Office (MPDO), Municipal Assessor’s Office, and Municipal Engineering Office in the preparation and presentation of the necessary maps and technical references for discussion purposes.

Present from the concerned offices were Engr. Erna Lee P. Romualdo, Municipal Planning and Development Coordinator, together with Ms. Niña Joy S. Castillo, Assistant Statistician of the MPDO; Ms. Esperanza C. Alojado, REA, and Ms. DC Contayoso, REA, of the Municipal Assessor’s Office (MASSO); Engr. Quenie L. Silvestre, Municipal Engineer; and Mr. Ryan Jeams P. Claud of the Mayor’s Office.

The preparation of these documents is expected to aid in the assessment, clarification, and discussion of territorial concerns, particularly those affecting agricultural lands, barangay jurisdictions, and constituents situated within the disputed areas.

Following the 38th Regular Session, the 20th Sangguniang Bayan of Tulunan convened a Leveling-Off and Direction-Setting Meeting aimed at fostering unity and promoting the peaceful resolution of the tri-boundary dispute among the municipalities of Tulunan, Columbio, and Datu Paglas.

The meeting was presided over by Hon. Vice Mayor Rhezan P. Obrique, who emphasized the importance of collaboration, dialogue, and collective action in addressing concerns affecting the involved localities.

The 20th Sangguniang Bayan of Tulunan convened for its 38th Regular Session, presided over by Hon. Vice Mayor Rhezan P. Obrique, where several committee reports and local legislative measures were deliberated upon and approved.

Among the approved measures was the Joint Committee Report of the Committee on Finance, Budget, Appropriation and Ways and Means and the Committee on Health and Sanitation regarding the adoption and approval of Local Health Board (LHB) Resolution No. 01-2027. The resolution authorizes the implementation of the Municipality’s CY 2027 Programs, Projects, and Activities (PPAs) aimed at combating Acquired Immune Deficiency Syndrome (AIDS), with a proposed allocation amounting to ₱373,480.00.

Also approved were Committee Reports No. 201 and No. 202 of the Committee on Finance, Budget, Appropriation and Ways and Means concerning the CY 2026 Annual Performance Budgets of Barangay Genoveva Baynosa and Barangay Tuburan amounting to ₱2,845,067.00 and ₱3,782,467.00, respectively.

Meanwhile, the body likewise approved Committee Report No. 183 of the Committee on Laws, House Rules, Privileges, Ordinances, Legal Matters and Human Rights regarding Ordinance No. 07, series of 2026 of Barangay F. Cajelo establishing a Barangay Identification (ID) System.

The session also tackled environmental concerns through the approval of the Joint Committee Report involving the Committees on Laws, Natural Resources, and Disaster Risk Reduction and Management in relation to the reported illegal open-pit mining activity in Sitio Kongkling, Barangay Kanibong. The matter stemmed from the letter of Punong Barangay Hon. Jerry P. Della, Jr. and the privilege speech delivered by Hon. Rogie P. Lantoria highlighting the urgent need to address the issue.

Following the session, Palarong Pambansa 2026 athlete 𝗠𝗿. 𝗔𝗻𝗴𝗲𝗹 𝗠𝗮𝗿𝗸 𝗜. 𝗘𝘃𝗮𝗻 of Tulunan National High School, representing Volleyball Boys Secondary and a product of the Tulunan Volleyball Club, paid a courtesy visit to the Sangguniang Bayan. Members of the august body expressed their support and encouragement for the young athlete as he prepares to represent the municipality in the national sporting event.

• MDC Resolution No. 04-2026 – A Resolution Approving the CY 2027 Annual Investment Plan – Development Fund of the Municipality of Tulunan, Cotabato amounting to ₱494,020,000.00.
