Mandate

The Technical Education and Skills Development Authority (TESDA) is the government agency tasked to manage and supervise technical education and skills development (TESD) in the Philippines. It was created by virtue of Republic Act 7796, otherwise known as the โ€œTechnical Education and Skills Development Act of 1994โ€. The said Act integrated the functions of the former National Manpower an

d Youth Council (NMYC), the Bureau of Technical-Vocational Education of the Department of Education, Culture and Sports (BTVE-DECS) and the Office of Apprenticeship of the Department of Labor and Employment (DOLE). Vision

๐‰๐ฎ๐ง๐ž ๐Ÿ’, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” | TESDA Regional Training Center (RTC) - Tuguegarao successfully hosted a benchmarking activity for three TESDA Technology Institutions (TTIs) from Cagayan as part of their application for the TESDA Seal of Integrity.

The participating institutions were the Lasam Institute of Technology (LIT), Aparri Polytechnic Institute (API), and the Provincial Training Center (PTC) Cagayan.

Institutional heads and staff participated in the benchmarking including Ms. Editha B. Mansion from LIT, Mr. Francisco Gr**go C. Tagabi from (API), and Ms. Felicidad A. Badajos from PTC - Cagayan. The activity provided an opportunity for direct knowledge exchange on integrity compliance requirements and assessment standards.

Senior TESD Specialists Mary Jane T. Eslabra and Lea R. Macababbad, led by RTC Administrator Venancio T. Balisi, presented the TESDA Seal of Integrity assessment instrument and shared validated ratings from national external validators. A question-and-answer session followed, where participants clarified application requirements and shared best practices on integrity management and quality assurance systems.

The activity concluded with the presentation of Certificates of Appreciation to TESDA RTC Tuguegarao in recognition of its contribution to regional TVET integrity initiatives.

TESDA RTC Tuguegarao has achieved two consecutive Commitment Status awards for 2023 and 2024 under the TESDA Seal of Integrity program as a certified Assessment Center, reflecting its adherence to national quality standards and ethical assessment protocols.

It can be recalled that the TESDA RTC - Tuguegarao further strengthened its quality excellence agenda by securing STAR ratings for various programs through the System for TVET Accreditation and Recognition establishing RTC - Tuguegarao as a regional benchmark for excellence in technical vocational education and training.

๐‹๐Ž๐Ž๐Š | The Aparri Polytechnic Institute (API) is currently conducting the Shielded Metal Arc Welding (SMAW) NC II training under the Special Training for Employment Program (STEP) scholarship from May 4 to June 22, 2026.

The training equips scholars with technical skills and industry-based competencies in welding in line with TESDA standards through competency-based and hands-on learning.

Under trainer Jaylord V. Unista, trainees undergo practical sessions on workplace safety, proper use of welding tools and equipment, and SMAW techniques.

The program underscores APIโ€™s commitment to providing quality technical-vocational education and expanding skills training opportunities. Upon completion, scholars are expected to gain competencies that will enhance their employability in the welding industry.

๐‹๐Ž๐Ž๐Š | TESDA Isabela School of Arts and Trades (ISAT) conducted a Supervised Industry Learning (SIL) Orientation on June 4, 2026 for 18 Housekeeping NC II trainees in preparation for their industry deployment from June 8 to 20, 2026.

The orientation prepared trainees for workplace immersion by discussing industry standards, policies, and job responsibilities. The trainees, composed of 11 females and 7 males, will be deployed to The Maximilian Hotel, The Hotel Sophia, TESDA-ISAT Hotel, and Piazza Zicarelli Hotel, Restaurant and Bakery.

The SIL program enables trainees to apply their skills in actual workplace settings, strengthening their competencies in housekeeping operations, customer service, and workplace safety as part of TESDA-ISATโ€™s commitment to industry-responsive training and employability.

The Technical Education and Skills Development Authority (TESDA) Isabela Provincial Office successfully convened the 2nd Quarter Provincial Technical Education and Skills Development Committee (PTESDC) Meeting on June 3, 2026, reaffirming its commitment to advancing technical education, workforce development, and employment opportunities in the province.

Provincial Director Vilma C. Cabrera led the meeting and presented updates on TESDAโ€™s key programs, including the implementation of the Train LOKAL (LGU-Led Skills Training) Program and developments on Competency Standards for Drone Operations and Pottery, aimed at addressing emerging industry needs and strengthening workforce competitiveness.

The meeting gathered key stakeholders from government, academe, industry, and the TVET sector, including Ms. Cecilia Claire N. Reyes, PTESDC Governorโ€™s Representative and Isabela PESO Manager; Mr. Vergilio D. Quimba, Jr., representing the Academe/TVET Sector; and Ms. Zenaida M. Zicarelli, representing the Employment/Industry Sector. Representatives from the Department of Labor and Employment (DOLE), the Department of Trade and Industry (DTI), and TESDA Technology Institutionsโ€”Isabela School of Arts and Trades (TESDA-ISAT), Southern Isabela Colleges of Arts and Trades (TESDA-SICAT), and Isabela Provincial Training Center (IPTC)โ€”also actively participated in the discussions.

During the meeting, TESD Specialist II Merly M. Viernes presented the Train LOKAL Program, while TESD Specialist II Sharmaine Nica P. Miranda discussed the amended scholarship guidelines. TESD Specialist Barbie Jane C. Abad also presented the approved Competency Standard for Corn Silage Production.

A key highlight was the presentation and unanimous approval of Resolution No. 0231-005, Series of 2026, by Acting Supervising TESD Specialist Armando B. Daquioag, encouraging the establishment of City/Municipal TESD Committees (C/MTESDCs) across Isabela to strengthen local coordination in skills development.

The successful conduct of the meeting reflects TESDA Isabelaโ€™s sustained collaboration with its partners in promoting inclusive growth, workforce readiness, and expanded skills development opportunities for all Isabelinos.

๐Œ๐€๐˜ ๐€๐‹๐‹๐Ž๐–๐€๐๐‚๐„ ๐๐€!

The Technical Education and Skills Development Authority (TESDA) Isabela School of Arts and Trades (ISAT) distributed the first tranche (50%) of training allowances to 25 scholars enrolled in the Driving NC II program in Abulan, Jones, Isabela on April 27, 2026.

The training, which ran from April 14 to May 8, 2026, was implemented under the Special Training for Employment Program (STEP) scholarship.

Aside from skills development, the program provided financial assistance to help trainees with their daily needs while completing the training.
