[ NEWS ] DAR turns over P152-M worth of farm-to-market roads in Isabela
Farmers and residents in the Province of Isabela now have better access to farms, markets, and essential services following the turnover of 11.9 kilometers of farm-to-market roads (FMRs) in the municipalities of Angadanan, San Agustin, Benito Soliven, San Mariano, Echague, Cordon, and Jones.
The P152-million infrastructure projects were implemented through the collaboration of the Department of Agrarian Reform (DAR) and the Department of Public Works and Highways (DPWH), with the support of the Local Government Units (LGUs) of Isabela. The projects are expected to benefit 4,465 agrarian reform beneficiaries (ARBs) and 8,932 non-ARBs in the communities.
The two FMRs in Angadanan cover 1.02 kilometers and 0.953 kilometers, with project costs of P15 million and P19.5 million, respectively. The FMR in San Agustin covers 2.84 kilometers with a project cost of P30 million; Benito Soliven, 1.743 kilometers at P15 million; San Mariano, 2.355 kilometers at P30 million; Echague, 0.71 kilometer at P12.5 million; Cordon, 0.82 kilometer at P15 million; and Jones, 1.5 kilometers at P15 million.
The turnover formed part of Handog ng Pangulo: โSerbisyong Sapat para sa Lahat,โ a nationwide initiative highlighting the delivery of government services and projects that directly respond to the needs of Filipino communities.
During the activity, Rev. Ronel Felipe led the blessing of the newly completed infrastructure. In his message, he emphasized the importance of building not only physical structures but also communities grounded in cooperation and shared responsibility, citing 1 Corinthians 3:9โ11.
Barangay Captain Camilo A. Bulan of Barangay Binatug, San Mariano, expressed his gratitude for the project, saying, โAdu ti makinabang kin daytoy nga proyekto. Agyaman kami unay,โ emphasizing that many people will benefit from the newly completed road.
For DPWH Isabela, the infrastructure is ultimately for the community to use and protect. Engr. William B. Berin of DPWH Isabela reminded the residents, โTo the community members who are the ultimate beneficiaries of this infrastructure, this road is now yours.โ
The activity also highlighted DARโs mandate and programs. Engr. Severino D. Gabot, Provincial Agrarian Reform Officer II of DAR Provincial Office of Isabela, shared the history of the Department and its continuing efforts to advance agrarian reform and improve the lives of farmers.
Meanwhile, Atty. Eugene P. Follante, Director IV of the Bureau of Agrarian Legal Assistance, explained DARโs major programs and its continuing commitment to protecting the rights and welfare of ARBs.
Director IV Dennis G. Ramos of the Financial Management Service likewise expressed the agrarian reform familyโs satisfaction in seeing tangible outputs delivered to communities.
For Director IV Mary Joyce Ricamora of the Administrative Service, however, the project represents more than just a road. โAri laman nga dalan y igga taw, kundi community,โ she said, emphasizing that the project is not merely a physical structure but part of the larger community that government serves.
DAR Region 02 Regional Director Primo C. Lara also highlighted key agrarian reform initiatives being implemented by the Department, including Pang-Agraryong Tulay para sa Bagong Bayanihan ng mga Magsasaka (PBBM), the Project Support to Parcelization of Lands for Individual Titling (SPLIT), and the New Agrarian Emancipation Act. He emphasized that these programs complement infrastructure interventions by addressing farmersโ land tenure, productivity, and access to government services.
As part of the formal turnover, representatives from DAR, DPWH, and the LGU signed the Certificate of Turnover and Acceptance, formally turning over the completed infrastructure to the community and the local government.
Accepting the project on behalf of the Municipality of San Mariano, Mayor Hon. Ana Cristina S. Go described the turnover as an honor and a meaningful milestone for the community. โItโs an honor to accept this project,โ she said. She also recalled the struggles experienced by farmers and residents when the road had yet to be concreted, saying she would never forget the difficulties they faced when traversing the route.
Chairman Redento T. Caampued of San Mariano Valley Agriculture Corp. likewise thanked the government agencies and partners for the infrastructure and expressed hope that similar projects would continue to reach farmers in other communities.
The Isabela FMR turnover was simultaneously conducted with other DAR activities in the provinces of Cagayan, Quirino, and Nueva Vizcaya, underscoring the Departmentโs continuing efforts to bring government services and projects closer to agrarian reform communities (ARCs) across Region 02.
These infrastructure projects form part of the governmentโs continuing efforts to strengthen rural connectivity, support agricultural production, and provide ARCs with better access to markets, essential services, and economic opportunities.
